Using the Latino National Political Survey, this paper tests the hypothesis that military service serves to stimulate electoral and nonelectoral political participation by Latinos. The results are compared with those for Anglos (non-Hispanic whites). The data show that Latino veterans, and particularly draftees, exhibited higher levels of voting and low-intensity nonelectoral political activities. Anglo veterans did not increase their participation to the same extent. Service in the volunteer army was a much less important explanatory factor of both Latino and Anglo political participation. Military experience therefore has a greater impact on Latinos than Anglos, and the draft experience was more important than volunteer service.  相似文献

Abstract

Using data from the European Values Study, this article examines the mechanisms through which social capital facilitates volunteering in Nordic countries. Three specific mechanisms are examined as drivers of volunteering: Generalized trust, subjective well-being, and religious activity. We find that trust bridges social capital and that people volunteer more as their level of generalized and institutional trust increases. Our results also indicate that individuals with higher levels of well-being and those who attend religious services regularly are more likely to volunteer.  相似文献

Abstract

The aim of this article is to investigate whether and to what extent changes in the structural preconditions for volunteering have had an effect on the relative importance of ‘classic predictors’ of volunteering within two areas: (1) socio-economic and status variables that function as resources for civic engagement and (2) value orientations that guide volunteering. Arguably, upward changes in the level of human capital, such as education, or changes in values that put more emphasis on, for example, social responsibility, could be expected to lead to an increase in the relative importance of these variables because the groups who possess such resources or express such attitudes would be more likely to enter into the volunteer labour force. If this is the case, then we would expect to see increasing differences in the likelihood of volunteering between high- and low-status groups. On the other hand, it could be argued that it is the distribution and diffusion of such resources and values that matter. If, for instance, education has become more widespread and covers larger proportions of the population, it is also possible that the relative importance of education has diminished. In this case, we would see a mainstreaming effect on volunteering because this activity becomes more normal, independent of class and status. Finally, it is also possible that volunteering is relatively resistant to wider structural changes in society or at least experience a time lag in the effect of such changes. Based on an empirical analysis of Danish survey data from 1990 to 2008, we argue that the idea of a mainstreaming effect should be taken seriously.  相似文献

There are 9.4 million military veterans receiving Social Security benefits, which means that almost one out of every four adult Social Security beneficiaries has served in the United States military. In addition, veterans and their families make up almost 40 percent of the adult Social Security beneficiary population. Policymakers are particularly interested in military veterans and their families and have provided them with benefits through several government programs, including Social Security credits, home loan guarantees, and compensation and pension payments through the Department of Veterans Affairs. It is therefore important to understand the economic and demographic characteristics of this population. Information in this article is based on data from the March 2004 Current Population Survey, a large, nationally representative survey of U.S. households. Veterans are overwhelmingly male compared with all adult Social Security beneficiaries who are more evenly split between males and females. Military veterans receiving Social Security are more likely to be married and to have finished high school compared with all adult Social Security beneficiaries, and they are less likely to be poor or near poor than the overall beneficiary population. Fourteen percent of veterans receiving Social Security benefits have income below 150 percent of poverty, while 25 percent of all adult Social Security beneficiaries are below this level. The higher economic status among veterans is also reflected in the relatively high Social Security benefits they receive. The number of military veterans receiving Social Security benefits will remain high over the next few decades, while their make-up and characteristics will change. In particular, the number of Vietnam War veterans who receive Social Security will increase in the coming decades, while the number of veterans from World War II and the Korean War will decline.  相似文献

Existing research on career motivations tends to focus either on the difference between private and public organizations or on the difference between nonprofit and for‐profit firms. Although commonalities exist, the literature suggests that there also are many differences in what motivates public and nonprofit employees. Employing data from the National Administrative Studies Project III, this research examines how seven motivational aspects correlate with the choice between public and nonprofit employment. The authors find that managers who value advancement opportunities, a pension and retirement plan, and the ability to serve the public in their jobs are more likely to accept a job in the public sector, whereas managers who value family‐friendly policies and increased responsibility are more likely to accept a position in the nonprofit sector. Participation in volunteering is positively associated with nonprofit employment. The authors suggest a possible link between volunteering and the unique nonprofit motivation that is differentiated from public service motivation.  相似文献

This paper challenges prevailing theories on volunteering which explain participation in volunteer work by the high capital resources of individuals (resource theories). Using care theory and focusing on volunteers working with the frail elderly, the sick and the dying, we ask whether resource theory is a suitable theoretical framework for this particular kind of unpaid work. With a 2012 Danish population survey, we find that care volunteering attracts lower-resourced individuals who are predominantly female. We use this finding to argue that resource theory is unhelpful in explaining this particular form of volunteering and to call for more theory development.  相似文献

