The contemporary policing literature contains numerous examples of partnerships between academic researchers and police agencies. Such efforts have greatly contributed to evidence-based policing by increasing the knowledge base on effective strategies. However, research has demonstrated that successful collaboration between researchers and practitioners can be a challenge, with various organizational and inter-agency factors presenting difficulties at various stages of the process. Additionally, applied research can oftentimes face implementation challenges when the time comes to convert research into practice. The current study contributes to the literature by discussing researcher/practitioner partnerships and program implementation in the context of a multi-city risk-based policing project in the United States. We conceptualize police interventions as contingent on four distinct phases: 1) problem analysis, 2) project design, 3) project implementation, and 4) project evaluation. In this project, the research partners were able to successfully complete each phase in certain cities while the project experienced difficulty at one or more phases in other cities. We discuss these disparate experiences, identifying factors that facilitate or impede successful completion of each step. Policy implications and recommendations for future risk-based policing interventions are discussed.  相似文献

ABSTRACT

Federal funding streams, the International Association of Chiefs of Police, and policing executives and scholars alike have advocated for more researcher-practitioner partnerships in American law enforcement. While a few studies have explored the growth and prevalence of research partnerships in policing, less attention has been placed on the organizational correlates of such collaborative relationships. Using a nationally representative sample of US law enforcement agencies, the current study investigated participation in what we term ‘rigorous partnerships’ – more formal, long-term relationships between researchers and practitioners with increased opportunity for interactive knowledge exchange. Policy implications and directions for future research are discussed, with a specific focus on the barriers and impediments that both parties face for successful collaborative efforts and research translation.  相似文献

ABSTRACT

Translational policing science must begin with explicitly communicated research aims and a shared vision for promoting safety. For researchers to approach police departments without first considering the concerns held by officers and their departments at large, is unethical, unproductive, and undermines efforts to secure longstanding mutually useful researcher-practitioner partnerships. In presenting a case study analysis of the multi-method National Justice Database’s recruitment practices, this article highlights some of the challenges that emerge when articulating study aims that hold relevance for public safety; defining theoretically- and solution-oriented research questions; administrative police data collection, analysis, and dissemination; and bolstering human research subject protection protocols for sworn officers who may be justifiably reluctant to participate in social science research endeavors. Implications for ethical policing research practice, fostering collaborative researcher-practitioner partnerships, and leveraging the benefits of data science are also discussed.  相似文献

ABSTRACT

Translational criminology is a decision-making perspective that emphasizes the dynamic coproduction of evidence by researchers and practitioners, focusing on obstacles to and facilitators of evidence generation and utilization. It incorporates several other data-driven decision-making models, including evidence-based policy making. This review suggests that the availability of empirical research is no longer the most significant impediment to evidence-based policing. Rather, translating and implementing knowledge about ‘what works‘ in policing has arisen as the field’s primary barrier to securing the effectiveness and efficiency improvements of research and data utilization. This article orients readers to translational criminology’s various components and explores their applications. Focusing on four central considerations, this review explores the roles of researcher practitioner partnerships, policy, technology, and government in developing and sustaining translational efforts in policing. The review concludes by acknowledging challenges to fostering a translational perspective in policing, and offers examples of where it has been applied with success.  相似文献

The pursuit of justice increasingly relies on productive interactions between witnesses and investigators from diverse cultural backgrounds during investigative interviews. To date, the role of cultural context has largely been ignored by researchers in the field of investigative interviewing, despite repeated requests from practitioners and policymakers for evidence-based guidance for the conduct of interviews with people from different cultures. Through examining cultural differences in human memory and communication and considering specific contextual challenges for investigative interviewing through the lens of culture, this review and associated commentaries highlight the scope for considering culture and human diversity in research on, and the practice of, investigative interviewing with victims, witnesses, and other sources. Across 11 commentaries, contributors highlight the importance of considering the role of culture in different investigative interviewing practices (e.g., rapport building, questioning techniques) and contexts (e.g., gender-based violence, asylum seeking, child abuse), address common areas of cultural mismatch between interviewer–interviewee expectations, and identify critical future routes for research. We call for an increased focus in the investigative interviewing literature on the nature and needs of our global community and encourage constructive and collaborative discussion between researchers and practitioners from around the world to better identify specific challenges and work together towards evidence-based solutions.  相似文献

