There has been limited sustained analysis of the lived reality of citizenship amongst Indigenous Australians exempted from protectionist legislation last century. Through examining the diaries of Daisy Smith, this paper explores how her household, exempted from such legislation in Queensland, experienced citizenship during the 1940s and early 1950s. The diaries show that Daisy Smith and her family exercised civil, political and social rights of citizenship, enjoyed meaningful lives and had a sense of belonging to the Australian nation. However, they also show that Daisy Smith constantly worked hard to uphold the conditions of exemption and protect her family's exempted Aboriginal status. These conditions required the Smith family to deny and relinquish all connection with their Indigenous heritage and embrace the dominant Anglo‐Celtic culture or risk losing exemption. In this way, their inclusion in the Australian nation and enjoyment of citizenship rights were conditional upon them being manifestly normative Anglo‐Celtic citizens. Their experience of citizenship was by its nature restrictive and coercive.  相似文献

This article examines policies of Aboriginal assimilation between the 1930s and the 1960s, highlights how different forms of settler nationalism shaped understandings of the Aboriginal future, and explores the impact of the shift from biological notions of Australian nationhood (white Australia) to culturalist understandings of national cohesion and belonging. Assimilation policies were underpinned by racist assumptions and settler nationalist imperatives. Aborigines of mixed descent were a special focus for governments and others concerned with Aboriginal welfare, “uplift” and assimilation. This is most evident in the discourse of biological absorption of the 1930s, but lived on in notions of cultural assimilation after the Second World War. One of the ongoing motivations for assimilation drew upon the nationalist message within “white Australia”: the need to avoid the development of ethnic or cultural difference within the nation‐state. The article highlights an ideological split among the advocates of individual assimilation and group assimilation, and uses the writings of Sir Paul Hasluck and A. P. Elkin to illustrate these two views.  相似文献

While the music of Australia’s First Peoples contributes to a growing list of academic books and articles, the appropriation of that music by non-Indigenous pop musicians has received little academic attention. During the 1950s and 1960s, Australian audiences dismissed early attempts at fusing pop with Indigenous instrumentation as embarrassingly kitsch; at the same time, many Australian historians and archaeologists viewed Aboriginality as something primitive, a relic of the “stone-age”. Consequently, there was very little commentary on the cross-pollination between pop and Indigenous music. This article examines this phenomenon. Drawing on contemporary newspaper articles and vinyl record releases, this article argues that pop music appropriated Australia’s Indigenous music soon after art developing its fusions with Indigenous culture. Older popular musicians were more prepared to experiment than young pop performers. The reluctance of young pop musicians to experiment with Indigenous music was primarily an economic decision—American rock’n’rollers had captured the local teenage market. After more recordings of Aboriginal music became commercially available, interest in Indigenous music accelerated, and younger non-Indigenous musicians saw opportunities to incorporate Indigenous themes and instrumentation into their own material.  相似文献

This article takes as its starting point Marcia Langton's argument for a clearer understanding of the role of economic history in Australian Indigenous affairs in order to examine the testimony presented to the Select Committee established to respond to the Bark Petitions in 1963. The testimony is discussed in four categories, dealing with questions of (a) land and land use; (b) employment, education and training; (c) infrastructure, water, health and housing, and (d) the distinct perspective of the Indigenous witnesses and those sympathetic to their viewpoint. I highlight the various ways in which the economic dimensions of the Yirrkala community's relationship to land were systematically ignored and suppressed, despite the claim among proponents of assimilation to be seeking the incorporation of Australian Aborigines into mainstream economic activity. I conclude by identifying the light thrown by the Select Committee's testimony on the ways in which Aboriginal Australians have been ignored as economic actors, thus systematically undermining the aims of assimilation policy rather than advancing them. “We would not mind the natives standing on the banks and watching the shovels work if they want to do so.” 1  相似文献

In this paper I reconsider debates in the Australian colonies in the 1830s and 1840s about Aboriginal people and rights in land. I contend that Aboriginal rights of property in land were seldom the matter at stake in these debates. Further, I argue that a notion of duties rather than rights was invoked by Christian humanitarians as they pleaded that Aboriginal people should be provided with protection as well as compensation for the loss of their lands. I suggest that the position that they adopted was determined not so much by the moral, political or legal principles they sought to uphold but by their acknowledgement of material forces at work in the colonies. I also point out that the debate that occurred about rights in land was an intra-British one that concerned the rights of settlers vis-à-vis the Crown. Finally, I suggest that the principal ways in which pastoral leaseholders tried to legitimise their claims to land were rather different to that suggested by historians in recent decades.  相似文献

In October 1954 Japan was admitted to the Colombo Plan as a donor country with Australia's sponsorship. The dramatic shift in Australia's position on Japan's involvement in the Colombo Plan, from strong opposition to sponsorship, was recognised by the Japanese government as the first Australian initiative to improve the bilateral relationship since the resumption of diplomatic relations in April 1952. This article examines Japan's attempts to participate in the Colombo Plan and considers how Australia's actions and reactions determined the course of events. The episode provides an insight into how Australian diplomacy was conducted towards Japan and the Japanese view of its relations with Australia at the initial stage of the bilateral relationship.  相似文献

