A new set of data concerning the pattern of suicide in India between 1991-1997 are presented. Suicide rates rose over this period despite a small decline in the Indian suicide rate in 1995 and 1996. It was found that between 1995 and 1997 there was a modest fall in the suicide rates among under 29-year-olds of both sexes, and an increase among those 30 years and older. The pattern of suicides in India is bimodal: the incidence of suicides is highest for those in the 30-44-year-old category of both sexes and tends to decline in higher age categories. Suicide rates were nearly equal for young women and men, a contrast with the pattern of suicide sex ratios in eight developed countries.  相似文献

This research explores the changing structure of the rural economy in the Philippines from 1988 to 2006. We found that the expansion and upgrade of infrastructure such as electricity and roads and investment in secondary and tertiary education are important factors that induced the economic transformation of the rural economy. The importance of higher education as an entry requirement to the nonfarm labor market has declined over time, indicating that the rural nonfarm sector has been increasingly providing employment opportunities to the unskilled and the uneducated, who form the bulk of the rural poor.  相似文献

Terrorist incidents are not random in space or time. Understanding the current spatial and temporal patterns of terrorist incidents, as well as predicting future trends, is vital for effective counterterrorist efforts. This article focuses on terrorist incidents in Iraq, which are defined here as attacks, both successful and unsuccessful, in order to detect patterns in the establishment of terrorist activity spaces. Using Geographic Information Science (GISc), this project carries out a series of spatial and temporal cluster identification analyses on recent terrorist incidents in Iraq.  相似文献

With drug-related violence reaching record levels in Mexico, there has been growing debate over its causes. US and Mexican officials blame many factors, including problems with their strategy in the drug war, fighting among cartels, corruption in police forces, an ineffective legal justice system and US drug demand. In this paper, I argue that the Mérida Initiative, a multi-billion dollar programme of US assistance, is an important additional factor. Drug-related violence increased in the years after the implementation of the Mérida Initiative, declined when Mexican officials paused new programmes in 2012 and increased again as US and Mexican officials implemented new Mérida programmes in the following years. Over the same time period, drug-related homicides and complementary counternarcotics assistance from the US Department of Defense are positively correlated. Using US records, I show that US officials have been willing to overlook the growing violence because they have been more focused on achieving their economic and strategic objectives. I conclude that their actions have played a significant role in increasing drug-related violence while starting an ominous new phase of US imperialism in Mexico.  相似文献

Counterinsurgency (COIN) doctrine is designed to combat a defined insurgency. In the present situation in Iraq, COIN's definition has been radically extended to include nation-building as well. This additional function has expanded the scope of the role of the Coalition Forces in Iraq. Yet COIN in its present incarnation may not be enough to finalize the implementation of the strategy of nation-building. This article finds three main criticisms/limitations of contemporary COIN strategy: (1) It is predicated on a classic notion of insurgency that looks very different from present conflicts. (2) Although COIN advocates a political solution to a political problem, it uses (by default) mainly military mechanisms to carry it out. (3) Completion of the intricate and ambitious tasks necessary to defeat insurgencies in foreign lands may lie outside the direct control of the United States.  相似文献

Zhao Erfeng (1845–1911), the Qing governor-general of Sichuan province in 1911, died immediately after the successful revolutionary uprising in Chengdu. This article examines three biographical narratives of Zhao produced during the 1910s. The three different portraits of Zhao in the biographies—Zhao as racial traitor, loyal martyr, and modernizer—reveal radically different ways in which the Qing–Republican transition was understood in the early Republic. Focused on the two major issues associated with Zhao, the Qing incorporation of the Sino-Tibetan frontier and the railway-protection movement in Sichuan, the following discussion utilizes Zhao's biographies as windows on the unsettled definitions of the 1911 Revolution, revealing how Chinese negotiated the issues of nation, territory, and modernity at the birth of a modern state.  相似文献

The paper examines Newport City Council’s Fairness Commission’s (NFC) understanding of fairness, alongside a survey of Newport citizens’ views on fairness. These views focus on two parameters of debate identified by the NFC – equality versus differential treatment, and the accountability and transparency of decision-making – reflecting competing interpretations of the political concept of fairness, and as explored by W.B. Gallie. Moreover, these contested interpretations also have a profound bearing on post-1945 debates about citizenship instigated by T.H. Marshall. While many contemporary policy-recommenders and politicians reject Marshallesque social rights to citizenship, dismissing these rights as encouraging so-called passive conceptions of citizenship emphasising unconditional individual entitlements to local services, the views of Newport citizens tend to broadly support these rights. These rights are distinct from ‘active’ conceptions, emphasising the values of interdependency and reciprocity, and citizens’ obligations to positively participate in community life which then underpin conditions for receiving entitlements.  相似文献
