This article explores the relationship of policy to organizational structure. Using an interpretive paradigm, two military organizations are examined. One of these organizations is a National Guard Unit and the other is a department at a military base. The article explores two issues: what effects, if any, a change in environment has upon the organization; and to what extent organization structure is affected by a policy change. A dialectic between organizations and policy becomes apparent.  相似文献

Existing research has uncovered a link between religious practice and political ethnocentrism. Religious individuals are relatively inclined to both support policies that benefit their own ethnic group and support political competitors seeking to represent them. These findings are broadly consistent with a large body of literature that examines the relationship between religion and ethnic prejudice. To date, empirical research has concentrated overwhelmingly on Western, Christian contexts. There is, however, reason to believe that Islamic practice may produce more universalistic beliefs and attitudes. This paper examines the relationship between religious participation and political ethnocentrism in Indonesia, this world’s largest Muslim-majority country. Using survey data collected during the lead-up to the 2009 national elections, this paper examines the relationship between religious practice and expressed preference for co-ethnic political leadership. It finds that a respondent’s self-reported level of religious activity strongly correlates with stated preference for co-ethnic leadership. These findings bolster confidence that the relationship between religious participation and ethnocentrism holds beyond Western Christian contexts. For Indonesia, deepening Islamic practice could thus predict a rise in ethnocentrism, threatening the country’s reputation for tolerance.  相似文献

This paper presents research findings based on a factorial survey study of attitudes toward the justice of income distribution in Ukraine. The factorial survey design was used for the first time in a representative large-scale survey in Ukraine and provided an opportunity to investigate the effect of multiple factors concerning individual, family and enterprise characteristics in complex subjective evaluations of just earnings. The focus within this study lays on three fundamental principles, according to which the just income is assessed: equality, desert and need principles. Empirical results of the study show that Ukrainian respondents pay attention to almost all characteristics used in the vignettes, a fact which empirically supported the basic idea of the multiprinciple justice theory. Some generational differences in justice perception were uncovered and discussed. The analyses also revealed an overall domination of the need principle in the judgments on income justice. However, the need criterion loses its relative significance at the expense of the desert principle, as soon as rather large income amounts are treated. This finding leads to the reflection that the need considerations appear to be popular in the post-Soviet countries to the extent to which they find support among low-income population and not because of the Soviet ideological heritage.  相似文献

While the literature on the autocratic regimes has been rapidly growing in the last years, there still exists a research gap in this field: which impact do autocratic regimes have on the regime transition in the neighbouring countries? The literature on autocracies has demonstrated that autocratic political leaders tend to support each other. This article argues that the external influence of an autocracy may be more complex. The article analyses the case of Russia's international standing in relation to the trial of Yulia Tymoshenko. Using detailed process tracing, it has been shown that in terms of the Russian position, pragmatic goals may undermine ideological goals. Thus, while the main objective of Russia is to ensure the stability of gas contracts, the unintended consequences of its actions undermine the consolidation of autocratic regime in Ukraine. The article builds on the literature on regime transition, autocracy, and international relations.  相似文献

This symposium assesses the trajectory of European Union (EU) environmental policy and integration in light of the rising pressure for policy dismantling and disintegration. This introductory article discusses the literature and the mixed evidence of EU environmental policy dismantling. Building on the three symposium articles, we investigate the role of the European Commission in this process, evaluating its role as a general ‘motor of integration’ and more specifically as an environmental policy entrepreneur. We find that the current political context does push the Commission to reconsider its entrepreneurial role and adopt the role of a ‘normalized bureaucracy’. Nonetheless, organizational features, such as new hierarchies and presidential leadership, and ideas that frame policy initiatives explain continued policy evolution and resistance to outright dismantling. Scholars should also pay close attention to implementing measures and patterns of enforcement to detect the more subtle policy shifts.  相似文献

