In recent years many scholars have diagnosed a crisis of party politics. This article considers recent changes in the UK and Europe that appear to challenge this idea. Exploring Colin Crouch's notion of ‘post‐democratic’ party politics and considering his diagnosis of shifts in parties' agenda setting, organisation and communication, the article considers evidence of post‐democratic politics and the possibility for future renewal.  相似文献

The revival in interest in the British far right as a result of recent localised growth in support for the British National Party (BNP) necessitates analysis of its political ideology and objectives. This article seeks to demonstrate that the BNP is virulently hostile to liberal democracy and that this hostility derives from its revolutionary, fascist agenda. The point that the BNP is a fascist organisation is significant and cannot be ignored. At the very least, it raises important questions about the place of the BNP in contemporary British politics  相似文献

Abstract. This article links party organisation to party performance, examining their relationship over almost half a century in an in-depth case study of the Austrian People's Party (ÖVP). It proceeds from the assumption that party organisation does matter for party performance, at least indirectly, and that the adaptation of the party organisation to a changing environment is, in the long run, the only viable strategy for party goal achievement. While the ÖVP's environment was subject to important changes, all of which worked against the party, it has failed to adapt to them. This, in turn, has reduced the competitiveness of the ÖVP. Consequently its record in achieving most of its party goals has been rather poor since 1970. The reconstruction of the intra-party discussions reveals that the party leadership had access to analyses identifying the structural weaknesses of the party organisation since the late 1950s. The ÖVP's failure to adapt is explained by using the 'nested games' approach of Tsebelis (1990). In order to enhance the understanding of organisational dynamics of parties in a more general sense, the case of the ÖVP is related to the work of Panebianco (1988) and Janda (1990).  相似文献

This article presents a framework for analysing party‐organisational culture, with a special focus on the elite level. The framework is based on an interpretation of Mary Douglas’ Grid/Group model, and is empirically supported by an extensive study of the seven party groups in the Swedish parliament. The model identifies two fundamental cultural dimensions: the level of submission by individual group members to the group as a collectivity; and the principle that dictates the distribution of status and prestige within the party (a distribution here correlating with views on knowledge). The study shows that the parties distribute themselves on the cultural map in ways that do not coincide in any straightforward way with other well‐known variables of party politics, such as ideology, origin or size. The methodological innovations presented in this article pave the way for a new framework for analysing party politics in which hitherto neglected aspects of party organisation are highlighted.  相似文献

Local government in Sweden is usually classified as the northwest European type of local government, together with the local government systems of the other Nordic countries and Britain. In the 1990s and the early years of the new millennium, Swedish local government has been especially susceptible to the ideas of 'new public management' (NPM). At the same time there has been a long-ongoing trend of increasing party-politicisation of local councils. In this paper a selection of five local authorities are examined in order to see how party politics and party-politicisation are confronted by the new organisational doctrines. It is concluded that in this respect the doctrines guiding local government organisation can be characterised by three common traits: the legitimacy of particular interests is denied in favour of the common good of the locality; it is denied that conflict and competition between political parties perform any democratic function; finally, when it comes to the relation between politics and administration there is a common confession of the management-by-objectives doctrine. Somewhat surprisingly, these three principles guide organisation and politics not only in those authorities most enthusiastically adopting NPM but also in the authorities implementing organisational reforms based on more communitarian principles and even organisationally conservative municipalities not even considering any organisational change. One interpretation of this contradictory observation may be that NPM concepts and ideas have also found their way into local doctrines that are based on quite different principles. Another interpretation is that there is a consensus tradition in Swedish political culture that can also account for similar results in municipalities not explicitly introducing an apolitical organisation doctrine.  相似文献

