The Arab uprisings have not only impacted large parts of the Arab world. They have also left their mark on scholarship about Arab politics. Following the unexpected events, scholars have been engaged in a self-reflective debate on whether their assumptions and theoretical approaches to Arab politics have proven inadequate and their reasoning flawed, and if some kind of rethink is necessary for how this is supposed to take place. The present article, which belongs in the realms of meta-studies, reflects on these self-reflections. By presenting and evaluating some of the specific positions within this more inward-looking part of the Arab uprisings debate, the article brings attention to how this line of more self-reflective questions can – and has been – addressed within very different kinds of “frames” and how these are associated with very different ways of discussing the analytical applications of the Arab uprisings for Arab politics. More specifically, the article identifies three kinds of framing: (i) a who-has-been-vindicated-and-made-obsolete framing, where the core interest is in picking winners and losers among the last decades’ (post)democratization currents in Middle East studies; (ii) a how-do-we-synthesize-and-upgrade framing, where the ambition is to revise and combine insights from the analytical toolboxes of both authoritarian resilience and democratization; and finally (iii) a how-do-we-get-beyond-the-democratization/authoritarianism-paradogma framing, which perceives the Arab uprisings as an opportunity to engage in a more basic reflection about how (Arab) politics has been and should be debated and whether it is time to make the study of Arab politics into a “genuine science of politics” instead of being reduced mainly to topics of democratization and authoritarian resilience.  相似文献

ABSTRACT

This article argues that despite engaging in a powerful critique of the construction of the attacks of 11 September 2001 (or “9/11”) as temporal break, critical terrorism scholars have sustained and reproduced this same construction of “9/11”. Through a systematic analysis of the research articles published in Critical Studies on Terrorism, this article illustrates how critical scholars have overall failed to extricate themselves from this dominant narrative, as they inhabit the same visual, emotional and professional landscape as those they critique. After examining how CTS has reproduced but also renegotiated this narrative, the article concludes with what Michel Foucault would describe as an “effective history” of the attacks – in this case, a personal narrative of how the attacks did not constitute a moment of personal rupture but nonetheless later became a backdrop to justify my scholarship and career. It ends with a renewal of Maya Zeyfuss’ call to forget “9/11”.  相似文献

This article uses the third and fourth filters of Herman and Chomsky's Propaganda Model, namely, official sources and flak, to examine how the Daily Nation, which is the largest circulating newspaper in Kenya, covered the 2013 Kenyan elections. In the run up to the elections, several institutions, among them the Independent Electoral and Boundaries Commission (IEBC) of Kenya and the Media Council of Kenya (MCK), organised several workshops with media owners and journalists in the name of “peace journalism” to avoid a repeat of the 2007/2008 post-election violence. Although such efforts paid off because there was no physical post-election violence, questions have been raised as to whether this extensive peace training translated to “peace propaganda” making journalists and the media in general engage in excessive self-censorship in the name of peaceful elections thereby neglecting their watchdog role. Using the findings from a qualitative content analysis of the Daily Nation as a case study and semi-structured interviews with civil society organisations as media monitors, it can be arguably observed that the Daily Nation avoided any “contentious electoral issues” for fear of flak and relied overly on the IEBC and other government agencies as official sources of critical electoral information.  相似文献

ABSTRACT

In examining the Global War on Terror, the effects of presidential rhetoric on the framing of terrorism has been well documented. However, little previous work links terrorism and its status as an “othered” phenomenon to differential legal prosecution in a post-9/11 era. Using the Prosecution Project data set, we compared “othered” individuals, as defined by a Muslim, Arab/Middle Eastern, and/or foreign-born status, to “non-othered” individuals charged with terroristic felonies. Furthermore, we subdivided the dataset into three analytical time blocks: the George W. Bush administration immediately post-9/11, the latter half of the Bush administration, and the Obama administration. For the first and third time blocks, we found that “othered” individuals were prosecuted significantly more frequently than “non-othered” individuals. These findings call into question the effect of presidential rhetoric and the national framing of terrorism on the legal prosecution of “othered” individuals.  相似文献

