Unequal income distribution in Latin America and the Caribbean is linked to unequal distributions of human and physical assets and differential access to markets and services. These circumstances, and the accompanying social tensions, need to be understood in terms of traditional fragmenting forces; the sectors of the population that experience unfavorable outcomes are also recognized by characteristics such as ethnicity, race, gender, and physical disability. In addition to reviewing the general literature on social exclusion, this article surveys several more specific topics: relative deprivation (in land and housing, physical infrastructure, health and income); labor market issues, including access to labor markets in general, as well as informality, segregation, and discrimination; the transaction points of political representation, social protection, and violence; and areas in which analysis remains weak and avenues for further research in the region.  相似文献

This paper proposes that the prevalence of illegitimate wage practices in Southern European societies results from the discord between the formal rules (formal institutions) and the socially shared unwritten rules that reflect citizens' beliefs (informal institutions). To evaluate this, a 2013 survey is reported on whether employers in five Southern European countries fraudulently evade tax and social security payments by paying employees a portion of their salary off the books. A strong association is revealed between the extent of wage under-reporting and the degree of institutional asymmetry across these societies. The implications for theorising illegitimate wage practices are then explored.  相似文献

‘Globalisation’, driven by neoliberal‐based policies, can be seen to have significant impacts on ethnobotanical practices, particularly through the commercialisation of traditional knowledge and rise in identity‐based social movements. Despite its relative political and economic isolation in comparison to more ‘neoliberalised’ areas of Latin America, local‐level shifts occurring in post‐Soviet Cuba are similar to those occurring elsewhere in the region. Afro‐Cuban ritual activities have proliferated, particularly in Havana, leading to an increased dependence on the rich magico‐medicinal pharmacopoeias employed in hybridised religions such as santería and palo monte – suggesting that ‘globalisation’ may have profound, albeit indirect, implications for even the most economically marginalised countries such as Cuba.  相似文献

Based on analysis of Brazilian-Spanish cooperation in Latin America, this article aims to contribute to the discussion on whether South–South Cooperation (SSC) represents an alternative model with specific and differentiated objectives, or if it largely reproduces the constraints and interests traditionally associated with the North–South model, but with new institutions and actors. We start by analysing the main criticisms levelled at cooperation in the literature, emphasising the identification, review and comparison of the mechanisms of domination and dependency that derive from the bilateral and multilateral practices of traditional development cooperation. We then construct a synthetic dependency index to measure the ability of Spain and Brazil – as representative cases of North–South Cooperation (NSC) and SSC with Latin America – to influence the foreign trade, investment and foreign policy decisions of aid recipients, and to empirically contrast the lower level of verticality that much of the available literature assumes about SSC schemes. The empirical analysis suggests significant differences between NSC and SSC in terms of their ability to reproduce dependency patterns and validate the discourse that tends to identify the latter as an alternative cooperation model.  相似文献

Political participation has frequently been associated with individual resources; that is, individuals with higher incomes, higher educational levels and more time tend to participate in the political process to a greater extent than other individuals do. The present study suggests that in addition to resources, an individual's beliefs about economic distribution are an important determinant of participation both in elections and in protests. Based on the analysis of the Chilean data from the Latin American Public Opinion Project (LAPOP) 2012, the results suggest that distributive beliefs are associated primarily with participation in protests.  相似文献

The topic of African slavery and the role of Afro‐Tejanos in Texas during the period of Spanish colonial rule has been totally neglected. Primary sources used in this study discuss Afro‐Tejano family life, economic activities, military duties, and their experiences both as slaves and as individuals who gained their freedom. Hispanic treatment of Africans gradually became more enlightened by the eighteenth century to the point that Afro‐Tejanos suffered a decline in their overall standard of living after Texas became an independent republic in 1836. The relationship of Afro‐Tejanos to Mexico’s current total of 500,000 Afro‐Mexicans is an issue of contemporary relevance because of recent efforts in Mexico to highlight its African heritage.  相似文献

To what extent might an indigenous mayor govern beyond ethnically defined grievances, without being labelled traitor by the indigenous organisation? This article deals with the challenges faced by the Ecuadorian indigenous movement when it attains power in local government. The issue will be explored through the case of Mario Conejo, who in 2000 became the first indigenous mayor of Otavalo representing the indigenous political movement Pachakutik. Although ethnically based tensions in the local indigenous movement were evident throughout the period, 2006 saw Conejo leave Pachakutik and create a new political movement. This rupture can be traced, I argue, to an intercultural dilemma and the difficulties of ethnically defined political movements.  相似文献

To date very little scholarship has focused on the experiences of women who fought or collaborated with Nicaragua's counter‐revolutionary forces (known as the Contra) in the 1980s. Based on qualitative research conducted in Waslala, this paper examines the circumstances which led a group of women to become positioned as Contra supporters. It then explores how these women constructed their gender identities in the light of their collaboration with the Contra. It argues that despite their participation in a right‐wing political organisation and despite their tendency to draw upon understandings of themselves as mothers, widows and victims of war, these women should not be seen as inherently conservative and reactionary, given that they have also been inspired by forms of political organisation that are indicative of an emergent feminist identity.  相似文献

Despite a consensus in the Americas that gender‐based violence is rooted in inequality and historic precedent and exacerbated by socio‐economic hardship, government programmes and institutional evaluations of programmes to combat violence against women tend not to tackle the problem at source. Instead, governments and policy evaluations tend to focus on domestic violence survivor services. This article analyses current work to evaluate government efforts to fight violence against women and unpacks scholarly and policy consensus on the root causes of the violence. I then illustrate the disconnect between root causes of violence and government programmes, to emphasise the need to link programmes more closely to agreed‐upon causes of violence.  相似文献
