城市化过渡社区是我国城市化过程中的一种特殊现象,城市化过渡社区的治理困境,一直是我国地方治理的重点问题和难点问题。首次采用质化研究方法,以X市PN社区为例,分析了城市化过渡社区中常住居民的公平观念及其利益诉求方式。揭示了城市化过程中作为弱势力群体的失地农民,为了维护自己的"合法"权益和生存权利,在过渡社区的日常生活中与地方政府进行博弈的方式;并且分析了这些博弈方式背后的理性因素及其启示意义。研究发现:土地征用制度和城乡二元结构制度安排的不合理,侵蚀了过渡社区中居民的利益,违背了社区居民的公平观念,加上市场经济生活不确定性带来的经济压力,降低了基层政府管理行为的合法性,激励了社区居民的隐性抗争行为。只有正确处理公平与效率的关系,政府的制度设计和管理行为才能取得长久的治理绩效。  相似文献

Recent interdisciplinary theoretical work has suggested that social capital, or the interpersonal trust of citizens, plays an important role in explaining both the efficiency of political institutions, and in the economic performance of contemporary societies. This paper examines the relationship between social capital and economic growth in a sample of thirty-four countries over the period 1970 to 1992, within the framework of a modified neo-classical model of economic growth. The findings suggest that social capital has an impact on growth which is at least as strong as that of human capital or education, which has been the focus of much of the recent work on endogenous growth theory. It appears to have about the same impact on growth as catch-up or the ability of poorer nations to adopt technological innovations pioneered by their richer counterparts.  相似文献

This paper offers unique rankings of the extent to which fiscal structures of U.S. states contribute to economic growth. The rankings are novel in two key respects: They are well grounded in established growth theory, in which the effect of taxes depends both on the level of taxes and on the composition of expenditures; and they are derived from actual estimates of the link between fiscal structures and economic growth. Estimates for the latter yield a growth hill, in which the incremental effect of taxes spent on productive services and infrastructure initially rises, reaches a peak, and then declines. Rankings derived from these estimates differ sharply from typical rankings based on levels of taxation alone. Two hypothetical policy experiments highlight both the growth‐hill effects of tax investments in productive services and infrastructure and the short‐ and long‐term tradeoffs in attempting to fund strong social services. © 2008 by the Association for Public Policy Analysis and Management.  相似文献

The foregoing analysis developed the paradigm of self-interest motivated revolutionary activities. In effect, the construct presented differs from the by-product theory developed by Tullock only in its specific modeling of government-created rents as the engine which drives the violent political behavior. The empirical test of the positive relationship between rent creation by the government and the amount of destabilizing political activity yields strong support for the structuring of politically destabilizing activities as rent-seeking in nature. It is the authors' hope that further empirical investigation and a more general and rigorous modeling of revolution as a rent-seeking activity will become an important part of the literature in public choice.Finally, some policy implications should be discussed. The policy emphasis for the governments of Africa countries should be on opening the economy to competition. Instituting programs to make the economic system more accessible to all segments of society would result in reduced opportunities for rent-seeking. Reducing rent-seeking should result in increased political stability. A reduction in government market intervention would also reduce the costs of government regulations on individual entrepreneurs inducing them to increase their participation in economically productive activities. Taken together the result would be increased political stability and higher rates of economic growth.  相似文献

We use US county level data from 1970 to 1998 to explore the relationship between economic growth and government employment at three levels: federal, state and local. Increases in federal, state and local government employments are all negatively related to economic growth. We find no evidence that government is more efficient at lower levels. While we cannot separate out the productive and redistributive services of government, we document that the county-level income distribution became slightly more unequal from 1970 to 1998. We conclude that a release of government-employed labor inputs to the private sector would be growth-enhancing.  相似文献

This paper presents a general rent-seeking model in which participants decide on entry before choosing their levels of efforts. The conventional wisdom in the rent-seeking literature suggests that the rent dissipation increases with the number of potential participants and with their productivity of effort. In this paper, we show that this result of the rent-seeking literature is far from general and applies only when participants are relatively weak and enter the game with certainty. In the presence of strong competitors, the expected total dissipation actually decreases, since participation in the game is less frequent. We further consider the impact of competitors’ exit option, distinguishing between “redistributive rent-seeking” and “productive rent-seeking” situations. In redistributive rent-seeking, no social loss results from the fact that all competitors exit the race. In productive rent-seeking, instead, lack of participation creates a social loss (the “lost treasure” effect), since valuable rents are left unexploited. We show that the lost-treasure effect perfectly counterbalances the reduction in rent dissipation due to competitors’ exit. Hence, unlike redistributive rent-seeking, in productive rent-seeking the total social loss remains equal to the entire rent even when parties grow stronger or the number of players increases.  相似文献

