Recent elections in Europe have shown that a context of increasing citizen distrust towards democratic institutions may lead to very high levels of electoral volatility and to the emergence of new parties. On the other hand, institutional reforms are sometimes presented as a solution to citizens’ discontent with political institutions. Focusing on a specific type of political institution ? electoral systems ? the question addressed in this study is whether high levels of electoral volatility may trigger electoral reforms. The article investigates the conditions under which reforms affecting the electoral system’s degree of openness to new parties were enacted in 25 European countries between 1945 and 2012. The findings demonstrate that volatility due to the emergence of new parties is the most powerful explanation to account for the introduction of electoral reforms, particularly those that hinder the entry of new parties into the system.  相似文献

本文从中国农村基层民主发展的内在逻辑出发对基层民主发展的若干问题进行了分析,认为选举式民主是不是中国农村政治发展的方向,将取决于两个内生性变量,即:村民的民主欲求和各地面临问题的性质。文章就选举民主能否增加基层地方政权的合法性进行了分析,指出选举民主只是增强地方政府合法性的途径之一。在民主和政府治理的关系上,作者认为选举民主未必能够提高基层政府的治理水平。目前中国农村基层政改并不存在一种成功模式适合所有地方,因此,不应该以政策或法律的形式强制推行某一种模式,而应该在给定方向和原则的前提下倡导和鼓励各地自主创新,探索适合本地方的政改模式。  相似文献

Local electoral systems in transitional polities can play a critical role in the growth and development of democratic governance. In this study, the impact of electoral system change at the subnational level in an African nation, Senegal, is examined. Senegal recently altered the electoral system it employs for the selection of its local and municipal councils. The mixed plurality-proportional system, favors the largest parties. It clearly introduced distortions between the distribution of voter support and seats on councils. These distortions are modified by the proportional part of the vote which provides opportunities for smaller parties to obtain seats. The presence and impact of strategic entry and strategic voting, both in rural and urban areas is assessed.  相似文献

It is well known that individuals who voted for the winning party in an election tend to be more satisfied with democracy than those who did not. However, many winners deviate from their first choice when voting. It is argued in this article that the mechanisms that engender satisfaction operate less forcefully among such winners, thereby lessening the impact of victory on satisfaction. Results show that the gap in satisfaction over electoral losers among these ‘non‐optimal winners’ is, in fact, much smaller than that of ‘optimal winners’, who voted in line with their expressed preferences. A win matters more for those who have a bigger stake in victory. The article further explores how the effect of optimal victory on satisfaction varies across electoral systems.  相似文献

Scholars continue to debate whether economic development affects regime type. This article argues that a clear relationship exists between development and the electoral component of democracy, but not – or at least less so – between development and other components of broader understandings of democracy. This is so because development enhances the power resources of citizens and elections provide a focal point for collective action. The theory is tested with two new datasets – Varieties of Democracy and Lexical Index of Electoral Democracy – that allow us to disaggregate the concept of democracy into meso- and micro-level indicators. Results of these tests corroborate the theory: only election-centred indicators are robustly associated with economic development. This may help to account for apparent inconsistencies across extant studies and shed light on the mechanisms at work in a much-studied relationship. Further analysis shows that development affects electoral democracy by reducing electoral fraud, election violence and vote buying.  相似文献

The existing literature on ideological congruence has typically looked at congruence immediately after elections when governments are formed. This article goes beyond that comparative static approach by examining changes in citizen-government ideological congruence between two fixed points in time, namely at the beginning and end of government mandates. Building on a veto player approach and dynamics of party competition under majoritarian and proportional representation (PR) electoral systems, the results indicate, first, that government positions are more stable in between elections, as the number of parties and their ideological distance increase in cabinet. Second, it appears that single-party and homogeneous coalition governments decrease ideological congruence between elections under low levels of polarisation, while they increase congruence under very high levels of polarisation. Third, it was found that governments under majoritarian systems slightly decrease congruence between elections while congruence stays stable on average under PR systems. The different levels of party system polarisation across majoritarian and PR electoral systems mostly explain this difference.  相似文献

