Latin American nations have, in varying degrees, struggled to form a foreign policy which successfully incorporates developmental issues. Through an institutional analysis, this article identifies the institutional frameworks within which a development-oriented foreign policy (DOFP) is more prone to emerge. It is argued that DOFP has not been able to be consolidated, as foreign policy has primarily remained a tool for regime survival. This is largely because of the institutional exclusiveness and presidentialism embedded in Latin American diplomacy – making foreign policy notoriously vulnerable to regime appropriation. By conducting a comparison between Ecuadorean and Chilean foreign policy, the article sheds light on the institutional components which have allowed the latter to successfully incorporate a development agenda and the former to stumble in its efforts.  相似文献

Environmental policy in Chile has developed rapidly in recent years, and the country has become a regional leader in renewable energy, climate change policy, recycling, and nature conservation. This contrasts with the previous neglect of environmental issues in the country and its depiction as a ‘green laggard’ (Orihuela, 2014: 251) within Latin America. In this article the recent development of environmental policy in Chile is reviewed and five factors affecting this development are analysed: international influences, institutional legacies, a window of opportunity opened by environmental movements, policy entrepreneurship, and business power.  相似文献

Why are some Latin American states plagued by persistent policy volatility while the policies of others remain relatively stable? This article explores the political economy of natural resource rents and policy volatility across Latin America. It argues that, all else equal, resource rents will create incentives for political leaders, which will result in repeated episodes of policy volatility. This effect, however, will depend on the structure of political institutions. Where political institutions fail to provide a forum for intertemporal exchange among political actors, natural resource rents will result in increased levels of policy volatility. Alternatively, where political institutions facilitate agreement among actors, resource rents will be conducive to policy stability. This argument is tested on a measure of policy volatility for 18 Latin American economies between 1993 and 2008. The statistical tests provide support for the argument.  相似文献

In 2003, the Argentine executive promoted a process of Supreme Court reform that entailed limiting presidential attributions in the selection of justices. Then the renewed court implemented changes to its internal procedures that increased its own accountability mechanisms. The literature on the politics of institutional judicial independence in Latin America has developed two explanatory models: one presents reforms as an insurance policy, the other as a consequence of divided government. Both perspectives conceive of reforms as a result of political competition and as a way to limit other actors, the future government in the first case, the party in power in the second. This study, by contrast, explains the Argentine reforms as movements of strategic self-restriction, designed to build legitimacy and credibility, for the government and the court, respectively, in a context of social and institutional crisis and pressure from civil society.  相似文献

This article explores a missing link in the recent literature on the formation of social policies: that between democracy and universalism, one desirable yet elusive feature of these policies. We base our argument on a case study of Costa Rica, the most successful case of universalism in Latin America. We proceed by first depicting Costa Rica's peculiar policy architecture, based on the incremental expansion of benefits funded on payroll taxes. Then we reconstruct the policy process to stress the key role played by technopoliticians in a democratic context. Backed by political leadership and equipped with international ideas, technopoliticians drove social policy design from agenda setting to adoption and implementation. Third, we argue that key aspects of the policy architecture established in the early 1940s were fundamental building blocks for a distinctive and seldom explored road to universalism. This article presents both a theoretical framework and a methodology that attempt to capture the complex interactions among labor markets, families, and public policy that currently constitute Latin American welfare regimes. Drawing on cluster analysis based on available data for 18 countries, the study identifies three welfare regimes. Two are state welfare regimes: protectionist (e.g. Costa Rica) and productivist (e.g. Chile); one is nonstate familiarist (e.g. Ecuador and Nicaragua). In a region where people's well‐being is deeply embedded in family relationships, closer scholarly attention to how social structures interact with public policy bears not only academic interest but also policy implications, particularly for adapting particular welfare regimes to the local welfare mix.  相似文献

