Abstract

Asset‐building strategies—including individual development accounts, homeownership programs, and microenterprise development—became increasingly popular in the 1990s. Although research has demonstrated how assets produce individual benefits, less is known about the extent to which these benefits induce positive place‐based effects. We develop a model of the relationship between individual asset‐building strategies and neighborhood revitalization in order to inform future empirical work and help ensure that asset accumulation and neighborhood revitalization are mutually reinforcing. Our model emphasizes the conditions and programmatic factors that may encourage and discourage the transfer of benefits from individuals to neighborhoods.

Examples from case studies of four community‐based organizations suggest that the likelihood of neighborhood spillovers may be increased if policies and practices aim to “manage” the returns from the individual asset, retain asset holders, provide reinvestment conduits, track local purchasing power, and create additional opportunities for collective action.  相似文献

This research examines the federally funded HOPE VI urban revitalization program’s influence on neighborhood public school performance. A comparative case study was conducted in two HOPE VI neighborhood public schools, one that improved significantly (Philadelphia), and one that experienced a decline (Washington DC). The analysis revealed several insights into neighborhood factors that may influence school performance: the most vulnerable residents were least likely to gain reentry, mixed income housing residents often opt out of traditional public schools, and partnerships between public housing and education officials have been historically overlooked.  相似文献

Abstract

Civic engagement, through voluntary associational membership, is touted as the keystone of community. It is within these groups where people get a chance to come together to form the necessary social network connections needed to accomplish collective endeavors. Civic engagement can have a bridging effect, bringing disparate people and communities together. Civic engagement can also have a bonding effect on members, which builds strong in-group ties, putting the membership at odds with outsiders. This article examines the relationship between voluntary associations and social network diversity. Since civic engagement is considered a resource, vis-à-vis social capital (where more is always better), the relationship between social network diversity and multiple group membership is isolated. The type of group is also taken into consideration, because the nature of some organizations, e.g., religious and neighborhood associations, can prove an impediment to diversity. Using the national sample of the ‘Social Capital Community Benchmark Survey, 2000,’ I find that membership in voluntary civic organizations has a positive relationship with social network diversity in the United States. Multiple group membership, as well as participation in neighbourhood associations and arts and book clubs, shared a positive relationship with social network diversity.  相似文献

The interactions between Central and Eastern European (CEE) business interest associations (BIAs) and their EU trade associations have not yet attracted much attention in academic research. This paper has two main objectives. The first is to assess quantitatively the participation level of CEE BIAs in EU trade associations. The second is to assess qualitatively the nature of the relationships between them by surveying Bulgarian BIAs as a case study. This article stresses the fact that EU enlargement has decreased the representativeness of EU trade associations due to the weak level of membership of CEE BIAs. It also highlights the importance of membership in EU trade associations in terms of both Europeanization and socialization, even though CEE national BIAs, such as Bulgarian ones, are still very much anchored in their domestic interactions and lobbying.  相似文献

The last 20 years of research on the micro-level relationship between involvement in voluntary associations and generalized trust has been characterized by a growing theory–data gap. This gap is especially problematic in terms of including diversity across voluntary associations in empirical analyses. This article aims to bridge this gap by using a hierarchically clustered data set (active members nested in voluntary associations) and multilevel analyses to test several hypotheses drawn from prior studies about the relationship between voluntary associations' characteristics and members' level of generalized trust. Overall, the results indicate that in explaining the variability in individual generalized trust levels, differences among the associations in which individuals are involved could contribute marginally at best. Almost all variance (97.6%) in individual level of generalized trust lies between the individuals and not between the associations. Furthermore, the analyses show no correlations for most tested associational characteristics. As for membership diversity, the most pronounced result runs opposite to expectation—thus providing some support for a membership similarity hypothesis rather than for a diversity hypothesis. The article raises the question whether the search for associational differences that might explain the lack of a general relationship between membership in voluntary associations and individual level of generalized trust is in fact a dead end.  相似文献

Abstract

Housing programs increasingly contribute to broader community revitalization efforts rather than strictly serving production‐oriented goals. As implementation of this strategy moves beyond the traditional housing leaders in cities such as Boston, Cleveland, and Baltimore, an assessment of other areas is instructive. This article examines how the nation's largest housing trust fund, which Florida directs primarily to local governments through the State Housing Initiatives Partnership (SHIP), contributed to Orlando's ambitious community revitalization effort in the Parramore neighborhood.