财政政策对经济运行的影响是宏观经济研究的核心问题.但相关文献都侧重于财政支出、税收等对宏观经济的单方面影响.本文构建了基于财政支出、税收的内生经济增长模型.从模型推导可知,在给定税收、财政支出政策的变化路径时,税率与经济增长存在"倒-U"型关系,政府投资性支出与经济增长之间正相关,社会福利不仅与政府支出规模有关,还受到其支出结构的影响.实证检验显示,在我国经济运行中,总产出、消费、投资、政府支出、税率、利息率、工资水平之间存在长期均衡关系,且存在最优宏观税率,政府投资性支出对经济增长率存在正向影响,但对社会福利的影响存在不确定性,且在不同经济区域上存在较大差异性.这说明财政支出、收入政策的稳定性,差异性的区域税收制度安排和政府支出结构,有利于不同区域经济发展.  相似文献

The paper develops a political economicargument for the recently observed inverseu-shaped relation between the level ofdemocracy and economic performance. A modelis constructed that shows why and howpolitical participation influences thespending behavior of opportunisticgovernments that can choose an optimalcombination of rents and public goods toattract political support. If the level ofdemocracy remains comparably low,governments rationally choose rents as aninstrument to assure political support.With increasing democratic participation,however, rents become an increasinglyexpensive instrument while the provision ofpublic goods becomes more and moreefficient in ensuring the incumbentgovernment's survival in power. As a consequence, an increase in democracy tends toraise growth rates of per capita income.However, the beneficial impact of democracyon growth holds true only for moderatedegrees of political participation. If –in semi-democratic countries – politicalparticipation increases further,governments have an incentive toover-invest in the provision of publicgoods. This model allows to derive and testthree hypothesis: Firstly, based on asimple endogenous growth model, weempirically substantiate our hypothesis ofa non-linear, inverse u-shaped relationbetween the level of democracy and growthof per capita income. Secondly, we showthat the impact of government spending oneconomic growth is higher in moredemocratic countries. 传统的社会主义国家发展生产力的基本模式具有独特性,由于把马克思主义的基本结论作为建设社会主义的基本前提,因此,它们通过建立社会主义生产关系来推动生产力的发展。这种用既定的生产关系推动生产力发展的模式,既有对经典社会主义基本理论的坚持,也包含了根据国情探索落后国家发展生产力的新途径。实践证明,由于新的生产关系是生产力发展的前提而不是结果,生产关系大大超越了生产力水平,其结果就是传统社会主义国家的生产力长期得不到有效发展。所以,现存的社会主义国家必须改革传统的生产力发展模式,根据现实的生产力状况建立相应的生产关系,遵循生产力与生产关系矛盾运动规律。  相似文献

This paper tests the proposition that voters advance a more liberal agenda in prosperous times and turn more conservative in dire economic times. A reference-dependent utility model suggests that, with income growth, the relative demand for public goods increases and the median voter is more likely to vote Democrat. With slowing income growth, the median voter derives increased marginal utility from personal income—making taxation more painful—and is more likely to vote Republican. Ordinary and instrumented analyses of a new time series for the US median voter are encouraging of this income growth model. This work links voting behavior to economic business cycles and shows that ideological change is endogenous to income growth rates.  相似文献

赖昌星在经历了长达12年的逃亡之后,于2011年7月终于被加拿大遣返回中国,2012年5月18日,赖昌星被判处无期徒刑,并处没收个人全部财产,赖昌星未提出上诉。赖昌星之所以被遣返而不是被引渡,最直接的原因是中加之间没有引渡协议。本文从赖昌星案出发,剖析了其未被引渡的深层次原因,包括中加未能达成引渡协议的原因,指出了我国引渡法制存在的问题,在此基础上对我国引渡制度的完善提出了建议。  相似文献

