Invoking Teddy: The Inspiration of John McCain's Foreign Policy

Since John McCain's first aspirations for the presidency became public in 1999, he has often indicated his affinity for Theodore Roosevelt as his role model. Though McCain is not alone in admiring Roosevelt, his 2008 bid for the White House offers an opportunity to observe Roosevelt's legacy, and particularly how that legacy has impacted foreign policy thinking. The central argument of this article is that John McCain's impression of Roosevelt is as a composite of realist and idealist standpoints. This perception of Roosevelt is outlined in McCain's own publications and in his advocacy for foreign policy as a representative, senator, and presidential contender in both 2000 and 2008. John McCain's own style of statecraft is also conducted in full recognition of the legacy of Theodore Roosevelt.     

Sir John Bradbury and the Reparations Commission, 1920-25

This article looks at a neglected episode during the work of the Reparations Commission of 1920-25 leading up to the Dawes Plan of 1924, when the British delegate to the Commission, Sir John Bradbury, drew up a plan to reschedule German reparation payments in an attempt to take the venom out of the debate over these payments. It takes as its documentary basis the previously unpublished papers of Sir John in his role as Britain's representative on the Reparations Commission from 1920 to 1925. The article concludes that Bradbury's plan had the potential to defuse at least some of the problems encountered in the political and economic results of the reparations policy and that it made a significant contribution to the thinking that emerged in the Dawes Plan.

Framing hostage negotiations: analysing the discourse of the US government and the Islamic State

Since August 2014, there has been a marked increase in the violence perpetrated by the Islamic State against Western hostages. Videos released by the Islamic State depicting the brutal executions of hostages have been circulated widely on social media. This has prompted a dialogue about governments’ policies regarding negotiation with terrorist organisations to secure the release of their citizens held overseas. The United States and Britain, two non-negotiating countries, have faced significant criticism for this policy, which has led to the beheadings of several American and British citizens. This article analyses the discourse of two spokesmen – White House Press Secretary Josh Earnest, and British hostage John Cantlie – in framing the issue of hostage negotiations on behalf of their organisations. A grounded theory approach informed by framing analysis is utilised in order to identify dominant discourses employed in White House press briefings and John Cantlie’s videos and articles. This article concludes that, through the deliberate use of discourse, the US government and the Islamic State shape public perception of hostage negotiations in pursuit of distinct policy goals.

The Coming Sino-U.S. Clash？ --A Review of The Tragedy of Great Power Politics

Eight years ago, Professor John J. Mearsheimer of the University of Chicago argued that a Sino-U.S. confrontation was inevitable in the first 20 years of the 21st century. In the light of the 20 years＇ development in Northeast Asia since the end of the Cold War, however, all scenarios and explanations given in The Tragedy of Great Power Politics are incorrect.

The Security Dilemma: A Conceptual Analysis

Critically building upon the work of Herbert Butterfield, John Herz, and Robert Jervis, this article advances a more rigorous definition of the security dilemma. It demonstrates critical implications of the rigorously redefined concept. It examines several influential extensions and expansions of the original concept, showing that most have been inaccurate and misleading, and proposes remedies for correcting the mistakes. Finally, it identifies several areas of future research that may yield important new insights into the dynamics of the security dilemma.     

Reflections on the “Other Crisis” of 1962: China and India

John F. Kennedy confronted a second major crisis in 1962: the Chinese invasion of India, which threatened the territorial integrity of the world’s largest democracy. India appealed for and received US military aid in a major airlift. Kennedy also constrained Pakistan from opening a second front against India. At the peak of the crisis, India appealed for direct American military intervention against China. The 1962 crisis still resonates; the border is in dispute, fueling a trilateral arms race.     

J.M. Keynes and the Personal Politics of Reparations: Part 2

The second part of this article shows that John Maynard Keynes worked closely with the German Finance and Foreign ministries as a supposed neutral expert in October 1922. He supported passive resistance to the French in the Ruhr without regard to its effects on the currency, secretly collaborated in writing the German reparations note of June 1923, and then praised his own work in a weekly that he controlled. Keynes opposed the 1929 Young Plan that re-scheduled the German debt and declined to accept modern thinking on overcoming the transfer problem.

Presidential Primary Videocassettes: How Candidates in the 2000 U.S. Presidential Primary Elections Framed Their Early Campaigns

The present study uses frame analysis and in-depth interviews to explore the presidential primary campaign videocassettes of Gary Bauer, Bill Bradley, George W. Bush, Steve Forbes, Al Gore, and John McCain. While the candidates used a variety of frames, all six videos shared one frame: mass media as supplier of candidate validation. Interviews with the producers of the videos confirmed data from the frame analysis and aided in understanding how and why the frames were used. The study lends insight into how the candidates chose to shape the images that they first presented to the public.     

Regulating business impacts on human rights in Southeast Asia - lessons from the EU

The mid-June endorsement by the United Nations Human Rights Council of a new set of Guiding Principles for Business and Human Rights has been welcomed as the authoritative global standard for corporations to respect human rights. The Guiding Principles are the culmination of a 6-year UN-commissioned study by Professor John Ruggie, which concludes that companies should carry out human rights due diligence to identify, prevent, mitigate, and account for how they address their adverse human rights impacts. Drawing on related regulation in Europe, this article considers how best to implement the Guiding Principles in Southeast Asia.