Given the consistency between SHIP goals and those of the Parramore project and Orlando's experience with developing partnerships and affordable housing initiatives, SHIP should have proven an effective tool. The initial findings demonstrate that housing programs need to be sufficiently flexible to permit a comprehensive approach to neighborhood revitalization. Such an approach should seek a balance between product‐based redevelopment and people‐based housing strategies, expand the role of community development corporations, and create housing choice.  相似文献

Abstract

Immigrant associations are often assumed to be social phenomena already ‘out there’, while their developmental trajectories and social roots are relatively understudied. Much literature has explored their contribution to the socio-political integration of newcomers, lumping together all of their non-political activities as ‘co-ethnic sociability’. However, their micro-social roots deserve more attention, and the identity and symbolic dimensions of their initiatives are worth investigating further. Based on a literature review and an ethnography of a group of Ecuadorians living in Northern Italy, we revisit the factors affecting the development of immigrant associations as well as their primary fields of activity. While these associations are expressive of immigrants’ cultural backgrounds and basically deal with informal sociability, they also have an implicitly political dimension, as they mirror immigrants’ struggle for public visibility and recognition. A better appreciation of the political significance of immigrant associations (despite their shortcomings and political marginality), and of their evolving roots, is necessary to understand why, and how, newcomers such as the Ecuadorians in our case study may (or may not) join them.  相似文献

Abstract

Population loss and economic decline have resulted in thousands of abandoned homes in major U.S. cities. Although abandoned homes are symptomatic of other problems, they also contribute to neighborhood decline and frustrate revitalization. This article provides an overview of the national scope of abandoned housing and profiles Baltimore's strategy for addressing this problem.

Challenges in Baltimore's revitalization planning include the necessity of and financial requirements for a comprehensive approach and the difficulty of reaching consensus. Widespread property “flipping” hampers prevention. Efforts to acquire and demolish units are constrained by difficulties in tracking ownership, felons’ ownership of derelict units, and a shortage of staffing to process takings. Challenges in rehabilitating and marketing row houses include the need for subsidies to make units affordable to the most likely buyers, the omnipresence of lead paint, and the lack of foreign immigration. The article proposes a more strategic approach to the city's revitalization planning.  相似文献

Abstract

A major objective of many neighborhood revitalization programs is to increase homeownership. Conventional wisdom holds that this is one of the best ways to stabilize areas in decline. This article questions convention by presenting a conceptual model of how homeownership rates might affect various indicators of neighborhood stability and by determining whether there is support for this model in the literature. The article also presents an original analysis of the relationship between homeownership rates and two measures of neighborhood stability.

The literature review finds considerable support for an association between homeownership and both improved property maintenance and longer lengths of tenure. The analysis of census data similarly indicates less residential mobility and greater property value appreciation in areas with greater home‐ownership. Although initial values and citywide value changes appear to have much stronger effects on changes in property values than the tract home‐ownership rate, modest changes in homeownership rates are clearly associated with increased property values.  相似文献

Sublocal governance organizations may provide a way for some urban neighborhoods to stabilize and improve property values. Recent advances in collective action theory, spatial statistical methods, and data availability now make it possible to more directly evaluate the effects of these organizations. The analysis combines geocoded assessor's data and data from a survey of neighborhood and homeowner associations to analyze a model of prices of single‐family homes in Little Rock, Arkansas, from 2012 to 2016. The results show that neighborhood and homeowner associations both have significant positive effects on neighborhood property values relative to unorganized neighborhoods and that the effect of neighborhood associations is at least as large as that of homeowner associations. Moreover, the results indicate that neighborhood association structure mediates the effect on property values, although this is not the case for homeowner associations.  相似文献

Abstract

There is a growing consensus among urban analysts that inner‐city neighborhoods suffer from a lack of social capital. Because these areas do not have a strong social infrastructure in place to support successful revitalization efforts, urban policy recommendations now call for developing social capital in the worst‐off parts of our cities. However, this consensus has been reached without any empirical analysis of the effect of social capital on urban neighborhoods. Moreover, there have been few, if any, efforts to show how to measure social capital at a neighborhood level.