Election manifestos are one of the most prominent sources of data for the study of party politics and government. Yet the processes of manifesto production, enactment, and public reception are not very well understood. This article attempts to narrow this knowledge gap by conducting a first investigation into the ‘life cycle’ of election manifestos from the drafting stage to their use in the campaign and post-election periods. Specifically, it investigates the Austrian case between 1945 and 2008 (with special emphasis on the 1990s and 2000s), employing a wealth of qualitative and quantitative data. While the research is thus mostly exploratory, it develops systematic expectations about variation between parties according to their ideology, organisation, government status, and characteristics of their electorates across the stages of the manifesto life cycle. Of those factors, organisational characteristics and status as government or opposition parties were found to be relevant.  相似文献

Amid the literature on members of political parties, surprisingly little has been written on the potential or actual impacts that can be made upon party strategy or policies by a rapid influx of new members. New joiners may have different outlooks and desires than long-standing members. Although already sympathetic to the party they are joining, new arrivals, if signing up in large numbers, may hold sufficiently revisionist views to be able to re-orientate a political party in a direction not previously taken. Using data from the first-ever membership survey of the Democratic Unionist Party (DUP) in Northern Ireland, the largest party in the Northern Ireland Assembly since 2003 and the fourth largest UK parliamentary party since 2005, this article analyses whether more recent joiners of the Party have brought greater pragmatism and moderation to an organisation previously dominated by hardline political, religious and ethnic attitudes. Modernisation from outsiders who become insiders can be a key aspect of party development. The DUP offers one of the stiffest tests of modernisation, given its history of opposition to moderation. This article shows that newer members have tempered beliefs in one of the most robustly ethno-religious parties in Europe.  相似文献

Since its reform in 1998, the national association of French employers and industry, MEDEF, appears to be an example of strong interest organisation. Unlike trade unions, the peak business organisation has been stable and unified, especially in terms of membership density. Through a study of the collective action of businesses in France, this article sheds doubt on such an impression and argues that the national business association has been put severely under stress in recent years. Like all encompassing associations, MEDEF comprises a great variety of interests and constantly has to manage its internal heterogeneity. An analysis of the historical and institutional context of its recent reform demonstrates that MEDEF's forceful media campaign should not be understood as a display of actual strength and coherence; rather it is the last resort of collective action that the association can claim legitimately as its responsibility.  相似文献

It is widely acknowledged that political parties in European democracies have become increasingly dependent on state resources, most notably direct state funding. Yet cross-national studies on parties' usage of state resources that are not earmarked for partisan purposes, which require the assessment of informal, intra-organisational practices, are still rare. This article looks at one such practice across 33 parties in five European democracies: namely the ‘taxing’ of national MPs' salaries. Under this practice, candidates who enter elected office on a party ticket are obliged regularly to donate a fixed share of their public salaries to party coffers. The empirical analysis shows that the presence of a taxing rule is more likely in parties with a strong extra-parliamentary organisation, while a leftist ideology facilitates the collection of high salary shares from parliamentarians. Moreover, where party entanglement with the state is particularly pronounced, the partisan usage of parliamentary salaries is easier irrespective of their organisational dispositions. Finally, while in unitary systems national headquarters are usually able to monopolise control over national MPs' contributions, in federal systems regional party executives are able to insist on their share of these payments.  相似文献

The literature on party organisational change emphasises environmental factors as well as internal circumstances. The literature on Europeanisation and political parties privileges the EU as a key environmental factor in terms of change. This article combines insights from the party organisation and Europeanisation literatures in order to more precisely conceptualise the EU as a stimulus and therefore causal factor in party organisational change. Two types of party change are analysed, new party positions (MEPs and specialised EU party staff) and party leaderships' responses to internal dissent over the EU. Linking a specific form of EU stimulus to a particular party goal helps to explain certain types of change, while inter-governmental bargaining may produce uncertainty for domestic political actors thereby inducing defensive reactions.  相似文献

Under David Cameron's leadership reforms have been made to the Conservative party's parliamentary selection procedures and distinct women's policy initiatives have been developed. This article, based on focus group data with party members, explores attitudes towards measures designed to recruit more women Conservative MPs. Broadly, we find that, despite widespread support for the principle of greater social diversity among PPCs, members are uncomfortable with the specific measures that have been introduced. This is largely on the grounds that anything approaching 'positive discrimination' should be eschewed in favour of the 'meritocratic' selection of candidates. Further, the members tend to resent central party 'interference' in what has traditionally been the domain of local Constituency Associations.  相似文献