The gassing events in Ferguson, Hong Kong, Istanbul and Syria, among countless other places, have made it clear that policing can no longer be simply understood as a bodily disciplining of individuals, but that the target has shifted to the medium of the air. The air has for a long time been the neglected element of politics. Modern politics historically arises as a practice that is rooted in the soil on which borders are drawn and in which national identities are shaped. This article looks at the ways in which politics is swiftly becoming something that is inhaled, rather than something that occurs on the ground. I argue that we are witness to an arrival of a politics of the air one breathes. This move requires a thinking through the air or what I call an “air-thinking”. The article is set in the context of a growing occurrence of attacks on the breath in the aftermath of the strangulation of Eric Garner earlier last year. His now famous last words “I can’t breathe”, which he repeated 11 times, have unleashed a counter politics that reacts to the state’s tightening grip on what Sloterdijk calls the “negative air-conditioning” of breathing bodies.  相似文献

We utilize pooled data from Zogby International's 2002 Zogby, James. 2002. What Arabs Think: Values Beliefs and Concerns, Utica NY: Zogby International.  [Google Scholar] Arab Values Survey (carried out in Egypt, Jordan, Lebanon, Kuwait, Morocco, Saudi Arabia, and UAE) in order to test for “cultural,” “social” and/or international “political” influences on Arab Muslim attitudes toward “Western” countries (Canada, France, Germany, UK, and USA). We find little support for “cultural” hypotheses to the effect that hostility to the West is a mark-up on Muslim and/or Arab identity. We find only limited support for “social” hypotheses that suggest that hostility to the West is predicted by socioeconomic deprivation, youth, and/or being male. We find the strongest support for a lone “political” hypothesis: hostility toward specific Western countries is predicted by those countries' recent and visible international political actions in regard to salient international issues (e.g., Western foreign policies toward Palestine).  相似文献

This article assesses whether civil society promotes democratization, as has been argued implicitly or explicitly in the political discourse, following the publication of Putnam's Making Democracy Work. The theorists of “third-wave” transitology have advocated civil society as the indispensable instrument for the survival and sustenance of democracy. This article, however, argues that civil society is not necessarily a democratic force. It may or may not have positive implications in regard to democratization and the functioning of democracy. Based on ethnographic fieldwork in the tribal-dominated south Rajasthan, this article analyses the case of Rajasthan Vanvasi Kalyan Parishad (RVKP), a Hindu(tva)-oriented non-governmental organization (NGO), to demonstrate how civil society could also be anti-democratic. It shows that by utilizing development as a medium of entry, the RVKP has not only successfully presented itself as a counter-force against the “threatening others”, such as Muslims and Christians but also mobilized electoral support for the Hindu nationalist Bharatiya Janata Party (BJP). In return, the BJP-led state government has provided economic, political and legal support to the RVKP and facilitated the Hindutva politics at the grassroots level. The article concludes that in the context of Rajasthan, a conservative state has collaborated with an exclusivist civil society organization – the consequence of which has not just been the spread of violence and demonization of religious minorities but also a serious undermining of cultural pluralism and democratic values of Indian society.  相似文献

How did Indian democracy avoid the fate of other Third World democracies that collapsed in the face of distributional conflicts, when such conflicts were in ample evidence in India? The traditional answer is that the inclusiveness of the Indian National Congress during the independence movement gave the party legitimacy after independence and allowed it to contain social conflict. This argument fails to account for the persistence of Indian democracy after the 1960s. This article suggests that the pre-independence Congress did not accommodate challengers from below as is commonly suggested, but rather outflanked them by championing still weaker groups further down the social ladder. This “sandwich tactic” has been used repeatedly by Congress leaders during successive crises and accounts for the party's long innings in power, its continued strength today, and, inter alia, the acquiescence of Indian elites in electoral democracy.  相似文献

ABSTRACT

Possible explanations are discussed in this article for the paucity of studies regarding political leadership, especially at the state level, in a well-functioning electoral democracy such as India with many parties and leaders. The article argues that such studies can be useful in making sense of the political and economic changes/shifts and developments of a particular state over a period that may have national impact. The article further argues that there has been a perceptible shift not only in terms of social composition but also in the “language” of politics used by the emergent generation of political leaders cutting across the party lines. The change has coincided with the rise of state-level parties and leaders in the post-Congress era followed by the ascendance of the Bharatiya Janata Party (BJP).  相似文献

