ABSTRACT

In 2014, the state of Andhra Pradesh was bifurcated by the Indian government, leaving the truncated state without a capital city. A period of political uncertainty before bifurcation and the announcement of the new capital city created possibilities for land speculation and for the acceleration of the commodification of real estate in different parts of the state. Concentrating on Guntur-Vijayawada in the Coastal Andhra region and Donakonda town close to the Rayalaseema region, this article explores how speculative investments based on political calculations by members of regional elite castes translated into the emergence of competing regional investment zones as possible future choices of the capital city. Through an extended and largely ethnographic study, this article shows how caste politics and regional processes of land speculation led to land transfers without violent struggles between different groups. Rather, the cultural politics of regional differentiation and the economy of anticipation allowed a pragmatic convergence of interests to emerge, where acquisition of agricultural land was followed by silent dispossession.  相似文献

The sudden independence of Kyrgyzstan from the Soviet Union in 1991 led to a total rupture of industrial and agricultural production. Based on empirical data, this study seeks to identify key land use transformation processes since the late 1980s, their impact on people's livelihoods and the implication for natural resources in the communes of Tosh Bulak and Saz, located in the Sokuluk River Basin on the northern slope of the Kyrgyz Range. Using the concept of the sustainable livelihood approach as an analytical framework, three different livelihood strategies were identified: (1) An accumulation strategy applied by wealthy households where renting and/or buying of land is a key element; they are the only household category capable of venturing into rain fed agriculture. (2) A preserving strategy involving mainly intermediate households who are not able to buy or rent additional agricultural land; very often they are forced to return their land to the commune or sell it to wealthier households. (3) A coping strategy including mainly poor households consisting of elderly pensioners or headed by single mothers; due to their limited labour and economic power, agricultural production is very low and hardly covers subsistence needs; pensions and social allowances form the backbone of these livelihoods. Ecological assessments have shown that the forage productivity of remote high mountain pastures has increased from 5 to 22 per cent since 1978. At the same time forage productivity on pre-mountain and mountain pastures close to villages has generally decreased from 1 to 34 per cent. It seems that the main avenues for livelihoods to increase their wealth are to be found in the agricultural sector by controlling more and mainly irrigated land as well as by increasing livestock. The losers in this process are thus those households unable to keep or exploit their arable land or to benefit from new agricultural land. Ensuring access to land for the poor is therefore imperative in order to combat rural poverty and socio-economic disparities in rural Kyrgyzstan.  相似文献

ABSTRACT

Anti-Special Economic Zone (SEZ) mobilisation in Haryana failed to generate a mass movement. This is despite the political strength of farmers and their deep resentment of the government’s policy to build up land reserves for industrial purposes. This article argues that there are two main reasons for this outcome. First, the state government put in place a series of significant policies to compensate landowners and give them a stake in the industrial project, primarily through payment of an “annuity.” Second, the main anti-SEZ movements were led by dominant landowning castes who did not incorporate the concerns of landless labourers and tenant farmers who faced equally or even more dire consequences from the government’s land acquisition policy. Moreover, mobilisation relied on traditional caste institutions such as khap panchayats and farmer unions strongly associated with Jats, rather than adopting a more broad-based approach. Entrenched caste animosity and pre-existing conflicts of interest between landed Jats and Dalits, who have traditionally worked as agricultural labourers, further explain the limited scope of the mobilisation among rural groups. The analysis underscores how hierarchical relations shape social movements, define the claims they make and ultimately impact their effectiveness.  相似文献

Housing has played a central role in both the Asian and global financial crises, a decade apart. While there are major differences with respect to these roles, there are also similarities, the most obvious being the links with the banking system. The impact of these crises on the housing sector has been extensively researched, but findings have been overwhelmingly based on aggregate or sector data. Using firm-level data from Malaysia on the Asian financial crisis, this article argues that such findings can yield a distorted picture of what actually occurred in real estate markets where contextual factors played a major role. A study of ethnic Chinese businesses, which dominated the Malaysian housing sector, show that the severe impact was primarily on businesses that were over-leveraged and/or that speculated on housing in the expectation of reaping quick returns. They were small compared to the large property businesses that, though affected, survived. Non-residential real estate continued unaffected, fuelled by manufacturing to meet healthy export demand. This, and a political/economic environment accentuated by affirmative action which drove ethnic Chinese businesses toward real estate development, speaks powerfully to the importance of context in understanding specific housing markets during crises.  相似文献