Accession to the European Union (EU) constitutes one of Turkey's primary foreign policy objectives. However, to establish whether the country would benefit from becoming part of an integrated Europe, its foreign policy alternatives to EU membership must also be examined. The first part of this article analyses Turkey's changing relations with Europe. Against this backdrop, the article then moves to assess Turkey's partnership with the USA and the potential of maintaining a close relationship independent from Europe. The role of Russia, Turkey's old neighbours and relations with the Turkic states, as well as the potential for attaining a leading role among them, are also considered. The argument is that Turkey may exploit its geostrategic position to pursue its core foreign policy interests and even assume an important regional role. However, Ankara ought to concentrate on what has long been its priority – full Turkish membership of the EU.  相似文献

Interpersonal trust in post-communist societies is particularly low, and is often cited as an impediment to democratic consolidation. One way in which countries in Central and Eastern Europe and the former Soviet Union have tried to build trust is through transitional justice measures, particularly lustration or vetting policies. There is a direct relationship postulated between lustration, transitional justice, and social trust building. This paper tests this assumption by examining the impact of both targeted lustration and broader transitional justice programmes on social trust. The study finds there is a divergent impact of lustration on trust, both building particularised trust in social institutions and undermining generalised interpersonal trust.  相似文献

The past 20 years have seen profound shifts in Polish foreign and security policy. Like other states in Central Europe Poland became part of the Euro-Atlantic sphere upon gaining first NATO and then EU membership. Despite such broad similarities, Poland's trajectory since 1989 has been marked by some specific and defining features. Poland has become the most significant player in Central Europe and tends to be viewed in the region as a leader, twinned with this, due to its size and relative strength, Poland is taken seriously at the EU table. At the same time, there has been a palpable shift in Polish Atlanticism and a more skeptical view of the US has emerged. In this article, we assess the changing role of the European Commission in EU environmental policy. In line with organizational theory, we expect organizational hypocrisy, namely a decoupling of talk, decisions, and actions, to characterize the Commission's behaviour in the aftermath of the financial and economic crisis. We analyse the extent to which the Commission (1) promotes environmental matters and concepts in press releases and public statements; (2) proposes new and stricter environmental policy changes; and (3) takes action against member states in cases of non-compliance between the years 2000 and 2016. Our empirical analysis reveals that the Commission has indeed moved towards a pattern of hypocritical policy entrepreneurship in the post-crisis period. We argue that the decoupling of talk, decision, and action allows the European Commission to keep up its reputation as an environmental policy entrepreneur while, at the same, satisfying member states’ preference for economic recovery and less environmental regulation.  相似文献

Uganda is internationally recognised for both its legal and constitutional provisions for people with disabilities, and the presence of disabled persons’ organisations that provide informal advocacy and support. Using a unique dataset of 579 Ugandans with physical disabilities, we develop a conceptual framework on social capital to investigate the factors correlated with knowledge of formal institutions that target disability. In examining whether this knowledge results in higher incomes we find that gender matters. A woman’s education and membership of external networks are correlates of knowledge; higher levels of this knowledge are associated with substantially higher levels of income.  相似文献

The proper role of civil servants in the development of public policy has been the subject of continuous commentary and debate. In the advanced industrial democracies the operation of increasingly complex programs in government has led many commentators to warn of the danger of “technocracy”-- a condition wherein professional career administrators more fully control the direction of public policy than do elected representatives of the people. Likewise, in less developed nations there is concern over the role of public administrators in the development of policy. The charge of indifference to and disregard for public involvement and sentiment is frequently heard. Using data from a survey conducted in the U.S., Korea and Brazil, this paper examines the extent to which civil servants in each country adhere to a technocratic outlook. We find that although societies that are more economically advanced are less likely to adhere to a technocratic view, there is considerable variation within each research setting. Specifically, we find that technocratic orientations are more likely to be held by men, those who hold more materialist value orientations and those holding managerial occupations.  相似文献
