Although there have been many studies that address the representation of women in parliament, there are few analyses that compare the current state of gender representation between democracies and non-democracies. Focusing on Africa, Central and South America, as well as Asia and the Pacific region, this paper evaluates whether democracies have more female deputies or whether female representation increases with the maturity of democracy. While controlling for the type of electoral system, quotas, women's participation in the workforce, a state's GDP, as well as its degree of corruption and Communist regime type, this cross-national analysis reveals that the variable democracy does not affect the representation of the genders in parliament. Women's parliamentary representation also does not increase with the maturity of democracy.  相似文献

Do policies protecting women's rights correspond with norm change at the state level or the level of international institutions? We examine this question, comparing domestic and international institutional activity in correlation with reproductive health policy change, specifically, abortion access policy. At the domestic level, we examine female legislators and policies set to encourage gender equality, namely, electoral gender quotas. In the international arena, our theory distinguishes regional from international inter‐governmental bodies. Original data with measurement innovations introduced here—including the Comparative Abortion Policy Index (CAPI1 and CAPI2)—are analysed for over 150 countries for close to two decades. We find a heretofore‐overlooked relationship between international entities and reproductive health. Gender quotas, however, do not correspond with the general association between female representation and pro‐women policy. When researchers and policy‐makers consider gender quotas to promote women's rights, they may be advised to encourage female political participation through more organic means.  相似文献

Existing studies of income inequality and political participation—including related literature, for example, on preferences for redistribution—leave us with the question of whether citizens see political democracy as offering ways to challenge market inequalities. Using original surveys in 13 Central and Eastern European countries, I find that those who see high and undesirable levels of income inequality have stronger demands for popular democratic participation than those who do not. In addition, neither the aggregate levels of support for political engagement nor individuals’ perceptions of inequality are coordinated with either national-level indicators of income inequality or democratic performance.  相似文献

This article examines how coproduction can contribute to information quality in support of labor-market decision-making. Data was gathered on different types of Labor Market Intelligence (LMI) as decision-support systems for stakeholders, and subsequently by analyzing a specific program, with a focus on the role of information within its coproduction process. Results confirm the importance of information systems to support employment services design, but highlight the limitations of existing channels, and outline the types of information needed for policy effectiveness: those that are gathered through continuous relations with employers and jobseekers, and that often derive from participation in policy networks.  相似文献

Despite efforts to increase gender diversity and equality worldwide, women are still underrepresented in leadership positions in public bureaucracies. This article speaks to the debate on how organizational context, more specifically organizational decline, may influence gender representation in such leadership positions. Based on role congruity theory and glass cliff theory this article empirically examines whether and how excessive workforce reductions are associated with changes in the representation of women in leadership positions in Dutch civil service organizations. Panel analyses on administrative data show that women's representation in leadership positions varies over time, but is not significantly affected by excessive workforce reductions. Overall, the analyses do not provide evidence for a glass cliff for women in Dutch civil service organizations. Implications for theory and future research are discussed.  相似文献

ABSTRACT

This article addresses the question of why does an African country that had more women queens and empresses throughout its history practically than any other African country have the oldest known women queens in Africa, and purports to be committed to gender equality end up undermining its own objectives. The article shows that the focus on integrationist paradigm, an approach which focuses on the participation of women in the existing development paradigm, undermined the transformative nature of gender policy because it does not conceptualize gender parity as an end by itself, but as an instrument for economic progress. Consequently, progress towards gender parity remains to be little-by-little despite the strong political commitment to gender equality. The article concludes that the transformative nature of gender policy has been endangered by emphasis on macroeconomic outcomes, macro-level conceptualization of gender issues, and the limited role of civil society in influencing policy decisions.  相似文献

This article investigates three hypotheses suggested in the literature on women’s political empowerment, operationalized here as increased legislative representation. These hypotheses are that (1) electoral systems manipulate women’s political empowernment; (2) increased popular participation empowers women in particular; and (3) accumulated experience gained over several electoral cycles facilitates increased political empowerment of women. In Africa, as well as in other parts of the world, majoritarian systems discriminate against women, while the effect of large parties in proportional representation systems is more ambiguous, and popular participation and repetitive electoral cycles are increasing women’s legislative representation. This article demonstrates the value of studying gender relations under democratization, even with a narrow institutionalist focus using an elitist perspective. Finally, it shows that institutions can travel over diverse contexts with constant effects. Staffan I. Lindberg is a Ph.D. candidate at Lund University. Using a panel survey, this paper investigates how food price increases in Pakistan in 2008–2010 affect children’s school enrolment and labour. The causal identification relies on the geographical variations in food (wheat) price. The results show that the negative impacts of food price increase on school enrolment differ by gender, economic status and the presence of siblings. The negative effects on school do not directly correspond to the increase in child labour because the transition from being idle to labour activity or from school to being idle is significant, particularly among poor girls. The results also show that children in households with access to agricultural lands are not affected by higher food prices. The analyses reveal a more dynamic picture of the impact of food price increase on child status and contribute to broader policy discussion to mitigate the impact of crises on child education.  相似文献