In this article we examine the presence of bias in Chile's two main daily newspapers, El Mercurio and La Tercera, both of which have historically been associated with the political right. We analyse their principal headlines in the first 100 days of rule of presidents Eduardo Frei (1994–2000), Ricardo Lagos (2000–2006), Michelle Bachelet (2006–2010) and Sebastián Piñera (2010–2014). We find that La Tercera was more critical of all these presidents than El Mercurio. In La Tercera we also identify an ideological bias in favour of Piñera as compared to the centre‐left presidents, and in El Mercurio a greater bias against Bachelet than the other presidents.  相似文献

Abstract

In the opening pages of Jhagrapur: Poor Peasants and Women in a Bangladesh Village, Dutch authors Jenneke Arens and Jos van Beurden comment that it would take “academic acrobats” to understand Bangladesh village life from a distance. The same holds true for the international experts and government bureaucrats who design development strategies for the country. Too often their ideas, incubated far from the villages, gloss over such basic dynamics of village life as conflicts between classes, the struggle over land and the subjugation of women. But ignorance is bliss for those who seek technical solutions to social problems, so it was not surprising that the Catholic volunteer aid agency (Christian Organization for Relief and Rehabilitation) which commissioned Jhagrapur refused to publish it when they read the results. This article looks at how traditional amaXhosa extended Ubuntu to amaMfengu who arrived in their land as strangers and refugees during the 19th century. The article does this in the light of Mqhayi’s historical novel Ityala Lamawele, which illustrates the response of amaXhosa towards amaMfengu, who arrived in their land. More evidence of this response is sought from various historical sources. The manner in which the newcomers were embraced and integrated into amaXhosa forms the basis of this discourse. An explanation of the concept of Ubuntu is provided in this article. The article also provides a historical background of amaMfengu. Again, the article aims to contribute towards the promotion of African Renaissance and Pan-Africanism among the current and future generations.  相似文献

The paper reconsiders the development of decentralization/centralization dynamics during the Ottoman Empire, focusing on the Ottoman–Montenegrin borderlands of Northern Albania with particular reference to the Mirdite territory inhabited by Catholic tribes. First, the paper describes the local socio-political system and balance of power in Mirdite territory before the enactment of the Gulhane decree. Secondly, the paper focuses on the developments and changes occurring in this land during the Tanzimat. Interaction, intertwining and overlapping between different strategies and policies are analysed in regard to the relationship between Catholic tribes, missionaries and Ottoman officials. Because of them, the changes and developments in the local administrative system occurring in both the religious and the political dimensions during the last part of the nineteenth century were expressions of the process of decentralization/centralization triggered by Istanbul from the third decade of the nineteenth century on.  相似文献

Abstract

One of the principles guiding the establishment of the Organisation of African Unity (OAU) in 1963 was the need to eradicate colonialism and to ensure the total emancipation of African territories and its peoples. The African Charter on Human and Peoples Rights adopted in 1981 grants all peoples the right to self-determination, through which to freely determine their political status and pursue their social and economic development. The last two African countries to gain independence from apartheid and white minority rule, namely Namibia and South Africa, have taken different approaches to land and tenure reform. The year 2013 marked 100 years since the enactment of the Natives Land Act 27 of 1913 in South Africa that led to the indigenous majority population having access to only 13% of the land while the white minority had access to 87% of the land. The year 1913 is also the current cut-off point for recognising land claims. The South African government has recently taken initiatives aimed at improving the pace of land reform, which currently stand at 5% of the land being transferred to black South Africans against a target of delivering 30% by 2014. While the government has called for patience in this regard, some urgent intervention is required, lest South Africans lose patience and undertake land invasions on a sustained basis.  相似文献