The debate on volunteering has paid insufficient attention to the relationship between public spending and volunteering. The importance of this relationship is highlighted by the British government's “Big Society” plan, which asserts that an increase in volunteering will compensate for the withdrawal of public agencies and spending. This idea is based on the widely held belief that a high degree of government intervention decreases voluntary activities. This article uses a multidisciplinary approach to improve understanding of how public spending affects the decision to volunteer. A theoretical model conceptualizes this relationship in terms of time donation by employed individuals. The model is tested empirically through an econometric analysis of two survey data sets and interpretative analysis of narratives of local volunteers and public professionals. The results suggest that volunteering is likely to decline when government intervention decreases and that a collaborative approach to sustaining volunteering is needed.  相似文献

What is the role of stipends as an institutional facilitator in volunteer civic service? By examining the relationship of stipend receipt to volunteer diversity, time commitment, and perceived benefits from a longitudinal study of older adults serving in Experience Corps, this article assesses stipend status relative to volunteer sociodemographic characteristics, motivations, intensity and duration of time served, and volunteers’ self‐reported benefits. The findings underscore how stipends may promote participant diversity. In particular, stipended older adult volunteers serve for longer periods of time, but their motivations for serving do not differ. Stipended volunteers report higher perceived benefits than nonstipended volunteers. The results suggest that stipends may leverage wider inclusion, increase retention, and contribute to other benefits, but additional research is needed using more controlled and comparative designs.  相似文献

Volunteer labor is generally analyzed as a homogeneous activity, implying that the marginal effects of tax changes and demographic shifts are equal across industries and forms of volunteering. Here the homogeneity assumption is tested by estimating and comparing volunteer labor supply functions in three sectors that rely on volunteer labor—health, education, and religious organizations. Differences in the marginal volunteer labor supply effects are associated with personal demographics, household composition, and tax status. These differences are significant statistically as well as for their policy implications. The effects on volunteering to each sector are predicted for changes in the age, education, and marital status distributions of the population, as well as for changes in income tax rates, itemization status, and income. © 2002 by the Association for Public Policy Analysis and Management.  相似文献

This article discusses the volunteer movement in Ukraine. After the 2013–2014 Revolution of Dignity and the subsequent military confrontation with Russia, the volunteer movement became an influential and trusted actor capable of mobilizing a large number of supporters and a significant amount of resources. Donations made to volunteer initiatives represent in Ukraine a percentage of the country's GDP similar to that seen in some Western countries. However, compared with volunteerism in developed countries, volunteer initiatives in Ukraine have several distinct features: a mostly informal character; their reliance on a hard core of committed and active leaders; and connections with the nationalist movement understood here as an actor aiming to attain and maintain the identity of the Ukrainian nation-state in the making. The article explores the intersection between warfare, nation-building, state-building and democratization using Ukraine as a case in point. Data from two sources inform the analysis: a series of in-depth qualitative interviews with leaders of the volunteer movement (N?=?22) and results of a survey conducted on a representative sample (N?=?2040).  相似文献

Fundraising campaigns advertised via mass media are common. To what extent such campaigns affect charitable behavior is mostly unknown, however. Using giving and volunteering surveys conducted biennially from 1988 to 1996, I investigate the effect of a national fundraising campaign, “Give Five,” on charitable giving and volunteering patterns. The widely advertised Give Five campaign was aimed to encourage people to give 5 percent of their income and volunteer 5 hours a week. After controlling for selection into being informed about the Give Five, I find that people who were informed about the campaign increased their weekly volunteering activity on average by almost half an hour, but their giving behavior was not significantly affected. I discuss the policy implications associated with this result and argue that although the Give Five campaign did not achieve its goal, its impact on volunteering was considerable. © 2012 by the Association for Public Policy Analysis and Management.  相似文献

In what respects can military basic training affect veterans’ civic identities? According to a 2015 report published by the National Conference on Citizenship (NCoC), military service positively affects civic health. While social scientists have also noted this possible connection, little attention has been paid to how and why this link might exist. To test the purported relationship between military training and increased civic capacities, I explored the United States Marine Corps’ (USMC) Recruit Training program. I conducted 20 semi-structured, in-depth interviews with 17 enlisted Marine veterans and Marine drill instructors (DI) to ascertain their perceptions of the pedagogical aspirations of their service’s recruit training. The study’s participants reported that Marine Corps Recruit Training does seek to inculcate skills, values, and habits that are consistent with a civic identity as discussed in the civic-engagement and civic-education literature.  相似文献

