Black penetration of the municipal workforces of six southerncities—Atlanta, Augusta, Birmingham, Columbia, Macon,and Savannah—is examined for the purpose of highlightingthe factors either favoring or impeding integration. Also examinedis the relative importance of local and federal actors in changingonce segregated hiring patterns. Information was obtained througha series of interviews in each city with relevant participants.Results show that local factors are generally predominant ininfluencing black hiring (e.g., a black mayor, a white mayordependent on black electoral support, a permeable personnelstructure). However, federal intervention in individual discriminationsuits has had a strong effect in certain cities, particularlywhere suits resulted in consent decrees setting targets forminority hires.  相似文献

The "black hole" of budget theory still is, after 50 years, budget preparation—much effort goes in but little seems to come out. This article examines municipal forecasting as a means of reforming this first stage of the budgetary process. Drawing on evidence from a cross-sectional study, we find that forecasting is likely to be within the cognitive limits of most municipal budget directors Moreover, budgetary forecasting can be structured to reflect previous and current political concerns.  相似文献

The paper examines the proposition from the law of 1 over n (Weingast et al. 1981) that project size tends to increase with common pool size. Comparable studies have tended, firstly, to focus on assets and debt rather than on expenditures and, secondly, on district population rather than on the number of districts as in the original formulation of the law. Both issues are sought to be remedied in this paper. The proposition is examined on Danish municipal expenditures from 1996 to 2006, using municipal mergers towards the end of this period as a quasi-experiment. A difference-in-difference identification strategy and a subsample strategy are used to identify the effect of the availability and size of a common pool on municipal expenditures. The paper finds positive, statistically and economically significant effects of the availability and size of a common pool in the final year of the treatment period. The importance of the number of districts over district population suggests a reappraisal of the law of 1 over n as originally formulated.  相似文献

Although Chilean municipalities are not permitted to borrow, they do so through arrears and leasing contracts. A formal model of municipal indebtedness is estimated, based on a sample of 345 municipalities with yearly data from 2004 to 2007. Variables that are positively and significantly related to borrowing through arrears are: mayors closely tied to the ruling central government coalition; politically diverse municipal councils; years close to elections; and deeper municipal involvement in education. While leasing contracts appear to be insensitive to political factors, they are positively and significantly related to municipal staff managerial skills and municipal revenues per capita.  相似文献

In spatial voting theory, voters choose the candidate whose policy preferences are most like their own. This requires that (a) voters and candidates have policy preferences that can be meaningfully summarized in terms of low-dimensional “ideal points” on a left-right scale; (b) voters are able to discern, either directly or through relevant cues, the ideal points of the candidates who are running for office; and (c) voters incorporate this information into the choices they make at the ballot box. Perhaps more than in any other elections, it is not clear that any of these requirements are met in non-partisan municipal elections: policy preferences may not be ideologically structured, information may be inadequate, and voters may choose candidates for reasons other than ideology. This makes non-partisan municipal elections an especially hard test for spatial voting theory. Using novel data from both municipal candidates and eligible voters in a major non-partisan municipal election in Canada, we show that municipal policy attitudes are ideologically structured and that these municipal policy ideal points are strongly related to mayoral and council vote choice. Thus, despite the institutional and informational obstacles, spatial voting can play an important role in non-partisan municipal elections.  相似文献

Privately sold bond insurance is the most common form of credit enhancement for municipal bonds. Research generally finds that bond insurance reduces interest costs for lower rated, long–term debt issues. Researchers have concluded that these results are consistent with presumed investor risk aversion, as well as more "rational" risk management behaviors, and with theories concerning the efficiency–enhancing properties of financial intermediation in imperfect markets. We propose a research agenda based both on traditional theories and on additional hypotheses that seek to account for the observed use of bond insurance where net savings would not normally be predicted.  相似文献

