ABSTRACT

Despite extensive public service motivation (PSM) research, our knowledge of PSM's influence on individuals’ sector employment preferences is limited. Few studies examine this relationship by suitable research designs, and the empirical findings are mixed. Using a sample of 718 Danish students of economics, political science, and law, this article tests (1) the relationship between PSM and attraction to public versus private sector employment and (2) the moderating effect on this relationship of students’ academic field of study. Overall, results underscore the multidimensionality of the PSM construct, as the PSM dimension of “public interest” is positively associated with attraction to public sector employment and negatively associated with attraction to private sector employment, while the PSM dimension of “compassion” is unrelated to both. Importantly, however, moderation analyses reveal notable correlation differences across students’ academic fields. Implications of these findings are discussed in the context of prior and future research.  相似文献

The cultures and practices of the public service and academic researchers are very different. However, there are areas of common interest in policy and governance, and some potential for building closer relationships. Public servants make direct use of academic research only in exceptional circumstances. Nevertheless, there are other ways in which academic expertise can be useful and influential. This article surveys the international literature on the ways in which practitioners make use of external expertise, including academic research. It also considers whether the heightened interest in ‘evidence‐informed policy’ might provide avenues for mutual influence between practitioners and academics.  相似文献

Over the last year and a half, a number of scholars, pundits, and journalists have criticized college campuses for coddling students by constructing environments that protect them from offensive opinions and evidence that disconfirms their prior attitudes. In this article, I suggest two pedagogical techniques that can help students encounter and digest evidence that may go against their preconceived worldviews and opinions: teaching rational versus irrational thought and quantitative research design and critique. Guiding undergraduates through empirical studies on sensitive topics and encouraging them to critique their findings in a rational, academic manner can help ease them into more reasoned and less reactionary discourse about race, gender, religion, politics, and any other controversial topic in today’s contentious climate. I use my own experience teaching students research design in the months following a race-related murder to illustrate the effectiveness of this method in an extreme circumstance.  相似文献

The aim of this article is to examine the role the academic discipline of management can play in terms of homeland security (which has emerged as a very major policy area). Specifically, this article analyzes how the accumulated research knowledge in various areas of the management discipline (for example, organizational culture studies, organizational change studies, organizational relations studies, and leadership studies) can be used (together with research knowledge from numerous other academic disciplines) to help advance homeland security as a policy area and policy phenomenon and as a field of study. In its areas shown above and other areas, this article is of the view that the academic discipline of management can make unique and important contributions to the effectiveness and efficiency of homeland security.  相似文献

In this special section, the present article reviews South Korean perspectives on China's ‘periphery diplomacy’ with a focus on Chinese behaviour with respect to the East China Sea maritime territory and the Asian Infrastructure Investment Bank (AIIB). By analysing research papers published by various Korean research institutions and academic journals, this article demonstrates that most Korean scholars hold that as long as China's growth goes on, the tensions between the US and China are likely to intensify. The article also shows that one of the primary concerns of South Korean scholars lies in the question of how South Korea should respond to changing regional orders and a rising China. The article argues that South Korea's strategic dilemma is reflected in a regional structure in which competition between two great powers has recently forced the periphery to impose bilateral ties on.  相似文献

This article examines the selection and use of a budget approval technique. Specifically, two research questions are addressed: (1) Does the use of a particular budget approval method by a governmental body impact the execution of the budget? (2) What characteristics of a local government are associated with its decision to use a particular budget approval method? Both research questions are addressed by analyzing data from public school systems in the Commonwealth of Virginia, specifically, whether using categorical budget approval differs in the accuracy of budgeting versus using a lump-sum approval method. Characteristics of Virginia school districts are also analyzed according to whether any of them are likely to be associated with school districts using a particular approval method. The remainder of this article is organized as follows: the next section describes the role of budgeting control in schools; subsequent sections review Virginia school district budgeting practices, develop the empirical model used to test the hypotheses, describe the sample, analyze the results of empirical tests and discuss implications of the findings.  相似文献

