Markets, hierarchies, and networks are widely understood to be the three primary forms of social organization. In this article, we study the choice between these forms in a general, agent‐based model (ABM) of cooperation. The organizational ecology is the product, an emergent property, of the set of choices made by agents contingent on their individual attributes and beliefs about the population of agents. This is one of the first attempts to theorize explicitly the choice between different organizational forms, especially networks and hierarchies, and certainly the first to do so in an ABM. The insights of the model are applied to current research on transnational networks, social capital, and the sources of hierarchy and especially autocracy.  相似文献

Interpersonal networks are increasingly important for organizational learning and performance. However, little is known about how these networks emerge. In this article, exponential random graph models are employed to explore the underlying processes of advice network formation in 15 organizations. The author examines the influence of (1) structural effects (reciprocity, transitivity, multiplexity), (2) actor attribute effects (job function, tenure, education, self‐efficacy), and (3) peer competition. Results suggest that employees rely more on reciprocity, closure, and similarity in job function than on peer expertise or status when seeking advice. In addition, employees who perceive greater levels of competition with peers are significantly less likely to both seek and provide advice. As public organizations look to private sector strategies that promote internal competition to improve efficiency and accountability, public managers need to be aware of the negative implications those strategies can have on interpersonal networks and organizational learning.  相似文献

Policy actors seek network contacts to improve individual payoffs in the institutional collective action dilemmas endemic to fragmented policy arenas. The risk hypothesis argues that actors seek bridging relationships (well‐connected, popular partners that maximize their access to information) when cooperation involves low risks, but seek bonding relationships (transitive, reciprocal relationships that maximize credibility) when risks of defection increase. We test this hypothesis in newly developing policy arenas expected to favor relationships that resolve low‐risk dilemmas. A stochastic actor‐based model for network evolution estimated with survey data from 1999 and 2001 in 10 U.S. estuaries finds that actors do tend to select popular actors as partners, which presumably creates a centralized bridging structure capable of efficient information transmission for coordinating policies even without any government mandate. Actors also seek reciprocal bonding relationships supportive of small joint projects and quickly learn whether or not to trust their partners.  相似文献

In almost all subfields of political science in the last third of the twentieth century, it was claimed that we are witnessing a transformation of political order from hierarchies to networks. This paper traces institutional change during the twentieth century by examining structures and modes of interaction in transboundary regions in Europe and North America. First, it challenges functionalist explanations of institution-building and institutional change. Instead, the impact of general discourses and ideas is highlighted. Second, it takes a closer look at the hierarchies-to-networks transformation thesis. Whereas this thesis can be confirmed if we define hierarchies and networks as patterns of interaction, if we define hierarchies and networks in terms of modes of interaction this is less certain. De jure, institutional elements implying a "hierarchical order" have been supplanted in newer institutions by provisions allowing for "majority voting." De facto, nothing has changed, since these modes of interaction have never actually been used. In practice, the only way to achieve joint action has always been and still is through "agreement" or "consent." What has changed over the years, though, is the institutionalized approach to reaching "agreement." The older approach uses a technocratic-deductive logic. In recent years, we have been able to observe various new approaches in cross-border regions: a symbolic-inductive logic in Western Europe, a utilitarian-evolutionary logic along the U.S.-Mexican border, and a normative-constructivist logic along the U.S.-Canadian border. Based on the empirical findings, I conclude that institutional theory should pay more attention to the fact that many political institutions provide orientation, shape identities, and mobilize activities through emotional symbols.  相似文献

New technologies provide new channels of access to political information and participation in decision‐making processes. This assumption is clearly important in the action plans and policies of International Organizations (World Bank, Organisation for Economic Co‐operation and Development, United Nations), which have assumed a leadership role in the reform of political institutions. Starting from an analysis of the reasons that have brought the state and processes of institution building back into focus, this paper will reconstruct the International Organizations' vision of the transformative potential of new information technologies and their activity in this field. While public value theory has emerged to offer important insights into the evaluation of social enterprises, little is known about the origins of public value failure and even less about the role that organizations and public policy play in creating public value failure. Accordingly, this analysis explores the origins of public value failure using examples from for‐profit higher education. A selection of organization and public policy concepts are integrated into a public value mapping framework to develop a theoretical basis for public value “failure drivers.” In addition to advancing public value theory, an understanding of the origins of public value failure and the role of failure drivers has important implications for the design of public value–maximizing strategies and institutions.  相似文献

The institutional landscape for public land management in the U.S. West underwent a seismic shift in the 1990s as the long‐dominant resource extraction paradigm was replaced by the ecosystem management paradigm. Here we analyze the efforts of community‐based organizations (CBOs), entities that emerged in some locations across the West to help their respective communities navigate the transition from resource extraction to environmental stewardship. Despite their formal status as civil society actors, in practice CBOs came to fill various institutional gaps by taking on roles traditionally assigned to both the state and the private sector. We use a case study approach to examine how the Hayfork, California–based Watershed Research and Training Center engages in institutional work within a setting that is at once both open and constrained, as the rural community within which it operates lacks strong state‐ or industry‐led development trajectories while remaining constrained by the legacies of past institutions.  相似文献

Performance‐based management is pervasive in public organizations; countless governments have implemented performance management systems with the hope that they will improve organizational effectiveness. However, there has been little comprehensive review of their impact. This article conducts a meta‐analysis on the impact of performance management on performance in public organizations. It contributes to the current literature in three ways. First, it examines the effect of the “average” performance management system. Second, it examines the influence of management: whether beneficial performance management practices moderate the average effect. Third, it examines the effect of “time” on performance management. Using 2,188 effects from 49 studies, the analysis finds that performance management has a small average effect. However, the effect is substantially larger when indicators of best practices in high‐quality studies are included, indicating that management practices have an important impact on the effectiveness of performance management systems. Evidence for the effect of time is mixed.  相似文献

One conclusion in the literature on domestic European Union (EU) coordination is that the formal institutional properties of countries—devolved versus centralized or unitary—affect the nature of coordination practices. Basically, the view has emerged that domestic coordination is a largely bureaucratic process in which political control mechanisms remain relatively weak. Instead of only looking at public authorities and their formal networks, this article relies on a data set that allows us to analyse informal political-administrative networks and look at how societal interests mobilize and target policymakers in order to shape the position governments defend at the EU level. One of our conclusions is that despite devolution in Belgium, its intergovernmental coordination shows a considerable level of network centralization, even when compared to unitary countries such as France and the Netherlands, meaning that there are large differences between the three states with respect to the connectedness of the actors involved.  相似文献

The nineteenth and early twentieth century Liberal Party has been well served by British political historians. By contrast, research on the post-1945 Liberal Party and Liberal Democrats has become a specialised field, with strong empirical foundations (including in biographies and political science work) but few connections with the larger narratives that historians tell about postwar Britain. This article explores how the story of the ‘long Liberal revival’ from the late 1950s to the 2010–15 coalition might be reintegrated with contemporary historiography, including debates about deindustrialisation, class dealignment and the rise of ‘popular individualism’. It argues that careful attention to the nature and limits of Liberals’ political agency can help us understand the changing meaning and significance of third-party politics in Britain.  相似文献
