Scholars traditionally claim that unanimity rule is more capable of producing Pareto optimal outcomes than majority rule. Dougherty and Edward (Public Choice 151(3):655–678, 2012) make the opposite claim assuming proposals are either random, sincere, or strategic. We test these competing hypotheses in a two-dimensional framework using laboratory experiments. Our primary results suggest: (1) majority rule enters the Pareto set more quickly than unanimity rule, (2) majority rule leaves the Pareto set at the same rate as unanimity rule, and (3) majority rule is more likely to select a Pareto optimal outcome than unanimity rule at the end of the game.  相似文献

Unsolved issues of efficient public investment in stochastic-dynamic models of the economy are examined using results from incomplete markets general equilibrium theory. The analysis delivers two previously unarticulated findings. First, the equilibrium interest rate can be used to bound the socially optimal discount rate for a public investment. Second, a new non-market mechanism (CRM) that is welfare improving over alternatives in the Groves class is introduced. The second finding amends the well-known characterization theorem of Green and Laffont (Incentives in Public Decision-Making, North-Holland, New York, 1979) and identifies a new class of direct-revelation mechanisms for public goods provision in stochastic-dynamic settings.  相似文献

The paper examines how the effort expended in pursuit of rents may be affected by having the rents awarded by either an individual or a committee, under differing allocation rules. Congleton (1984) found that rent-seeking efforts should be markedly lower when rents are awarded by committees rather than by a single administrator. This paper reexamines the proportionate-sharing rule, and finds that, depending on decision-making norms followed by committee members, allocation by committee may result in rent-seeking expenditures that are less than, equal to, or greater than those where rents are proportionately divided by a single administrator.  相似文献

This paper analyzes how British colonial rule altered the club-like and competitive features of chiefdoms and weakened the incentives of political leaders to be accountable to citizens. Political institutions in late pre-colonial West Africa aligned the incentives of the chiefs such that they were responsive to their people. Alignment arose because of a high degree of competition between governance providers and because political leaders were effectively the residual claimants on revenues generated from providing governance services. I identify the mechanisms by which colonialism severed the link that aligned the incentives of government with those of its citizens. British indirect rule did that by reducing political competition and softening the budget constraints of the chiefs. Toward the end of colonial rule, chiefs became less accountable to their people as evidenced by the widespread corruption and extortion by the chiefs and by their unprecedented constitutional violations and abuses of power.  相似文献

In the paradigm social choice problem, there is a fixed set of alternatives and a fixed set of voters. This essay considers variations of the electorate when some subset of voters has a special voice on some subset of alternatives. We formalized such a situation by means of the veto function. The ability of presidents to unilaterally shape administrative policymaking challenges a foundation of congressional power: Rarely can Congress statutorily veto administrative actions over presidential opposition. Consequently, Congress has turned to other means of influence, including the appropriations and oversight processes, although questions remain about the degree to which they have been effective. To investigate, I study a spatial model of administrative policymaking that assumes Congress can execute a legislative veto, as well as a baseline model in which congressional influence requires a coalition with the president. I compare the two models and develop empirical tests that exploit instances when their implications differ. Applying the tests to data on federal regulatory policymaking shows consistent evidence that Congress exerts veto power over administrative activity, even over those actions endorsed by the president. I conclude by discussing some broader implications, including the extent to which existing studies understate the constraints on presidential power.  相似文献

This article reflects on the passage of the Line Item Veto Act of 1996 and the impact it is likely to have on the three branches of the federal government. It does this by reviewing the experiences of various states, thereby revealing the creative tactics that legislatures undertake to subvert governmental item-veto powers. In addition, it shows that the state courts, which are often ill-equipped to decide complex fiscal and procedural issues, have both diluted and strengthened item-veto powers. Research on government formation in parliamentary democracies has presented contradicting evidence on the role of political veto institutions and parliamentary polarization on the formation of cabinet types. Institutional rules may either provide significant leeway for political parties or seriously constrain them when forming sustainable coalitions. In contrast to previous studies we argue that the effect of political institutions is conditional on the degree of polarization in parliament. We test our hypotheses using original data on 842 cabinet formations in 33 advanced democracies between 1945–2018. In line with previous research, we find that the institutional rules have a pronounced effect on the type of cabinet formed, but that institutional rules moderate the effect of party system polarization. Thus, our findings provide important new insights on cabinet formation which are particularly relevant for today's increasingly polarized parliaments.  相似文献
