Contemporary development theory and policy research puts an overarching emphasis on institution building as a key driver of change in developing countries. Over the past few decades, decentralisation reforms have played out as the linchpin of such institution building efforts, advocated by international development agencies and favoured by national governments. This article examines decentralisation reforms implemented in Pakistan under the Poverty Reduction Strategy Papers initiative through a case study of the implementation and outcomes of Devolution Plan (DP) in Khyber Pukhtunkhwa province. Promulgated by General Musharaf in 2000, the DP aimed to restructure and rebuild political and administrative structures, to redress key issues of governance, resource distribution, and service delivery. The Local Government System (LGS) was a key reform element within the DP, but it lost traction and was abolished in 2008/09. This article demonstrates two important factors, regime legitimisation and the preservation of clientelistic politics, that have profoundly shaped implementation of the DP. The findings demonstrate how the implementation of this large-scale internationally supported attempt at institution building ultimately succumbed to a range of particularistic interests.  相似文献

Although coming of age under a totalitarian regime drastically reduces the chances of acquiring democratic values or supporting democracy, factors other than the formal nature of the political regime shape political values as well. The informal structure of the political regime, which consists of rules developed in political practice and economic and human development, may shape individual values and attitudes and produce different attitudes towards democracy in different totalitarian regimes. This article focuses on the effect of early socialization on the support for democracy among citizens who have been ruled under two different non-democratic regimes. We compare the dynamics in Spain and Romania during the post-totalitarian period with the aim of identifying how coming of age operated in these two different totalitarian regimes and how each type of non-democratic regime affected the legitimacy of the new democratic rule. Using survey data from various sources (Standard Eurobarometer, Central and Eastern Eurobarometer and Candidate Countries Eurobarometer) that allow both longitudinal and cross-sectional comparisons, we decompose the social change in support for democracy over the post-totalitarian period in both countries using cross-classified fixed effects models. The analyses demonstrate the different effects of socialization on support for democracy in these two different totalitarian contexts.  相似文献

Abstract

In this article, we draw on insights from the interactionist perspective in sociology and international relations (IR) norm contestation literature to explore the relationship between deviance and normative change in international politics. In IR, this is still largely unexplored territory: we already know a great deal about how norms change, yet we know much less about the actual role norm violations play in this process. In order to address this gap, we conceptualize three types of normative contestation and affirmation that take place in connection with deviance (re)construction: (1) applicatory contestation and affirmation, reconstructing the meanings of international norms; (2) justificatory contestation and affirmation, challenging and reaffirming the legitimacy of international norms; and (3) hierarchical contestation and affirmation, contesting and reaffirming the relative value and importance of international norms. We discuss how, as a consequence of these dynamics, deviance-making produces both stability and change in the normative structure of world politics.  相似文献

This article analyses the dynamics of procedural politics in the EU's Police and Judicial Cooperation in Criminal Matters across subsequent Treaty regimes (Amsterdam and Lisbon). In the course of legislative policy-making in this area, member states and the European Commission engage in strategic interactions with respect to procedural rules, whereby specifically member states attempt to contain integrationist legislation coming from the Commission through legislative preemption strategies. Drawing on Joseph Jupille's procedural politics approach, the article hypothesizes that member states' strategies are conditioned by several scope conditions, notably jurisdictional ambiguity, influence difference between different decision-making procedures, and prointegrationist case law from the European Court of Justice. I test these hypotheses by analysing the legislative process on a number of selected cases.  相似文献