This article investigates the consequences of fast-track legislation in the European Union. Previous research has explained why fast-track legislation occurs and evaluated its democratic repercussions. This study focuses on the European Parliament (EP)’s intra-organisational response. It first describes how the early adoption of EU legislation has informalised legislative decision-making, transformed inter-organisational relations, and induced power shifts. It then discusses the political response, showing that actors seek to redress power shifts, that reform attempts centre on the control of negotiation authority and information flows, and that reform is highly contested. The research suggests that the chance of successful redress is low in Parliament as a decentralised organisation unless two conditions are met: (i) the extent of fast-track legislation reaches a critical level, and (ii) the organisation goes through a period of wider reform; the former increases the visibility of disempowerment and reputational loss, the latter allows package deals and/or the strategic use of norms. Based on qualitative document analysis and semi-structured elite interviews an analysis is made of how Parliament’s rules of co-legislation have been contested, negotiated and reformed from the formal introduction of fast-track legislation in 1999 to the adoption of the Code of Conduct for Negotiating in the Context of Codecision Procedures in 2009. The analysis also shows that Parliament may have a price to pay for its successful fight for empowerment, namely a challenge to its institutional legitimacy and discontent of its of rank-and-file members. More generally, understanding the conditions for intra-organisational reform can inform the study of other democratic bodies which undergo a similar restriction and seclusion of de facto decision-making.  相似文献

Recent research provides evidence that economic integration has a negative effect on electoral turnout. Taking up these recent findings, this article explores the causal chain in more detail. Specifically, it argues that one way by which economic integration affects the calculus of voting is through the positioning of political parties. The expectation is that the polarisation between parties on an economic left–right scale is lower the more integrated an economy is. Consequently, electoral turnout should be lower with less polarisation in the party system. The article employs aggregate-level data from legislative elections in 24 developed democracies. Using data from the Comparative Manifestos Project, evidence is found not only that economic integration has a negative effect on party polarisation as measured on an economic left–right dimension, but also that this in turn exerts a negative effect on electoral turnout.  相似文献

The impact organisational reputation has on employee attitude is very crucial to the fortunes of any organisation, and employees are the fuel that runs the engine of the organisation, and it is believed that their attitude towards the organisation creates a positive performance for the organisation. This study, therefore, sought to determine organisational reputation and the impact on employee attitude by determining the contribution of employee in achieving the reputation of the organisation. The type of research design was a survey, and it relied on secondary information such as reviewing available literature and primary data through the dissemination of questionnaires. The findings suggests that employees contribute earnestly and effectively to organisations reputation, and this creates an enabling environment for creativity and growth, as employees see themselves as stakeholders who play part in the achievement of organisations reputation to the market. It was also revealed that when employees are taken for granted, they become dissatisfied and apathetic, which is likely to adversely affect organisational performance and goes a long way to drag the image of the organisation into the mud. It is recommended that employees' feelings are sought on matters that affect their lives and work, and they should work under conducive and healthy environments as this would give employees the feeling that their employers are concerned about their wellbeing, and this builds a positive attitude to work within employees who in turn work to achieve the goals of their organisation. Abstract: Max Weber's model of bureaucracy has been widely criticised as incapable of adequately capturing empirical reality, internally inconsistent, and inappropriately juxtaposed with the concepts of efficiency and rationality. This article first argues that much of this criticism can be disregarded as irrelevant, insofar as it has been largely based on a misinterpretation of Weber's conceptions, and then explores a variety of reasons for this misinterpretation. It is argued that the fundamental problem is the consideration of Weber's model in the context of a microanalysis of organisation, since it was not constructed by Weber for use in this way. Weber was an historical sociologist, concerned with the distinctive features of society, who utilised the comparative method as an aid to explanation and who developed the ideal type to assist in achieving that end. It is, therefore, irrational for organisation theorists to use his means to their ends.  相似文献