This article examines the development of academic networks and expertise through the UK Higher Education Links scheme, which is funded by the UK Department for International Development, managed by the British Council and supported by the principals of UK higher education institutions. The links are established between UK and overseas universities primarily to enhance research and/or teaching capacity, with the ultimate aim of alleviating poverty and promoting sustainable development. This article draws on data gathered for a large‐scale, multiple‐method evaluation which endorsed the scheme's continuation. It is argued that a crucial factor helping to make individual links a success was good relationships between respective co‐ordinators, although the nature of these relationships varied. The article discusses the extent to which the formation of fruitful academic networks and partnerships enabling knowledge transfer were encouraged. Copyright © 2003 John Wiley & Sons, Ltd.  相似文献

This article attempts to clarify some of the issues in the debate over the study of policy implementation, in particular the disagreements between proponents of the top-down versus bottom-up approaches. It proposes use of a modified top-down perspective which bridges the assumed dichotomy between policy formulation, enactment, and an implementation process and addresses many of the concerns of the bottom-up research strategy. This new perspective portrays implementation as part of a single ongoing process in which policy is formulated, enacted and continually readjusted and adapted before and after implementation at the local level. The article is based on an analysis of the findings of a case study of the implementation of Israel's Project Renewal, a comprehensive community renewal and development program – a hybrid resembling the American Urban Renewal, Model Cities and the War on Poverty programs. Rather than evaluate the success of this Israeli program, the intent here is to ask what the research findings teach about the study of policy implementation.  相似文献

The realms of science and technology in the life sciences are converging through the commercialization of university research. Major changes in the mandate of research universities were facilitated by both federal legislation that has promoted technology transfer, and the increased reliance of business firms on university research and development (R&D). This article discusses the primary factors that are blurring the division of labor between industry and academia in the life sciences, and analyzes the consequences for universities of treating knowledge as intellectual property. Universities’ efforts to enhance the commercial value of life sciences research is causing increased politicization of government research funding, a growing winner-take-all contest between the “have” and “have-not” universities, and subtle but potentially profound changes in the culture of academic research.  相似文献

The aim of this article is to contribute to the debate on global prosperity in the post-GDP world, with specific attention given to the political discourse and intellectual debate on ecological civilization in China. I will first assess the national and international implications of assuming that China as a whole is a ‘locality’. I will then focus specifically on one of the most significant political and intellectual debates in Chinese studies today, namely the social and environmental challenges linked to China’s political and socio-economic development. In this light, I will engage with the debate on the Anthropocene - the era during which humans have become an earth-altering force – and its interrelationship with the discourse on ecological civilization. In China, the term ‘ecological civilization’ appeared in the 1980s in the academic domain and was then appropriated by political discourse. This article proves that the concept of eco-civilization, in a similar way to the Anthropocene, has a significant discursive power: it allows for a shift from the binary political economy discourses of ‘growth’ versus ‘development’, and ‘socialism’ versus ‘capitalism’, to the inquiry of eco-socially sustainable prosperity. The final aim of this article is both to offer a more nuanced analysis of the relationship between the political discourse and academic debate, and to substantiate the rhetoric trope of ‘Advancing Ecological Civilization and Building a Beautiful China’.  相似文献

Abstract

This article looks at the Chinese debate on economic security during the period between 1997 and 2004. The contemporary concept of economic security (jingji anquan, 经济安全) was first raised in the Chinese academic literature in 1997, partly as a reaction to the Asian financial crisis and partly due to the increasing role China began to play in globalization, the effects of which it increasingly felt as its economy became more integrated with that of the world. This article examines the emergence of the discourse on economic security within Chinese academic circles, and identifies the development of this concept in China between 1997 and 2004 prior to the ascendancy of the ‘fourth-generation’ leadership.  相似文献

