The Characteristics and Problems in China’s Humanitarian Aid to Foreign Countries

By collating the systematic development of China’s foreign aid, and analyzing its characteristics in terms of assistance principles, determination of scale, management mechanisms and aid modalities, this paper explores the problems and corresponding solutions.     

On China＇s Foreign Policy

There are two perspectives regarding the evolution of the international system： the survival of state and the survival of the world. From the first perspective, the international system is a typical of power-and-right-dominated culture, while the second perspective posits an international system is an obligation-dominated culture. The evolution from a power-dominated system to an obligation-dominated system is important.     

China＇s Foreign Strategy： Constantly Deepening and Broadening

China has been constantly deepening and broadening foreign strategy in accordance with the changes of the world situation. With the Fourth Plenary Session of the Seventeenth CPC Central Committee, the Eleventh Diplomatic Envoy Conference and the Central Economic Working Conference as opportunities, the CPC Central Committee has made a series of new explanations and judgements on China＇s foreign strategy in the new era. China＇s external work has also entered a new period of great development. China has made substantial progress in countering the international financial crisis, promoting global issues such as climate change, maintaining the steady development of relations with major global powers and solidifying its strategy of reliance on surrounding countries. China＇s international status and influence has scaled new heights.     

Scientific Outlook on Development and China＇s Foreign Policy

More than half a century has passed since the founding of the People＇s Republic of China. There have been successes as well as failures in China＇s policies and practices at home and abroad. The failures are stepping stones for success; lessons drawn from errors lead to truth. Chinese leader Hu Jintao recently spoke about ＂Scientific Outlook on Development, ＂＇ a summary of past history and an important guiding principle for China＇s economic and social development both now and in future. The authors believe that this is a major development in China＇s strategic thinking following Deng Xiaoping＇s ＂Reform and Opening Up＂ and Jiang Zemin＇s ＂Three Representatives＂ and that it should be upheld and applied to foreign policy decision making.     

China’s anti-terror strategy and China’s role in global anti-terror cooperation

Anti-terrorism has become an important part of Chinas domestic and diplomatic agenda. This has its historical roots and theoretical basis. Chinas anti-terrorism campaign started even before 9/11, but it was only after 9/11 that China participates fully in the international anti-terror cooperation and becomes a significant player in the efforts. This paper attempts to make an analysis from the Chinese perspective.     

China’s Employment Situation and Policy

Employment constitutes the basis of people’s living and the means to ensure the stability of a country as well. Realizing relatively full employment is the important prerequisite and basic way to improve people's life. Being the most populous country in the world, China has abundant labor resources and faces an arduous and urgent task to tackle the employment problem. On Arctic affairs, the Arctic countries are cooperative and competitive to each other while taking acceptable as well as cautious attitudes to non-Arctic countries’ participation. China’s rise as a strategic challenge and opportunity: India’s China discourse and strategy

The simultaneous rise of China and India is one of the most important developments in contemporary world politics. Given their steadily growing power and aspirations and China’s more assertive posture in Asia, the management of China’s rise is one of the major challenges for India’s foreign policy. However, India is often said to have no guiding strategic framework for its China policy, which is seen as incoherent and reactive. This article, by contrast, shows that India has an evolving China strategy and that the alleged inconsistencies in India’s China policy are rather the result of an ambivalent image of China. Drawing on constructivism and discourse analysis, the article identifies the dominant perception of China in India’s foreign policy discourse and the resulting foreign policy strategy. In a next step, the article analyzes the China policy of the Congress-led UPA Government and investigates whether it conforms to the strategic policy frame of the dominant China discourse.

A Comparative Study of China＇s Foreign Aid

Chinese development assistance is totally different in nature in comparison with the aid offered by the United States and Japan. The U.S. sees its aid as a form of "mercy" to less-developed countries and gives it with numerous conditions attached. Japan seems to mainly use it to pursue commercial interests. By contrast, Chinese aid is, in essence, cooperation and mutual support between developing countries. This fundamental difference helps to explain why Beijing's aid is so different from that of the Western donors.     

Egypt’s Foreign and Security Policy in Post-R2P Libya

Abstract

The post-intervention situation in Libya poses foreign and security policy challenges for Egypt. Egypt’s definition of the Libyan problem centres on two fundamental aspects: it is depicted as the consequence of an unfinished R2P military intervention, and perceived as part of a regional war against Islamist terrorism. All practical steps being taken by the authorities in Cairo are based on this dual framing. The implications of its positioning are, firstly, a securitised approach to foreign policy, including limited military interference and proxy support and, secondly, the emergence of a partisan position. To date, the impact of Egypt’s foreign policy line in the Libyan theatre has been limited and hence its viability risks being thrown into question.     

China’s Strategic Choices

A number of significant events in 2008-2009, such as the Russia-Georgia conflict, the Beijing Olympics, the global financial crisis, the continuing threat of international terrorism and the worldwide spread of the H1N1 virus, may herald the close of the post-Cold War era. A new epoch is dawning, characterized by the collective rise of emerging powers and by increased global cooperation in response to the common concerns of the planet. America, Europe, Japan, Russia, India, Australia and other world powers are contemplating new strategic options to meet these changing circumstances. As a major driving force behind this phenomenon, China faces pressures for self-change and global change at the same time. It is obviously a task more formidable than that confronting the rest of the world. It requires China to redefine its role in the new era and make its strategic choices more rational and multi-directional in nature.