Most accounts of electoral system change tend to consider it as being driven by purely partisan interests. Political parties are expected to change the electoral rules as a way to maximise gains or minimise losses. However, little work has been done on the question of why electoral reforms are so scarce in spite of these potential benefits. In this study, a wide range of both factors that may foster (‘catalysts’) and ones that may hinder (‘barriers’) the change of electoral institutions are investigated. A statistical analysis is performed of 16 West European countries from 1975 to 2005, covering 23 reforms of the proportionality of their electoral systems. It is found that procedural barriers are more effective for explaining the likelihood of electoral reforms than (most of) the catalysts. Additionally, there are indications that courts may play a more active role in triggering reform than previously thought.  相似文献

This research note presents a general approach for measuring the electoral safety of individual MPs across electoral systems that is based on predicted re-election probabilities estimated from multilevel logistic regression models. In contrast to existing measures, this method yields estimates on an intuitive and readily comparable probability scale, captures the higher sensitivity of re-election prospects to electoral change in the range of close races, and can accommodate regional differences in context conditions such as volatility. The paper implements the approach for two archetypical electoral systems – first-past-the-post (FPTP) systems and closed-list proportional representation (PR) – and estimates re-election prospects for the FPTP and PR tiers of the German mixed electoral system in all Bundestag elections since 1957. While the empirical data presented here is mainly illustrative, the concluding section highlights various questions that future research can address with the new measure.  相似文献

This article investigates the new party politics of welfare states with a particular focus on electoral competition. The argument is that welfare state politics are no longer just about more or less, but involve trade-offs among ‘new’ versus ‘old’ social rights, and hence social investment versus social consumption. However, party priorities on these issues are highly dependent upon their electoral situation. As electoral competition becomes more intense, parties focus more on vote maximisation than on their traditional policy goals. For left parties, this means focusing more on social investment, which appeals to their growing constituency of progressive sociocultural professionals, and less on defending the traditional income maintenance programmes favoured by their core blue-collar voters. Centre-right parties, on the other hand, should hesitate to retrench old social rights when electoral competition intensifies because they need to prioritise their appeal to culturally conservative working-class voters over their traditional fiscally conservative policy profiles. Using a new dataset and a recently published measure of electoral competitiveness, the article shows that as electoral competition intensifies, left governments are willing to prioritise social investment by reducing pension rights generosity in order to expand programmes for new social risks, while centre-right governments by contrast avoid retrenchment of pension rights and pension expenditures. The findings demonstrate that this relationship is moderated by the presence of a credible radical right challenger, which increases the electoral risk of welfare state recalibration.  相似文献

This article links the consequences of the Great Recession on protest and electoral politics. It innovates by combining the literature on economic voting with social movement research and by presenting the first integrated, large-scale empirical analysis of protest mobilisation and electoral outcomes in Europe. The economic voting literature offers important insights on how and under what conditions economic crises play out in the short-run. However, it tends to ignore the closely connected dynamics of opposition in the two arenas and the role of protests in politicising economic grievances. More specifically, it is argued that economic protests act as a ‘signalling mechanism’ by attributing blame to decision makers and by highlighting the political dimension of deteriorating economic conditions. Ultimately, massive protest mobilisation should, thus, amplify the impact of economic hardship on the electoral losses of incumbents and mainstream parties more generally. The empirical analysis to study this relationship relies on an original semi-automated protest event dataset combined with an updated dataset of electoral outcomes in 30 European countries from 2000 to 2015. The results indicate that the dynamics of economic protests and electoral punishment are closely related and point to a destabilisation of European party systems during the Great Recession.  相似文献

The article explores the role of state-led and of centre-led pro-poor policies in the electoral shift of state elections in the state of Bahia, in Brazil's Northeast. It analyses a pro-poor policy sponsored by a traditional party which has ruled the state for several decades during both the military and the democratic regimes. The article investigates the causes of the party's defeat in 2006 and its replacement by a non-traditional party. The argument is that the defeat of the traditional party and the victory of a non-traditional one can be explained as the result of the state's main pro-poor policy that has always created dependency between voters and sub-national politicians. Centre-led pro-poor policies introduced in the late 1990s, in contrast, have universal or clear targets, eliminating the intermediation of sub-national political brokers.  相似文献

There is an assumption in much of the electoral engineering literature that domestic episodes of electoral system choice occur in a vacuum, isolated from international influences. Yet this assumption remains largely untested, despite the comparative focus of much of that literature. This article focuses on part of this gap by considering two electoral mechanisms that seek to limit party system fragmentation under proportional representation – low district magnitudes and high electoral thresholds – and shows that the mechanisms have spread across many European countries during the post‐1945 period. Analyses reveal that national legislators are more likely to adopt one of these electoral mechanisms when a large number of peer countries have made similar choices within the last two or three years. This effect is robust to various model specifications and to the inclusion of multiple controls. The article also offers some qualitative evidence from case studies and parliamentary debates.  相似文献

