罗贝尔·于1994-2001年任法共全国书记,2001年当选法共主席,2003年离任.在此期间,他提出了法共变革思想,对党的建党思想进行了较大调整.1997年法共参加社会党政府,2002年在大选中惨败.变革并未取得预期效果,法共内部对变革批评增多,但罗贝尔·于仍坚持认为法共变革是正确的.2005年7月,罗贝尔·于应中联部邀请,以加布里埃·佩里基金会会长身份来华访问,介绍了法共的变革情况.     

赵明义教授与科学社会主义学科建设

山东大学终身教授赵明义先生,1932年9月10日出生,祖籍河北省景县.1937年"七七事变"爆发,日本军国主义将侵略战火烧向全中国,国共第二次合作形成,全民抗日开始.当时的景县属共产党领导下的解放区.从1938年到1946年,先生断断续续上了八九年小学,1947年1月参加革命,任公办小学教师,兼任小区青少年与学生联合会主席.1948年至1950年6月,先生在景县师范深造,1949年1月加入中国共产党.先生现已届杖朝之年,屈指算来,在革命队伍里已工作了65载,在党内直接接受党的教育、培养、考验以及从事党的理论宣传、教育、研究工作,也已63年,期间仅在高等学校执教就已经半个多世纪了.     

用人单位迟延移转劳动者档案应支付赔偿金

案情回放 王某于1996年7月大学毕业后进入甲研究所工作,2000年1月6日双方签订了劳动合同.2005年1月1日,双方又签订了有效期至2010年12月31日的劳动合同.2007年5月16日,王某向甲研究所提出辞职.双方确认30日后即2007年6月15日双方劳动合同正式解除.但由于工作交接和提前解除劳动合同违约金问题,王某与甲研究所发生争议.为此,甲研究所提请仲裁,仲裁委裁决王某支付甲研究所违约金52680元,并办理工作交接手续.     

应签未签无固定期限劳动合同的在支付双倍工资时应有上限

案情回放 张某于1996年到某公司工作,签订了劳动合同.后双方又分别于2006年和2007年签订了两次一年期的固定期限劳动合同,最后一份劳动合同约定合同期限至2008年11月15日.2008年10月14日,张某向某公司提交书面申请,称其在公司已经连续工作12年多,希望与公司签订无固定期限劳动合同,但被公司拒绝.2008年10月27日,某公司向张某送达终止劳动合同通知书,告知张某于当日至2008年10月31日不必再来公司上班,并于2008年11月3日至2008年11月5日来公司办理相关手续.届时,公司会根据《劳动合同法》的相关规定给予经济补偿.此后的2008年11月10日,某公司向张某出具解除劳动合同的书面通知.接着,2008年11月15日,某公司再次向张某发送提前办理离职手续及结清相关费用通知.

Thaksin Shinawatra and the reshaping of Thai politics

Twice elected prime minister of Thailand at the head of his Thai Rak Thai Party, telecommunications magnate Thaksin Shinwatra was controversial in office. Since his government was overthrown by a September 2006 military coup backed by the palace, conservatives, and a broad coalition of opponents, Thaksin has remained at the centre of Thailand's continuing political turmoil. This paper examines his political legacy, both in its positive and negative forms, through a focus on the nature of political parties and electoral policies in Thailand; the role of business interests in politics; the impact of Thaksin's politics on political activism and mobilisation; populism, social welfare, and the reaction of the middle class to welfare politics; Thaksin's confrontation with the elite and the monarchy; and the developing judicialisation of politics.     

Municipal Responses to Fiscal Austerity: The Thai Case

This article discusses the use and determinants of fiscal retrenchment strategies of Thai municipalities during the FY 2009/2010 economic downturn. Based on a survey of over 900 municipalities, the author finds that Thai municipal government did not prepare itself for a declining economy. It mainly employed short-term strategies by cutting down line-item and miscellaneous spending rather than utilizing more fiscally sustained schemes such as increasing the revenue from untapped resources or applying more stringent budgetary control measures. Reasons for the fiscal adaptation were several but mainly stemmed from the declining fiscal conditions during the recession as exhibited by fund balance ratio and debt service payment. The findings indicate that Thai municipalities are running at fiscal risk due to inadequate preparation for economic fluctuation and suggest that a local fiscal surveillance system be put in place.     

Equal Contributions and Unequal Risks in a North-east Thai Village Funeral Society

Village funeral societies in north-east Thailand collect equal contributions from all participating households, even though some households are much more likely to experience deaths and receive money from the funeral society than others. The societies' use of the equal contributions rule is not an outcome of the asymmetric distribution of information on risks. It reflects, instead, an ambivalence over the relevance of expected returns, a willingness to subsidise fellow villagers, and the need to maximise simplicity and transparency to safeguard against mismanagement and corruption. The equal contributions rule is efficient, in that it leads to low administrative costs, has no clearly superior alternatives, and creates only minor adverse selection.     

Governance modes in global and democratic transitions: Issue area variations in Thai politics since 1973

Globalisation and democratisation have contributed to the emergence of multiple and changing governance modes across issue areas within political systems. But standard methodological and concept refinement strategies to analyse these different types of governance encounter difficulties because they test or modify singular “root” conceptions of governance. This article proposes an alternative solution by integrating issue area variations and state‐society relations to illuminate the multiple and changing modes of governance within states. Variations in the extent of issue accessibility, political participation, and policy penetration generate different governance modes across issue areas. To illustrate the utility of this approach, this article uses it to systematise some perplexing variations in Thai politics since 1973.
