Thoreau in the 21<Superscript>st</Superscript> Century

Laura Dassow Walls’s superb biography of Henry David Thoreau is the most important study of this author thus far in the twenty-first century. Beautifully written, and packed with rich detail and subtle interpretation, Walls’s book teaches us much that is new about Thoreau and, furthermore, prompts us to think more deeply about and reassess this complex person and challenging writer—a writer whose range and mass of published and unpublished work, produced during his all too brief life (he died at age 44), is astounding. Thoreau is an inspiring radical voice for personal change and social reform, yet he is, at the same time, extremely self-centered and highly skeptical about the capacity of readers and audiences to bring about the transformations that he advocates.

Back examines the human costs of immigration policy through recovering the stories of the desperate stowaways who are literally falling out of the skies over London. Some 3,000 people have died trying to gain entry to Europe. These are the human costs of contemporary forms of immigration policy. Back attempts to problematize the ways in which the global movement of people is understood within an immigrant/host framework. He argues for an alternative way of thinking about the movement of people, culture and imagination in the context of globalization.

The author examines the impact of the 1833 cholera epidemic in Mexico City, Mexico, on social, economic, and political aspects of life in that city. She finds that some five percent of the population died during the epidemic, and enumerates them by age and sex.     

“The River Told Me”: Rethinking Intersectionality from the World of Berta Cáceres

ABSTRACT

Inspired by the spiritual and political journey of Berta Cáceres (1973-2016), a fierce Lenca woman leader from Honduras who died in defense of sacred indigenous rivers, the essay aims to rethink the frame of intersectionality that is axiomatic in feminist theorizing and activism. Against the backdrop of the January 2017 Women’s March in the USA, I interrogate inclusionary accounts that equate intersectionality with a pre-existing unity among women that leaves power differentials intact. I recover the intersection as an index of invisibility and violence by drawing on the intimate connections that Berta foregrounded between multiple structures of domination. However, I argue that attending to the relational histories and geographies of patriarchy, colonialism and capitalism, is insufficient for imagining more just futures that are hospitable to subaltern horizons. Feminist praxis must also interrogate the Western liberal conceptions of agency and human-nature relations that undergird its intersectional analysis. Through an exploration of the indigenous cosmovisions and transnational grassroots solidarity that coalesce under Berta’s name, I point to the importance of cultivating a disposition to listening to incommensurable worlds where rivers tell stories and call upon us. This is an ecofeminist vision capable of rooting intersectional analysis within decolonizing relations and alternatives.

Big Questions for a Significant Public Administration

During the 1999 "Building Bridges Tour" (see Stivers 2000), PAR readers encouraged the editors to focus more attention on the so-called "Big Questions/Big Issues" of the field of public administration. In response to this suggestion, we created a new forum for scholarly discourse simply called "Big Questions/Big Issues." This inaugural forum begins with a context setting essay by John Kirlin,a leading proponent of the Big Questions/Big Issues perspective. Kirlin' essay is immediately followed by Laurence E. Lynn Jr.'s thought provoking piece, "The Myth of the Bureaucratic Paradigm: What Traditional Public Administration Really Stood For." Lynn' essay is important for it takes to task those who carelessly attack "traditional public administration." We asked J. Patrick Dobel (University of Washington), David Rosenbloom (American University), Norma Riccucci (State University of New York at Albany), and James Svara (North Carolina State) to respond to Lynn' essay. The Making of Empirical Political Science in the UK: Jean Blondel,David Butler and Peter Pulzer

During the winter of 2022–3, three of the most influential individuals in the development of empirical political science in Europe, died. All had been active in research between at least the early 1960s and the present century. David Butler had pioneered, especially, the study of electoral behaviour and particularly in the UK. Jean Blondel had founded the outstanding Department of Government at Essex University and he was one of the principal academics responsible for the creation and subsequent flourishing of the European Consortium for Political Research (ECPR). Peter Pulzer not only published important comparative work on European politics, but he also supervised doctoral theses on topics beyond Europe's own borders. This essay discusses their respective roles and contributions in the founding of a discipline that was only newly forming when they started their own research during the 1950s.     

"DOWN THERE ON A VISIT" SOUTHERN AFRICA TWENTYFIVE YEARS ON

Leonie Lichtenstein was born and educated in South Africa. She taught at schools and at the University of Witwatersrand and was for a period a full-time organiser for the Liberal Party in South Africa. She lived in Rhodesia (Zimbabwe) from 1957–1962, where she and her husband became involved in the struggle against white minority rule. She moved with her family to England in 1962 where she was a lecturer in English at Goldsmith's College, University of London, and also active in community relations and as a governor of schools and higher education colleges.
In 1988 she returned to South Africa to give the keynote address to the Association of University English Teachers of South Africa on Literature and Politics. The present article stems from that visit. Soon after completing it, on 10 May 1989, she died suddenly and unexpectedly at the age of 58. She had completed a novel shortly before her death.     

The Consummate Comparative Public Administrationist: A Tribute to Ferrel Heady, 1916–2006

Ferrel Heady died on August 16, 2006, at his home in Albuquerque, New Mexico. Together with Fred Riggs, he is widely known and respected as one of the founders of comparative public administration. In this tribute to our friend and colleague, we touch on the highlights of his distinguished career as a scholar, an academic administrator, and a person who lived up to his own high standards of honesty and integrity in every aspect of his life. We assess his body of work, attempt to summarize its significance, and reproduce comments about him sent to us by his friends and colleagues. This tribute is accompanied by reflections on Ferrel written by Fred Riggs.     

Prosecution of grave violations of human rights in light of challenges of national courts and the intenational criminal court: The congolese dilemma

The war in the DRC has resulted in one of the world’s worst humanitarian crisis with over 3.4 million displaced persons scattered throughout the country. An estimated 4 million people have died as a result of the war. The most pressing need to be addressed is the question of justice and accountability for these human rights atrocities in order to achieve a durable peace in the country and also in the Great Lakes region. It is particularly true in post-conflict situations where justice systems have been either partially or completely destroyed, that national courts are not capable of arriving at a uniform stance, or willing to provide justice for atrocities in the immediate future. As a result, international justice seems to be a crucial and last resort that must continue to be fortified against efforts to undermine it. However, even if the ICC achieves its full potential, it faces a number of challenges. Firstly, it is realistically not able to address all situations in which national courts are unwilling or unable to prosecute perpetrators. Secondly, there are temporal and other jurisdictional limitations on what cases the ICC can hear. Accordingly, the ICC will only have the power to try people accused of the gravest human rights violations committed after 1 July 2002; the date the Rome Statute which established the ICC took effect. As a result, only a small number of individuals responsible for the atrocities committed will be tried by this Court. Thirdly, is the establishment, of the Truth and Reconciliation Commission (TRC), one of the civilian institutions that emerged from the peace talks, meant to end impunity or to cover up gross violations of human rights committed in the DRC? It remains to be seen how it will function and interact with the courts.