This article proposes a social capital model of neighborhood change that measures social capital as a function of two constitutive elements: sociocultural milieu and institutional infrastructure. In addition, we present a theoretical model to show how social capital affects neighborhood stability and an empirical analysis that provides evidence of the positive effect social capital has on neighborhood stability.  相似文献

Abstract

The huge population losses that characterized many older, larger U.S. cities during the 1960s and 1970s slowed and in some cases ceased during the 1980s and early 1990s. Periodic media reports of neighborhood turnarounds, commercial revitalization, and improvements in housing and the quality of life in selected inner‐city subareas have been taken as signs that central cities are retaining middle‐class residents and even attracting some back from the suburbs.

Analysis of metropolitan household migration patterns based on the U.S. Census Bureau's 1980 and 1990 Public Use Microdata Samples and more recent Current Population Surveys shows that the dominant trend in residential movement among most population subgroups is still toward the suburbs. While not discounting reports of central‐city neighborhood turnarounds and selective demographic revitalization, our findings imply that those improvements are limited and that a widespread back‐to‐the‐city movement is not likely in the foreseeable future.  相似文献

Abstract

The main focus in redeveloping brownfields is on the most marketable properties, typically found in the healthiest urban neighborhoods. As evidenced by the rapid redevelopment that many communities are experiencing, this approach is helping to return brownfields to productive use. Yet not all brownfields are being cleaned up, nor are there enough resources to do so soon. Thus, from the perspective of community revitalization and of economic justice, we need to ask whether it matters which properties in which neighborhoods are receiving these scarce funds. That is, does the existence of brownfields in a neighborhood affect residential property values and capacity for revitalization?

To answer these questions, we use hedonic modeling to determine the impact of brownfields on property values in Atlanta and Cleveland. Our results suggest that short‐term economic efficiency is neither the most appropriate nor the only criterion on which to base public investment decisions for remediation.  相似文献

What is ASPA's place among core public professional organizations as well as public official associations? All public organizations are affected by tough competition for membership. Relatively few members of other public associations join ASPA, and vice versa. Only a minority of faculty members who teach in public affairs programs belong to ASPA, and at top schools, the proportion is even lower. When comparing ASPA to other public official associations, it is smaller in size and broader in scope, yet it remains a uniquely pan‐generalist organization. Its pan‐generalist character puts it at a disadvantage, but also offers distinct advantages. Like all public associations and nonprofits, ASPA faces stiff competition from increasingly specialized associations for membership. Its key future challenge, the authors suggest, will be to match its membership benefits effectively to the rapidly shifting expectations and needs of current and prospective members.  相似文献

Internationalisation of markets and the demise of Keynesianism have made business more independent of associational action. Membership density and ‘corporatist’ involvement in wage bargaining and public policy have declined only modestly, while the capacity to govern members has dwindled significantly. This development is driven by the way in which large firms and the state relate to business associations. Large firms still have a vital interest not only in associational action, but also in integrating their smaller counterparts. Stated‐based support for multi‐employer bargaining, as established in most countries, buttresses business associations. By equipping the associations with an encompassing grip on the labour market, this support prompts governments to involve them in public policy. Since encompassing labour market regulation enables the associations to impose negative externalities on unaffiliated businesses, it provides them with a strong selective incentive for membership. The significant decline of the associations' governing capacity emanates from pressures of their large members to reduce costs of association. The implications of this development for interest intermediation are twofold. Given the strong decay of union power, the resilience of corporatism strongly hinges on the continued strength of organised business and on its state‐sponsored engagement in bargaining. At the same time, leeway for compromising has been restrained by the significant decline in the governing capacity of organised business. This decline echoes an ever‐growing predominance of large firms in business associations, while economic internationalisation exacerbates interest conflicts between larger and smaller firms. To the extent that this configuration of interest and power weakens the ability of business associations to integrate the mass of small firms, it develops into the new Achilles heel of corporatism.  相似文献

