Contingency planning is a company problem that requires dedicated resources. Brian Pinder, a Consultant at Datashield (the IBM hot-start standby unit of Datasolve Ltd.) examines the project cycle involved in the creation of a contingency plan for a company, with a turnover in excess of £70 million. The company is a subsidiary of a major U.S. entertainment and leisure group with a product base of approximately 12,000 items and a dealer base of 6,000.     

Natural disaster potential and counterdisaster planning in Australia

Counterdisaster planning for mass fatalities begins with an analysis of the types of disasters likely in a given area and the vulnerability of the area to those disasters. Mass-fatality disasters can be classified as man-made or natural. A historical list of the major man-made disasters in Australia is provided. Potential natural, disasters in Australia, such as bush fires, floods, cyclones, and earthquakes, are discussed. The Australian Bureau of Meteorology provides warnings in many of these situations. Counterdisaster planning in Australia is primarily a state responsibility. The Natural Disasters Organisation of the Federal Department of Defence operates an Australian Counter-Disaster College.

National planning for locally controlled health systems: the Finnish experience

The World Health Organization considers Finland's health planning system to be among the most successful in the developed world. Despite tight resource constraints--symbolized by total health expenditures held consistently to less than 7 percent of gross domestic product--the Finns have built up a strong primary care sector and dramatically improved the overall availability and accessibility of needed services. This article compares the official health planning system with the actual planning process as experienced within one Finnish central hospital district. The official planning system seeks to integrate national strategic goals with local municipal ownership, administration, and funding of service delivery. The actual planning process within the studied district suggests that technically oriented civil servants at the regional level may be at least as important in the overall decisionmaking structure. The article concludes with a brief exploration of this finding's potential consequences for the long-term development of the Finnish health care system and for national health planning efforts generally.     

Dynamic systems simulation analysis: A planning tool for the new century

Dynamic systems simulation analysis is an analytical technique that allows for the modeling of complex, nonlinear systems. While this technique is currently not widely used in the social sciences or in criminal justice planning, the author argues that more attention should be given to these models in criminal justice. These models can be used in a variety of ways—to gain greater insight into processes of system change, to track the development of specific system populations (e.g., drug offenders, elderly offenders), and to estimate projected system growth and change over a variety of legislative and policy scenarios—making them useful tools for theoretical development and policy evaluation, as well as more pragmatic considerations such as program, facilities, and overall system planning. An overview of the methodology and some examples of analyses are presented.     

Evaluation of five DNA extraction systems for recovery of DNA from bone

Five DNA extraction systems were assessed for their DNA extraction efficiency on samples of fresh pig bone. Four commercially available silica-based extraction kits (ChargeSwitch^® gDNA Plant Kit (Life Technologies), DNA IQ^TM System Kit (Promega), DNeasy^® Blood & Tissue Kit (Qiagen) and PrepFiler^® BTA Forensic DNA Extraction Kit (Life Technologies)) and a conventional phenol-chloroform method were tested in this study. Extracted DNA samples were quantitated with GoTaq^® qPCR Master Mix (Promega) using an Applied Biosystems^® 7500 Real-Time PCR System and the extracts were amplified using an in-house multiplex system. The phenol-chloroform extraction produced higher yields of DNA than the silica-based extraction methods. Among the silica-based extractions ChargeSwitch^® gDNA Plant Kit recovered the highest amounts of DNA. However, all methods produced DNA that could be amplified and none of the extracts contained any detectable inhibition.

One of the most fascinating of human traits is their blase approach to possible disaster. Serious road accidents are something that happens to someone else, so drivers carry on taking appalling risks at high speed. In corporate terms management takes a similar approach to disaster, and computer disasters are no exception. “It won't happen to us” or “we'll muddle through somehow” are common excuses for the absence of a disaster recovery plan. Psychologists tell us that this is because we cannot come to terms with something we have not previously experienced: we simply cannot imagine the experience, therefore it has no reality as something that could affect us.In this series I am relaying the experiences of those people who have been involved in computer disasters, the lessons they have learned and the effects of the disaster on their company and on their own lives. If you are one of the great majority without a workable recovery plan, remember as you read: tomorrow this could be you!     

Health systems agency and state health planning and development agency reviews; certificate of need programs--PHS

The Assistant Secretary for Health, with the approval of the Secretary of Health and Human Services, amends the regulations governing certificate of need reviews by State health planning and development agencies (State Agencies) and health systems agencies (HSAs). The amendments accomplish two tasks: (1) To implement amendments to the Public Health Service Act made by the Health Programs Extension Act of 1980 (Pub. L. 96-538) and the Omnibus Budget Reconciliation Act of 1981 (Pub. L. 97-35), and (2) to reduce Federal regulatory burdens. Under the provisions of Title XV of the Public Health Service Act, the planning agencies are required to administer certificate of need programs consistent with the Department's regulations, under which they review and determine the need for proposed capital expenditures, institutional health services and major medical equipment. These regulations change the requirements for satisfactory certificate of need programs.

This Notice is issued in accordance with Executive Order 12372, Intergovernmental Review of Federal Programs as implemented by HHS in 45 CFR Part 100. The scheduled application due dates and funding dates for health systems agencies (HSAs) and State Health Planning and Development Agencies (SHPDAs) are provided below to assist States and other entities within a State in determining the comment period as required under 45 CFR Part 100.     

Bogus Publicity Items and the Contingency Between Awareness and Media-Induced Pretrial Prejudice

Venue surveys can be criticized because they do not attempt to control for response biases, such as the tendency to report having read about any story that seems plausible. Bogus items (fabricated publicity items) are a common way to control for this bias. In two studies we examined whether controlling for this bias changes the relation between exposure to media and prejudice. Based on two actual crimes with quite different media exposure rates, communities were surveyed about their exposure to media surrounding the case and their prejudice toward the defendants. A bogus item was included on each survey. In both studies the correlations between exposure to media and prejudice were significant and remained unchanged when data from respondents who indicated having read about the bogus item were excluded. These findings suggest that, in parallel to the social desirability literature, the response tendency to report awareness of media events does not threaten the validity of venue surveys.
