This paper analyzes the issue of security provision by an alliance against the threat of a rogue nation. Proactive security effort by an alliance member is assumed to be non-rival and non-excludable, so the results of the effort jointly accrue to every other member. This effort has both positive and negative effects, as security measures mitigate the threat, but also involve loss of commercial benefits, collateral damages, and infringement on human rights. In this paper I suggest an institutional structure for the alliance which would lead to the achievement of the efficient level of world security through multilateral participation.  相似文献

In their essay "When Efficiency Is Unbelievable: Normative Lessons from 30 Years of City–County Consolidations," published in the July/August 2005 issue of PAR , Leland and Thurmaier make an important contribution to understanding how city–county consolidation occurs. They revise the widely accepted Rosenbaum and Kammerer model of consolidation and posit that "strong arguments" based on economic development, especially in the absence of organized opposition, led to victory for consolidation advocates. In this response, we argue that efforts to identify a set of arguments or charter provisions that will lead to successful consolidation are misguided. The real story in consolidation campaigns is how participants use heresthetical arguments in an effort to turn their opponents into political losers. What makes arguments strong or weak is not their substantive policy focus, but how they are structured.  相似文献

Scholars examining British-European relations typically ascribe UK governmental positions firstly to a combination of distinct and incompatible values, attitudes, and beliefs stemming from historical experience; secondly to a distinct and incompatible set of functional imperatives – namely less interaction with European partners than is the case for other EU member states; and third a distinct and incompatible set of domestic interests. This article challenges these views. It presents evidence to suggest that British governments have failed to assimilate social demands, and that the reason is an under-recognized and untheorized intervening variable – namely the structure of decisionmaking institutions in Parliament. It models the influence of this variable, and suggests that historical institutionalist theory captures key elements of the variable in a manner superior to extant approaches.  相似文献

Although sharing institutions for over seventy years, and transition pathways from communism, the two successor states of the former Czechoslovakia have faced distinct challenges in state-building and divergent economic fortunes. The aim of this paper is to investigate the extent to which these differing social economic problems have influenced the ideological bases of party politics and mass electoral behaviour in the two societies. Using data from national samples of the population of each country conducted in the spring of 1994, our analysis points to the existence of distinct issue cleavages dominating party competition in the two states: in the Czech Republic, partisanship relates mainly to issues of distribution and attitudes towards the West; in Slovakia, by contrast, these issues are only secondarily important in shaping voters' choice of party, while the main focus concerns the ethnic rights of Hungarians. The distinctive nature of the issue bases to politics in the two countries suggests one reason for the greater degree of political conflict evident in Slovak politics since the split and, more generally, provides evidence of the role of social conditions in shaping new political systems.  相似文献

Abstract

The postmodern turn which has so marked social and cultural theory also involves conflicts between modern and postmodern politics. In this study, we articulate the differences between modern and postmodern politics and argue against one‐sided positions which dogmatically reject one tradition or the other in favor of partisanship for either the modern or the postmodern. Arguing for a politics of alliance and solidarity, we claim that this project is best served by drawing on the most progressive elements of both the modern and postmodern traditions. Developing a new politics involves overcoming the limitations of certain versions of modern politics and postmodern identity politics in order to develop a politics of alliance and solidarity equal to the challenges of the coming millennium.  相似文献