This study examines the market impact of targeted property tax relief, which is critical for understanding who exactly benefits from a widely used local policy. Specifically, we investigate this in the context of two statewide ballot measures in Virginia that provided property tax relief or heightened expectations for future relief intended to aid disabled veterans and seniors, respectively. Using residential multiple listing service microdata from Virginia, results from a regression discontinuity analysis show that once the 2010 tax relief measures passed on Election Day, property values rose sharply in response to the sudden increase in demand for homeownership among the targeted groups. We find that senior preferred housing and properties within areas with higher proportions of seniors and veterans experienced the highest price appreciation, while areas with fewer veterans or seniors saw little impact. The findings suggest that this type of policy provides an immediate benefit to current homeowners, thereby offsetting benefits for subsequent homeowners within the targeted groups. This effect represents an unintended consequence of targeted property tax relief as a policy tool more generally, as immediate capitalization into home prices subsequently increases the cost of housing for many individuals the relief was intended to help.  相似文献

Historically, Israel's ability to sustain a situation of armed conflict for a long time was predicated on the republican equation in which the dominant group – the secular Ashkenazim – exchanged military sacrifice for social dominance. Nonetheless, an imbalance between military burden and social rewards, which emerged during the 1970s and1980s, led the middle-class Ashkenazim to undertake collective action aimed at reducing the burden of military service through protest and peace movements, along with more individual tactics. These modes of action, together with the attenuated status of the military, spurred on national-religious and Mizrachi groups to integrate themselves into the traditional equation, or to formulate an alternative one (the Gush Emunim and the Orthodox route). Arguably, the status of each group in the military, which itself saw an erosion in its social status, played a major part in shaping the nature, scope and strategy of each group's collective actions. The groups capitalized on the opportunities that the military offered them in accordance with their capacity to utilize the resources they had at their disposal.  相似文献

When people know who is influencing the elected politicians and they may ‘put the rascals out’ in case they feel that the incumbents are corrupt, ceteris paribus, their perception of the level of corruption should not be affected by lobbying. If on the other hand people are not sure which or how many actors are influencing public policy and they are not able to hold the government truly accountable as interest group influence is constant with different governments, people will be more likely to perceive the government as corrupted. The former system is a characteristic of corporatism and the latter of pluralism. This problem is exacerbated by the fact that interest groups with resources such as business groups or firms in pluralist systems are more influential than groups with few resources. Thus, people may perceive pluralist policy‐making system as more corrupt than corporatist policy‐making system where fewer visible actors have more or less equal weight in the policy‐making process. This article compares three different forms of volunteering: formal volunteering which is typically carried out in formalized organizations; informal practical help which is most often provided in a face-to-face context and requires the giving of time; and economic assistance which requires neither the co-presence of actors nor the giving of time. The different nature and structuring of these formal and informal ways of contributing to society suggest that they require different resources. Grounded in sociological theory we argue that three sets of factors are particularly relevant for explaining volunteering: personal or ‘human capital’ factors, social network resources, and civic values. We test in a multivariate analysis how various indicators of these personal and social resources relate to the different forms of volunteering. The study relies on a comprehensive survey of the Danish adult population. The findings, therefore, are interpreted in the light of this particular institutional environment which forms the backdrop for individual choices about volunteering. We find that the different forms of formal and informal volunteering seem to form a continuum of civic engagement going from the most public to the most private. Furthermore, compared to informal ways of volunteering, formal volunteering seems to be more contingent upon access to and supply of different forms of personal and social resources.  相似文献

What are the most important sources of institutional variation among authoritarian regimes, and how do such institutions influence these dictatorships' propensity to initiate military disputes? This article argues that most existing studies in both comparative politics and international relations employ a flawed conceptualization of authoritarian institutions. Excessive focus on the personalization or institutionalization of authoritarian regimes' decision‐making procedures has distracted attention from the more critical issue of what institutions these regimes deploy to enhance social control and secure political incumbency. Since military regimes are systematically less effective than single‐party regimes at developing these types of authoritarian institutions, they more frequently resort to desperate measures to fend off domestic challenges to their power. In particular, we find compelling empirical support for our hypothesis that military regimes are more likely than single‐party regimes to initiate military disputes, irrespective of whether those regimes are highly personalized or not.  相似文献

In an era when everyone wants to be a millionaire, governments struggle to attract and retain highly qualified employees, making it more important than ever to understand what attracts people to the public service. Using contingency table analysis and logistic regression on the 1989 and 1998 General Social Surveys, we explore how individuals' demographic characteristics and the importance they place on various job qualities influence their preference for and employment in the public sector. Job security may still be the strongest attraction of government jobs, but high income and the opportunity to be useful to society also attract some Americans to the public service. Minorities, veterans, Democrats, and older Americans preferred public-sector jobs more than whites, nonveterans, Republicans, and younger Americans, who were otherwise similar. Women and college graduates were more likely than comparable men and less-educated respondents to have government jobs, but no more likely to prefer them. Overall, desire for government jobs declined markedly between 1989 and 1998.  相似文献