This article takes a comparative look at the development of the public administration discipline in three countries: Australia, Brazil and Canada. The nature of the international public administration academic community is assessed through content analysis of articles in the Australian Journal of Public Administration (AJPA), Revista de Administração Pública (RAP), and Canadian Public Administration (CPA). The method is based on that used by existing United States (US) research, allowing for comparison with that national context. The focus is on the diffusion of theoretical approaches between these national contexts, assessing whether the international public administration discipline better approximates an epistemic community, in which theoretical approaches move seamlessly between the national contexts; or a ‘Tower of Babel’, in which the different national contexts remain largely isolated.  相似文献

States often face immigration “control dilemmas” between popular pressures for tighter immigration controls versus economic pressures for more liberal work visa controls. Using a systematic process analysis of recent policy developments in Australia, this article argues that the Howard government's large expansion of “wanted” forms of immigration hinged upon its ability to control “unwanted” forms of immigration. The concept of “control signals” is introduced to account for the government's success in exiting an immigration control dilemma, which allowed it to pursue skilled immigration reforms that would have otherwise proven difficult. A research agenda is established for examining the conditions under which the use of control signals is likely to be successful and for applying the concept to other realms of public policy where states face control dilemmas.  相似文献

Journal editors serve a vital, powerful role in academic fields. They set research priorities, serve as gatekeepers for research, play a critical role in advancing junior scholars as reviewers and eventually into editorial roles, build extensive networks, and gain valuable insight into the behavior and preferences of reviewers and scholars. This article analyzes data collected from leading public administration journals in 2017 to investigate the role of women as gatekeepers of public administration knowledge. The data illustrate a clear underrepresentation of women on editorial boards. Drawing from these data, research on journal editorships, and feminist theory, the authors present a critique of the current state of public administration research and a discussion of a way forward. They conclude with a proposal for how all public administration scholars (junior, senior, men, and women), journal leadership, and academic departments can move toward increasing women's representation in these important positions.  相似文献

In several countries it is apparent that individuals with academic gymnasium (upper‐secondary) education show significantly higher levels of political participation than individuals with vocational education. However, previous research on this issue draws exclusively on one‐shot cross‐sectional data. This article utilizes a Swedish panel survey to gauge whether there is a direct causal link between type of education and political participation. Results demonstrate that differences in political participation are already present when students enter different types of education. The analyses show no significant effects of education; instead results support the education‐as‐a‐proxy view: pre‐adult factors predict political participation as well as educational choice.  相似文献

Many organization theories suggest that divergent goals can hamper an organization's pursuit of its primary mission. An earlier version of this article analyzed the effect of the pursuit of divergent goals on American public schools. This is an update of the original article that adds two years of data to the original study. Using an educational production function, this article assesses the relationships between athletic budgets and various aggregate measures of academic performance. Controlling for various known components of academic performance, athletic budgets have a significant negative relationship with academic performance. Schools that devote a large amount of resources to athletic budgets have lower levels of academic achievement. A focus on athletics seems to institutionalize goals that conflict with the schools’ academic missions.  相似文献

This cross‐state empirical study focuses on the National Science Foundation's (NSF) Experimental Program to Stimulate Competitive Research (EPSCoR) and examines its impact on the academic research and development (R&D) expenditures financed by state governments. Based on a panel of 50 states during 1979–2006, the empirical results indicate that EPSCoR, while increasing federal R&D support to EPSCoR states, crowded out financial support for academic research from the governments of EPSCoR states. About one‐third of EPSCoR funds went to subsidize state budgets. The crowd‐out effect calls for some reconsideration of EPSCoR program design in order to maintain or even increase the state government financial support for academic research activities deemed critical to academic competitiveness and economic prospects. © 2009 by the Association for Public Policy Analysis and Management.  相似文献

The author draws on a variety of long- and short-term experiences in applied anthropology to characterize some of the differences between academic and non-academic research contexts. The differences are illustrated with two examples of consulting on drug projects; one involving Indian drug programs, the other, a four city study of PCP use. The conclusion suggests how anthropology graduate programs might change to train students for this kind of work.  相似文献