Ronald Wintrobe (1990, 1998) has recently provided atheoretical foundation for estimating equations that attemptto explain the dependence of civil liberties and politicalrights in non-democratic regimes on the history of economicgrowth. This theory suggests that data from different kinds ofnon-democratic countries should not be pooled without allowingcoefficients to vary with regime type. It also placesinteresting restrictions on the signs of the coefficients ofeconomic growth in equations explaining freedom in the typesof regimes Wintrobe identifies. In this paper, we employ theserestrictions to test Wintrobe's theory. Some additionalhypotheses about the difference between democratic andnon-democratic regimes and about the role of education, notconsidered by Wintrobe, are also investigated.The results indicate clearly that the relationship between thedegree of freedom – as measured by the sum of the Gastilindexes of civil liberties and political rights – andeconomic growth varies significantly across all types ofregimes. Totalitarians (that attempt to maximize power) areclearly different than tinpots (that just attempt to maintainpower) in this respect, and non-democratic regimes differ fromdemocracies. Other aspects of the theory are partiallyconfirmed. In particular, in totalitarian regimes, positivegrowth reduces freedom, and negative growth increases it insome specifications. The theory predicts the opposite patternfor tinpots, and we do find that negative growth reducesfreedom in tinpot regimes. However, positive growth in tinpotsalso appears to reduce freedom in some cases, which is not inaccord with the theory. Secondary schooling has a positive effect on freedom, as inprevious empirical work, a result that is shown here to holdeven when each type of regime is considered separately. Butthe effect of primary schooling is different: in tinpot andtotalitarian regimes, but not in democracies, primaryschooling is associated with reduced freedom.  相似文献

The paper responds to Cohen's critical claim that for agents who sincerely accept Rawls's difference principle it is not consistent to seek material incentives towards productivity. The central argument of the paper is that productive agents in a market economy would not be as productive without material incentives unless held to be under a (controversial) duty to increase productivity. This duty is distinct from merely having a duty to contribute up to a reasonable minimum, and then equalise material benefits. The controversial duty is not derivable from the difference principle itself, nor from the background motivations for it. Therefore, if Cohen's critique is internal to Rawlsian distributive justice, it is based on a controversial version of that view of distributive justice when applied to a market system. It is the reach, and not the core insight of Cohen's critique that is attacked here. If in any way sound, that insight does not un-controversially apply to all material incentive-seeking in a market economy.  相似文献

This article examines the relationship between energy consumption, industrialization, urbanization, economic growth, and financial development in India from 1980 to 2017. The ARDL bound testing; Johansen & Juselius cointegration approach and Gregory & Hansen structural break cointegration technique confirm the long‐run relationship exists among variables. The result of long‐run analysis indicates that the industrialization, urbanization and economic growth play a vital role in increasing energy consumption in India. However, financial development indicates negative relation to energy consumption. The coefficient of error correction term is negative and statistically significant at 1% confidence level, it means last‐period's deviation from a long‐run equilibrium. It is clear from the results of Toda‐Yamamoto Causality, there is a unidirectional causality running from industrialization to energy consumption. However, there is bidirectional causality showing between energy consumption and urbanization, economic growth and energy consumption, and urbanization and Economic growth. Urbanization facilitates fuel switching, as decentralized rural energy sources like traditional wood‐burning are replaced by centralized energy sources. From the above findings, we argue that proper awareness should be made at the urban center regarding use of energy saving equipments and public infrastructure should be improved to harness the effect of urban agglomeration. As rapid development of energy intensive‐industries and economic activity in Indian economy, there is need of energy efficient technology in industry in order to reduce energy consumption.  相似文献

Paul Krugman’s work is much celebrated in the fields of international trade and economic geography, recognized with the 2008 Nobel Prize in Economics. Although his work is less prominent in public administration, it has important implications for the study of political fragmentation, collaboration, economic development, and service delivery in metropolitan areas. The authors discuss how Krugman’s core–periphery model adds a critical piece to the regional governance puzzle by explaining the concentration and dispersion of economic activity and the productive advantages of spatial closeness. They summarize the central propositions of Krugman’s work to identify its policy inferences for intergovernmental coordination and strategies for successful management of urban growth, as well as its implications for public administration theories of governance, collaboration, and institutional collective action.  相似文献

Our article analyzes the determinants of local growth control decisions, which are modeled as the result of a political struggle between different groups of voters and organized lobbies. We show that under specific hypotheses, a higher homeownership rate can induce lower levels of controls. Considering residential choices as endogenous to growth control policies, the local decisions to control growth become strategically interdependent. Assuming imperfect mobility, we show that a spatial econometric specification can be directly derived from our theoretical model. Our empirical analysis concerning the determinants of the “taxe locale d’équipement”, a French local development tax, is thus naturally based on spatial econometrics. Its results confirm the major predictions of our model.  相似文献