This paper presents empirical evidence of the extent to which municipal governments might be affected by federal preemption in the communications sector in light of the substantial variation in municipal governments' reliance on communications tax revenues. The results suggest that the federal preemption would have a negative fiscal impact on the majority of municipal governments, and the extent of the impact would vary substantially. The analysis also indicates that it would be challenging or legally impossible for some city governments to make up for the magnitude of revenue loss due to the states' constraints on municipal revenue‐raising capacity.  相似文献

Abstract

In 1988, the Atlanta Journal‐Constitution published “The Color of Money,” an influential series examining mortgage redlining in Atlanta. The articles documented wide lending disparities between white and black neighborhoods of similar income levels. Given sweeping changes in housing finance since 1988, we seek to determine whether Atlanta's racial geographic disparities in mortgage lending have changed.

Analysis of 1992 to 1996 Home Mortgage Disclosure Act data reveals slight improvement. Atlanta's depository lenders made 4.2 times as many conventional home purchase loans per owner‐occupied unit to middle‐income white neighborhoods as they did to middle‐income black neighborhoods; a decade earlier, this ratio was 5.2. Nondepositories post lower ratios, particularly for Federal Housing Administration‐insured loans, but this market segment raises concerns because of potential abuses. By the indicator of most enduring theoretical and policy interest—conventional home purchase lending by depositories—the patterns that aroused concern a decade ago are still evident today.  相似文献

ABSTRACT

This article analyzes the usefulness of municipal accounting information in the interest rates agreed on by financial institutions in the European context. Most of the literature has focused on municipal bonds, mainly in the United States. Our core contribution is to study which factors determine the interest rates on bank loans to municipalities. This framework is different, since there is neither a secondary bond market nor credit ratings, and therefore information asymmetry is higher. Specifically, we investigate if municipal financial indicators and financial reports’ quality have an influence on interest rates paid by Spanish municipalities in the period 2001–2008. Our empirical results indicate that, in general, the municipal financial situation exerts an influence on the credit policy of lenders, who charge a risk premium to those municipalities with less current surplus, which is an indicator of the municipality's saving ability. Furthermore, there is also some inertia in the municipal annual interest rate (year t ? 1 interest determines around 27% of year t interest). Other findings indicate that high levels of expenditures and debt per capita increase the interest cost of municipal borrowing. Finally, municipalities that disclose full detailed financial reports pay less interest because information asymmetry and transaction costs are lower.  相似文献

新公共管理运动和信息技术的发展推动了城市政府治理模式的变革“,善治”成为城市政府治理模式进化的方向。同时,在信息技术和电子政务的推动下,数字治理应运而生,成为信息社会实现城市政府善治的新思路。在对城市政府善治和数字治理进行全面阐释的基础上,构造数字治理环境下城市治理主体互动模式模型、城市网络治理结构模型;结合善治和城市政府善治的基本要素,对数字治理在城市政府善治中的作用进行了深入探讨。研究表明,数字治理借助其强大的技术优势,能形成良好的网络治理结构,加固城市政府善治的合法性基础,增强城市政府的透明性与回应性,明确城市治理主体的责任性,从而能够构建有效的城市政府善治机制,成为数字时代城市政府善治的理想选择。  相似文献

This article demonstrates that for insured municipal bonds, revelation of underlying ratings can be an effective mechanism for further alleviating the information asymmetry problems found in the municipal bond market. Due to the prevalence of municipal bond insurance, investors are increasingly relying on the underlying ratings of insured bonds in gauging the relative riskiness of these bonds. For a sample of 697 municipal bonds issued in 1998, the results indicate that Standard & Poor's underlying ratings are able to reduce borrowing cost by four basis points, due to the additional information provided through these ratings.  相似文献

With the resurgent interest in coproduction, questions arise around who joins with government in coproducing services and why. This article reports an exploratory study of these questions using data from Atlanta, Georgia. To guide the research, the article first proposes a set of hypotheses on involvement in coproduction based on theories of political participation, where psychological motivations and social factors dominate, and citizen‐initiated contacting, where perceived needs for public services are usually primary. The hypotheses are tested using survey data on the engagement of 797 neighborhood organization participants in various forms of local coproduction in Atlanta. The findings provide some support for both theories along with evidence for significant idiosyncratic variations suggested by neither theory. A concluding section considers implications of the findings for future research and for public management.  相似文献