Given the great diversity in language, ethnicity, and caste in India, and the resulting millions of possible winning electoral combinations, why is it that in contemporary India we see large state-wide and inter-state political coalitions built around categories such as “Bahujan” or “Backward Caste” instead of thousands of separate caste parties competing at the regional or zila (district) level? This question is the focus of Christophe Jaffrelot's India's Silent Revolution: The Rise of the Lower Castes in India, Pradeep Chhibber's Democracy without Associations: Transformation of the Party System and Social Cleavages in India, and Anirudh Krishna's Active Social Capital: Tracing the roots of development and democracy. This review assesses how these works address the question of political organization and social cleavages in India, examining the differences in approaches and discussing what still needs to be addressed.  相似文献

This article contributes to debates that aim to go beyond the “democratization” and “post-democratization” paradigms to understand change and continuity in Arab politics. In tune with calls to focus on the actualities of political dynamics, the article shows that the literatures on State Formation and Contentious Politics provide useful theoretical tools to understand change/continuity in Arab politics. It does so by examining the impact of the latest Arab uprisings on state formation trajectories in Iraq and Syria. The uprisings have aggravated a process of regime erosion – which originated in post-colonial state-building attempts – by mobilizing sectarian and ethnic identities and exposing the counties to geo-political rivalries and intervention, giving rise to trans-border movements, such as ISIS. The resulting state fragmentation has obstructed democratic transition in Syria and constrained its consolidation in Iraq.  相似文献

Despite the burgeoning comparative literature on electoral authoritarian regimes, fewer studies have accounted for the emergence of hegemonic and competitive authoritarian regimes at the subnational level. This article examines the variation in subnational electoral authoritarianism with data from the Russian Federation. First, the article shows that by using a comparative regime classification most Russian subnational cases can be classified as electoral authoritarian between 1991 and 2005. Yet, there are considerable differences in competitiveness between the electoral authoritarian regimes. The article accounts for this variation by drawing on both comparative electoral authoritarianism literature as well as more context-specific explanations. Statistical analysis on 192 subnational electoral authoritarian cases shows that the determinants of Russian subnational authoritarian stability are rather similar to those found in cross-national studies. Subnational (non)competitiveness in Russia appears to be related to the structure of the regional economy and natural resource rents, and to a lesser degree to the specific Russian federal context. Authoritarian “know how” also plays a role in authoritarian regime building. The findings of the article contribute to the literature on electoral authoritarianism, subnational democratization and Russian subnational politics.  相似文献

In the same way that people can have a political or a personal ideology, their professional identities and how they practise a craft or an occupation may be influenced by what can be labelled as a “professional ideology”. Through conducting interviews with the producers of the South African Broadcasting Corporation (SABC) Afrikaans radio programmes Monitor, Spektrum and Naweek-Aktueel, this article reports on research which showed that there is indeed such a thing as a “journalism ideology”. The interviews focused on how “internal influences” – such as a journalist's background and training, newsroom routines – and “external influences” – such as the audience – influenced the decisions they made in choosing news stories and producing content. This “journalism ideology” influences the producers and in turn the news content of these current affairs programmes that are listened to daily by almost two million listeners. The conclusion drawn from the study is that, although the participants’ “journalism ideology” largely determines the news stories for their programmes, structural forces, newsroom routines and organisational constraints often dictate their actions. Finally, although all the participants saw themselves as “watchdogs of democracy”, internal pressures within the SABC could endanger that role.  相似文献