Since the end of Communist rule, Ukraine has undertaken three major electoral reforms, moving from a single-member district majoritarian system, to a mixed-member system, to a closed-list proportional representation system, and back to the mixed-member system. Some argue that political parties are primarily motivated by the desire to maximise seats or improve their ability to impact on policy. I argue that existing theories of electoral reform often assume that parties are unitary actors during electoral reform. My analysis of electoral reform in Ukraine clearly demonstrates significant intra-party dissonance on electoral system preferences. Abstract

This paper considers whether new information and communication technologies have significant effects on citizen participation by evaluating the development of a major innovation in electronic governance. We analyze the creation of an electronic system in Los Angeles to provide stakeholders a warning of upcoming political decisions and an opportunity to furnish feedback. We evaluate this innovation not only as a technological innovation that affects citizens’ capacity and motivation for participation but also as an alternative institutional means for involving citizens in policy making and public administration. To place this experiment within this larger institutional perspective, we draw upon the lessons of historical reforms aimed to expand citizen participation. We find that although technology does positively affect individuals’ capacity and motivations, technology, by itself, does not overcome the political, institutional, and behavioral impediments that have limited previous participatory reforms.  相似文献

China’s socialist employment system has undergone radical changes since the 1990s along with enterprise restructuring. Surplus workers have been laid off from state-owned enterprises in large numbers. China’s policy program for the management of layoffs in this process of enterprise restructuring has been evaluated as an example of ‘good practices in labor administration’. In this paper, we use original field data collected in Beijing, supplemented by additional information from recent Chinese studies, to assess this evaluation. We apply for this purpose the criteria often used by development agencies to evaluate governance systems, namely, accountability, transparency, consistency, participation, and information flow. Using these criteria as a yardstick, we argue that the Chinese experience in reforming their employment system through massive layoffs and re-employment is better characterized as a classic case of ‘muddling through’ rather than a shining example of ‘good governance’.  相似文献

Public administrations increasingly try to find new ways to involve citizens in policy-making. However, many democratic innovations draw in only a fraction of the public. Why? I hypothesize that we observe such low participation rates because there is often not enough at stake for citizens. I test this with a preregistered survey experiment on citizens' intentions to participate in participatory budgets in the Netherlands. I fielded the experiment among a sample of citizens that had just experienced a participatory budget (N = 225) and among a population-based sample (N = 1369). I operationalized the stakes as the amount of public money about which citizens can decide. The results show that more money generally does not increase citizens' intention to participate. Supplementary analyses confirm the experimental findings and provide reasons how and why the stakes involved (do not) matter for citizens' involvement.  相似文献

Recent scholarship has emphasized the influence of family-friendly policies on work attitudes such as turnover intentions. However, little research in public administration has explored the preferences of family-friendly policies or the discretionary implementation of these policies. This article provides an exploratory analysis of a U.S. federal workgroup that is less adaptive to family-care needs in response to mission requirements. Using survey data collected from 1,111 female officers employed by a large federal law enforcement agency, work-family conflict is reported as the main reason for turnover intentions and five family-friendly policies are identified for potentially reducing turnover intentions among women. In addition, comparisons are made between female officers with children and unmarried female officers with children.  相似文献

Voters normally split their tickets when they do not feel sufficiently represented by only one political party or when politicians cultivate a personal vote regardless of party identification. Yet, voters might also split their tickets when they feel indifferent about like-minded parties or individual candidates. The authors distinguish between misalignment ticket-splitting (MATS), caused by a mismatch between voters’ preferences and the alternatives offered by the party system, and mis-coordination ticket-splitting (MCTS), when like-minded parties offer choices equally acceptable to voters. MCTS is likely to occur under proportional representation systems with multiple parties. The authors apply our categorization to concurrent presidential and legislative elections in Chile in 2005 and 2009. There was plenty of MCTS but little MATS. The authors suggest that the two forms should be separately analyzed as they are reflective of different political phenomena.  相似文献

