The proportion of votes cast before election day has risen steadily over the last two decades. Previous research asked how early voting has impacted voter participation. In this article, we ask how early voting has affected the flow of information to voters through the mass media. By increasing the number of days voters are able to vote, are we also increasing the number of days that candidates and campaigns continuously disseminate campaign-related information to the news media? Is news coverage of campaigns quantitatively and qualitatively different when opportunities to vote early are available and utilized? Our expectation is that early voting significantly influences the volume and nature of campaign news coverage. We study the effects of early voting on campaign news coverage of gubernatorial and Senate races in 2006 and 2008. Our findings reveal that the volume and content of campaign news coverage is significantly influenced by early voting.

In May 2014, many of South Africa’s young citizens had the opportunity to vote in national elections for the first time. Youths who were born post-1994 (often referred to as the ‘Born Frees’) are the first generation of South Africans who live in a democratic country and hold no individual memory of life under apartheid. These young South Africans were born during a period of democracy, a time of transition and of great hope for the future. As a result of having been born outside the confines of apartheid racial segregation, they are expected to be racially integrated with their peers. The expectation which comes with the freedoms fought for by previous generations is that the youth will take up formal democratic practices, such as voting and engaging with parliament. However, during the recent national elections, the youth turnout revealed surprising differences amongst the 18–29-year age group. Young people aged 18–19 opted not to take up the right to vote – in fact, only 31 per cent of them had registered. This article interrogates the attitudes and actions of young South Africans within the political sphere, specifically by examining a group of young South Africans who are eligible to vote, as well as the role of the media in aiding or deterring voting engagement and perceptions. The central argument is that the local media fail to engage young people with content which advances their political identities. Despite high levels of media consumption, youths are engaging with formal politics as a result of pressure from family or due to socio-economic limitations, rather than a desire to add value to their citizenship.  相似文献

Benjamin Netanyahu's come-from-behind victory over Shimon Peres in the Israeli national elections of May 1996, following an apparent intensification of Palestinian terrorism over the course of that spring, reminded observers of the political ramifications of terrorism. Since May 1996 was also the month in which Israel reentered Final Status negotiations with a Palestinian delegation in Taba, Egypt, the timing of this surge in violence encourages us to ask if terrorists regularly conceive of elections and rounds of negotiations as “spoiler opportunities,” or opportune times to undermine peaceful political processes. We address this question in the context of Israel's long‐running experience with elections, negotiations, and terrorism. We hypothesize that attacks resulting in fatalities are likely to increase in periods immediately surrounding Israeli general elections and key rounds of negotiations affecting the fate of the Palestinian population. Negative binomial event count analyses of the period 1970–2007 suggest that violent opponents indeed viewed the periods preceding negotiations and the ends of electoral cycles as “spoiler opportunities.”  相似文献

Why do young Africans participate less in elections than their older counterparts? Given Africa's growing youth bulge, this constituency represents a numerically important voting bloc, and their lower participation in elections could undermine the legitimacy of the region's democratic trajectory. We address this question through a multi-level model that relies on individual-level data from the Afrobarometer surveys and country-level data for 19 of the region's more democratic countries. We classify Africa's youth as belonging to two categories, those aged 18–24 and those aged 25–35. We find that key determinants of the youth's voting behaviour include their access to political knowledge and information as well as their perceptions of the electoral context and party system. In the latter regard, the efficacy and fairness of elections and the degree of partisanship increase the youth's decision to vote, while the length of party incumbency is a deterrent to turnout. These findings hold important implications by highlighting that Africa's youth not only need to be exposed to greater fora for learning about the political process and party options but also that political parties in the region need to become more relevant to this constituency.  相似文献

Drawing on theories in organizational sociology that argue that transpositions of people,/ skills, and knowledge across domains give rise to innovations and organizational foundings that institutionalize them, we conducted a mixed-methods study of the employment biographies of staffers working in technology, digital, data, and analytics on American presidential campaigns, and the rates of organizational founding by these staffers, from the 2004 through the 2012 electoral cycles. Using Federal Election Commission and LinkedIn data, we trace the professional biographies of staffers (N = 629) working in technology, digital, data, or analytics on primary and general election presidential campaigns during this period. We found uneven professionalization in these areas, defined in terms of staffers moving from campaign to campaign or from political organizations to campaigns, with high rates of new entrants to the field. Democrats had considerably greater numbers of staffers in the areas of technology, digital, data, and analytics and from the technology industry, and much higher rates of organizational founding. We present qualitative data drawn from interviews with approximately 60 practitioners to explain how the institutional histories of the two parties and their extended networks since 2004 shaped the presidential campaigns during the 2012 cycle and their differential uptake of technology, digital, data, and analytics.  相似文献

