第三条道路宣称它既不是旧式的国家社会主义,又不是自由市场的新自由主义,而是把新自由主义者所强调的经济效率和活力与传统左派所关注的平等与社会凝聚力结合起来,这颇似一幅完整的政策框架,但实际上其内部存在着重大的理论差异,甚至是完全不同的政治工程,既有代表现代社会民主的平等思想,又有现代托利主义左派"一个民族国家"的思想.因此,所谓的第三条道路实际上是一个多元性的政策框架,这种内在的多元性特点,既有助于左派建立广泛的政治联盟,孤立主张自由市场的右派,但由于其政治观点的模棱两可又容易疏远那些希望根据明确思想而采取行动的支持者,使人担心第三条道路的生命力.  相似文献

New Labour theorists have been prone to identify American New Progressivism as the proximate source of 'third way' ideas. In this article we argue that, if the focus is on the governing practice rather than on the naming of a governing orientation, a case can be made for seeing Australian Labor in government from 1983 to 1996 as a progenitor of third way thinking and as a specific source of New Labour policy development in a number of areas. Taking Stuart White's account of the main dimensions of third way programmatic realignment as our guide, we discuss the success of the Hawke/Keating Labor governments in reducing the direct provider role of state, developing new forms of collective provision, reforming the tax system, making social policy more employment-friendly and creating the institutions of an asset-based egalitarianism. We conclude by pointing out that, whilst there are many common themes in Australian Labor practice and New Labor rhetoric, and some evidence of specific policy transfer from one to the other, a plausible case can also be made for seeing many of the policy initiatives of the Hawke/Keating era as a reworking of an older Australian Labor tradition of regulatory state activism.  相似文献

The Third Way in the Netherlands rests upon the institutionalized co-operation between the trade unions, the employers' organizations and the state. During the period of high unemployment in the 1980s this co-operation led to several agreements to moderate wage costs and to reduce statutory working hours with the object of reducing unemployment. In the 1990s,when labour became scarce, new measures were agreed upon to increase participation in the labour market and to boost productivity. Critics of the agreements suggest that the policies adopted by the socio-economic partners in the 1980s, particularly the moderation of wages and the reduction of work time to create more jobs, have a negative effect on the long-term prospects of attaining higher productivity.  相似文献

本剖析了流行于当今英国的第三条道路理论的思想渊源及其与历史上一度出现过的其他第三条道路的本质区别。章指出,布莱尔等人所竭力鼓吹的“新”第三条道路的“新颖之处”就是一条把自己定位于两个极端之间的道路,即新自由主义和社会民主之间的中问道路。和其他的道路相比,“新”第三条道路既持有相似的言辞,又有内容上的实质差别。第三条道路所宣称的四大支柱(社区、责任、义务和机会)在历史上已出现过多次,它实际上是自由论、保守主义思想、社会主义成分等思想的混合物。工党从提出自我更新,实现现代化到最终第三条道路的出笼,其实质是放弃了社会主义的价值取向。第三条道路理论的许多内容及其所涉及的概念模糊不清、模棱两可,因而也难以实施清晰的政策措施。新工党还将继续进一步作出选择,进行未来的思想构造。  相似文献

The article is in three parts. The first explores the connections and commonalities between different empirical investigations relating to popular discourses of citizenship and argues that these are constituted through the complex combination of overlapping discursive moral repertoires. The second part considers the discursive moral repertoires that constitute discourses of citizenship within the politics of the ‘Third Way’ project—as it is espoused in the British context—and argues that while such discourses accommodate notions of civic duty, moral obligation and enforced obedience, they seldom embrace a solidaristic ethic of responsibility. The third part discusses key findings from a more recent study of popular discourses of dependency, responsibility and rights. The findings suggest that what inhibits the translation of popular understandings of human interdependency into wider support for a form of citizenship based on collective responsibility and universal social rights is the hegemonic prevalence of a peculiarly individualistic conception of responsibility that seems to be consistent with Third Way thinking.  相似文献

The third way is based on both sociological claims about a changed world, and normative propositions about appropriate conduct within that world. Four types of claim concerning the relationship between social change and political values are identified within third way advocacy. In each case, the degree of political agency implied is assessed. This ranges from a position which minimises the room for political interventions in the face of social change, to one which gives primacy to the role of political values. A successful third way project, or alternative, needs not only to be grounded in contemporary social change, but also to show how to steer it.  相似文献

Why has the financial crisis not served as an occasion for social democratic revival? It is because, with the ‘Third Way’, European social democracy became imbricated with the financial system in crisis to such an extent that it is in no position to offer an alternative to it. The financial crisis is the crisis of the Third Way. Furthermore, the Third Way was based on the faulty premise that it was possible to replicate USA's apparent success in the 1990s, which, however, was based on very particular conditions. The argument is pursued with reference to inter alia Third Way ideology, transatlantic relations, the political economy of capitalist variety, and the political sociology of mass parties.  相似文献

The reputedly pragmatic Prime Minister's Policy Unit focuses on 'what works', but has also sought to elaborate the governing philosophy of the 'third way'. By explaining what the government is doing and why, the third way is meant to improve electoral performance and policy co-ordination, enhance democracy and unite the party. Under standard assumptions equilibria with three parties normally do not exist in spatial models of electoral competition. In this paper I show that such equilibria are possible if it is assumed that voters are uncertain about the exact policies parties will adopt once elected. Substantive predictions can be derived from the model, explaining some features of three-party competition. First, the least risk party will always take the most moderate position. Second, this position is also winning. Third, the two riskier parties are always on opposite sides of the median voter and also of the moderate party.  相似文献