This article questions one of the crucial issues of the current social capital debate: do voluntary associations necessarily contribute to the creation or maintenance of a civic culture? Based upon empirical and historical evidence this article demonstrates that associations' cultural spirit simply reflects and amplifies dominant cultural traits of a given time and a given society. Changes in public culture prompt changes in associative culture, and not vice versa. In other words, contemporary associations are more democratic and more civil because they exist within societies which are themselves more democratic and civil than societies of past times. Members in associations represent society's active parts; as activists they have a higher susceptibility to cultural trends and fashions. This susceptibility is the major reason for the modest but statistically significant relationship between membership in associations and a range of cultural attitudes. Zaller's concept of political persuasion is applied to explain the Zeitgeist dependence of voluntary associations.  相似文献

This article looks at the emergence and maintenance of interest groups. We systematically identify a range of membership incentives that underpin mobilisation and apply them to a case study, the Federation of Small Businesses (FSB), focusing on the recruitment literature rather than the special niche literature on trade associations. The FSB was created in 1974 and membership was 'flat' at about 40,000 until recruiting method changes were introduced in the early 1990s. The total now approaches 200,000. This account of FSB recruitment argues unsurprisingly that the group resulted from a combination of diverse influences rather than the Truman type of 'automatic' mobilisation. More surprisingly, it notes that while early membership is accounted for by the perspectives of Truman, Salisbury, Wilson, Moe, Opp and Sabatier, the major increases of the past decade requires attention to the contribution of face-to-face marketing and Olsonian incentives. The FSB is an unusually good example of group entrepreneur activity that illustrates how entrepreneur incentives are different from those salient to members. Groups can experience different phases and forms as they grow. We exploit a 'natural experiment' by illustrating how the FSB addressed membership stagnation by changing the recruitment package in a broadly Olsonian direction. The 'before and after' patterns of recruitment allow a 'test' of these techniques. It also raises the issue of how different recruitment efforts produce a membership with different political characteristics.  相似文献

  • Business associations play a significant role in private–public interactions by aggregating company interests and relating these to political decision makers. Associations are particularly important for smaller firms, which generally do not have the resources to pursue political strategies independently. This paper discusses the question of what the motives are for small and medium‐sized firms to maintain their membership in national trade associations at a time when the European business environment is undergoing profound changes. Using the example of the Netherlands, it is argued that associational membership is determined foremost by political considerations. The implication of this conclusion is that national business associations continue to perform an important function in mediating business–government relations. Despite the internationalization of public decision making, these organizations remain important intermediaries for corporate public affairs.

This article analyses the institutional and contextual factors that facilitate the election of political newcomers as heads of government in democratic regimes. Using data from 870 democratic elections between 1945 and 2015, it is found that political newcomers are more likely to be successful in presidential systems, in new democracies and when party systems are weakly institutionalised. The election of politically inexperienced candidates is also related to governmental performance. Political newcomers are more successful when the economic performance of the government is bad and when the government engages in high‐level corruption.  相似文献

Abstract

Regression analysis of Community Development Block Grant (CDBG) spending in 17 large cities reveals strong statistical associations between spending from 1994 to 1996 and changes in three indicators of neighborhood conditions: the home purchase mortgage approval rate, the median amount of the home purchase loans originated, and the number of businesses. However, there is no consistent association between spending and indicators of subsequent neighborhood change unless CDBG spending is sufficiently spatially targeted that it exceeds a threshold of the sample mean expenditure and is measured relative to the number of poor residents. In addition, associations vary according to neighborhood trajectories before investment and changes in the local economy.

Nevertheless, even in the least hospitable contexts—highly concentrated neighborhood poverty, preexisting declines in home values, weak city job growth—our estimates are consistent with the hypothesis that above‐threshold CDBG spending produces significant neighborhood improvements. We discuss the implications for such spatially targeted spending and connections between our work and the emerging literature on the dynamics of poor neighborhoods.  相似文献