Although there is a substantial literature examining public confidence in the judiciary in developed nations, scholars have paid scant attention to analyzing judicial confidence in developing countries. Building on extant work regarding developed nations and introducing original hypotheses in the context of developing nations, this research explains influences on public confidence in Latin American judiciaries by developing a theory that focuses on the potential influences of institutional quality, experiences, and individual attitudes. The hypotheses are empirically tested with the rich individual‐level data compiled by the Latin American Public Opinion Project 2006 survey. The results indicate that a variety of factors influence public confidence in Latin American courts; the role of context explains points of consistency and divergence with research on developed nations.  相似文献

This article shows how modified European power resources theories can be applied to Latin America to explain differences in the depth of policy reforms. It innovates on previous work on Latin American social policy by particularly examining the effect of unions and other civil society groups on the process of structural reforms (or lack thereof) in the health and pension sectors in Argentina and Brazil. Through a most similar system design, this analysis shows that the strength and support (or opposition) of organized civil society groups is a crucial condition to account for the enactment (or failure) of a given broad policy reform.  相似文献

The Mexican Law of International Development Cooperation (lidc) was published in 2011 with the purpose of reinforcing the institutional framework and developing a State policy as an activity that is inherent to foreign policy. From an institutional perspective, this paper examines some key aspects of Mexican cooperation that were developed in 2011–2014, with an emphasis on the current status of the lidc implementation. It is argued that during Felipe Calderon's administration the utter applicability of the Mexican lidc was not politically supported, thus frustrating the expectations concerning the development of a State policy on this matter. President Enrique Peña Nieto's current administration has made some progress in this direction, but it is also far from fully complying with the lidc and this has slowed down the institutionalization process of international development cooperation.  相似文献

Grassroots environmental activism among Latin America's poor has altered the debate over environmental policy, social welfare, and citizenship. Yet the question remains whether this social mobilization of the poor is part of a larger trend toward broader environmental concerns and democratic political participation, or a shortlived movement susceptible to the same pressures that have dissolved community mobilization in the past. This article compares Brazil with other Latin American and European countries in surveys of environmental awareness, concerns, and reported behavior. It finds that Brazilians residing in the urban periphery link their own local environmental concerns to more global considerations, and that concern for and activism on environmental issues is positively related to wider community involvement.  相似文献

This article examines business political behavior in Colombia during the scandal-ridden presidency of Ernesto Samper (1994-98), highlighting the mechanisms by which grupos (diversified economic groups) undermined the ability of organized business to present collective political positions. Evidence that the presidential campaign had been funded by drug traffickers prompted business associations to demand Samper's resignation. But grupos , the firms of which are affiliated with associations, supported the president. This division weakened the position of organized business regarding the resignation, as well as its own political legitimacy. This study argues that grupos face strong incentives to act outside business associations to advance their particular interests. Scholars assessing the strength of organized business in Latin America will increasingly encounter the impact of grupos on business institutional responses to policy.  相似文献

Police violence is a persistent problem throughout Latin America despite the return of electoral democracy; it is pervasive and includes torture, murder and disappearances. Certainly institutional reforms aimed at changing police practice are important. However, it is equally important that state actors maintain a clear and relatively consistent discourse in favour of democratic policing. This article argues that, in the case of Argentina, state actors do not maintain a consistent position in favour of democratic policing and instead oscillate between denying the occurrence of police violence, justifying such police action and absolving themselves of responsibility.  相似文献

The central question of this article is why indigenous social movements formed electorally viable political parties in Latin America in the 1990s. This development represents a new phenomenon in Latin America, where ethnic parties have been both rare and unpopular among voters. Institutional reforms in six South American countries are examined to see if the creation and success of these parties can be correlated with changes in electoral systems, political party registration requirements, or the administrative structure of the state. The study concludes that institutional change is likely to be a necessary but not sufficient condition for the emergence and electoral viability of ethnic parties.  相似文献

