Security of access to markets is critically important in international trade in goods and services. Security is also critically important to foreign direct investment. With the “globalization” of production, international attention has been turning to improving the institutional environment for FDI, especially in developing economies. In APEC, the focus has been on principles and a non-binding code, but in due course the focus will have to shift to a binding agreement with rules that instill the confidence needed for providers of capital to invest in the major infrastructure projects that will make a difference in East Asia’s development. The focus here is on limits on the level of investment incentives that governments can use to attract foreign investors.  相似文献

The article analyses the responses of three established European powers, France, Britain and Germany, to a world of rising regional hegemons. It argues that Europe as a region remains unique as it consists of three regional powers of similar material and ideational power resources and is the most institutionalised region worldwide. The current transformation of world power configurations, debated in competing visions of global order, challenges Europe's central place. Facing gradual marginalisation, the foreign policy adaptations of Germany, Britain and France have been insufficient and remarkably static. Old foreign policy identities still play a significant part in European self-perceptions. However, views are gradually changing as the world becomes more heterogeneous. Among the emerging regional powers, China, India and Russia are perceived as decisive global players. Other rising powers are viewed as mainly regional and, hence, more manageable actors. Finally, the article calls for a general shift in European attitudes towards the non-European world and argues that European powers should overcome traditional Euro-centric world views. Rather, they should start to engage with rising powers in a serious discourse over common global responsibilities.  相似文献

This article proposes a research agenda for the organization of the executive branch in Latin America by reviewing the literature on the U.S. and Latin American presidencies and outlining the research gap between them. The study finds that while strong, regionwide patterns have been established about cabinets in Latin America, research is lagging behind on the presidential center, presidential advisory networks, and their effects in policymaking. The article sets forth a series of research questions and suggests a combination of quantitative, social network, and case study strategies to address them.  相似文献

In the present article, we empirically analyse a series of competing hypothesis that try to account for the considerable disparity in the tax burden between Swiss cantons. Three hypotheses focus on differences in spending levels: The first explains differences in the tax burden with differences in citizens' demand for government services. The second emphasizes the differences in efficiency between cantonal administrations, whereas the third insists on the more or less easy access to cantonal instruments of direct democracy. However, when confronted to the data, none of these three expenditure‐based hypotheses are confirmed by our cross‐sectional estimations. On the contrary, our regressions lend support to the hypotheses which highlights the differences in tax revenues between cantons. These results suggest that it is not differences in government spending which account for the disparity in cantonal tax levels, but differences in the cantonal endowment with resources. This indicates that some financial equalization on the cantonal level might strengthen the equity of Switzerland's tax system.  相似文献

In the late 1980s, the Soviet Union was the world's largest hydrocarbon producer. The landmass over which these resources are distributed is vast and the reserves mostly landlocked. To convey these hydrocarbons to refineries and to market, the Soviets constructed the largest integrated pipeline networks in the world. After the dissolution of the Soviet Union, new competing national interests have produced tensions over these energy resources and transmission corridors, with economically detrimental and often irrational consequences. In Central Asia, the post-Soviet Republics of Turkmenistan, Kazakhstan and Uzbekistan produce significant amounts of hydrocarbons and export their oil and gas to or through Russian Federation territory. Russian government policy aims to continue exercising political control over these resources and to maximize Moscow's share of profits from their export. This paper examines oil and gas transmission issues in Central Asia, against a backdrop of emerging new relationships between the Russian Federation and the three post-Soviet republics, the resurgent strategic competition between Russia and the United States, China's developing power base in the region and Iran's potentially key geographic position for channelling Caspian energy supplies towards the Persian Gulf.  相似文献

ABSTRACT

This article applies a form of organizational analysis to the military institution responsible for China’s nuclear weapons, the PLA Rocket Force and its predecessor, the Second Artillery. Analyzing the ways in which this military institution manages and allocates its human capital can offer potential insights into both China’s operational practices and the institutional and strategic priorities of the country’s missile forces. Specifically, the article examines career paths of PLA officers in the Rocket Force, with a particular focus on those officers who eventually rise to the ranks of senior leadership. The analysis yields evidence that senior leaders are more likely to have served in the Rocket Force’s premier conventionally-armed missile base, that there is an informal institutional hierarchy among the missile bases, and that, at least at the personnel level, there is some separation between conventional and nuclear units. These findings have important implications for assessing potential escalation dynamics in a possible conflict between China and the United States and for forecasting the future development of China’s missile forces.  相似文献

ABSTRACT

In the past few years there has been a rise of inter-ethnic violence in China. While ethno-cultural repression and ineffective state policies are correctly attributed as key culprits behind this reality, this article suggests that socio-economic factors play a fundamental contributory role as well. Using the Xinjiang case, the article maps ethnic tensions and violence as a manifestation and expression of a growing and heightened ethno-cultural consciousness stemming from ethnic minorities’ low socio-economic status due, in part, to internal Han migration, and a labour market process – involving agency and structure – that has shaped a split and segmented labour market.  相似文献

Abstract

Under article 3(q) (Objectives) of the Protocol on Amendments to the Constitutive Act of the African Union, we read the following: ‘invite and encourage the full participation of the African Diaspora as an important part of our continent, in building the African Union (AU)’. According to the AU, ‘The African Diaspora are peoples of African descent and heritage outside the continent, irrespective of their citizenship and who remain committed to contribute to the development of the continent and the building of the African Union’. Not only is this posture entirely consistent with the African development agenda and Renaissance, but it is also congruent with the recent and first-ever AU African Diaspora Summit which was convened on Friday, 25 May 2012, at the Sandton Convention Centre, Johannesburg. This is so because the Summit provided us with an excellent opportunity to continue to reflect on, and engage with, issues relevant to the development of the continent and, by extension, its multilingual and globally dispersed Diaspora. In this public lecture, it is argued that the current Amendment to the Constitutive Act of the AU in which the African Diaspora is now considered the sixth Region of the AU – an Amendment which has not yet been ratified by the requisite number of African states and one which might still be in need of some degree of disambiguation – provides the framework within which some fundamental and reciprocal benefits can be derived from an ongoing interaction between Africa and its Diaspora – especially its Older or Historic Diaspora. In essence, it is my contention that the principal reciprocal benefits that can accrue from this interaction between Africa and its Diaspora might best be captured in the language of pan-Africanisation and re-Africanisation respectively.  相似文献

Recent experience has made clear the importance of macroeconomic stability, and exchange rate stability in particular, in generating support for regional integration. The tensions created by exchange-rate and financial volatility are clearly evident in the recent history of Mercosur and may also hinder the development of a Free Trade Area of the Americas. This essay argues that ambitious schemes for a single regional currency are not a practical response to this problem. Nor would a system of currency pegs or bands be sufficiently durable to provide a lasting solution. Instead, countries must solve this problem at home. In practice, this means adopting sound and stable monetary policies backed by a clear and coherent operating strategy, such as inflation targeting. With such policies in place, exchange rate volatility can be reduced to levels compatible with regional integration.  相似文献