How do incumbent parties strategize against challengers when a new partisan cleavage cuts across the incumbent's electoral coalition? This article argues that a two‐dimensional extension of Riker's anticoordination thesis conflicts with Downsian extensions. It shows that when voters coordinate on a single challenger based on their shared preference on a cross‐cutting cleavage, a vote‐maximizing incumbent party should move away from the challenger on the primary dimension of competition, even at the risk of abandoning the center. The article develops this hypothesis with reference to dominant parties in competitive authoritarian regimes where challenger parties constantly attempt “heresthetical” moves by mobilizing regime issues into the partisan debate, and it tests the predictions with an original sample survey of national leaders of Mexico's Revolutionary Institutional Party (PRI). It also spells out the implications of the findings for dominant party survivability in democratic transitions and, more broadly, for incumbents' spatial strategies in the face of new partisan cleavages.  相似文献

Labour Party policy developments in the 1980s have been well-documented. However, the focus has tended to be on intra-party organisation and aspects of domestic and defence policy, with Labour's policy on international issues receiving comparatively little attention. Yet, some of the most interesting debates occurred in this area. One such concern was that over the party's policy towards the Israeli/Palestinian conflict, a set of nationalist rivalries that has long been a source of dilemma for the left. This paper examines how the party's previous pro-Israeli consensus broke down during the 1980s and the processes behind the eventual policy outcome, shedding light on the wider issue of policy change.  相似文献

According to one theoretical point of view, the character of a political party, especially its general goals, would be reflected in the contents of its website. In this article, the plausibility of this view, which is called an 'actor-constructivist' view in the article, is explored by means of a twofold analysis. The Finnish parties' opinions concerning the importance and use of their websites, and the contents of their websites, are both analysed for potential linkages to four party traits: party goals, party organisation, party size and type of voters. The data consists of a questionnaire sent to the Finnish parties' leading information officials. Additionally, a quantitative content analysis of the party websites found in January 2006 was conducted. Two separate automatic cluster algorithms were run in order to identify groups of parties based on the questionnaire and the content analysis. These groups were then explored for potential connections to the party traits. The main findings of the study are that the Finnish parties' internal 'view' of their websites does not appear traceable to any of the party traits; the view varies from party to party and can hardly be used for generalisations concerning parties in general. However, the contents of the party websites appeared related to party size inasmuch as the websites of all parliamentary parties were significantly richer on information and more sophisticated in presentation than those of the parties outside parliament. The article also serves to demonstrate the difficulty of applying the 'actor-contructivist' view in empirical research.  相似文献

Abstract. Discussion of new forms of party organisation have largely focused on the ways in which institutionalised parties have adapted to pressures towards 'catch–all' or 'electoral–professional' behaviour. This article examines the ways in which new parties respond to these pressures. A model of the 'party as business firm' is generated from rational choice assumptions and it is suggested that such a model can emerge when new party systems are created in advanced societies. Two cases of political parties which resemble the business firm model in important ways are analysed in order to gauge the consequences of this type of party organisation: UCD in Spain and Forza Italia in Italy. On the basis of this analysis it is argued that business firm parties are likely to be electorally unstable and politically incoherent, and also prone to serving particularistic interests.  相似文献

What explains the power of parliamentary committees? A large literature on the United States Congress sees strong legislative committees as a consequence of legislators’ incentives to cultivate a personal vote. These incentives are typically understood to be determined by formal electoral rules. How legislatures are elected thus shapes how they are organised. This article argues that explanations of legislative organisation should also consider a non-institutional source of personal vote-seeking incentives: voters’ partisanship. Where partisan dealignment is more extensive, legislators have stronger incentives to develop a personal vote. Where committee systems are more powerful, legislators have better opportunities to do so. Partisan dealignment should thus lead to stronger committee systems. This argument is supported by analysis of original data on the postwar evolution of committee systems in five ‘Westminster’ parliaments. Partisan dealignment is associated with larger committee systems, and with larger expansions of committee systems.  相似文献
