While work environment and stress are important factors for mental health, no studies have assessed whether these factors contribute independently to the psychological well-being of probation and parole officers (PPOs). Using statewide survey data from 825 PPOs, we examine the association between depressive symptoms, work stress, and work environment (using the organizational climate measures of role ambiguity, role conflict, role overload and emotional exhaustion/burnout). Findings indicate that organizational climate and work stress are important predictors of emotional exhaustion/burnout, and that these factors have both indirect and independent associations with depressive symptomotology. Together, models including organizational climate and work stress account for two-thirds of the variability in burnout. Moreover, models incorporating exhaustion/burnout, work stress, and organizational climate account for nearly half of the variability in depressive symptoms. Organization climate measures and work stress contribute to depressive symptoms through their effect on emotional exhaustion/burnout. In addition, emotional exhaustion/burnout, role conflict, and work stress are all directly linked to levels of depressive symptoms. This study demonstrates that organizational climate and work stress contribute substantially to the well-being of PPOs and reveals the potential mental health consequences of working in community corrections.  相似文献

With the large and growing number of persons with mental illnesses under probation supervision, a form of specialized probation called specialized mental health caseload (SMHC) has been implemented. This study explores the effectiveness of a prototypic SMHC implemented statewide. A quasi-experimental design was used to compare criminal justice, mental health, and community engagement outcomes among three caseloads: a newly established SMHC supervising no more than 30 clients per officer (N = 1367); an established SMHC supervising roughly 50 clients per officer (N = 495); and a traditional caseload of clients receiving mental health treatment and supervised by officers with average caseloads of over 130 clients (N = 5453). Using a mixed methods approach, we found that the SMHC was implemented with high adherence to fidelity, and comparisons based on different caseload samples generally support the effectiveness of the specialized mental health caseload, particularly on criminal justice outcomes. Future studies using random assignment are needed to examine the connection among mental health symptoms, compliance with treatment and probation supervision, and recidivism.  相似文献

The authors use the institutional theory of organizations to argue that historical changes in parole and probation are ceremonial in the sense that they are aimed at an institutional audience and have had little effect on the day-to-day work of line-level officers. A review of the history of community corrections in the US suggests that parole and probation can be described in four eras, each era marked by a particular pattern of institutional authority and by corresponding changes in the structure, goals, and policies of parole and probation. By loosely coupling the work of street-level parole and probation agents to organizational goals and policies and minimizing caseload problems via surveillance and information-gathering techniques, the day-to-day activity of parole and probation officers has been largely unaffected.  相似文献

The research explores a new model of staff well-being across UK police custodial services (public and private). These services are unique for the fact that police sergeant custody officers are supported by detention officers who can be publicly or privately contracted, with the latter providing a heterogeneous mix never previously researched. The model informs a survey approach conducted across four English police forces. Drawing on a diverse literature which compares health and criminal justice professions, this study explores the possibility that private sector detention officers will report lower levels of emotional exhaustion and workplace stress and higher levels of personal accomplishment than their public sector counterparts. Multilevel analyses, supplemented by ANOVA and t tests, detected statistically significant differences for private sector detention officers regarding higher levels of emotional exhaustion and lower levels of personal accomplishment and workplace stress (with the stress result the only one in the predicted direction). However, results should be interpreted as sample specific linked to privately contracted detention officer disquiet with their then employer (since replaced). That said, the results provide a good exploration of the model’s utility together with important lessons for model and survey development in the future.  相似文献

A common condition of supervised release requires a defendant, post-incarceration, to participate in a mental health treatment program. Federal district courts often order probation officers to make certain decisions ancillary to these programs. However, Article III delegation doctrine places limits on such actions. This Note addresses the constitutionality of delegating the "treatment program" decision, in which a probation officer decides which type of treatment the defendant must undergo; the choice is often between inpatient treatment and other less restrictive alternatives. The resolution of this issue ultimately depends on whether this decision constitutes a "judicial act." Finding support in lower court case law, this Note argues that a "judicial act" encompasses decisions affecting the defendant's significant liberty interests. The Supreme Court case law and the mental health literature make clear that significant liberty interests are at stake in these "treatment program" decisions. Thus, delegating the "treatment program" decision to probation officers is unconstitutional under Article III. The Note concludes by suggesting a constitutionally permissible scheme whereby the judge orders a maximally intrusive treatment while giving the probation officer the discretion to choose a less restrictive program.  相似文献

Legislative activity, court decisions, and other activities have left open to question how distinct is the juvenile justice system from the criminal justice system. While several scholars have considered adultification of juvenile courts, no study has systematically examined the adultification of juvenile corrections. The present study assesses whether one type of juvenile corrections, probation and parole, has been adultified by comparing the professional orientations of juvenile and adult probation and parole officers. The study finds that juvenile probation and parole officers do differ from adult officers across several dimensions of professional orientation that are critical to the distinctiveness of the juvenile justice system. Specifically, our analyses show that compared to adult probation and parole officers, juvenile officers tend to more strongly adhere to ideals of treatment, welfare, and offender-focused probation and parole supervision.  相似文献

