China’s rapid economic growth in the last three decades has been fuelled by energy-intensive investment and manufacturing, which have become instrumental for China to become the world’s largest economy based on purchasing power parity, and for the United States and the European Union to have access to cheap consumer goods. China’s development strategy, however, has generated a serious domestic environmental crisis, which has also accelerated the global climate emergency. In addition, the 2008 economic crisis led to a collapse of China’s external demand, inducing the leadership to support domestic investment – including investment in environmental projects – as an alternative source of effective demand. By setting ambitious green targets and by adopting strategic policy initiatives, China has become the world’s largest investor in renewable energy. Yet China remains the world’s largest coal consumer and the world’s largest carbon dioxide emitter. The Chinese economy nears a crossroad: will it be able to maintain its commitment to green energies or will it fall back to its historical reliance on fossil fuels to sustain growth? This article evaluates the interplay between China’s economy and environment over the course of the reform period, and investigates the set of forces that impinge upon China’s ecological future.  相似文献

This article examines competing claims to political legitimacy and sovereignty in Myanmar’s conflict-affected areas of “limited statehood.” In the context of ceasefires and an emerging peace process since 2012, non-state-controlled “liberated zones” and areas of mixed insurgent and government authority constitute new political spaces, where multiple state and para-state actors demonstrate governance authority, extract resources and provide services to local communities. This article explores the dynamics and implications of these developments with reference to the emerging literatures on “rebel rulers” and “hybrid governance,” and examines the practices of donors and aid agencies operating in these areas. I argue that external actors seeking to “think and work politically” should move beyond standard peace-building and development packages based on strengthening the state, and adopt more conflict and context-sensitive approaches. Effective state building should take account of governance structures and service delivery functions established by ethnic armed organisations, which although under-resourced enjoy significant political legitimacy.  相似文献

Against the background of the debate about how the internet changes democratic processes, this article assesses the impact of online versus offline campaign information on citizens’ knowledge, attitudes and political behaviour using data from two pre-/post-election surveys conducted at the German federal elections in 2005 and 2009. Our results show that sophisticated and less sophisticated citizens alike gain knowledge when using online information. Moreover, we find that people exposed to online information develop less ambivalent attitudes towards candidates and parties but do not take on more extreme issue positions. Online information is ineffective in stimulating turnout but compared to traditional news media, the internet gives smaller parties the chance to gain votes. We conclude that overall online information can enhance election campaigns. However, the amount of change should not be overstated as the effects are similar to those of offline political information and depend on the campaign context.  相似文献

The emergence of the Internet has altered how individuals obtain information—this also applies to political information. Search engines have taken over the role of political information gatekeepers, thus becoming key players in democracy. However, surprisingly little is known about the role of search engines in the political information process, that is, whether they represent an opportunity or a threat to democracy. Through an online survey experiment, which mimicked a Google web interface, this study examines how Swiss citizens select political information on a political news event from a Google search results page. Although citizens consider textual cues from snippets, they are more likely to select sources of information from the top of a Google results page, regardless of the source. We discuss these findings from a democratic theory perspective.  相似文献

Abstract

On 23 June 2016, 52% of Britons voted in a referendum to exit (Brexit) the European Union (EU) while 48% opted to remain. This is a watershed moment in world politics, given the implications for the future of the UK, the EU and the rest of the world. This paper uses the case of Brexit to analyse paradoxes of regionalism and democracy. The central question is, what does the case of Brexit suggests about the contradictions of democracy and regionalism in the 21st century? Importantly, what broad lessons may be gleaned from the case for regionalist projects among Commonwealth countries?  相似文献

Former South African Prime Minister Jan Smuts’s 1930 European and North American tour included a series of interactions with diasporic African and African American activists and intelligentsia. Among Smuts’s many remarks stands a particular speech he delivered in New York City, when he called Africans “the most patient of all animals, next to the ass.” Naturally, this and other comments touched off a firestorm of controversy surrounding Smuts, his visit, and segregationist South Africa’s laws. Utilizing news coverage, correspondence, and recollections of the trip, this article uses his visit as a lens into both African American relations with Africa and white American foundation work toward the continent and, especially, South Africa. It argues that the 1930 visit represents an early example of black internationalism and solidarity, reflecting a shift from sociocultural connections between Africa and the diaspora to creating political movements on behalf of African people. To contextualize this visit, we assess events surrounding a meeting that the Phelps-Stokes Fund organized for Smuts at Howard University, using this as a lens into the two disparate, yet interlocked, communities.  相似文献

Although Nigeria has always promoted multilateral diplomacy in the African context, the civilian administration of President Olusegun Obasanjo made it a cardinal objective of its Africa policy. Through his foreign policy speeches, President Obasanjo emphasised the readiness of his administration to play a leading role in African continental organisation – the African Union (AU). Using data collected through the secondary and interview methods, and thematic analysis, this study analyses Obasanjo’s diplomatic outing in the AU. While there were some encumbrances (such as the failure on occasion to make wider consultations within the AU framework and the absence of a well coordinated inter-ministerial approach to project Nigeria’s leadership in the AU), the paper contends that the administration’s diplomacy in the AU was successful. This showed in the role the administration played in shaping the structures that currently define the existence of the organisation. The transmutation of the Organisation of African Unity (OAU) to AU, the recalibration of its peace and security architecture, and the funding of the organisation benefited immensely from Nigeria’s diplomacy under President Obasanjo.  相似文献

