The 2015 general election in Britain saw a major attempt by a relatively new party - the UK Independence Party (UKIP)- to secure elected representation. While UKIP received nearly four million votes, the party left the 2015 general election with just one Member of Parliament. Our evidence, drawn from analysis of British Election survey data and in-depth qualitative interviews with activists, suggests that UKIP's campaign was a major factor in its inability to translate widespread support into elected representation. While the party pursued a targeted campaign, this had only a modest impact on its own vote. UKIP's lack of resources, inexperience and inability to operationalize highly effective, targeted local campaigns severely hamstrung the party and prevented it from converting support into MPs at Westminster.  相似文献

One of the most important transformations of European politics in recent decades is the rapid expansion of the share of population that vote for parties characterized as populist radical right (PRR) parties. This research note suggests that declining quality of government increases support for populist radical right parties. Using the latest rounds of the European Quality of Government Index (EQI) survey data that sampled at the NUTS 2 regional level in France, and exploiting the fact that the French, presidential elections contained the same candidates (Emmanuel Macron and Marine Le Pen) in 2017 and 2022, we show that regions increase their vote share for Le Pen where the quality of government decreases. We also show that this relationship holds at the individual level. Thus, supplying quality, impartial and fair public services seem to stifle demand for nativism, ethnic favoritism and authoritarianism and suppress support for the PRR party agenda.  相似文献

This article establishes a model of likely campaign effectiveness, before examining the intensity of constituency campaigning at the 2010 general election in Britain and its subsequent impact on electoral outcomes, using both aggregate and individual level data. It shows that constituency campaigning yielded benefits in varying degrees for all three main parties and that Labour’s constituency campaign efforts were effective despite the electoral context, and ultimately affected the overall outcome of the election. These findings have significant implications for our understanding of the circumstances under which campaigns are likely to be more or less effective, and provide further evidence that a carefully managed campaign stands the most chance of delivering tangible electoral payoffs.  相似文献

Engaging a persistent puzzle on the decline in U.S turnout after 1896 from which the nation never recovered, this paper tests the impact of strict registration laws and declining electoral competition on turnout. This study uses an original dataset on nineteenth century voter registration laws for 1880–1916. I estimate a panel model with state and year fixed effects to test the hypothesis that the shift in electoral behavior was a function of registration reforms and competition. Findings show that turnout dropped by as much as 6 points because of personal registration laws, whereas competition increased turnout by up to 10 points. I also analyzed two case studies at the county level. The results indicate that when registration laws became increasingly stringent with stricter identification requirements, turnout dropped by as much as 19 points. Findings suggest that electoral competition could mitigate the suppressive effects of strict voting laws on turnout.  相似文献

This article examines the post‐electoral conditions under which minority governments operate. It is argued that a minority government will remain in office for so long as it enjoys the support of either a commitment to relations, to behaviour, or to outcomes. If no such commitments are forthcoming, then it will only continue to survive if there is a specific constitutional device upon which it can rely. This hypothesis is tested upon the situation in France during 1988–91. Here, Michel Rocard's minority government survived because it enjoyed a commitment to outcomes. On the occasions when this commitment was absent, the government resorted to the use of Article 49–3 of the Constitution in order to remain in office.  相似文献

There has been much work done investigating the adoption of online campaigns in UK general election campaigns. Although some research has focussed on the candidate-level (Gibson, R., W. A Comparison of Personal Web Site and Social Media Use by Candidates at the 2010 UK General Election.” Journal of Information Technology &; Politics 12 (1): 1–17), this is an under-researched area. This is despite early web-campaign scholars (Margolis, M., and D. Resnick. 2000. Politics as Usual: The Cyberspace Revolution. Sage) maintaining that e-campaigning could provide the most important advantages to campaigns at the candidate level. In light of this, the paper aims to provide the most comprehensive study of candidate-level online campaigning carried out in the UK to date. This paper employs original data, measuring website and social media use by candidates during the 2015 UK general election campaign. These data allow for a detailed explanation of the normalization thesis, one of the leading theories in the field of e-campaigns. The findings here are significant as there are several instances where normalization does not hold, suggesting that online tools are contributing to campaign change. Green Party candidates subverted normalization to a significant degree, particularly on social media. Assessing the campaign content, a quarter of candidates adopted more than one interactive feature on their website and furthermore, interactive use of Twitter was the most common type of Twitter use.  相似文献