ABSTRACT

The historiography of the abolition of repartitioned mushā?—the practice of parcels substitution among cultivators in peasant communities—is mistakenly traced back to the Ottoman Land Code of 1858. Neither that Code, nor Ottoman land registration, attempted the abolition of this type of mushā?. It was instead the abolition ordinances of the British and French Mandatory governments during the 1920s which began a conflict over land titles. The common estimates of that time suggest about 50 per cent of the lands in the Levant were held under repartitioned mushā?, but this was an exaggeration for most localities. French officials in Syria and Lebanon were not unanimous in opposing mushā? and in practice resorted to a laissez-faire policy. The British, however, annulled the legal titles to large areas of repartitioned mushā? lands in Palestine and Transjordan, wrongly believing this would increase investment in and productivity of cultivated lands. Their view was backed by Zionist experts, possibly due to the realization that the abolition of mushā? would facilitate Jewish land purchases.  相似文献

This article examines landlessness among Palestinians as a facet of colonial policy in Mandate Palestine before the 1936 revolt. The growth of what was sometimes called a ‘landless class’ came into official view after the violence of 1929. Subsequent investigations indicated that landlessness was a significant problem and that it threatened to destabilize the Mandate. The effort to ameliorate the crisis of landlessness, however, clashed with the dominant colonial conception of settler developmentalism, the notion that Jews, not Arabs, were the agents of modern economic development in Palestine. The first part of this examination revisits the contest over the 1930 White Paper, focusing on its relationship to the advent of mass landlessness. The rapid defeat of the new policy via the MacDonald letter left the landlessness problem to fester while simultaneously obscuring it. As the situation in the Arab countryside continued to deteriorate, the onset of the fifth aliya temporarily reinforced erroneous assumptions about the potential to rectify the problem through the yishuv's development. By the time mass landlessness was ‘rediscovered’ and new land controls designed to protect Arab smallholders were on their way to promulgation in 1935–1936, the Palestinian countryside was just months away from determined revolt.  相似文献

ABSTRACT

This article probes the return of the Muslim Brotherhood to prominence in 1970s Egypt through a systematic analysis of advertisements in the organization’s flagship periodical, al-Da?wa (The Call). In every issue of the magazine, which was published between June 1976 and October 1981, entreaties to proper conduct and appeals to Islamic solidarity appeared alongside advertisements for everything from Pepsi to breakfast biscuits to automobiles. We utilize the methodological insights of social and cultural historians to the value of advertisements to cast new light on the reconstruction of the Brotherhood, its relationship with the diverse institutions comprising the Egyptian state, and on how the Muslim Brotherhood’s vision of piety both reflected and challenged a changing economic reality. Moving beyond a story of the Brotherhood’s return as a product of independent Islamist enterprise that had emerged due to both the Gulf oil boom and Egypt’s economic liberalization programme, significant public sector advertising in al-Da?wa, especially prominent across the most valuable advertising real estate, underscores both internal divisions within the Egyptian state as well as the tangible ways that various state institutions were patrons of religious change.  相似文献

ABSTRACT

This paper seeks to explain the emergence of South African inclusive agricultural business models in relation to the land reform policy. We demonstrate that in South Africa such policy instruments linking small-scale and large-scale farmers respond to endogenous dynamics linked to the failure of its land reform policy. We study the land reform policy change induced by its policy instruments. Indeed, introducing the market as the preferred means to implement land reform caused unanticipated side effects, creating constant pressure for change that such inadequate instrument exerted on the set policy objectives during the first phase of policy implementation. After cohabitating uneasily with rather antagonistic policy goals, policy instruments ultimately led to a change in policy objectives, shifting from supporting small-scale black subsistence agriculture to targeting a class of emerging farmers committed to commercial agriculture. Inclusive Business Model’s policy instruments were subsequently identified as the best fit to achieve the re-adjusted policy goal.  相似文献

In this context, this paper attempts to answer the question: In Myanmar, how do smallholder farmers engage with a stacked legal framework, which is ambiguous and unfairly applied, to defend themselves against land dispossession? The analysis seeks to contribute to the literature on the contest over land control and access through an analysis of how a stacked legal framework can be used to further disenfranchise farmers by elites, or on the contrary, by farmers to gradually reclaim this control through strategic political maneuvering.  相似文献

This article examines the electoral campaigns for the Presidency and Congress in Chile in 2005/2006. It looks at the issues in the campaign and at the candidates, and their relations with the political parties. It concludes that the economic and political advances during the Presidency of Ricardo Lagos (2000–2006) provided a very favourable context for the fourth successive Presidential victory for the Concertación alliance since 1990. Although electoral continuity was very marked, there were new features – not least the election of a woman as President. Bachelet’s election is partly the product of social and political change taking Chile in a more liberal direction, and her campaign promised to extend and deepen social rights in Chile.  相似文献