Researchers have devoted a great deal of attention to understanding the punishment attitudes of different groups. Much of this research has focused on punishment attitudes of members of the public, while a few studies have considered how criminal justice officials perceive different sanctions. This study explores the justifications of probation rated by a sample of probation and parole officers. Attention is given to whether justifications are tied to the way officers rated the importance of different tasks as well as how much time officers reported their agencies devoting to different types of probation and parole activities. The results show some inconsistencies between justifications and work preferences/work activities. Implications are provided.  相似文献

This article considers the continued relevance of law enforcement and social worker roles to probation officer practice, a central motif in community corrections scholarship. It also considers how these traditional functions are integrated into community-oriented supervision practices, increasingly emphasized in policy circles. Using Latent Class Analysis of data from a national community corrections survey, a four-class typology of probation officers was developed, based on their supervision practices. While classes vary according to the intensity of supervision, particularly in the engagement of third parties (family, community, and the police), there are no classes that correspond either to law enforcers or to social workers. Rather, officer classes are all “synthetic”—combining law enforcement and social work functions together in the same strategy. The analysis identifies a number of predictors of membership in more intensive supervision classes. These relate to ideological orientations, caseload characteristics, officer demographics, and agency progressiveness.  相似文献

Probation and parole officers are assigned the responsibility of supervising convicted criminals in a community setting in such a way that the competing goals of punishment, public safety, offender rehabilitation, and deterrence are achieved. All the while, these tasks are accomplished within the confines of shrinking budgets, large case loads, increasingly high-risk offenders, low occupational prestige, and considerable political and public scrutiny. These competing demands often result in especially high levels of work-related stress. The point of this research is to consider the divergence in occupational stress among probation/parole officers and whether or not they felt educationally prepared for their job. The data for this study were collected during a two-month study period which began on March 15, 2005. Data were collected non-randomly through a national Internet based survey of active probation/parole officers. This study considers a sub-sample of 2, 364 officers from fifteen states. The results show probation/parole officers who feel educationally under-prepared are likely to experience higher levels of occupational stress and more likely to have negative manifestations of stress than those officers who feel well-prepared.  相似文献

Police officers frequently respond to calls involving persons with mental illnesses and in doing so, they are key gatekeepers of access to mental health treatment as well as entry into the criminal justice system. Programs such as Crisis Intervention Teams (CIT) are being implemented across the United States and elsewhere to train officers to respond more effectively and facilitate access to mental health services when appropriate. These programs would benefit from a thorough understanding of these encounters from the perspective of police officers. We take as a premise that officers develop frames of reference or “schema” for understanding and responding to these encounters that are shaped by socialization, training, and their experience as police officers. In this study, we examine police officer schema of mental/emotional disturbance (M/EDP) calls. Qualitative interviews provided the foundation to develop the Needs on the Street Interview (NOSI) to tap officer schema of four types of M/EDP scenarios. The NOSI was administered to 147 officers in Chicago and Philadelphia. Latent Class Analysis (LCA) was conducted separately for each scenario to examine groups of officers with different schema as well as predictors of schema group. For three of the four scenarios, officers were classified into a two category or schema model, for the fourth (crime reported) a three category model was supported. Schema groups tended to be differentiated by ratings of level of resistance/threat and substance use. Contrary to our expectations, CIT and law enforcement experience did not predict officer schema group. While the CIT model emphasizes de-escalation skills to reduce resistance and the need for officers to use force, CIT and other training programs may want to consider increasing content related to factors such as co-occurring substance use and managing resistance.  相似文献

As part of a larger study of probation workload and workforce challenges in one southeastern state, this study reports the results from a statewide survey of probation officers’ experiences supervising probationers with mental illness. A total of 615 officers responded to closed- and open-ended questions about the challenges and barriers to supervising offenders with mental illness, and the responses of officers from rural versus urban settings were compared. Officers reported that probationers with mental illness are difficult to supervise and supervision challenges are exacerbated by a scarcity of mental health and substance abuse treatment resources, limited social support, and a lack of employment opportunities for this population of probationers. Officers report unique and similar challenges across rural and urban settings. This study contributes to our understanding of the challenges of supervising probationers with mental illness and informs practice, policy and research at the interface of the criminal justice and mental health systems.  相似文献