The U.S. government, which funds virtually all types of basic research and development, can maximize its investment and best support technology transfer by focusing on R&D at its “budding” stage, and by involving large corporations, small businesses, and researchers in formal three-way partnerships to refine promising technologies and find suitable markets for them. This approach has the added benefit of requiring no additional, special funding for technology transfer. I propose a three-way technology transfer approach based on these concepts: the creation of a three-way partnership among researchers (the innovators), small business (the product/market developers), and industry (the end users of technology), with close liaison from day one for each project, and government serving as the facilitator; the selection of projects that will produce research and development results convertible to prototypes for testing in the end user’s environment; and the selection of projects that complement each other for building a critical mass of technology transfer from the bottom up. This type of approach utilizes the best attributes of each member of the technology partnership; focuses technology transfer efforts at the level of basic technology, where there is maximum flexibility and opportunity; and utilizes existing program funding to accomplish technology transfer objectives.  相似文献

This article is part of a special issue reflecting on what people have learned about violence and trauma over the past 20 years and where we need to go in the next 10 years. The author emphasizes the importance of learning to communicate in order to form effective community partnerships. Evidence-based research is noted as a methodological innovation for policy research. Looking to the future, the author suggests that it will be important for crime prevention researchers to not just rely on Internet-based library searches so that they may avoid problems of innumeracy and ahistoricism.  相似文献

Using integrated administrative data from criminal justice and social service systems can harness information in meaningful ways that transcend traditional “silos” and allow communities to focus collective attention on important social issues that cross systemic boundaries. Despite recent advances in use of integrated administrative data, practical information to promote adoption by new users is lacking. Here we provide an introduction to potential uses of integrated administrative data for criminal justice researchers, including general benefits of using integrated data as well as implications for innovative research design. We describe a case example of data integration through a state data warehouse for a federally funded project on impact of incarceration on families. The project utilizes data from eight agencies (corrections, juvenile justice, mental health, substance use, social services, health, education, and environmental control) and includes development of an Online Analytical Processing cube. We draw from lessons learned to provide specific recommendations for developing researcher-practitioner partnerships that use integrated administrative data to improve translational criminal justice research and evidence-based practice and policy.  相似文献

When judging the benefits and harms of health care and predicting patient prognosis, clinicians, researchers, and others must consider many types of evidence. Medical research evidence is part of the required knowledge base, and practitioners of evidence-based medicine must attempt to integrate the best available clinical evidence from systematic research with health professionals' expertise and patients' rights to be informed about diagnostic and therapeutic options available to them. Judging what constitutes sound evidence can be difficult because of, among other things, the sheer quantity, diversity, and complexity of medical evidence available today; the various scientific methods that have been advanced for assembling, evaluating, and interpreting such information; and the guides for applying medical research evidence to individual patients' situations. Recommendations based on sound research can then be brought forward as either guidelines or standards, and criteria exist by which valid guidelines and standards can be developed and promulgated. Nonetheless, gaps and deficiencies exist in current guidelines and in the methods for finding and synthesizing evidence. Interpreting and judging medical research involves subjective, not solely explicit, processes. Thus, developments in evidence-based medicine are an aid, but not a panacea, for definitively establishing benefits and harms of medical care, and the contributions that medical research evidence can make in any clinical or legal situation must be understood in a context in which judgment and values, understanding of probability, and tolerance for uncertainty all play a role.  相似文献

This paper considers the morally relevant ways in which population-based research is a distinct type of human subjects research that have unique moral considerations relevant for public health practitioners and researchers. By defining population-based research, the authors distinguish it from public health practice and then consider, in more detail, the ways in which population-based research differs from clinical human subjects research. Based upon the distinctions between these types of research and practice, they identify five important issues that arise in the design and conduct of certain kinds of population-based research. The authors hope that public health practitioners find these distinctions useful in determining when their work may actually be population-based research and that public health researchers use them to identify the areas where ethical issues in their research may arise.  相似文献

