The May 2014 European Parliament (EP) elections were characterised by the success of far‐right Eurosceptic parties, including the French Front National, UKIP, the Danish People's Party, the Hungarian Jobbik, the Austrian FPÖ, the True Finns and the Greek Golden Dawn. However, a closer look at the results across Europe indicates that the success of far‐right parties in the EP elections is neither a linear nor a clear‐cut phenomenon: (1) the far right actually declined in many European countries compared to the 2009 results; (2) some of the countries that have experienced the worst of the economic crisis, including Spain, Portugal and Ireland, did not experience a significant rise in far‐right party support; and (3) ‘far right’ is too broad an umbrella term, covering parties that are too different from each other to be grouped in one single party family.  相似文献

The September 2013 elections in the regions of Russia resulted in victories of the major pro-government party, United Russia, in 16 regional legislative elections, and brought success to incumbent chief executives in eight gubernatorial elections. However, the apparent recovery of United Russia from the trauma of the 2011 national legislative elections stemmed not so much from its increased popularity in the electorate, but rather from its ability to engage in manipulative vote-splitting strategies against the opposition. The rules of candidate nomination in gubernatorial elections were so restrictive that most of these elections could not be characterized as truly competitive.  相似文献

The distribution of voting rights in the UK is an artefact of history rather than a product of clear legal or philosophical principles. Consequently, some resident aliens (i.e. immigrants) have the right to vote in all UK elections; others can vote in local elections but are excluded from national elections; still others are excluded from all elections. In England and Wales alone, roughly 2.3 million immigrants are excluded from voting in national elections. This exclusion is inconsistent with the founding principle of democracy and distorts political discourse. What if all immigrants could vote in national elections? We estimate that up to ninety‐five parliamentary seats could have been won by a different party in the 2015 general election. More substantially, enfranchising all immigrants would require re‐drawing UK constituency boundaries. The new electoral map would increase the relative power of urban constituencies and would incentivise some political entrepreneurs and parties to temper anti‐immigration rhetoric.  相似文献

The results of the 2017 presidential and legislative elections represent an important shift in French politics. For the first time in the history of the 5th French Republic, the candidates of the two traditional governing parties were disqualified during the first round of the presidential elections. The duel between a centrist and a radical-right candidate in the second round of the elections constitutes an unprecedented configuration. Moreover, there was a record parliamentary renewal after the 2017 legislative elections, as well as a feminisation of the National Assembly with 38.8 per cent of women among the deputies. At the same time, abstention for the legislative elections reached a new record high. Overall, the results of the French elections in 2017 could point to major shifts in the party system, as well as to a renewal of the French political elite, and to an enduring malaise between French citizens and their political representatives.  相似文献

The low turnout of the 2012 police and crime commissioner (PCC) elections have led to questions surrounding their legitimacy and have even led to the former Deputy Prime Minister Nick Clegg describing the elections—elections his party helped to introduce—as a ‘failed experiment’. Despite this, the election of a majority Conservative government in May 2015 appears to offer some longevity to the role of police and crime commissioners and cements next year's PCC elections in the political diary. Concerns in the immediate aftermath of the elections focused upon the costs of the elections. In this article I offer some suggestions as to what lessons could be learned from this experiment and, through exploring the attitudes of voters, political parties and the media, suggest that we can learn four lessons: (1) that spoilt ballots cannot be ignored; that (2) political parties and (3) the media's attitudes toward elections are important in encouraging people to vote; and (4) that high numbers of independent candidates cannot simply be welcomed at times of elections.  相似文献

Abstract

The July 2019 parliamentary election was the first national election since Greece officially exited the eight-year bailout programmes in August 2018. It was preceded by three ballots on European Parliament, regional and municipal elections in May 2019, which served as a decompression valve for the electorate to punish the incumbent government and indicate a clear will for governmental change, since the conservative party ND won by a landslide. Whereas ND’s victory in the parliamentary election was anticipated, it was its scale that would define the shape of the new government. Increasing its score by 11.76 points since September 2015, ND won 39.85% of the vote, securing a comfortable majority of 158 out of 300 seats. This is the first majority government in Greece since 2011, marking the return of the country to a new normality. Even if SYRIZA failed to deliver the anti-bailout programme which had initially brought the party to the centre of electoral competition, it still gathered 31.53% of the vote, losing just 3.93 points since its last victory in 2015, hence securing its place as one of the two key actors in the new two-partyism. Party fragmentation was limited to six parliamentary parties instead of eight, with the neo-Nazi party, Golden Dawn, having lost its parliamentary representation.  相似文献