Capital budgeting techniques are useful tools to municipal administrators in managing organizational resources. A survey of capital budgeting practices of Canadian municipal governments reveals that a minority used capital budgeting techniques; payback period dominates over discounted cash flow analysis in evaluating capital investments; and pitfalls are common in its application. More specifically, there is an emphasis of quantitative/financial items over qualitative/intangible factors. In this study, the analytic hierarchy process, a multi-attribute decision model that accounts for both tangibles and intangibles, is presented as a tool for capital budgeting decisions such that resource allocation becomes more effective in municipal governments.  相似文献

Existing studies examining social capital and housing instability have overlooked structural factors such as discrimination, providing an incomplete explanation of the relationship between social capital and housing instability. This study addresses this limitation by exploring how discrimination and social capital are related to housing instability. This study is a secondary analysis of data collected during the Atlanta Neighborhood Pilot study. The sample consists of mostly African American adults who resided in the Atlanta metropolitan area in 2013 (n = 691). After controlling for sociodemographic characteristics, residential mobility, and public assistance, stepwise logistic regression identified social capital and discrimination as significant predictors of housing instability. Lower social capital and higher everyday discrimination scores were associated with increased odds for housing instability. Individuals 35 or older, those with annual incomes between $25,000 and $50,000, and those who reported receiving public assistance during their lifetime also had increased odds for housing instability. Findings identify characteristics of individuals vulnerable to housing instability and suggest that social capital development as a housing intervention warrants further exploration. These findings can be utilized by policymakers and practitioners to better target funding and to create efficient systems better equipped to deploy early homelessness prevention interventions.  相似文献

Is there evidence of a principal-agent problem in the municipal bond industry? Do public managers, either on their own or through private sector agents, act to increase their own utility at the expense of the public? This article examines municipal bond decisions in the context of principal-agent theory based on data collected through a random sample survey of municipal bond issuers. Principal-agent theory is not well developed in the public sector. In the municipal bond industry, however, we have evidence that it helps explain the actions of public managers and elected officials, in particular for pay to play and the importance of interest rates vis-à-vis relationships. Many municipal governments face the challenge of temporary cash deficits due to the mismatched schedules of cash flow‐ins and flow‐outs. To smooth the temporary deficits, they can use either internal financial resources such as financial slack or external financial resources such as short‐term borrowing. This paper applies the pecking order theory to examine municipal governments' financial preference when they experience cash flow problems. Results show that municipal governments prefer accumulated financial slack to short‐term borrowing when both options are available. This finding demonstrates financial slack's role as a convenient cash management tool in municipal financial management. It also suggests the applicability of the pecking order theory in future public financial management research.  相似文献

While a quarter of a century of contributions to the literature on central city-suburb relationships indicates that within a metropolitan context suburban exploitation of central cities may not exist, there is no lessening of the desire to reduce imbalances within a particular urban service delivery sector. This paper assesses the impact of an urban administrative policy intervention aimed at shifting the burden of supporting a municipal service to those who actually use and benefit from it. An interrupted time-series quasi-experimental design is merged with a data analysis strategy employing integrated moving average models. The present work empirically analyzes diverse budgetary theories (incrementalism, garbage can, rational) in municipal cost programs, paying special attention to the utility of financial information in decision making. The sample analyzed corresponds to a set of Spanish city councils in the period 1996–2004, and the econometric methodology used is a dynamic panel data model. The main conclusion reached is that the budgetary allocation of municipal costs does not follow a random path; incrementalism is of particular importance, together with financial information variables. The utility of budgetary indicators is reflected in the fact that municipal managers adopt rational elements, although incrementalism remains the habitual behavior.  相似文献