Structural and Investment Funds (SIFs) have become the European Union's most robust redistribution programme. In this article, we demonstrate that SIFs have grown large enough in scope that they are now beginning to function similarly to more established macroeconomic determinants of the vote such as unemployment and GDP growth in European Parliamentary elections. Moreover, SIFs have an electoral effect in a type of election that was previously assumed to be merely a referendum on national government performance: second‐order, EP elections. SIFs serve as an example of how robust public spending can have an electoral effect even in a second‐order election environment.  相似文献

The unfettered expression of electoral choice is an important democratic right; however, in many contexts voters are pressured by others to cast their votes in certain ways. Electoral coercion is a topic that has received increased attention from researchers in recent years as part of the wave of research on electoral violence, yet there is little consensus in the literature as to who the targets of coercion are most likely to be. This article uses a list experiment embedded in a survey fielded following the Turkish general election of 2018 to identify the targets of coercive electoral practices within families and among close friends. The analysis reveals familial electoral coercion to be strongly conditioned by partisanship and disadvantaged demographic characteristics, but finds no evidence that women are more likely than men to be coerced.  相似文献

This article analyses the effectiveness of trade unions' electoral engagement in the union-dense electoral localities of Bekasi and Tangerang in Indonesia's 2009 legislative elections. Our analysis reveals that legacies of authoritarianism, electoral rules, and union fragmentation pushed unions to pursue an ineffective electoral strategy of running union cadres on various party tickets. In Bekasi, local leaders within the Federation of Indonesian Metalworkers Unions (FSPMI) chose not to mobilize resources to support union candidates because the union's national leadership had failed to convince them of the soundness of its strategy. In Tangerang, local leaders embraced the National Workers Union's (SPN) national electoral strategy, but had inadequate membership data to conduct electoral mapping and did not provide candidates with financial and leadership support. Neither union, meanwhile, gave much consideration to the problem of translating membership to votes: survey data reveal that most members could not name union candidates, and many of those who could did not vote for them. The article argues that, despite its flaws, trade unions' strategy of engagement in the electoral arena constitutes an important step forward in the consolidation of Indonesia's democracy.  相似文献

Turnout among registered voters remains high in post-authoritarian Chile, but valid votes as a percentage of the voting-age population have fallen significantly in the post-authoritarian period and blank/null voting, non-registration, and abstention are on the rise. Why? This article tests three rival explanations: (1) lack of political support; (2) depoliticization; and (3) a generational shift in political culture. These theories are not mutually exclusive, but rather explain distinct contours of this electoral phenomenon. Compared to valid voters, blank/null voters exhibit less support for the political system, are less politicized, and more likely to have reached legal voting age during the democratic transition. Although non-registrants also exhibit less political support and are more depoliticized than valid voters, their behaviour is largely explained by a new political culture that stresses individual as opposed to collective participation. In addition to shedding light on this Chilean puzzle, the findings enhance the debates over electoral participation, mandatory voting, and quality of democracy in Latin America and other nascent democracies.  相似文献

The new French scheme for a Union for the Mediterranean (UfM), officially inaugurated on 13 July, has stirred up a great deal of controversy inside the EU. Even in its watered-down form, the initiative promises to relaunch the stalled relations between the two sides of the Mediterranean in the context of the Barcelona Process. Though vulnerable to all manner of external shocks linked to the multiple inter- and intra-state conflicts around the Mediterranean, the Sarkozy plan is a welcome move to a greater degree of “co-ownership” through the institution of a joint presidency. Of great importance in the interest of overcoming at least some of the problems that have bedeviled the Barcelona Process is further “decentring” of Euro-Med politics away from Brussels and more comprehensive trade opening by the EU.  相似文献

This article draws on the existing literature, interviews, and case study analysis to highlight the primacy of honor needs above health and safety needs in the context of honor killings and blood feuds among Israel's Arab community, including Muslims, Christians, and Druze. Assuming that individuals in conflict situations will generally act to satisfy more basic needs before they act to satisfy less basic needs, this article examines conflict contexts in which disputants perceive their honor to be a higher priority than their health and safety, and consequently, they tend to act accordingly to satisfy their perceived honor needs first, often ignoring obvious health and safety‐related needs. Such insights could have important implications for scholars and dispute resolution practitioners studying and working within these conflict contexts.  相似文献

The question of why individuals vote, the so-called “paradox of voting”, has been a crucial debate within political science, conceived deductively as an interaction between costs, benefits, and, as some argue, duties. This article situates the question of why individuals vote within the context of extra-territorial elections, focusing on how and why those who acquire citizenship kin-states participate in kin-state elections following citizenship acquisition, while continuing to reside outside of the kin-state. The article uses the case of newly acquired Romanian citizens in Moldova, who have never resided in nor intend to reside in Romania, to unpack whether, how, and why individuals acquiring Romanian citizenship in Moldova vote in Romanian elections. The article uses an interpretive and inductive approach to explore from the bottom up both the experiences of and motivations for political participation of extra-territorial citizens. The article finds, unexpectedly, how those acquiring Romanian citizenship in Moldova are motivated by a duty to participate. Overall, the article argues for a relational and reciprocal understanding of citizenship and voting, which focuses on the relationship between the kin-state, facilitating citizenship as a right, and the kin-citizen, performing their duty to vote.  相似文献