ABSTRACT

How much do Italian interest groups undertake their advocacy/lobbying activities at the EU level? How often have groups gained access to different EU level institutions? This paper presents an original conceptualisation for the concept of ‘interest group Europeanisation’, which takes into account both the percentage of EU lobbying and access to EU institutions, and assesses the role of national centrality (i.e. access to national institutional venues and self-perceived influence in national policy-making) in determining whether there is more or less interest group Europeanisation. Original data from a national survey conducted on around 500 Italian interest groups are provided. Groups that are at the core of the national interest system are less likely to undertake a large part of their lobbying activities at the EU level, but more likely to gain EU access.  相似文献

This article discusses the promotion of economic “reintegration” programs among migrant domestic workers in Hong Kong. The programs include training migrants in savings and investment, business planning and entrepreneurship, with the immediate aim of helping them to achieve some steady income as an alternative to continued working overseas, and the longer-term objective of channelling migrant savings into national economic development “back home.” The reintegration programs are analysed in the context of hegemonic neo-liberal or popular capitalism, which inter alia, encourages the transformation of citizens with rights into entrepreneurs who can be held responsible for their own failures. It argues that such programs discipline rather than liberate migrant workers and that despite good intentions on the part of progressive non-government organisations (NGOs), represent individualistic solutions to structural problems which may undermine campaigns like the campaign for the rights of migrant workers and their families.  相似文献

Abstract — This article considers the cacicazgo of Gabriel Barrios Cabrera in the Sierra de Puebla, Mexico during the 1920s. It analyses the ways in which he introduced social and economic development, and clarifies the apparent contradiction in his hostile response to agrarismo yet benevolence towards the region's campesinos. A picture emerges of a regional leader whose own philosophy and actions were fashioned by distinctly local views on land, autonomy and patronage. As such, his style of leadership defies neat categorisation and suggests that rural leaders could not help but reflect the characteristics and interests of the region in which they operated.  相似文献

Studies of the Brazilian Landless Movement, particularly the MST (Movimento dos Trabalhadores Rurais Sem Terra, Landless Rural Workers' Movement), note two periods of collective action: the time when tactics such as land occupations are deployed to acquire land (luta pela terra) and subsequent mobilizations to develop territory (luta na terra). The latter period, which includes fostering educational opportunities and coordinating economic production, features prolonged interaction with government authorities. Instead of demobilizing during institutionalization, this study argues, postoccupation practices are as contentious as seizing territory. This is apparent in the movement's efforts to influence public policies that lead to the creation of schools where a contentious, movement‐centered identity develops. Documenting the movement's efforts in education provides a way to understand how the current moment in rural contention in Brazil—called by some the time to acumular forças (accumulate forces)—remains collective and political instead of indicating movement decline.  相似文献

SUMMARY

No parliamentary assemblies (Cortes) were held between 1665 and 1700 in the Crown of Castile. In view of this institutional pause, not yet sufficiently well explained historiographically, the questions assailing us are: who held the representation of the kingdom during this time, and how was the exaction of taxes-the millones (tax on basic products), donations, and so on-carried out in political practice, as their levying had to be agreed on in the Cortes.

The answer to the first question is that it was the cabildos (local assemblies or oligarchical municipal assemblies) of the cities with a vote in the Cortes, which legitimately represented the kingdom. It should be remembered that before 1665, during the time when the Parliament was summoned, the cabildos retained the decisive vote, whereas the members of the Cortes meeting in them could only exercise an advisory vote. The reply to the second question obliges us to study the institutional relationship of both a Diputacón de las Cortes (a Deputation of the Cortes) and the Commission of Millones with the cabildos concerning the collection of the levies of the millones and donations.

As well as defining political representation in the early modern era, the thesis of this article is to demonstrate that the cabildos of the Castilian cities with votes in the Cortes, regardless of whether the Cortes were held or not, were the real representatives of the kingdom and the administrators of the treasury in the second half of the seventeenth century. Thus, in Castile too, the government of society was implemented by both the king and the kingdom in accordance with the juridical-institutional criterion, widespread in Western Europe, of the dominium politicum et regale (as described by John Fortescue, Helmut Koenigsberger et al.).  相似文献