The inclusion of a rapport phase with children in investigative interviews is considered best practice as research shows that this can improve the quality of information provided. However, the phenomenon of ‘psychological rapport’, as demonstrated in a person's behaviour, is less understood. Specifically, how do practitioners build rapport with children in the rapport phase? The aim of this paper is to provide information on the methods used by practitioners for building rapport with children, with an explanation of how they may influence communication. Nineteen Scottish practitioners (police officers and social workers) were interviewed about their experiences and approach to rapport building with children in investigative interviews. These interviews were qualitatively analysed using a grounded theory approach and produced a model for the relationship between psychological rapport and children's communication. According to this group of practitioners, rapport building acts as a ‘communication tool’ and is approached using three main strategies. These strategies involve using rapport to assess the child, adjust interview approach based on the assessment, and produce a change in the child's psychological state that facilitates communication. These findings have established practitioner understanding of rapport building and highlighted a number of areas that require further research.  相似文献

Private-public partnerships are increasingly seen as an important mechanism for improving community health. Despite their popularity, traditional evaluations of these efforts have produced negative or mixed results. This is often attributed to weak interventions or an insufficient period of time to observe an impact. This study examines two additional possibilities--the need for a well-articulated shared vision and the governance and management capabilities of the partnership itself. We conducted a midstream process evaluation of twenty-five community partnerships associated with the Community Care Network (CCN) Demonstration Program. We examined how the roles of a common shared vision, strong governance, and effective management influence a partnership's ability to achieve its objectives. The findings, based on both qualitative and quantitative analyses, underscore the importance of membership organizations' perceived benefits and costs of participation and management capabilities to the partnership's progress toward a vision. Based on the qualitative data, six key governance and management characteristics are identified that separate the top performing partnerships from the lowest performing ones. We explore the implications of this research for future evaluations of public-private community health partnerships.  相似文献

The last decade has witnessed a demand for evidence-based programs in virtually every field of social research. Presumably evidence will help inform officials as to which programs are likely to yield successful outcomes as well as help practitioners operate programs with best practices. But program effectiveness is only half the answer. The other half is affordability. Policy makers make budget-constrained decisions. A decision to implement a program in one area means cuts in programs in some other area. Evaluations that report only effectiveness findings cannot contribute much toward social program decision making. Evaluators must start to provide information on both costs and effectiveness or costs and benefits. This paper presents some of the challenges of incorporating cost benefit analysis into traditional criminal justice program evaluations. It presents illustrations of the conceptual and measurement issues to be faced evaluating programs in such areas as private security, juvenile delinquency, police interventions, and correctional rehabilitation when researchers attempt to add cost analysis to program inputs and try to convert outcomes into monetary units. It raises issues regarding availability, program externalities, hidden resources, and inadequacies of outcome measures. It concludes with some general guidance for evaluators on conducting such analyses and a checklist of questions to consider when deciding between cost effectiveness analysis and cost benefit analysis.  相似文献

Abstract

Assessing the implicit attitudes and beliefs of offenders has proved difficult over decades of work and research with offender samples. The purpose of this paper is to outline the research related to the use of the emotional Stroop task and to encourage researchers and practitioners to use it as a measure to assess the implicit attitudes of offenders within their assessments. We consider the factors that may influence Stroop results along with the research considerations that need to be taken into account when using an emotional Stroop paradigm. Currently, a significant limitation of the emotional Stroop task is a lack of standard word stimulus sets that are able to distinguish between offender types. This limitation could seriously impede further development of this tool. Suggestions for future research are proposed.  相似文献

Research findings on the crime patterns of women suggest that social changes in gender roles are associated with increased female criminality. Some researchers note that the increasing participation of women in established criminal organizations increases female crime levels in general, Other researchers demonstrate that involvement with deviant boyfriends or husbands in particular not only introduces women to addictive drugs, but also contributes to greater crime participation. Measures of the domestic network, crime commitment, drug use, ethnicity, and participation in vice and predatory crimes are used to focus on women's formation and participation in crime partnerships. Findings reveal that ethnicity, living with boyfriends or husbands, high levels of crime commission, particularly while carrying weapons, and participating in vice and predatory crimes are factors that are shared by a number of crime partnerships. On the other hand, having children raised by others, a history of incarceration and arrest, and opiate use are factors that are important for specific crime partnerships; therefore, these factors are unique considerations that relate to the likelihood that criminal partnerships will develop.  相似文献

