Local autonomy is a fundamental base for making democracy work, and is often referred to as a “school in democracy.” However, in Japan to date, local autonomy has suffered from a substantial gap between what it should be in an ideal form and what it has been in reality. In Latin America, and particularly Brazil, inequality and social exclusion continue to plague the quality of democracy despite two decades of transition and consolidation. Still, in Brazil, the Workers' Party has been remarkably successful over the past decade, explicitly addressing the problem of social exclusion and 'incomplete citizenship'. This paper provides an analysis of the case of Porto Alegre covering the four Workers' Party municipal administrations from 1989 to the present in order to assess the significance of social incorporation and citizenship for the quality of democracy in Brazil. The paper discusses some conceptual notions that are relevant for the question of democracy in Brazil, particularly the role of citizenship and civil society in 'deepening' democracy. Then the paper goes into the evolution and dynamics of Porto Alegre's system of 'participatory budgeting'. The paper's assessment of this experience with respect to its performance, depth and robustness shows that 'participatory budgeting' has had positive effects with respect to the provision of public goods services, the quality of governance, and citizens' participation in what is seen as a new 'public space' shared by the local state and grass roots organisations. The paper concludes by relating the case experience to the question of citizenship, civil society and democracy and by reflecting upon its wider implications for the current and future quality of democracy in Brazil.  相似文献

This article considers the making of Egypt's post-Mubarak constitution after considering the fact that participatory constitution-making is accepted as a democratic norm allowing citizens to be involved in the creation of their constitution and their future. The author argues that the process by which a constitution is made is crucial for the framing and legitimising of that constitution. Therefore, political elites and state institutions should not wholly control the process. The views of two schools of thought – idealism and realism – are considered. These views, together with the influence of the state and the concept of participation of the citizenry in the constitution-making process, are measured against international law requirements and further applied in a critical evaluation of Egypt's constitution-making process from 2011 to 2014.  相似文献

In the late 1990s, the Workers' Party (PT) government of the Brazilian state of Rio Grande do Sul introduced participatory budgeting, a process in which citizens establish annual investment priorities in public assemblies. This innovation was one of several attempts by incumbent parties to structure political conflict using budget institutions. The character of participatory budgeting is most evident in its policymaking processes and policy outcomes. The process circumvented legislative arenas where opponents held a majority, privileged participation by the PT's voter base, and reached into opposition strongholds. The outcomes favored the interests of potential supporters among poor and middle-class voters. The political project proved vulnerable to its own raised expectations: it failed to sustain the image of clean government; brought tax increases along with fiscal insecurity; and left unfulfilled the participants' expectations for targeted investments. This article highlights the role of participatory budgeting, indeed all budgeting, in partisan actors' institutional choices.  相似文献

Institutions linking state and society affect both political and economic processes. Particularly critical are those institutions tying business and government. The effectivess of these institutions helps to determine the relative success national economies achieve in exploiting the challenges posed by the international economy. The particular form of the institutions is a critical factor influencing the development of a country’s political system. This article addresses in general terms the differences between business-government ties in Southeast Asia (Indonesia, Malaysia, the Philippines, and Thailand) and Northeast Asia (South Korea, Taiwan) as well as the differences among the former group. The article then offers a more detailed analysis of the patterns of cooperation and conflict between business and government in Tailand. Citizen participation takes centre stage in Colombia's 2016 peace agreement. Its practical implementation, however, has proven difficult. This case study examines targets and tactics of exclusion in participatory development programmes established under the peace accords. Drawing on qualitative data generated between 2021 and 2022 in the Sierra Nevada de Santa Marta, this article argues that exclusion affects societal (sub-)groups, organisations and communities as a whole and involves a large array of implicit-elusive, direct-explicit and coercive mechanisms. This matters for implementing inclusive peacebuilding more generally.  相似文献