Now largely forgotten, Edgar George Holt (1904–1988) was a leading journalist and public relations officer in the middle decades of twentieth–century Australia. This article examines his prominent journalistic career in the 1930s and 1940s, his presidency of the Australian Journalists' Association, and his work as the Liberal Party of Australia's public relations officer from 1950 to the early 1970s. The article explores the evolution of his cultural and political views, considering how a literary aesthete and poet came to be at the forefront of the 1944 newspaper strike and then an important player in Australian conservative machine politics and the emerging industry of political public relations.  相似文献

Non-fiction books by and about Aboriginal and Torres Strait Islanders have arguably played a crucial role in the framing of public discussion of Indigenous issues in Australia since the 1950s. In this article, I track quantitative trends in the publishing of the approximately 769 such books for the Australian retail trade between 1960 and 2000, as part of what I describe as an emerging “cultural mission” among Australian book publishers through the period. The article then discusses two major trends within the data. The first is an overall increase in the number of titles published annually through the period, while the second is a declining interest by mass-market trade publishers in publishing books in the area from the 1980s onwards versus an increased publication rate by smaller independent presses and two large trade publishers with a particular interest in the area, one of which is also independently owned. The article concludes with a discussion of possible reasons for the latter trend in the context of ongoing debates about white Australian colonialism.  相似文献

In Australia as elsewhere within the belligerent nations of the Great War, dissenting thinkers were marginalised with the mobilisation of militarism. Vance and Nettie Palmer, Australia's most important literary partnership in the interwar period, were initially critical of the war, their response typical of the English radical intelligentsia among whom they were living at the time of its outbreak. Forced back to Australia in 1915, the Palmers had to re-establish themselves in its increasingly turbulent intellectual battlefields. Nettie's earlier anti-war beliefs and cosmopolitanism were undermined while Vance became ever more deeply enmeshed in a discourse concerning the virtues of the “ordinary people”, which encompassed the men of the Australian Imperial Force (AIF). Nevertheless, in their extensive writings about Australia, neither Palmer ever endorsed the legend of the heroic Anzacs. The Great War, however, profoundly shaped their political consciousness and their choice of genre and writing strategies, as it did others of their literary generation. This article will show that the war was a far more important influence on their work than usually acknowledged in Australian literary scholarship, and thereby reveal some of the cultural patterns that shaped their generation of Australian radical writers and intellectuals — particularly in Melbourne, arguably the heartland for the tradition of democratic literary nationalism which the Palmers have been seen to epitomise.  相似文献

Australia's experience of the International Geophysical Year (IGY) in Antarctica (1957–8) tempers the dominant narrative of the IGY as a transformative event in Antarctic affairs. This article argues that the IGY was not a great rupture in Australia's relationship with Antarctica. Rather, because of a long cultural attachment to and continuing relationship with Antarctica based in concepts of national security and development, Australian government policy stubbornly adhered to the idea of territorial sovereignty. Recognising this continuity in Australia's relationship with Antarctica is important for reconfiguring our understanding of how the Antarctic Treaty took the form it did.  相似文献

This article describes a “working model” that started as a culturally appropriate workshop created by students and staff involved in the Certificate III in Visual Arts at Goulburn Ovens Institute of TAFE, Shepparton Campus, Victoria in 2018. The Yubbi Yarning Circle Model (YYCM) sees First Nations Artists, as both Facilitators and Storytellers, expressing the ongoing effects of Aboriginal Exemption using visual storytelling. We explore how the model of a visual narrative can be utilised in further cultural activities planned for research into Aboriginal Exemption and how this art resource may effectively be disseminated to Storytellers who not only have a history of Aboriginal Exemption, but also more broadly in the wider community. The YYCM approach is multi-disciplinary and combines the cultural healing practices of the Yarning Circle, the Mariku knowledge of symbology, participatory action research using decolonised methodologies and findings on behavioral research from Northern Ireland about how the narrative can heal trauma.  相似文献

This article examines Alfred Deakin's attitudes towards, and impacts upon, Aboriginal people during the period 1880–1910, drawing on newspaper articles and parliamentary debates as principal source materials. The discussion begins by charting the long, influential and often positive relationships Deakin had with several Aboriginal communities during a period as a Victorian MLA between 1881 and 1884. It then proceeds to document Deakin's extraordinary descent into paternalism and racially‐based fatalism which pervaded his later association with Aboriginal affairs whilst Victoria's Chief Secretary (1886–1890), Victorian MLA for Essendon and delegate to Federal conventions (1890–1900), as the Federation debates took shape. And finally, the article outlines the attitudes Deakin expressed towards Aboriginal people in his various post‐Federation political roles, including Attorney‐General, Prime Minister and Minister for External Affairs. In doing so, the discussion draws out the connections between Deakin's advocacy of a white Australia and his attitudes towards Aboriginal Australia, and demonstrates the extent to which the creation of a new nation both informed and responded to socio‐racial ideologies that mandated the exclusion of non‐white identities from the nation‐to‐come.  相似文献

