This paper reports the findings of a study evaluating demographic and offence characteristics of 230 offenders who had been convicted either of possessing indecent images (Internet offenders n?=?74) or committing actual direct abuse of children (contact offenders n?=?118) or committing both offences (Internet-contact offenders n?=?38). All data were collected in the Greater London Offender Management Service. The group of Internet-contact offenders exhibited more diverse characteristics than the Internet and contact sex offenders and they were more likely to have been accused of a prior contact offence without being charged. The majority of the Internet offenders were white male, younger than the contact child sex offenders, more likely to be single and to have never been married, were better educated and more likely to have stable employment. They were also less likely to have had previous convictions. Contact offenders were more likely to report childhood difficulties including sexual abuse; there were no group differences in mental health contact or history of substance abuse. Future research should take into account the heterogeneity of Internet sex offenders to enable the development and delivery of appropriate services for this group so that preventative and therapeutic approaches can be developed.  相似文献

A call to awareness regarding sex trafficking has increased research, bolstered social justice efforts, improved education, and influenced federal laws that protect victims and prosecute traffickers. Federal laws on sex trafficking are now being used through undercover sting operations via the Internet to arrest and prosecute buyers who attempt to engage in commercial sex with minors. A narrative analysis was completed to create an in-depth case study outlining the correspondences between a buyer and an undercover agent advertising trafficked children for sex. Readers are afforded a rare opportunity to examine actual emails related to the purchase of a child for sexual exploitation. The emails were used against the buyer as evidence within the court of law. The authors assert that the following case study will contribute to the body of literature on the victim selection processes and cognitive distortions employed by buyers of children for sex.  相似文献

In the 1990s, the United States began enacting a series of laws to monitor and supervise sex offenders living in the community. These evolved to include Internet registries of sex offenders, sex offender residence restrictions, GPS monitoring, and even civil commitment of sex offenders at the conclusion of their criminal sentences. Though other countries have enacted legislation to monitor sex offenders, none have implemented laws impinging on the civil liberties of offenders to the extent of those in the United States. This article examines the basis of the US laws and their challenges, provides an overview of their efficacy, and compares the US approach to those of other countries.  相似文献

Abstract

As a clinical supervisor of employees working in prisons conducting rehabilitation programmes with offenders, I frequently encounter situations where personal boundaries are breached. This paper discusses the types of boundary breaches that may occur in work with sex offenders and why, and suggests ways in which individuals and teams can guard against breaches. Accepting that the possibility of boundary breaches exists for everyone, and providing awareness education of how they occur can assist in reducing them. Once they occur, the consequences can be devastating, ranging from embarrassment and unwanted publicity to loss of career and criminal convictions.  相似文献

Understanding how sexual offenders experience prison and its environment is important because such experiences can impact on rehabilitation outcomes. The purpose of this research investigation was to explore the rehabilitative and therapeutic climate of a recently re-rolled sexual offender prison. The research took a mixed methods approach and consisted of quantitative and qualitative phases. There were differences between prisoners and staff on their perception of the prison climate and for prisoner and staff relationships. The qualitative results helped to explain the quantitative findings and added a more nuanced understanding of the experience of the prison, the nature of prisoner and staff relationships and the opportunities for personal growth within the prison. The study has important implications for prisons that co-locate sexual offenders and want to provide an environment conducive to rehabilitation.  相似文献

Abstract

Increasing numbers of treatment groups for sex offenders are now being run in different settings across the country. The majority of these are cognitive-behavioural in orientation, and there has been little reported in the literature about the complex processes and dynamics that occur in these groups. This paper uses Yalom's (1985) stages of group development as a framework with which to examine the processes occurring in two treatment groups for child sex offenders run in a local prison. Specific issues relating to the nature of the group membership and the setting of the group are also discussed.  相似文献

