Abstract

Asset‐building strategies—including individual development accounts, homeownership programs, and microenterprise development—became increasingly popular in the 1990s. Although research has demonstrated how assets produce individual benefits, less is known about the extent to which these benefits induce positive place‐based effects. We develop a model of the relationship between individual asset‐building strategies and neighborhood revitalization in order to inform future empirical work and help ensure that asset accumulation and neighborhood revitalization are mutually reinforcing. Our model emphasizes the conditions and programmatic factors that may encourage and discourage the transfer of benefits from individuals to neighborhoods.

Examples from case studies of four community‐based organizations suggest that the likelihood of neighborhood spillovers may be increased if policies and practices aim to “manage” the returns from the individual asset, retain asset holders, provide reinvestment conduits, track local purchasing power, and create additional opportunities for collective action.  相似文献

Abstract

A major objective of many neighborhood revitalization programs is to increase homeownership. Conventional wisdom holds that this is one of the best ways to stabilize areas in decline. This article questions convention by presenting a conceptual model of how homeownership rates might affect various indicators of neighborhood stability and by determining whether there is support for this model in the literature. The article also presents an original analysis of the relationship between homeownership rates and two measures of neighborhood stability.

The literature review finds considerable support for an association between homeownership and both improved property maintenance and longer lengths of tenure. The analysis of census data similarly indicates less residential mobility and greater property value appreciation in areas with greater home‐ownership. Although initial values and citywide value changes appear to have much stronger effects on changes in property values than the tract home‐ownership rate, modest changes in homeownership rates are clearly associated with increased property values.  相似文献

Nonprofit organizations play a critical role in U.S. housing policy, a role typically justified by the claim that their housing investments produce significant neighbor‐hood spillover benefits. However, little work has actually been done to measure these impacts on neighborhoods. This paper compares the neighborhood spillover effects of city‐supported rehabilitation of rental housing undertaken by nonprofit and for‐profit developers, using data from New York City. To measure these benefits, we use increases in neighboring property values, estimated from a difference‐in‐difference specification of a hedonic regression model. We study the impacts of about 43,000 units of city‐supported housing completed during the 1980s and 1990s, and our sample of property transactions includes nearly 300,000 individual sales. We find that both nonprofit and for‐profit projects generate significant, positive spillover effects. This finding in itself is significant, given the widespread skepticism about the impact of subsidized housing on neighborhoods. We also find some differences across sectors. First, the impact of nonprofit housing remains stable over time, whereas the effect of for‐profit housing declines slightly with time. Second, while large for‐profit and nonprofit developments deliver similar benefits, in the case of small projects, for‐profit developments generate greater impacts than their nonprofit counterparts. These differences are consistent with theoretical predictions. In particular, in the presence of information asymmetries with respect to housing quality, the non‐distribution constraint should lead nonprofits to invest more than for‐profits in developing and maintaining features that benefit the broader community. Meanwhile, the fact that scale makes a difference to nonprofit impacts may reflect the capacity constraints often faced by smaller nonprofits. ©2006 by the Association for Public Policy Analysis and Management  相似文献

In a draft of a pamphlet of 1690 Locke criticizes the oath of allegiance required after the Glorious Revolution for not demanding the recognition of William and Mary de jure. Abstract

We use New Orleans as a case study to explore residential mortgage foreclosure as one mechanism linking prior black population and changes in employment levels with changes in aggregate income, housing tenure, vacancy rates, and black population size. Mortgage foreclosure data are merged with 1980 and 1990 census data aggregated at the block group level.

Structural equation modeling results indicate that both economic change and prior racial composition are associated with reductions in median block group incomes. Racial transition and loss of employment and income also increased foreclosure rates. Economic change and prior racial composition together impact neighborhoods through their effects on income and foreclosure rates, which in turn differentially affect vacancy rates, the change in black population, and the housing tenure status of residents. The differential effects of these variables point to the persistence of a dual housing market for blacks and whites in New Orleans.  相似文献

This paper considers community strategies in economic revitalization. Guidelines are proposed for local economic development practitioners and as a framework for further research. Findings are based on extensive analysis and comparative study of economic development efforts in four medium-sized industrialized cities in the northeastern United States. The role of motivating, organizing, and diagnostic agents, including crisis situations, community based planning, and local development agencies, are highlighted. The analysis presents economic revitalization as an on-going activity requiring strong local leadership, competent local development institutions, and broad-based public and private sector participation.  相似文献

Traditionally, political efficacy is measured at the individual level and studied as an individual level attribute in isolation from macro level events. In many studies, political efficacy is viewed as largely static, affected primarily by levels of income and education. If, however, an individual's feeling of efficacy is partly conditioned on macro level occurrences or expected macro level occurrences, then individual efficacy cannot be studied in isolation from the macro level context. In this article, I create a game theoretic, micro level foundation for macro level interest group behavior. I use a simple participation game to model a form of individual level political efficacy and detail the empirical implications of the hypothesized individual level behavior for the aggregate levels of group membership. The results suggest that empirical studies of the effects of political efficacy on collective efforts are susceptible to sampling and measurement problems.  相似文献

Abstract

The main focus in redeveloping brownfields is on the most marketable properties, typically found in the healthiest urban neighborhoods. As evidenced by the rapid redevelopment that many communities are experiencing, this approach is helping to return brownfields to productive use. Yet not all brownfields are being cleaned up, nor are there enough resources to do so soon. Thus, from the perspective of community revitalization and of economic justice, we need to ask whether it matters which properties in which neighborhoods are receiving these scarce funds. That is, does the existence of brownfields in a neighborhood affect residential property values and capacity for revitalization?