This article examines patterns of women’s cabinet representation across all presidential democracies in East and Southeast Asia since democratization. It demonstrates how the choice of female ministers differs across career backgrounds in presidential systems and further examines why young presidential systems in Asia are conducive to women’s access to ministerial power through professional career tracks. We argue that despite women’s successful performance in national legislative elections, women have been restricted to access the power resources necessary to target other political goals, such as cabinet positions, whereas democratic transition has provided broader avenues for women to emerge as professionals outside party politics. By analyzing original data on female ministers in East and Southeast Asia, the study finds that the share of women among professional ministers has increased over time, but women’s share among political ministers has not changed significantly. Additionally, the different qualifications of female politicians and professionals also make them eligible for appointment to different types of policy areas in terms of prestige and gender. Our analysis suggests that women’s cabinet representation has improved overall since democratic transition in Asia, but this improvement disguises contrasting outcomes in women’s cabinet status according to their career backgrounds.  相似文献

‘Gender mainstreaming’ has been regarded as one of the strongest approaches to deal with the issue of equality policy for women. In order to mainstream women in the political process, a number of NGOs have been carrying out different programs in Bangladesh for building awareness among women so that they could opt for participation in the political process. The paper analyzes the role of NGOs in the process of mainstreaming gender in politics in Bangladesh in general and in the enactment of the Local Government (Union Parishad) (Second Amendment) Act of 1997 in particular. Based on empirical data collected through an open-ended structured questionnaire and available secondary data, the study findings reveal that despite having no formal access to the policy process, NGOs augment participation of women in the political process through informal means as is exemplified by their training programs that enhance women's social and economic status.  相似文献

Civil society is laying claim to political representation in contemporary democracies, destabilizing long-standing ideas about democratic legitimacy. The participatory governance structures that have emerged alongside classic institutions of representative democracy encompass not only direct citizen participation but also political representation by civil society actors. Using original data from São Paulo, Brazil, we show that most of civil society actors that work for the urban poor claim political representation of their “constituency.” Theirs is more often than not an “assumed representation,” we suggest, because our data show that most lack formal members and do not select leaders through elections. Civil society actors (in contrast to political parties and labor unions) lack historically settled and politically sanctioned mechanisms to authorize and hold accountable their representation. This new layer of political representatives therefore faces a historic challenge—constructing novel notions of democratic legitimacy that can support their forms of representation. We examine what new notions of representations are emerging and trace the historic roots of the most widespread and promising that focus on remedying inequality in access to the state.  相似文献

Abstract

This article aims to test whether existing theories of what factors underlie the gender gap in political participation apply in an African context. Empirical estimations drawing on recent data covering over 27,000 respondents across 20 African emerging democracies suggest that whereas several of the investigated factors – structural differences in individual resource endowments and employment, and cultural differences based in religious affiliations – are found to be important determinants of participation, they explain only a very modest share of the observed gender gaps. Suggestive evidence instead points to the role of clientelism, restricted civil liberties, economic development and gender norms.  相似文献

Regulating private actors’ participation in policy‐making is key to democratic governance. Across political systems, targeted transparency is used to regulate lobbying activities. We examine the extent to which primary regulatory targets (organizations with frequent access to policy‐makers) support the architecture of lobbying regulation regimes set up as voluntary transparency clubs. Our empirical testing ground is the European Union. We conceptualize the EU Transparency Register as a Voluntary Transparency Club, elaborate on its club goods, and derive a set of theoretical expectations about its members’ evaluations of the club's transparency standards, membership size, and monitoring and enforcement mechanisms. We find significant differences between members’ and non‐members’ assessment regarding the regulatory performance of this transparency club. Members with frequent access to executive policy‐makers criticize the club's transparency standards and do not consider the Register a useful regulatory instrument. Yet, they support expanding its regulatory remit and increasing the club membership.  相似文献

One of the most important possible sources of conflict of interest between central and local governments is difference in political preferences with respect to, for example, income redistribution. If local governments are of a different political composition than the central government, they may be inclined to reinforce or weaken the redistribution policies as pursued by the central government. We empirically test whether local governments in the Netherlands do pursue income redistribution policies over and above the central government's redistribution policy and we find that the distribution of the local tax burden over the various household types differs according to the political composition of the local council.  相似文献