This article investigates whether the smaller gender gaps in political engagement, found in more proportional electoral systems, translate into smaller gender differences in political participation. Using data from the Comparative Study of Electoral Systems, it presents the argument that more proportional systems may send signals that multiple interests are included in the policy‐making process, which may increase women's levels of political participation and thereby reduce gender gaps. Additionally, the article tests for the possibility that a greater number of political parties and the elected representatives they provide act as barriers to political participation that have a greater impact on women's levels of participation than men's. It is argued that women's lower levels of political resources and engagement might create more difficult barriers for them than for men. Results lend little support for the first hypothesis, but a greater confirmation for the second.  相似文献

Features of electoral systems have been found to have positive effects on evaluations of democracy. This article proposes that there are larger social forces that must be accounted for in such analyses. Using European Social Survey measures of democratic expectations and the ‘satisfaction with democracy’ item, this study tests for effects of electoral rules on perceptions of democracy. It is found that multipartyism/proportionality and preferential ballot structure appear to correspond with positive evaluations of elections and parties, and with greater satisfaction with how democracy is functioning. However, these relationships dissipate when corruption and income inequality are accounted for. This suggests substantial limits to the capacity of electoral reforms to enhance democratic legitimacy. It also suggests that studies of mass perceptions of democratic performance may over‐estimate effects of electoral rules if country‐level corruption and income inequality are not accounted for.  相似文献

Despite various electoral reforms enacted in Mexico between 1988 and 1994, large numbers of Mexicans doubted the honesty of elections and the general integrity of their country's policy making process. Such doubts did not automatically lead, however, to support for opposition parties that called for greater democratization. Rather, voter preferences were largely dependent on judgments about the opposition's viability and competence. Widespread suspicions about fraud and corruption in Mexico did affect electoral outcomes by making it less likely that potential opposition supporters turned out to vote. Data are drawn from seven national public opinion surveys conducted in Mexico in 1986, 1988, 1991, 1994 (3 polls), and 1995.  相似文献

How do electoral incentives and institutional constraints vary as democracies consolidate? Are incumbents more inclined to behave opportunistically during transitions, or when the rules of the game are well established? Using Chile as a case study and exploiting panel data on public works investment at the municipal level, the article examines if the strategies to obtain electoral rewards have changed over time. From the first democratic elections and until the constitutional reforms of 2005, those municipalities where the coalition government won in national and local elections were systematically privileged before municipal polls. After the reforms, we find no sign of partisan preference but investment kept on rising during ballot years, indicative of the persistence of political budget cycles. Indeed, we identify stronger cycles as democracy was consolidated. The article concludes discussing the role played by institutional constraints and incentives shaping distributive politics.  相似文献

Previous research has argued that representatives in mixed-member electoral systems adjust their behavior to the mode of their election, the so-called mandate divide. MPs elected in single-member districts focus on their district, whereas those elected through closed party lists focus on their party. Yet this ignores that candidates in mixed-member systems can run in a district and on their party's list concurrently. This paper presents a model of how the prospects of re-election in the district and through the party list affect the relationship between voters, candidates, and parties. It is shown that the dual candidacy option results in candidates focusing on their party in most instances. The model is applied to a novel data set on the allocation of federal road construction projects in Germany.  相似文献

This article develops and tests a number of competing expectations (institutional, party and individual) about what influenced the campaign activity of individual parliamentary candidates for the 2004 European Parliament elections. The principal interest is in the effects of variations in the design of electoral institutions across the Member States of the European Union. Based on the analysis, it is argued that an important distinction needs to be made between campaign effort and campaign goals, with electoral institutional factors having a more significant role over the latter.  相似文献

Referendums on electoral systems are relatively rare. In most countries changes to the electoral system are enacted through the legislatures. The British referendum in May 2011 is thus one of the rare examples. In this article it is shown that the apparently idiosyncratic factors in the referendum were consistent with general trends identified in other referendums. While the media focused on the harshness of the campaign, the referendum also resulted in surprising coalitions between long‐term foes, thus suggesting that the referendum contributed to cross‐party cooperation rarely seen in a majoritarian system like that of Great Britain.  相似文献