There has been considerable debate regarding the reasons for the observed spatial variation in voting patterns at British general elections since the 1970s. Three separate models can be identified: no regional cleavage; regional economic cleavage; and autonomous regional cleavage. Analysis of data which indicated people's perceptions of their household and regional economic situations over the decade preceding the 1992 general election, together with their personal characteristics and attitudes, allows the first model to be rejected: there are clear regional differences in voting behaviour which cannot be accounted for by personal characteristics alone. Each of the other models is valid: there are clear spatial differences not only in interpretations of personal and regional prosperity, and its causes, but also in electoral responses to that; and there are significant residual regional variations when those are held constant. Approaches to the study of voting in Britain which present spatial variations as merely representations of other causes are thus rejected.  相似文献

To what extent are the contents of party election programmes congruent with subsequent government policy actions? Existing research on the fulfilment of pre-election pledges focuses on systems of government in which executives formed by a single parties are the norm. This study extends this research to coalition systems of government. Specific policy proposals made by the main Dutch parties in their recent election programmes are identified and compared with subsequent government policy actions. Hypotheses about the conditions under which pledges are more likely to be acted upon are formulated and tested. Although clear linkages between election programmes and subsequent policies are found, pledges made by prospective coalition parties in the Netherlands are less likely to be acted upon than those made by prospective governing parties in the United Kingdom. Prominent features of cabinet government, such as the allocation of ministerial portfolios and the coalition policy agreement, are found to influence the likelihood of pledges being fulfilled. In addition, consensus between parties is also found to increase the likelihood of government actions responding to election pledges.

The large literature on legislative party unity identifies the confidence relationship, i.e. the threat of being voted out of office and losing agenda setting powers, as well as cabinet membership, as two crucial institutional sources of party discipline. However, by focusing on the dramatic change in the Italian political system following the 1994 election, the article shows that the impact of these factors on party unity (and the direction of this impact) hinge crucially on the possibility of government alternation rather than mere cabinet turnover. This is illustrated by an index of party unity that explicitly focuses on the behaviour of individual MPs derived from a roll-call analysis of the Italian Chamber of Deputies during the period 1988–2008.  相似文献

Religion has new salience in contemporary European politics, but its range and nature are still not properly understood. In contrast with most other member states, France and Belgium held a common position of refusal regarding any reference to the Christian heritage of Europe in the now defunct Constitutional Treaty. The two countries were however motivated by two different models of laïcité anchored in distinct socio-political historical paths: the French all-encompassing laïcité, supposing the neutrality of the public space; and the Belgian institutionalised laïcité, organising the pluralism of philosophical and confessional worldviews. The analysis addresses the dynamics of each national configuration in the wider perspective of the interactions between religion and politics today; the patterns of European negotiations; the effects of this issue on domestic politics and mobilisations of civil society. It concludes that religion in the integration process is a way of reformulating old symbolic resources and of coming to terms with identity and social adaptations, rather than a source of political cleavages.  相似文献

Using data on national parliamentary election outcomes in 32 OECD countries from 1975 to 2013, we investigate the importance of economic voting. We focus on the relevance of income inequality which has resurfaced to the forefront of public debate since the last global economic downturn. Additionally, we examine whether the degree of economic voting varies with the political orientation of the incumbent government. Finally, we check whether the Great Recession of 2008–2009 alters the degree to which voters hold the incumbent government, specifically left parties, responsible for poor economic performance and rising inequality. We find that economic growth is the most robust variable for economic voting, before and after the Great Recession. The vote share for left-leaning parties declines when income inequality rises during normal economic times. However, voters are more likely to vote for left-wing incumbents if domestic income inequality and unemployment rate rose during the Great Recession.  相似文献