Since its introduction into the field of deception detection, the verbal channel has become a rapidly growing area of research. The basic assumption is that liars differ from truth tellers in their verbal behaviour, making it possible to classify them by inspecting their verbal accounts. However, as noted in conferences and in private communication between researchers, the field of verbal lie detection faces several challenges that merit focused attention. The first author therefore proposed a workshop with the mission of promoting solutions for urgent issues in the field. Nine researchers and three practitioners with experience in credibility assessments gathered for 3 days of discussion at Bar-Ilan University (Israel) in the first international verbal lie detection workshop. The primary session of the workshop took place the morning of the first day. In this session, each of the participants had up to 10 min to deliver a brief message, using just one slide. Researchers were asked to answer the question: ‘In your view, what is the most urgent, unsolved question/issue in verbal lie detection?’ Similarly, practitioners were asked: ‘As a practitioner, what question/issue do you wish verbal lie detection research would address?’ The issues raised served as the basis for the discussions that were held throughout the workshop. The current paper first presents the urgent, unsolved issues raised by the workshop group members in the main session, followed by a message to researchers in the field, designed to deliver the insights, decisions, and conclusions resulting from the discussions.  相似文献

This case study discusses the Survivor-Centered Advocacy (SCA) Project, a community-based participatory research (CBPR) project that convened anti-violence advocates from culturally specific communities to design and implement research. The project used a unique approach to build grassroots research capacity and center survivors of intimate partner violence from historically marginalized communities. This approach coalesced into the creation of an exploratory Community-Led Research (CLR) framework that incorporated trauma-informed, research justice and language justice principles. The CLR framework responded to community members’ desire to lead, rather than simply participate in, the research process. As a result, five studies were designed and executed by practitioners turned community-based researchers, most of whom had never before engaged in research, except as subjects. The CLR framework integrated the skills and experiences of community-based and external researchers, and led to high levels of engagement, rich data, more equitable research processes and innovative research projects.  相似文献

This paper explains the use of cost-benefit analysis for the evaluation of global public–private partnerships that combine international intergovernmental organizations with national governments, businesses, and the non-profit organizations of civil society. The partnerships allocate resources to projects that are socially desirable from an international perspective, yet without the global partnerships will not be performed. Cost-benefit analysis can identify and compare the social and the private costs and benefits of the projects, thereby identifying cases where global public–private partnerships will provide socially desirable results when markets alone will not. Cost-benefit analysis can assess the necessity and the sufficiency of strategies proposed by the partnerships. The paper discusses modifications to cost-benefit analysis required for its use in evaluations of the global public–private partnerships, explaining the need for market-centered valuations, but also explaining the role of alternative social valuations.  相似文献

Hybrid governance mechanisms have become one of the most preferred models of governance. Their influence and use have increased slowly but consistently since the end of the Cold War. This article investigates their political dimension, by way of studying United Nations’ partnerships for sustainable development, registered with the commission on sustainable development (CSD). Around 350 sustainability partnerships that promise to solve environmental problems and achieve the MDGs are registered with the CSD. Since their endorsement at the 2002 Johannesburg Summit, various studies assessed their value for environmental governance often finding them ineffective or counter-productive. This article exposes a new set of influences that partnerships have on the practice and discourses of global environmental governance, by following the politics of their emergence, that of partnership building and registration, and their actualization: During their negotiation, various contestations emerged and influenced the resulting partnerships regime; this is studied through in-depth interviews. Secondly, this regime leaves many geographical and participatory lacunas with political effects, which are studied through a large-N database. Finally, the unintended consequences of partnership projects on their issue areas and the discursive changes they cause in environmental governance reveal an otherwise concealed political dimension: The introduction of controversial technologies into the UN platforms.  相似文献