Undercover (UC) assignments are among the most stressful faced by law enforcement officers. Undercover work features isolation from colleagues and family, the necessity to adopt behaviors and false personal characteristics frequently opposite to the given officer’s beliefs and personality, and negative attention from members of the public and even from fellow officers while in the undercover role. Because of all of these factors, undercover work is frequently associated with problems in mental and physical health, and with difficulties in post-assignment social adjustment with family, community, and department. Undercover work is inherently difficult to research, but as the present review indicates, there is significant overlap between the symptomatology typical of undercover work and of that typical of non-UC police work, normally an area of greater research accessibility. These issues will be addressed below. In addition, this review identifies current best psychological practices in dealing with the undercover officer client; these include reliable, supportive, frequent contact with officer clients, psychoeducation in the areas of coping mechanisms, reframing of undercover work in terms of the overall corpus of the given officer’s career, and mechanisms of reintegration of the undercover officer into the realm of more typical, and frequently more mundane, regular police duties.  相似文献

As first responders who are frequently exposed to job-related trauma, police officers are at an elevated risk of adverse mental and physical health outcomes. Evidence-based approaches to stress reduction are sorely needed to address the complex variety of problems that police officers face. In this pilot study we examined the feasibility and preliminary effectiveness of a mindfulness-based intervention designed to address police officer stress. A total of 43 police officers completed an 8-week Mindfulness-Based Resilience Training (MBRT) program, which was designed to improve mindfulness, resilience, stress, health outcomes, and emotional functioning. Using multilevel models we found significant improvement in self-reported mindfulness, resilience, police and perceived stress, burnout, emotional intelligence, difficulties with emotion regulation, mental health, physical health, anger, fatigue, and sleep disturbance. Although there were no significant pre-to-post-MBRT changes in cortisol awakening response (CAR), while controlling for pre-MBRT increase area under the curve (AUCI), change in mental health was a significant predictor of post-AUCI. Implications of these findings and areas for future research are discussed.  相似文献

The findings reveal that Alabama juvenile probation officers are not as cynical as police and correctional officers have been found to be. The structure, purpose, and procedure of probation, including the relationship between a probationer and a probation officer, are explained and discussed. The game theory model of decision-making and rational choice theory are discussed and applied to the relationship between a probationer and a probation officer as a basis for increasing the probationer’s likelihood of success. Previous research revealed gender and racial differences in offender preferences for prison compared to alternative sanctions, in the amount of an alternative sanction offenders would serve to avoid prison, and in the severity ranking of criminal sanctions. Nevertheless, opinions of officers who supervised those clients have all but been ignored. In this study, this literature was extended by comparing perceptions of Kentucky probation and parole officers regarding the amount of alternative sanctions that offenders would serve to avoid one year of imprisonment to perceptions of the offenders whom they supervised regarding the same topic. Based on analysis of data from an electronic survey of approximately 230 probation and parole officers and approximately 600 probationers and parolees, results suggested that there were significant differences in “exchange rates” of officers when compared to those of offenders. Justifications for these findings and their implications for correctional policy and practice are discussed.  相似文献

Prison officers are exposed to violence and other safety risks at rates higher than workers in most occupations are, and indicators of workplace safety have been linked to a number of negative health and occupational outcomes among officers. Yet, few researchers have examined the sources of prison officer safety. Using data collected from over 1,800 officers working in 45 prisons, we apply a multi-level opportunity framework to examine the individual and environmental influences on objective and subjective measures of officer safety. Our analysis revealed that officer safety is affected by officers’ routines (e.g. frequency of contact with inmates) and characteristics that might reflect officers’ suitability as targets (e.g. age, race). We also observed that indicators of both micro- (e.g. coworker support) and macro-level (e.g. architectural design) guardianship influence prison officers’ safety.  相似文献

Probation officers have large caseloads with high levels of psychiatric morbidity but receive minimal training in recognising/managing mental health problems. In the UK, there is no national screening procedure for mental illness among offenders that is considered effective. This study’s aim was to develop a screening system for mental/personality disorders using the Offender Assessment System. Seven screens for mental disorder were developed using items from assessments on 574 prisoners: alcohol misuse, drug dependence, antisocial personality disorder, psychopathy, learning difficulties, psychosis and severe mood disturbance. Internal validation showed that the screens performed well across accuracy estimates. Prevalence of mental disorders identified with the screens in test and validation samples was similar. However, the psychopathy and severe mood disturbance screens may be more effective in screening for true negatives. The screens are an economical method for prioritising mental health needs of the UK prison and probation population using routinely collected data.  相似文献

Correctional officers represent the most important component of penitentiaries, as they are required to regulate prisoner conduct and establish safety within the prison. Recent literature, however, reveals that many officers resign from their position shortly after being hired. Although extant literature has found a number of variables to significantly impact officer resignation intentions, including pay dissatisfaction and poor supervisory evaluations, no study has yet evaluated the influences of emotional dissonance and job desirability in predicting this outcome. Survey data collected from a statewide population of officers are used to examine the impact of these specific variables in predicting officer turnover intentions. While emotional dissonance did not have as influential an impact as originally hypothesized, officer evaluations of job desirability instead exhibited a positive and highly significant connection. To reduce officer turnover, prison administrators should improve officer working conditions, provide them some emotional outlets, and make this profession more attractive.  相似文献
