abstract This article reviews feminist comparative and transnational research on workplace policy, politics and the state. The first section examines a range of theoretical approaches to the topic. We then present a variety of methodologies for conducting comparative and transnational research on policy developments. Informed by a number of case studies included in the symposium, we explore the dynamics and determinants, both national and supranational, of policy formation and its impacts. Finally, we tease out the implicit and explicit notions of gender equity for future policy analysis.  相似文献

As one of the fastest growing economies in the world, many wonder what kind of international behavior an increasingly powerful China will demonstrate in the future. Will it be a responsible state on the world stage? The article aims to understand Chinese foreign policy making from a comparative perspective. By using the neoclassical realist approach, key features of Chinese foreign policy as well as possible future alternatives for its implementation are outlined. The essay concludes that significant changes in Chinese foreign policy in recent years are remarkably similar to those of other major powers.  相似文献

Public management policies have changed significantly in numerous countries in recent times. Policy entrepreneurs remain active in this policy domain, which encompasses government-wide rules and routines in the areas of expenditure planning and financial management, civil service and labor relations, procurement, organization and methods, and audit and evaluation. Case-oriented comparative research provides policy entrepreneurs with historically and theoretically informed knowledge useful in designing or improvising change strategies in this domain. This article focuses on the case of public management policymaking in the German federal government during the 1980s and 1990s. A coherent explanation of the careers of the overbureaucratization issue in the 1980s and the lean state issue in the 1990s is provided, along with an explanation for marked changes in selected public management policies in the 1990s. Analysis of this case is also harmonized with findings about public management policy change in the U.K., New Zealand, and Australia. Limited generalizations about the process of public management policy change are proposed. Policy entrepreneurs can factor these generalizations, plus analysis of the Germany case, into their prospective, situational analysis of the process of public management policy change.  相似文献

This paper examines the performance of the Finnish economy during the so-called incomes policy period, 1969-80. For this purpose Finland is compared with the other OECD countries both before and during the incomes policy period. The results suggest that in terms of economic growth, inflation and unemployment, Finnish economy has improved its performance, particularly before the economic recession of the mid-seventies. Cross-national comparisons point out that the recession has been met in various ways: some countries have restrained inflation, some unemployment. Secondly, the paper examines the effects of incomes policy agreements on the growth of social expenditure, the result being that incomes policy cannot be regarded as responsible for the growth of social expenditure in Finland. Thirdly, effects on income distribution are analyzed. Here incomes policy has played a role: income inequalities diminished during the first five years of incomes policy. Since then, they have not changed. The paper ends by discussing the impact and nature of incomes policy.  相似文献

This article addresses a persistent puzzle in social science: Why do some rulers adopt merit systems, refusing to enjoy the spoils of their victories? Dominant explanations underscore the importance of interactions among core constituencies of voters, legislators, and executives in a democratic polity but cannot explain the adoption of merit in autocracies and are not corroborated empirically outside Anglo‐Saxon democracies. Based on insights from repeated game theory, this article proposes a simple theoretical explanation that focuses on the future discount rate of rulers—democratic or not—and their interactions with economic agents. An empirical test covering both cross‐country variations among 35 developing nations and within‐country differences among 39 Russian regions is undertaken to test the theory. Controlling for factors from prevailing theories, it is found that rulers' longtime horizons proved to be positively associated with the adoption of merit in both empirical settings tested.  相似文献

This article proposes a diffusion of responsibility perspective in analyzing post–World War II politics in the United States. Many analysts test the American system by a responsible party perspective, proposing reforms that will orient the system toward the goals of that model. Divided government has characterized much of the period since 1945 and identifiable (and wholly constitutional) politics has accompanied that development. The diffusion of responsibility alternative is characterized by a separated presidency, an expansive Congress, competition between the branches for shared power, and, absent a crisis, a tendency toward perpetuation.  相似文献

Many of the leading theories of the policy process are aimed at providing insights into the factors that make policy change more (or less) likely. In general, policy change is seen as a result of shifting dynamics within policy subsystems. However, building on theories of policy feedback and interest mobilization, this article examines whether policy change, apart from being an effect of subsystem dynamics, can be a cause of shifting dynamics as latent actors are motivated to participate in the subsystem as a result of policy change. Two hypotheses regarding post‐policy change mobilization are developed and tested using data on participation in congressional hearings concerning the management of nuclear waste. The findings suggest that policy change can activate latent policy actors, specifically those actors that view themselves as “losing” as a result of the policy change. These results point to the need for scholars to examine the potential impacts of post‐policy change dynamics on policy development.  相似文献

Social policy is central to current political debates. The framework in which social policy is discussed remains largely a social services or micro-social policy framework. The contribution of the social services has been reappraised. The importance of the 'private' behaviour of individuals and families that has social consequences is being increasingly realised. This article introduces a model of policy preference formation in legislative politics. Emphasizing a dynamic relationship between structure, agent, and decision-making process, it ties the question of policy choice to the dimensionality of the normative and cognitive political space and the strategic actions of parliamentary agenda setters. The model proposes that structural factors, such as ideology, shape policy preferences to the extent that legislative actors successfully link them to specific policy proposals through the strategic provision of focal points. These ideas or images shift attention toward particular aspects of a legislative proposal, thus shaping the dominant interpretation of its content and consequences. This interpretation affects both individual-level policy preferences and policy outcomes. The propositions of the focal-point model are tested empirically in a detailed examination of European Union legislation on cross-border takeover bids, using both qualitative and quantitative methods.  相似文献