Between public debates about ‘hacking’ elections, so-called ‘fake news’ and online disinformation campaigns, it has become hard to imagine what free and fair elections in a digital environment could look like. This challenge is particularly pronounced for election observers who monitor free and fair elections. How should election observers fulfil this task when reliable data in online media campaigns are often not even available to media regulators? The following article provides a brief overview of existing challenges around online content regulation and how these apply to elections and election observation. It then considers where resources for digital electoral observation exist and how most effectively to build on these before, in conclusion, discussing next steps and potential opportunities to develop digital election observation further.  相似文献

ABSTRACT

This contribution reflects upon the nexus between transitional justice and peacebuilding through a study of how transitional justice practices in post-Qadhafi Libya interacted with broader efforts to establish governance institutions in the aftermath of Libya’s 2011 armed conflict. It argues that dominant practices of transitional justice, promoted by external actors, prescribed narrow state-centric justice interventions that were ill-suited for a polity in which the state was highly contested. In fact, transitional justice proved divisive in Libya because attempts to project state-centric liberal justice practices were limited by their targeting of weak institutions that lacked local legitimacy and their inability to reconcile alternative normative frameworks that challenge the modern state. In addition, the weakness of Libya’s state institutions allowed thuwwar, or revolutionary armed groups, to dictate an exclusionary form of justice known as political isolation. Drawn from fieldwork conducted in Libya, this contribution provides lessons for both peacebuilding and transitional justice practice that call for a rethinking of teleological notions of transition and greater engagement with notions and concepts that fall outside dominant practices.  相似文献

The modern history of divided government in America suggests that the framers succeeded in creating a government unresponsive to popular passions. Yet in the nineteenth century the party winning the presidency almost always captured control of the House of Representatives. Why and how could nineteenth century national elections be so responsive that they resemble parliamentary outcomes? We identify electoral institutions present in the states that directly linked congressional elections to presidential coattails. Specifically, we estimate the impact of state ballot laws and the strategic design of congressional districts on presidential coattail voting from 1840 to 1940. We find that presidential elections, as mediated by state electoral laws, strongly account for unified party control of the House and the presidency throughout the nineteenth century.  相似文献

This article examines the link between personality traits, political attitudes and the propensity to vote in elections, using an Internet panel survey conducted in two Canadian provinces at the time of the 2008 federal election and the subsequent provincial elections. It first establishes that the two most proximate attitudes that shape one's propensity to vote are political interest and sense of civic duty. The article then look at specific personality traits (altruism, shyness, efficacy and conflict avoidance) that could affect level of political interest, civic duty and the propensity to vote in elections. In the last part of the analysis, a model is proposed and tested, according to which the impact of personality traits is indirect, being mediated by interest and duty. The article shows that the data are consistent with such an interpretation.  相似文献

Can a natural disaster shift long-standing party support for the long-term? Studies of political behavior indicate that, as elections approach, voters punish or credit governments based on their responses to severe weather phenomena. It may still be considered an open question, however, if poor crisis response could trigger more durable shifts in long-standing party support. I provide empirical evidence suggesting that it could. I exploit a crucial case for the study of change in party support, Storm Gudrun (Erwin), to examine long lasting punishment effects over crisis response. The estimated effect is of a magnitude that equals the largest block-transfer of voters in Swedish history and can be seen over three parliamentary elections (2006, 2010 and 2014).  相似文献

Competitive elections do not produce representation. We demonstrate that elections in which incumbents win by landslides yield Representatives who are ideologically closer to their voters than elections with narrow margins. Furthermore, we demonstrate that ideological proximity to one's Representative creates feelings of trust and efficacy, but that competitive elections do not. In fact, since competitive elections produce ideological distance between voters and their Representatives, and that distance produces dissatisfaction, competitive elections indirectly reduce voters' feelings of trust and efficacy. Thus, competitive elections are paradoxically harmful to representation.  相似文献

This paper considers the implications of the straight-party voting option (STVO) on participation in judicial elections. Voters using straight-party options (by definition) do not vote for candidates in nonpartisan elections. Consequently, ballot roll-off in these elections is more likely to occur when people are given the chance to vote the party ticket and complete the voting process quickly. This is the case because nonpartisan judicial elections are considerably less salient than statewide and federal partisan elections. This article separates out the effects of the institutional structure of the election on political participation with the effects of ballot design. We find that in nonpartisan elections, the straight-party option decreases voter participation since voters who utilize the straight-ticket option may erroneously believe that they have voted for these nonpartisan offices, or simply ignore them. However, in nonpartisan elections without straight-ticket voting, participation is increased compared to nonpartisan elections with straight-ticket voting. Additionally, both forms of nonpartisan elections have less participation than partisan elections, all of which have the straight-ticket option. Thus, voter participation is affected not only by the type of election, but the type of voting rules in the election.  相似文献