This article examines the attitude of Syria toward Lebanon during the first years of Hafiz al-Assad's regime. Assad adhered to the policy of ‘divide and conquer’, in which Syria purposefully prevented any Lebanese figure from becoming too powerful in the political arena. The article will analyze two cases of prominent Lebanese leaders in which Syria applied this policy, President Suleiman Frangieh and the Druze leader Kamal Jumblatt. Both were close allays of Assad, but this fact did not prevent the latter from acting against his friends. The article's main claim is that by using this policy, Assad paved the way for Syrian intervention and increasing influence in the land of the cedars.  相似文献

This article is framed against the historic myth of emptiness and its consequences on Africa, and takes a closer look at the project of modernity and the question of epistemic injustice in Africa. It deploys the phrase “African know thyself” to capture the need for Africans to grasp the distinctive particularity of their history as a people of equal ontological standing with the rest of humanity. This injunction affords special significance to history and its role in shaping the philosophical agenda in Africa by reminding us that philosophic discourse originates from, and is linked to the concrete conditions of existence, out of which it is formulated. To address the problem of epistemic injustice, Africans need to become more critically conscious of themselves and their situation in ways that inform their intellectual practice. This author submits that philosophy in Africa should assist in both “re-writing and re-righting” Africa’s position in the global knowledge landscape.  相似文献

This article explores the techniques and strategies used by Ottoman authorities to control the Bedouin with a specific focus on the province of Hijaz between 1840 and 1908. Using primary sources from the Ottoman and British archives, it argues that the Ottoman Empire developed a ‘politics of negotiation’ towards the tribes in its attempt to secure cities and major pilgrimage and trade routes against tribal attack. The principal agents of the empire who made this negotiated governance possible were the amir of Mecca and the governor of Hijaz. As a result of this policy, imperial authorities had to give significant concessions to the tribes, and they thus incorporated them into the province's imperial order. When the Ottoman economy went through a crisis, as in the 1900s, negotiated governance and order faced great problems.  相似文献

The Syrian Protestant College in Beirut is commonly considered very important to the transmission of western ideas in nineteenth-century Syria. What has not been sufficiently investigated until now is the nature of those ideas, which are generally defined as ‘liberal’ and ‘modern’ without further specification. This article investigates the American missionaries’ main ideas concerning history, progress and religion, or, more generally, their concept of ‘modernity’. Finally, after having identified these ideas, the article considers their possible affinity with the ideas of the German philosopher, G.W.F. Hegel.  相似文献

This article argues that the sexualisation of childhood discourses have a distinct history in Australia. To advance this argument, I will explore the similarities between these discourses and discourses surrounding the iconic Australian “lost child”. In all of these discourses, a white child (here a symbol of White Australia’s future and past) becomes lost in an unforgiving and dangerous environment. This child is assumed to be asexual, though with the likelihood that they will mature into reproductive heterosexuality. This latter point will be illuminated in the final section of the article, which will focus specifically on the 2016 criticisms of the Safe Schools Coalition Australia. These criticisms are the most recent examples of anti-sexualisation discourses in Australia.  相似文献

This paper explores the relation between the fair trade market in the North and producer cooperatives in the South. It specifically focuses on three agricultural cooperatives in Ethiopia, Tanzania, and South Africa to look at the way in which the fair trade market and the state have promoted or hindered alternative production in the global South. Fair trade has gained considerable popularity among Northern consumers in the last decade. For many consumers, the assumption is that buying fair trade ensures producers in the South receive a fair price for their goods. However, fair trade is much more complex than consumer choices or simply offering fair prices to producers. Does fair trade constitute an alternative trading system or is it an attempt to introduce fairer conditions within the current system? What is the role of the state? What is the role of the market? Are there other ways to ensure producers in the global South receive fair prices? These are the central questions explored in this paper.  相似文献

ABSTRACT

This article analyses the policy discourse of Australian right-wing governments, exploring how such governments have combined neo-liberal economic policies with social conservatism, populism, cultural nationalism and forms of authoritarianism. It also examines the resulting response of social democratic political parties. As a predominantly Western country situated in the Asia-Pacific region, Australian experience offers interesting insights into the domestic politics of right-wing governments facing the changing geo-political and geo-economic imperatives of the “Asian Century.” Conservative Australian governments have reasserted traditional Anglo-centric national identity and used competition from key Asian countries to further justify market-driven policies, reduced welfare benefits and reduced industrial relations standards. The social democratic Australian Labor Party has responded to right-wing government policy by placing an increased emphasis on challenging social and economic inequality. However, Labor’s own plans for equitable economic growth potentially underestimate the challenges posed by the intermeshing of the Australian and Asian economies and provide insights into the dilemmas that a changing geo-economics poses for Western social democracy more broadly. Meanwhile Australian conservatism is facing not just challenges from its social democratic opponent but also from far-right populist forces critical of globalisation.  相似文献
