The aim of the paper is to go beyond the commonly accepted view of Sarajevo’s Plavi orkestar (The Blue Orchestra) as the 1980s “teen pop-rock sensation” and illuminate the less conspicuous, but nevertheless crucial, political dimension of the band’s music and visual aesthetics. This will be done by discussing several “pieces of the puzzle” essential to understanding the background to and motivations behind Plavi orkestar’s political engagement in the second half of the 1980s: (1) the “Sarajevo factor;” (2) the Sarajevo Pop-rock School and the New Primitives “poetics of the local;” (3) the generational Yugoslavism; (4) the New Partisans “poetics of the patriotic;” and (5) the post-New Partisans “hippie ethos.” The concluding section of the paper will reflect on Plavi orkestar’s resurgence in 1998 and explore the question of the band’s continuing resonance within the post-Yugoslav and post-socialist contexts. An argument underlying the discussion of all of these elements is that Plavi orkestar’s Yugoslavism of the 1980s is best understood as a soundtrack for the country that never was (i.e. a popular-cultural expression of what, from the viewpoint of a particular generational cohort and its location in the “Yugoslav socialist universe,” the community they thought of as their own ought to have been but never really was), and that the current value of this soundtrack lies in offering not only a particular window into the pre-post-socialist past but also in being a symbolic referent for a certain kind of retrospective utopia that gauges the realities of the post-socialist – that is, neo-liberal capitalist – present and, in so doing, figures as a “normative compass” for the life of dignified existence.  相似文献

The ‘Great Foreign Aid Debate’ raged in the 2000s yet there are few overviews of it. This paper builds on heuristic classifications of the debate not to simply classify it, but rather to explore how it is perhaps not as ‘great’ as claimed and, in fact, is contributing to a narrowing of thinking about development possibilities. The paper explores the debate through the books released in the 10 years from 2001 that made both an academic and a media impact. It analyses what gets discussed and why and, equally importantly, what does not get discussed. In terms of what is missing, the paper posits that ‘left’ has disappeared and the progressive critique and support for aid has been left to scholars like Jeffrey Sachs and Jonathan Glennie.  相似文献

Neoliberal economic reforms in post-socialist Tanzania heightened racial as well as anti-foreign hostilities, while liberal political reforms made possible the expression of these antagonisms in electoral politics. Newly formed opposition parties mobilized popular support by advocating anti-Asian indigenization of minority rights. This prompted the ruling party, which had initially denounced advocates of indigenization as racist, to alter its position. In doing so, ruling party leaders redefined the meaning of indigenization, shifting the focus of the debate away from racial issues and Asian control of the economy toward issues of free trade, foreign investment, and foreign economic domination. By implementing indigenization measures targeting non-citizens and featuring anti-liberal economic policies, including tariff barriers, local content laws, and restrictions on property ownership, the government faced the danger of losing international support from foreign donors and international financial institutions. The trajectory of the indigenization debate reveals the role of electoral competition and party formation in shaping race relations and national identity in post-socialist Tanzania. It suggests the need for event-centered studies of the way in which political identities are constructed in processes of conflict within the institutional arenas created by liberal political reforms. One of the oldest debates in political science is over the separation of policymaking from administration. The primary purpose of this paper is to resurrect the distinction as both a guide to empirical theory describing the political process and as an element in the normative debate over how that political process should ideally work. I first discuss the classic dichotomy and arguments for and against it. I then argue that tax politics can best be described as a trichotomy, in which there resides a “middle” set of actors, labelled professional policy managers, who have very important policymaking roles, but who also have many characteristics of administrators. In making these distinctions, I also outline a distinctive form of accountability that resides with each set of actors. Based on these forms of accountability, I reiterate the importance of separating and distancing “pure” administration from policymaking and political pressures. I also argue that effective policy is best insured by balancing the roles of policymakers, policy managers and administrators.  相似文献