Abstract

The treatment of sexual offenders can be fraught with ethical dilemmas. Practitioners must balance the therapeutic needs of sex offender clients alongside the risks they might pose to others. These ethical challenges include balancing community safety with the rights of the offender, the privileged therapeutic relationship and the potential for coerced treatment. In this paper, we respond to Glaser's argument that treatment is punishment and that sex offender treatment providers breach ethical codes by violating confidentiality, engaging in coercion, and ultimately causing harm to clients. We first consider whether sex offender treatment is indeed punishment. We argue that it is not, and that mandated treatment can and should be conducted in a fashion consistent with professional codes of ethics familiar to mental health providers. We then discuss the human rights model, which we agree is an essential lens through which to view the psychological treatment of sexual offenders. We attempt, as have other scholars, to illustrate the ways in which human rights principles intersect with traditional mental health codes of ethics particularly in the case of sex offender treatment. We conclude that sex offender treatment can be conducted ethically, that treatment differs from punishment in clear and distinct ways, and that ethical treatment conforms to a human rights perspective.  相似文献

The current study was a chart review of 31 female sex offenders (FSO), 31 male sex offenders (MSO), 31 female violent offenders (FO), and 31 male violent offenders (MO) using a 2 (female or male) by 2 (sex or violent offender) design. This is the first known study to employ three control groups when researching female sex offenders. Multiple variables appeared related to gender and crime. However, some variables emerged as FSO specific. They reported the least alcohol abuse history and had fewer admissions of guilt to the crime than the two violent offender samples. More FSOs knew their victim and were biologically related to their victim than MSOs. Lastly, the FSO sample was the least discriminating as to their victim’s gender and had the highest overall rate of sexual victimization.  相似文献

Abstract

The claim that sex offender treatment is a form of punishment and as such cannot be covered by traditional ethical codes is a controversial one. It challenges the ethical basis of current practice and compels clinicians to rethink the work they do with sex offenders. In this paper I comment on Bill Glaser's defence of that idea in a challenging and timely paper and David Prescott and Jill Leveson's rejection of his claims. First, I consider briefly the nature of both punishment and treatment and outline Glaser's argument and Prescott and Levenson's rejoinder. I then investigate what a comprehensive argument for either position should look like and finish with a few comments on each paper.  相似文献

Abstract

This paper gives a history of Hampshire and Thames Valley (HTV) Circles, an organisation which recruits, trains and supports volunteer members of the public who are formed into small groups meeting weekly to provide support and monitoring of post-conviction sex offenders (Core Members) in the community. It describes the origins of Circles of Support and Accountability in Canada and gives an account of its implementation in the UK and a summary of the findings of the previous study of the first 16 HTV Circles Core Members in 2006 and some discussion about the challenges inherent in evaluating this kind of community-based and volunteer-led intervention. It describes demographic data on 60 Core Members followed-up for an average period of 36.2 months, including offence and sentence category, treatment history and statistically assessed risk of reconviction. It provides evidence of progress by these Core Members across a range of dynamic risk factors, as well as information on sexual reconviction, recall to prison and dropout from Circles. Three case studies provide details of Circles practice in community risk management of sex offenders. The paper discusses proposed areas of further research into Circles work, as well as the development of new techniques for measuring and managing dynamic risk factors displayed by Core Members in the community.  相似文献

Abstract

We examined the extent to which sexual offenders against children (SOC) differ from men who do not offend against children (non-SOC) on social anxiety. In study 1, 30 SOC and 31 non-sex offenders (NSO) were compared on a self-report measure of social anxiety (Social Avoidance and Distress Scale; SADS). SOC and NSO had virtually identical levels of social anxiety. In study 2, we conducted a meta-analysis of existing comparisons of SOC with various non-SOC groups on the SADS. SOC were generally more socially anxious than non-SOC. These findings suggest that the average SOC is more socially anxious than the average male who does not sexually offend against children. It remains unclear, however, whether social anxiety plays a causal role in the initiation of child sexual abuse.  相似文献

