由于俄罗斯与北约对合作目标的互惠性认知虽有差异但在战略目标上基本一致,同时从绩效来看,双方各有所获。但双方对东欧和前苏联地区地缘战略空间的争夺,特别是俄罗斯用楔子战略和2010年新版军事学说对抗北约东扩,同时,双方对各自在未来欧洲安全机制中的角色定位和相互定位也不同,因此,俄罗斯与北约的伙伴关系将是脆弱的,但是可持续的。

Happiness and Toska: An Essay in the History of Emotions in Pre-war Soviet Russia

This article examines the question of what can be gained from an investigation of people's emotions in Stalin's Russia. Such an investigation is inevitably limited by the type of sources available. However, the available sources on Soviet subjectivity provide some evidence of both "official" Soviet emotions (such as enthusiasm and righteous anger against enemies) and less officially prescribed, but widespread, emotions, such as fear, melancholy ( toska ), malice ( zlost' ) and personal happiness. This article focusses on accounts of happiness ( schast'e) and the yearning sadness known as toska , a frequently encountered counterpart of the former. The civic obligation to express public, collective happiness impinged on the capacity to express private happiness: grief and melancholy could be expressed, as long as they were not connected to complaints about the régime.     

Ideational Origins of Progressive Judicial Activism: The Colombian Constitutional Court and the Right to Health

Why do some constitutional transitions trigger the emergence of progressive judicial activism? This article addresses this question through an analysis of the creation of the Colombian Constitutional Court and its subsequent activism toward rights in general and the right to health in particular. This research suggests that ideational variables are crucial to explain this outcome. On the one hand, the Constitutional Court's behavior reflects the dominance of the institutional conception that it is the judiciary's role to help fulfill the promises of the constitutional text. On the other, programmatic beliefs about the relationship between the rule of law and market‐driven economic growth led powerholders to create the court and appoint judges with this orientation. The emergence of progressive judicial activism in Colombia, this analysis suggests, was the unexpected outcome of purposeful political choices made by proponents of neoliberal economics.

Bangladeshi Migrant Workers in the UAE: Gender-Differentiated Patterns of Migration Experiences

This article examines the migration experiences of women and men under conditions of temporary migration. It has been amply shown that gender is relevant to most aspects of migration. However, despite the fundamental increase in research on gender and migration, a transnational space, where gender matters but which has not bee so thoroughly explored to date, is the experiences of women and men migrants in the migration process, especially under conditions of labour migration in the Gulf States. Focusing on Bangladeshi male and female migrant workers in the UAE, this research sheds light on gender-differentiated patterns of demographic profiles, recruitment and pre-departure costs, working and living experiences, wages, savings, and remittances, health care and leisure activities and reports substantial variation in migration experiences across gender lines.     

Getting It Right: Japan and Trans-Pacific Partnership

This paper explores the opportunities presented by the Trans-Pacific Partnership (TPP) to Japan to revitalize its trade policy, bolster economic growth, and increase participation in regional multilateral fora for the 21^st century. Despite its strengths, Japan has continued to face problems caused by its economic, political, and strategic policies. The Japanese economy has been stagnant for the last several decades, and Japan needs to take bold steps to ameliorate this situation. Politically, domestic political paralysis has had a negative impact on Japan's alliances and partnerships and eroded Tokyo's ability to act as a major player in the increasing vital and important Indo-Pacific region. Connected to this, it is imperative for Japan to engage itself deeply in Asia in ways that increase strategic trust. This paper will also highlight the necessary reforms Japan must undertake to take full advantage of the benefits of the TPP, as well as what the TPP might mean for its relationship with both the US and other regional partners.

冷战结束以来,美印关系逐步迈上一个新的台阶.基于共同的利益和价值观,美印在经济和安全领域展开了前所未有的合作.美印战略伙伴关系对中国与这两个国家的关系将产生深远的影响.本文通过分析美国对中印关系和印度对中美关系的影响,以及中国与美印两国分别存在的共性和分歧,提出了中国在中美印战略三角关系中可采取的战略和政策.

Distrusted Partnership: Unpacking Anti-Americanism in Turkey

The decline of US-Turkey relations has been one of the most striking developments within NATO and the broader Western alliance. This article sheds light on this distrusted partnership by studying anti-American sentiment in Turkish public opinion since the Arab uprisings of the 2010s. Employing a typology of anti-Americanisms introduced by Keohane and Katzenstein, it examines views of the United States and US-Turkey relations in the Turkish media and among the public, and it explores the conditions under which the declining relations could be reset. In particular, it shows how the ruling Justice and Development Party exploits anti-US opinion, the Turkish media's role, the stances of Turkish opposition groups, and the long-term consequences for the strained bilateral relationship.