To answer these questions, we use hedonic modeling to determine the impact of brownfields on property values in Atlanta and Cleveland. Our results suggest that short‐term economic efficiency is neither the most appropriate nor the only criterion on which to base public investment decisions for remediation.  相似文献

In recent years a number of theorists have maintained that the obligation to obey the law is best conceived and justified as an associational obligation. Not consent or utility or fair play but membership is the source of political obligation. These theorists are wrong, I argue, but they are wrong in interesting and illuminating ways. For an examination of the advantages and disadvantages of the membership account of political obligation underscores the merits of a rival account of obligation grounded in the principle of fair play.  相似文献

The domestic scenario following a Brexit vote is likely to be characterised by high stakes, uncertainty and fissile political debate. No off‐the‐peg arrangement touted for Brexit—be it Norwegian, Swiss, Turkish or Canadian—was designed to engage with such a context. Nor does it seem wise to rush to medium‐term commitments which might pre‐empt democratic politics and wise choices. Far more important will be the legitimacy of any institutional settlement governing this arrangement, which will provide the context for its revision and development and the space for democratic reflection over how these policies are to be governed. It will be suggested that here there is much insight to be gained from looking at regional arrangements beyond the EU.  相似文献

Abstract

There is a growing consensus among urban analysts that inner‐city neighborhoods suffer from a lack of social capital. Because these areas do not have a strong social infrastructure in place to support successful revitalization efforts, urban policy recommendations now call for developing social capital in the worst‐off parts of our cities. However, this consensus has been reached without any empirical analysis of the effect of social capital on urban neighborhoods. Moreover, there have been few, if any, efforts to show how to measure social capital at a neighborhood level.

This article proposes a social capital model of neighborhood change that measures social capital as a function of two constitutive elements: sociocultural milieu and institutional infrastructure. In addition, we present a theoretical model to show how social capital affects neighborhood stability and an empirical analysis that provides evidence of the positive effect social capital has on neighborhood stability.  相似文献

Hayek's epistemic arguments against central planning and in defence of market economies have recently been redeployed by some market-socialists against more decentralized models of non-market socialism. This paper considers the cogency of these arguments through an examination of an unpublished exchange in the socialist calculation debates between Hayek and a proponent of non-market associational models of socialism, Otto Neurath. Contrary to the standard view of the debates, Neurath shared many of the assumptions of Hayek's epistemic arguments and similarly criticized technocratic models of planning. The paper outlines Neurath's defence of associational socialism from his early role in the Bavarian revolution through his engagement in the post-war housing movements in Vienna and the unity of science movement. While Neurath's response to Hayek is not entirely successful, his proposals for associational models of socialism point to problems not just in Hayek's criticisms of non-market socialism, but also those of more recent market-socialists.  相似文献

Abstract

This article adds to the literature on locational attainment of immigrants by evaluating how immigrant households in New York City compare with native‐born households with respect to neighborhood characteristics. It also examines whether the relationship between immigrant status and neighborhood quality varies by race/ethnicity and place of birth.

Overall, foreign‐born households are more likely than native‐born households to live in neighborhoods with less access to medical care, higher rates of tuberculosis, and higher concentrations of poverty. Multivariate analyses reveal that all but one of these disadvantages disappear for foreign‐born households as a group. However, island‐born Puerto Ricans and immigrants—especially Dominicans, Caribbeans and Africans, and Latin Americans—are more likely to reside in lower‐quality neighborhoods than native‐born white households. Equally important, native‐born blacks and Hispanics are also disproportionately disadvantaged relative to native‐born whites, suggesting that a racial hierarchy exists in the locational attainment of households in New York City.  相似文献

Declining party membership in Denmark is analysed in light of the general development of political participation in the 1970s and 1980s. It is demonstrated that the decline in party membership had nothing to do with a general decline in participation. The decline is rather the result of three different processes: (1) the declining number of farmers, (2) the weakening of the organization of the workers, and (3) the political mobilization of the new middle class and women. It is argued, therefore, that the causes of the decline are primarily demographic and socio-economic. It is furthermore argued that the declining membership threatens the traditional mobilizing and socializing functions of the parties and thereby may increase political inequality in the Danish society.  相似文献