ABSTRACT

A lot of ink has flown over the issue of political under-representation of Muslims in India and over affirmative action measures needed to redress this imbalance. However, a minimal amount of attention has been paid to how Muslims are finding new ways to counter this under-representation. The Ministry for Minority Welfare and subsequent creation of the Minority Welfare Department seem to have expanded the locus of representation for Muslims beyond elections, legislatures, and membership of political parties. Consequently, the number of “Muslim representatives” has increased, in addition to MPs and MLAs who strictly speaking are supposed to be “people’s representatives.” Focusing on two Muslim groups’ engagement with the minority welfare bodies, the article contends that the success or failure of Muslim appointments to state bodies is based not so much on religious differentiation as on the ruling party’s electoral strategies, and their inclusion in these bodies only reinforces their minority status without integrating them entirely in the political process.  相似文献

This article utilises an examination of the labour process of call centre work as a jumping-off point towards understanding the production of politics, arguing that the properties by which bodies are capable of praxis are becoming central to commodity production. As such, this article contributes to the project of understanding bodies under capitalism and to research on call centres and service work. To read call centre work politically, the article isolates and qualifies “the elementary factors of the labour process” as discussed by Marx in Capital, Vol. I. In light of research on purportedly new forms of labour, this analysis of the labour process points towards the need for a reconfiguration of the concept of body work, which is subsequently deployed in an analysis of the production of politics in service work. By emphasising the reciprocal relationality of processes of the production of bodies, this conceptualisation of body work breaches binary understandings of work/life and therefore has significance beyond labour studies. The article concludes that service work forestalls and limits the potential for politics. Nonetheless, the instrumentalisation of the capacities by which bodies are political can also represent opportunities for the resistance of the pernicious ontological consequences of work.  相似文献

This article argues that the effectiveness of the tactics ruling parties use to control the electoral arena may depend on the electoral experience of its subordinates. To substantiate this point, the work examines Russia’s “locomotives” – the practice of placing regional governors on the list of the ruling party, United Russia, during national legislative elections. It argues that electoral payoffs also came from select regions without locomotives. Given the move to appointed governors, list exclusion likely indicated gubernatorial vulnerability. As a result, governors left off United Russia’s list may have responded by seeking to demonstrate their electoral utility, and those with longer tenures were more likely to succeed in these efforts. An analysis of the 2007 Duma elections shows that United Russia’s vote share was higher in regions where long-serving governors were left off the list. Since Russia’s appointment system dramatically changed the gubernatorial corps between 2007 and 2011, the article also considers changes in the effects of list placement over time. It finds that the relationship between list exclusion and higher vote shares for United Russia disappears as governors with electoral experience were removed from office.  相似文献

The article examines the perception of jihad in Shi'a Islam. It first provides an overview of the understanding of jihad in Islam at large, and then examines the reflections of four central Shi'a thinkers on jihad. More so than the traditional Sunni approach to this concept, the Shi'a understanding of jihad is heavily influenced by perceptions of historical suffering, placing an emphasis on injustice, tyrannical rule, indignity, humiliation, and resistance. In recent decades, Shi'a and Sunni notions of jihad have become more closely aligned, as Salafi-Jihadists, who increasingly monopolize the Sunni discourse on jihad, persistently frame jihad as a response to the oppression by Western “infidel” regimes and tyrannical “apostate” regimes in the Arab and Muslim world.  相似文献

This article examines the values and attitudes present within the 2002 video game Tom Clancy’s Splinter Cell, and the methods employed to convey them. It compares the game’s message with the rhetoric contained in the Bush administration’s post-9/11 “war on terror” narrative. A qualitative content analysis of a Splinter Cell “game movie” and gameplay sessions is undertaken to examine the messages communicated through elements of simulation and representation. This article finds that Splinter Cell and the “war on terror” narrative express similar perspectives of terrorism and counterterrorism. First, both exaggerate the physical and normative threat of terrorism, and portray it as overwhelmingly powerful. Second, both sources justify violent counterterrorism action through claims of necessity, urgency and self-defence. Third, violence is consistently portrayed as effective for achieving the desired objective. Finally, violence and military action are represented as simple solutions that ultimately lead to victory over terrorism. The parallels between the messages within Splinter Cell and the “war on terror” rhetoric indicate that the game was shaped by the post-9/11 culture in which it was developed. More significantly, however, Splinter Cell perpetuates and legitimises the “war on terror” narrative by conveying its message through an immersive interactive environment.  相似文献