Through the community notification and sex offender registry laws that have been passed, the USA has created a strict legal environment that requires sex offenders to remain in compliance with the registry requirements placed on them by the state once they are released back into their communities. A variety of unintended consequences, such as unemployment and housing issues, have resulted from these laws and have the potential to impact the reentry efforts of released sex offenders. Using Sherman’s defiance theory as a theoretical lens, the current study examines the experiences of registered female sex offenders living in Florida. One hundred and six registered female sex offenders were surveyed to examine their experiences while on the registry, and whether those events influence feelings of defiance toward the registry and criminal justice systems. Results suggest that these offenders indeed experience unintended consequences due to their registration status, which in turn shows support for the four canonical elements of Sherman’s theory by inferring that these women feel unjustly punished and stigmatized. Research findings, policy implications, and limitations are discussed.  相似文献

Abstract

Significant differences between subgroups of juvenile sex offenders (JSOs) are found in both Dutch and international research. Most of this literature represents the more delinquent and more disturbed sections of the population of JSOs. This paper describes the characteristics of 302 less disturbed and less violent JSOs in a mandatory educational programme. Characteristics of exhibitionists (n=26), child molesters (n=39) and peer offenders (n=237) are compared. Peer offenders are subdivided into solo offenders (n=90) and group offenders (n=142). Variables are: demographics, family background, psychosocial functioning, offence characteristics and victim characteristics. Significant differences are found in a large number of variables, supporting findings from earlier research in clinical samples. Differences between subgroups are largest between group-offending peer offenders, on one hand, and exhibitionists and child molesters on the other hand. The majority of our sample seems to have an ordinary background and shows no apparent sign of psychosocial dysfunction. The clinical and theoretical relevance of the results is discussed.  相似文献

Summary

The primary objective of this paper is to promote a re-examination of the current use of cognitive-behavioural programmes in work with men who have sexually offended against children or adults and to encourage the application of ideas from the systemic field. In order to support this objective, the paper puts forward and develops the following arguments:

1. That the current content of manualised programmes in this field has been distilled too far and left behind some of the most important principles of the cognitive approach. Returning to the work of Marshall et al (1999), the need for a thorough and broad-based assessment of each individual prior to deciding treatment goals is clearly recommended. Further, there is a need to pay much more attention to differences between, as well as similarities of those who sexually offend.

2. That ideas from within the systemic therapeutic field be integrated within existing approaches to attempt to address some of the limitations of cognitive-behaviour therapy as currently employed. Evidence for the potential benefits of this comes from a broad personal experience of working directly with offenders and consulting to group facilitators.

It is concluded that all therapeutic approaches reach a ‘moment of integration’ (Pinsof, 1994), when their failures are recognised and other approaches are drawn on. It is suggested that this moment may be upon us in this area.  相似文献

Abstract

This study found that 59% of social care staff were currently supporting a client with a learning disability who had offended or displayed an offending type behaviour. The range of behaviours was similar to that displayed by clients in a secure health facility and included rape, sexual assault and exposure. Only 22.9% of social care staff had received training in this area, while none of the health staff had. Both groups expressed low levels of confidence in supporting this client group. The areas of difficulty were common to both groups and included personal attitudes and attitudes of others to the behaviour, and concerns over risk, responsibility and safety. In respect of attitudes, social care staff were found to be significantly more likely to hold negative attitudes towards the person's behaviour, while health staff were significantly more likely to feel negatively towards the person. Health staff were significantly more likely to identify training as a means of further support, while social care staff identified professional input. Both groups identified the need for theoretical training about working with this client group. Despite this no significant differences were found between those who had and had not received training and confidence, attitudes and the need for further support.  相似文献