This article evaluates the extent that Aboriginal societies in early nineteenth century Australia were known by Europeans coming into early contact with them as Aboriginal nations rather than as tribes. The study demonstrates that early nineteenth century Evangelicals saw the Aboriginal societies that they encountered on the Australian frontier as nations because the Evangelicals’ view of the world was based on that found in their Bible, in which it is described how God had divided the world up into different nations. The article draws the conclusion that seeing Aboriginal people as nations was common among the Evangelicals. However, the practice of mapping and delineating individual Aboriginal nations was limited to a few Evangelicals, such as George Augustus Robinson and Edward Parker, who had acquired an intimate knowledge of Aboriginal culture.  相似文献

Australia's history as a settler colony within the British Empire fundamentally shapes its sense of security within the Indo-Pacific region. Australia has consistently looked outside of its region for security and sought partners on the explicit basis of political, cultural, and ethnic similarity. What role does Australia's history play in shaping its foreign policy? We argue that these choices in foreign policy are inextricable from Australia's history as a settler colony on the farthest reaches of the British Empire. The AUKUS Agreement (AUKUS) is an example of how Australia operates to preserve racial hegemony in the face of non-white threat — real or perceived. This research utilises critical discourse analysis to interrogate elite-level discourse around AUKUS to ascertain the dominant narratives that inform its creation, the issues it seeks to address in Australian security policy, how it is structured by historical narratives of security, and how it functions to structure those narratives going forward. This article seeks to participate in the growing push to decolonise International Relations by illuminating the way Australia is ontologically and epistemologically invested in the preservation of racial hegemony.  相似文献

An examination of John Anderson's work in relation to other political theorists of his time would help to provide a more adequate assessment of one of the “greats” of Australian intellectual and cultural life. Comparisons between Anderson's libertarian strain and F.A. Hayek's have been noted but there has been no real attempt to draw out the real differences arising from their substantive theoretical positions. Anderson and Hayek rejected any notion of a single, complete ethical code; they despaired at the demoralising effects of a culture of dependence and irresponsibility; they rejected the ameliorative liberalism represented by T.H. Green and Bernard Bosanquet. But they disagreed centrally in their assessments of those practices and movements which act as sites of resistance to the levelling standards and values of commercial and consumerist institutions.  相似文献

The publication of the Morpeth Review between 1927 and 1934 was a milestone in the evolution of an authentic public sphere for Australian political intellectuals. The Review covered several areas of political and philosophical concern, ranging ideologically from Christian socialism and idealist liberalism, through market economics, to reactionary anti‐Bolshevism, within the editorial context of a strongly idealist liberalism inspired by the Oxford liberals of the early twentieth century, and both evangelical and sacramentalist Anglican Protestantism. Ernest H. Burgmann and Roy Lee used the magazine to develop a unique form of Anglican social and political activism and other members of an identifiable group of radical clergy also contributed. A.p. Elkin's writings on Indigenous politics are of particular interest as they can be viewed simultaneously as a turning toward the novel idea of Aboriginal citizenship, and at the same time as a restatement of Darwinist biological determinism and racialism, both lit by genuine compassion and affection for Aboriginal Australians.  相似文献

This article argues that the assimilation policy adopted by the Australian government during the 1950s was based on a denial of a migrant's past. The assumption that the migrant would readily merge into Australian cultural life ignored the ways in which past stories and memories shape the self. Through an analysis of the Good Neighbour Councils I explore the nature of assimilation that was based on a neglect of collective war memories of immigrant groups. This perspective is distinguished from that adopted by several theorists of the day such as W.D. Borrie and Jean Martin whose studies were less crude and one‐dimensional. The experiences of Greek migrants are examined to consider how Greek war stories could not often find expression or recognition in the assimilationist climate of the post‐war period.  相似文献

Aytis is a central component of Kazakh oral literature. It is a duelling performance of improvised oral poetry between two aqins (poets, or bards) accompanying themselves on the dombra, a two-stringed plucked instrument. This article analyses contending issues in a transnational aytis between Chinese and Kazakhstani aqins, and explores how gender plays into the complex interplay of transnational identity politics, nationalism, performer positionality, and the preservation of intangible cultural heritage. This article argues that, though minority actors are subject to state-patronized national projects and the gender paradigms those projects entail, they can also obtain empowerment from performing tradition as a way to legitimize their status as culture producers and flexible citizens. Situated as the guardians of a constructed gender balance in society, women performers of oral tradition occasionally find themselves with opportunities to transgress the boundaries of their national and gender norms.  相似文献

This article examines Australian press coverage of the Indonesian killings of 1965–66, and considers its legacy for the historical consciousness of events in Indonesia. The Indonesian killings of 1965–66 occurred on Australia's doorstep, at a time when the Cold War dominated the front pages of Australian newspapers. By examining articles from one of Australia's leading newspapers, The Sydney Morning Herald, we show that press coverage of the killings was both limited and distorted. Comments made by correspondents reporting from Indonesia at the time suggest reasons why this was the case. In the rush to write a “first rough draft of history”, the killings in Indonesia were treated as background to the story of leadership change in Jakarta and the defeat of Communism.  相似文献