The purpose of this investigation into local elections in developing and transitional countries is to highlight typical challenges to the management of local elections, emphasizing the difficulties that appear to be peculiar to local as opposed to national elections; and help explain why they often turn out to be more difficult to manage than national elections, are of less interest to the public, and often less satisfactory in outcome. It gives attention first to differentiating between categories of subnational elections, and then deals with a number of problems faced in local elections. These are size, scale and complexity of managing such elections, lack of public interest, potential for local manipulation, challenges to fair or adequate media coverage and campaign finance arrangements. One of the common normative assumptions about elections is that competitive elections are inherently good, and non-competitive elections are problematic. This paper challenges that assumption. At the level of individual elections, competitive elections produce either sub-optimal results or trivially optimal results, but competitive elections are never uniquely optimal. In aggregation, competitive elections for a set of offices are inherently sub-optimal. From a procedural perspective, the circumstances in which competitive elections are appropriate are rare, and from a diagnostic perspective, we cannot conclude that there are problems in the electoral system based on a lack of competition. In the context of social choice theory, competitive elections are not inherently good.  相似文献

Should 16-year-olds be entitled to participate in elections? We theorize that mock elections for adolescents, who are not eligible to vote, affect the short-term support among the general public for lowering the voting age. To test our theoretical expectation, we utilize variation among municipalities in the organization of mock elections during the Danish local elections in 2009. Difference-in-difference estimates with data from the subsequent local elections in 2013 demonstrate that citizens in municipalities with mock elections for adolescents were more supportive of lowering the voting age and that their support was strongly rooted in ideological differences.  相似文献

Elections have emerged as a leading area for the application of biometric technology in developing countries, despite its high costs and uncertainty over its effectiveness. Why then do countries pursue such programs, often with the support of donors? The paper considers the costs and benefits of technology, where the latter involves its potential to reduce the probability of seriously disputed elections that escalate into violence. Based on the limited data available, it finds that a reduction in the probability of postelection violence by only a few percentage points could offset the cost of the technology. However, this is far from assured; we argue that biometric technology can only contribute to less disputed and less violent elections in particular settings, those where democracy is not yet well institutionalized but where political parties value the legitimacy conferred by elections that are sufficiently credible for their results to be accepted. One priority is therefore to screen potential cases carefully, before investing in costly programs that have a low probability of success. Another step toward using technology more effectively to underpin sustainable elections would be to build on voter registration drives to strengthen permanent identification assets such as civil registration and national ID programs that can serve as the basis for the voter roll.  相似文献

This article argues that party competition in legislative elections is partly a function of presidential elections. Previous research on spatial competition has assumed that parties are competing in parliamentary regimes, where the only election of concern for parties and voters is the legislative election. However, in presidential regimes, presidential elections lead to relatively centrist positioning of candidates, and coattail effects from the presidential elections help shape the legislative elections. Using data from the Comparative Manifestos Project, I show that the major parties of the left and right in legislative elections are ideologically closer to each other in presidential regimes than major parties in parliamentary regimes.  相似文献

This article seeks to understand how concurrent presidential and gubernatorial elections in strong federal systems affect electoral coordination and coattails voting between national and subnational levels of government. We seek to determine whether the nationalizing effect of presidential elections can overcome the strong incentives for regionalization that can arise in federal systems. We use individual-level survey data and time-series cross-sectional electoral data from Brazil, a federal country with decentralized electoral institutions that has recently adopted concurrent presidential and gubernatorial elections. We find that the congruence between national and subnational elections increases when elections are temporally proximate and the effective number of presidential candidates is low. In short, the coattails effect can not only operate “horizontally,” by shaping national legislative elections, but also “vertically,” by shaping subnational elections.  相似文献

Britain has participated in several military interventions of varying duration, extent and political controversy in recent years. This article analyses public opinion towards the most recent intervention in Libya in 2011, looking at three different aspects of the topic. First, it examines differences in cross‐national attitudes towards military action in Libya amongst NATO countries. Secondly, it then looks in detail at which social groups were more or less likely to approve of British involvement, comparing this with group attitudes towards Britain's role in Afghanistan and Iraq. Thirdly, it assesses how public opinion shifted during the course of the action in Libya, looking at three key indicators of the popular mood: whether Britain was right or wrong to take military action; how well the war is going; and assessments of David Cameron's handling of the conflict. Broader reflections are then made about public opinion towards British involvement in future military action.  相似文献