This research employs social disorganization theory to examine the residential locations of registered sex offenders in rural areas. Data was gathered on 728 non-incarcerated registered sex offenders (RSOs) in the Appalachia region of Eastern Kentucky (41 counties total). Census tract data was used to assess the degree of social disorganization of residential locations of RSOs and to compare census tracts with high concentrations of registered sex offenders to the counties in which RSOs reside, the nation as a whole, and census tracts with low concentrations of RSOs. Results show that although there are significant social disorganization indicators present, there are few relationships between RSO residence and increased levels of social disorganization.  相似文献

ABSTRACT

Traditional treatment approaches for youth who commit sexual crimes are generally understudied and lack consideration for youths’ evolving context and development. A holistic model is important in service delivery, whereby multiple socio-ecological risk and protective factors are targeted in treatment. Family treatment, a key component of holistic practices, has not been well-defined for families of youth who have committed sexual crimes. Better understanding of the practical techniques used in service agencies can inform family services for youth. Using an inductive grounded theory approach, this qualitative study interviews service providers (N?=?19) to understand components of family treatment. Findings suggest components including problem solving, communication skills, and working through the pain meet certain goals of restructuring and uniting families. The therapeutic relationship was a component that meets all goals of family treatment and helps families and youth overcome stigma of sexual offending. Findings have implications for developing and testing models of family treatment for sexually abusive youth.  相似文献

Abstract

This study explores the aetiological role of deviant sexual interests, cognitions, perceptions, fantasies, assertiveness and self-esteem in sexual offending by the mentally ill. Established psychometric instruments were administered to a sample of mentally ill sex offenders in a secure psychiatric facility (RSU) and the results compared with norms for the non-mentally ill sex offenders and non-offending community groups. The results revealed similarities between the mentally ill and non-mentally ill sex offenders in the extent of cognitive distortion on all scales of the Sexual Offence Attitudes Questionnaire. High levels of sexual obsession, sexual dysfunction and faulty sexual knowledge and beliefs were found when using the Multiphase Sex Inventory on the mentally ill sex offender, in comparison with the non-mentally ill sex offender. Pre-morbid IQ scores on the mentally ill and non-mentally ill sex offenders were comparable with population norms. The mean scores using the Culture Free Self-esteem Inventory and the Rathus Assertiveness Schedule were low. These preliminary findings suggest that the presence of mental illness alone may provide only a partial explanation of sexual offending by the mentally ill, and support the need for further study of the psychological profile of the mentally ill sex offender.  相似文献

Abstract

A sample of child molesters participating in the U.K. prison sex offender treatment programme (SOTP) were required to complete a relapse prevention questionnaire before and after treatment. Results indicated that there were significant improvements in both awareness of risk situations and coping strategies, as measured by this instrument, through treatment. Nine months after the end of treatment most agreed to complete the questionnaire again. Those who had shown significant changes in terms of reduction of pro-offending attitudes through treatment maintained their RP skills. Men whose attitudes had not changed, although evidencing good RP skills at the end of treatment, were found to have lost these. This was most noticeable among men who had been released into the community and who had undergone a relatively short amount of therapy on the original SOTP (80 hours). These results indicate that RP training is only really useful where individuals have genuinely changed through treatment; and that the RP training should only be undertaken as part of an extensive treatment programme covering all areas of offending behaviour.  相似文献

Abstract

Human rights create a protective zone around people and allow them the opportunity to further their own valued personal projects without interference from others. In our view, the emphasis on community rights and protection may, paradoxically, reduce the effectiveness of sex offender rehabilitation by ignoring or failing to ensure that offenders’ core human interests are met. In this paper we consider how rights-based values and ideas can be integrated into therapeutic work with sex offenders in a way that safeguards the interests of offenders and the community. To this end we develop a rights-based normative framework (the Offender Practice Framework: OPF) that is orientated around the three strands of justice and accountability, offender needs and risk, and the utilization of empirically supported interventions and strength-based approaches. We examine the utility of this framework for the different phases of sex offender practice.  相似文献