Ethnodevelopment is a relatively new type of participatory policy that targets the poverty of marginalized ethnic groups with a focus on identity and self‐management. While observers have recognized the empirical significance of this new paradigm, little has been done to conceptualize ethnodevelopment. This article argues that national‐level ethnodevelopment implementation is a form of corporatism. Examining ethnodevelopment institutions in Ecuador, it shows that the state has structured, subsidized, and partially controlled the indigenous sector through ethnodevelopment policies and agencies. However, certain components of classical corporatism, such as monopolies of representation, do not characterize this paradigm. This article therefore classifies ethnodevelopment as a diminished subtype of corporatism. It challenges corporatism's long association with a particular historical period in the region and finds that Latin American states and social groups have called on historical institutional repertoires in responding to the newly salient ethnic cleavage in the region.  相似文献

Virtually no one in the United States raised objections to the 1964 military takeover of the Brazilian civilian government. In the early 1970s, however, the Brazilian regime had become associated with torture and the arbitrary rule of law. By the end of that decade, compliance with human rights standards had developed into a yardstick for measuring U.S. foreign policy initiatives in Latin America. This paper argues that between 1969 and 1974, a small group of dedicated church activists, exiled Brazilians, and academics introduced the issue of human rights in Latin America into the U.S. national body politic. A network of concerned activists fashioned a systematic campaign to educate journalists, government officials, and the public about the abuses taking place under the generals' rule. Their activities helped isolate the military regime and laid the groundwork for a broader solidarity movement with Latin American popular struggles in the late 1970s and 1980s.  相似文献

The term competitiveness is widely applied as a catch‐all for investor‐friendly policies and institutions. This article argues that sloppy applications of the term ignore the possibilities of policy tradeoffs and varieties of institutional choices. Popular conceptualizations of the term describe three discernible clusters of economic policies and institutions. One cluster captures openness to international trade; a second gauges regulatory impediments to private sector competition; a third refers to public sector investments in human capital, security, and infrastructure. This essay develops three empirical indexes to operationalize these clusters and shows that these concepts are not only theoretically but also empirically distinct. In particular, the correlation between these measures is not especially high in a sample of Latin American countries. The larger economies in the region tend to be more competitive on the regulatory and public goods dimensions but fall well behind smaller economies in terms of external competitiveness, broadly conceived.  相似文献

This essay examines Latin America's experience in the crisis and restructuring of world capitalism from the 1970s into the twenty‐first century, with particular emphasis on the neo‐liberal model, social conflicts and institutional quagmires that have engulfed the region, and the rise of a new resistance politics. The empirical and analytical sections look at: Latin America's changing profile in the global division of labour; the domination of speculative finance capital; the continued debt crisis, its social effects and political implications; capital–labour restructuring, the spread of informalisation and the new inequality; the passage from social explosions to institutional crises; the new popular electoral politics and the fragility of the neo‐liberal state. These issues are approached through the lens of global capitalism theory. This theory sees the turn‐of‐century global system as a new epoch in the history of world capitalism, emphasising new patterns of power and social polarisation worldwide and such concepts as a transnational accumulation, transnational capitalists and a transnational state. Finally, the essay argues that global capitalism faces a twin crisis in the early twenty‐first century, of overaccumulation and of legitimacy, and explores the prospects for social change in Latin America and worldwide.  相似文献

Is it domestic politics or the international system that more decisively influences foreign policy? This article focuses on Latin America's three largest powers to identify patterns and compare outcomes in their relations with the regional hegemon, the United States. Through a statistical analysis of voting behavior in the UN General Assembly, we examine systemic variables (both realist and liberal) and domestic variables (institutional, ideological, and bureaucratic) to determine their relative weights between 1946 and 2008. The study includes 4,900 votes, the tabulation of 1,500 ministers according to their ideological persuasion, all annual trade entries, and an assessment of the political strength of presidents, cabinets, and parties per year. The findings show that while Argentina's voting behavior has been determined mostly by domestic factors and Mexico's by realist systemic ones, Brazil's has a more complex blend of determinants, but also with a prevalence of realist systemic variables.  相似文献