Why do some political parties in new democracies base their campaigns on promises of national public goods while others do not? Parties in new democracies often eschew programmatic policy proposals in favour of appealing to voters’ ethnic identities, distributing non-programmatic benefits, or emphasizing the personalities of their candidates. However, this is not universally the case. This article examines recent campaign strategies in two nascent democracies in Africa: Ghana and Kenya. The findings suggest that programmatic campaigning is much more common than is assumed, but that parties have different preferences for how much programmatic content they include in their campaigns. The article argues that differences in campaign strategies are largely due to differences in the composition of ethnic support for competing parties. Parties that draw a majority of their support from a single large ethnic group are more likely to develop campaign strategies based on programmatic, policy-based appeals in the form of specific proposals for national public goods than are parties with a more diverse ethnic base of supporters. I argue that these appeals serve as a pre-election commitment to counteract fears among the electorate of domination by the large ethnic core of the party.  相似文献

In Thailand, economic inequality has long been a fact of life. It is a “general inequality of condition” that can be seen to influence all aspects of social, economic, and political life. Yet inequality has not always been associated with political activism. Following the 2006 military coup, however, there has been a deliberate and politicized linking of inequality and politics. The article explores a complex of political events – elections, coup, constitution, and the political ascent of Thaksin Shinawatra – that has given rise to a relatively recent politicization of economic and political inequalities, now invoked in street politics – a rhetoric developed amongst pro-Thaksin red shirts that challenged the status quo and generates conflict over the nature of electoral democracy.  相似文献

Why do elections held in the shadow of civil wars sometimes generate more violence in already war-torn societies, while in other circumstances they do not? This article develops a conceptual framework based on three clusters of factors to analyse the conflict-generating aspects of elections in war-torn societies: the key actors in the electoral processes; the institutions of elections; and the stakes of the elections. Two types of war-related elections are distinguished: elections held during an ongoing civil war, and elections held in the post-war period when peace is to be implemented. While different in many respects, the two contexts share critical characteristics through their association with the legacy of warfare. Several important implications emerge from the analysis. First, relating to militant and violent actors, incentive structures need to be altered by addressing both the opportunities and means of violence. Second, to prevent inducements for violent behaviour, institutional arrangements – including electoral commissions – have to be crafted with consideration given to local conflict dynamics and the history of violent conflict. Finally, the stakes of elections in war-shattered societies can be reduced through, for instance, constitutional pact-making and the oversight of external actors in electoral processes.  相似文献

The U‐curve in euroscepticism is well established: both leftist and rightist populist constituencies are more eurosceptic than voters for establishment parties. Using rich survey data on a country with both constituencies represented in parliament (the Netherlands; n=1,296), we examine why euroscepticism drives populist voting. Our analyses demonstrate that euroscepticism is part of the well‐established link between both 1) distrust in politics and politicians, and 2) support for protectionism on the one hand, and voting for both types of populist party on the other. It is also part of the well‐known relationship between 3) ethnocentrism and rightist populist voting. Surprisingly, euroscepticism is not part of the typical association between economic egalitarianism and voting for a leftist populist party. The concluding section discusses the implications of our findings and provides suggestions for further research.  相似文献

We deal in this article with the relationship between ETA attacks and electoral support for Batasuna, its political wing. We show that the relationship is twofold, since the geographical distribution of electoral support for the terrorists affects the location of ETA attacks, but violence also influences electoral support for the terrorist cause. On the one hand, when ETA chooses a location for its attacks, it takes into account the electoral strength of Batasuna. Our results show that the higher the vote for Batasuna in a municipality, the more likely members of the security forces will be killed there. With regard to the targeting of civilians, the relationship is curvilinear. ETA kills civilians in municipalities that are polarized, where support for Batasuna falls short of being hegemonic. On the other hand, our results also show that ETA attacks have an effect on the size of its support community. When ETA kills members of the security forces, voters punish the Batasuna party electorally. In the case of civilians, it depends on the specifics of the various campaigns. We find that when ETA kills informers and drug-dealers, the vote for Batasuna increases. ETA's killing of non-nationalist politicians, however, decreases Batasuna's vote share.  相似文献

A large literature has established that people learn from political discussion, and some scholars suggest that people will make better choices if they engage in political discussion with opinion leaders. To establish that discussion promotes better vote choices, however, we have to create a measure of rational choice to test the impact of discussion. Recently, scholars have used Lau and Redlawsk's voting correctly measure to test the impact of various influences on the rationality of vote choice. Using this new measure of rationality—voting correctly—I determine whether political discussion has the predicted positive impact. To test this theory, I use 2000 American National Election Study survey data, and show that greater political discussion with knowledgeable discussants leads to more correct voting.  相似文献
