As China expands its official development assistance (ODA) in Southeast Asia,is Chinese aid beginning to emulate international norms and practices or instead establishing its own distinct approach to development assistance? This essay argues that China’s socialization into international norms varies with the thickness of the institutional environment. In Cambodia and Laos,China’s aid program shows signs of alignment with international aid practices. At the regional level,however,China is beginning to act more like a norm-maker. Through expanding its financial support for select regional initiatives,Beijing is bolstering its ability to shape the norms and practices of regional developmental institutions. China’s rising ODA in Southeast Asia poses a potential challenge to Australia’s influence in the region,but also provides opportunities for greater diplomatic engagement and cooperation in support of regional development.  相似文献

Last year the Shanghai Cooperation Organization marked the 10th anniversary of its founding.During this relatively short period a considerable progress has been reached in carrying out cooperation in three major areas,i.e.security,economic cooperation,as well as the humanitarian "basket". Combating terrorism,separatism and extremism is a matter of special priority within the context of the SCO's task on ensuring regional stability and security.This is a solid and specific manifestation of SCO basic principles,the policy of gradual peaceful development of the region.1 In practical terms,the implementation of key documents such as the Shanghai Convention on combating terrorism,separatism and extremism,the Counterterrorism Convention,as well as triennial Cooperation Programmes on combating terrorism,separatism and extremism represents an unconditional priority for the SCO in the security field.The Regulations on political diplomatic measures and mechanisms of SCO response to events jeopardizing peace,security and stability in the region adopted in 2009,as well as its revised version being updated currently,are aimed at serving the same goal.  相似文献

In order to address the increasingly complicated and volatile security situation at home and abroad, the Central Committee of the Communist Party of China has put forward clear strategic requirements “to improve the national security system” and taken as its general goal “to institute a centralized, unifi ed, effi cient and authoritative national security system,” which gives full expression to the important position of a national security system in the work of national security. China’s national security system refers to the sum total of the specifi c institutions and codes of conduct for the administration of national security and is aimed at providing institutional support to ensure that China is a secure state and has the capacity to remain so. The division of functions of national security, the administration system of state security organs, the management system of human resources for national security, the power-responsibility mechanism and legal guarantees are the essential elements that constitute China’s national security system. We can clearly understand the characteristics of China’s national security system in different periods and trace its development by studying its history. Besides, we must be fully aware that such problems as insufficient research into the national security system, unclear division of the functions of national security, lack of strength in the building of state security organs, and a lag in the construction of the legal system concerning national security, inhibit the full functionality of China’s national security system. If these problems are not solved in a timely manner, China will have diffi culty resolving the various challenges to its national security. Therefore, the most effective ways to improve China’s national security system are: to defi ne in a scientifi c and rational style the functions of China’s national security at the present stage, give full rein to the powers of the National Security Committee of the CPC Central Committee; and forge a high-quality national security force.  相似文献

It has been a controversial issue in the past thirty-odd years in academic circles at home and abroad whether China’s economic rise as a unique development model sustains and supplements the world system or brings an end to it. This article makes an analysis of the basic features of the three historical stages of the world system established 500 years ago from the perspective of the relationship between the world system and the rise and fall of countries. The analysis finds that the stages of mercantilism (1500-1750/1800), liberal economy (1800/1850-1914/1945) and mixed economy (1945-2030) were mainly based respectively on “geographical discovery” and “colonialism,” “industrial revolution” and “free trade,” and “economic globalization” and “system innovation.” For the above-mentioned reasons, “geographical discovery,” “international trade and finance,” “science and technology” and “international institutions and mechanisms” are the four fundamental driving forces that the world system has depended on for its existence for 500 years. The world system provided a context for the rise and fall of each individual country in the past 500 years, while the economic success China has achieved in the past three decades mainly benefits from its constant integration into this world system still in existence today. Therefore, the challenge to China in its future development will come, to a great extent, from the world system and its impact on China’s domestic politics, economy and social structure.  相似文献

The renewed Chinese ambitions to develop trade along the different branches of the Silk Road bring several new traditional and non-traditional security challenges. The Chinese government has vowed to address them with new security concepts. Yet, these concepts might not be adequate to advance China’s security interests. Moreover, China seems to have difficulties overcoming the contradictions between different security interests: the quest for prosperity and the safeguarding of security; China’s economic aspirations and their consequence of becoming the largest economy; peaceful development and unification with Taiwan and the regain of lost territories; and the dilemma in the guiding diplomatic principles. As a result of these contradictions, Europe faces three uncertainties: How will the tensions in the Pacific develop? How will China seek to defend its interests along the New Silk Road? How will the tensions in the Pacific affect China’s behavior in the common Eurafrasian interface? These uncertainties bring about two more strategic choices for Europe: trying to continue its work with China along the Silk Road and balancing; prioritizing the huge challenges in the wedge of hardship and Europe’s immediate neighbourhood and responding calls to join the United States in its rebalancing to the Pacific. This will make it difficult to establish meaningful cooperation and to work towards burden sharing with the European Union at the other end of the Silk Road.  相似文献
