农村社会环境已从原先的相对静态封闭状态向全面动态开放状态转变。在这一过程中,农村滋生违法犯罪的空间也在扩大,原本积累的一些社会矛盾也日益凸现,农村社会治安形势面临严峻的挑战,给农村基层派出所带来了巨大压力。其要求公安机关坚持党政主导,部门协同,形成农村治安防控聚合力;充实基层警力,合理分工,强化保障力度和经费投入;加强农村群防群治力量,整合资源,推进矛盾纠纷排查调处工作;强化技防保障,加大投入,构筑农村治安立体防控网;开展重点整治,重拳打击,形成农村治安防控震慑力;加大宣传力度,形式灵活,调动农村治安防控主动性。     

对大城市治安防控体系建设的思考

治安防控体系建设是公安机关在开放、动态的社会环境中预防和打击犯罪的重要战略,是维护战略机遇期社会稳定的关键环节。近年来吉林省长春市公安局结合实际,不断探索、大胆实践以“确保中心,巩固周边,封锁近郊,带动县市”为主线的治安防控体系建设,在维护社会治安稳定工作中发挥了积极作用。     

关于涉外治安管理新模式的探索与实践

针对辖区涉外治安环境复杂的情况,北京市公安局朝阳分局着力加强外国人管理工作,采取的具体措施是:建立健全协调防控机制,提升使馆区防控能力;推广分层次管控工作法,提升动态管控能力;以情报信息为先导,提升准确打击外国人违法犯罪能力。     

实施动态环境下治安防控的调查与思考

河北省、唐山市两级警察学会联合调研组针对市场经济条件下如何创建良好的社会治安秩序问题,对唐山市治安防控状况进行了调研。他们总结了唐山市社会治安秩序持续稳定的经验和当前存在的问题,提出了进一步加强动态环境下治安防控的措施。他们认为,应对动态环境下的社会治安,要以防为主,信息化统领警务工作,加强科技手段特别是电子监控,依托市场化运作走群防群治之路。     

动态治安的内涵及其实现

动态治安是公安机关适应动态社会环境所产生的警务模式上的变化。现行警务工作中所存在的单纯“以快制快、以动制动”的观念和做法不能适应日益动态化的治安环境。真正的动态治安应以管理和防范为基础 ,以警务快速反应机制为核心 ,以提高治安控制网络致密度为主要目标。动态治安的实现关键在于建立起严密的动态治安管理网络。这一网络包括快速反应、治安防范和治安管理三大系统。
