One of the key functions of political parties in modern democracies consists of mobilising the voters and thereby integrating them into the political system. Opinion formation and interest representation by political parties are central to linking people and government. This article concentrates on the way in which political parties perform these tasks. Presenting the main findings of an empirical study into the use of direct mailing by the two major parties in Germany, the SPD and the CDU, the paper discusses its effectiveness as a new means of communication between political parties and their voters. More specifically, it shows how direct mailing is put to use and to what extent its themes reflect the themes of relevant election programmes. The paper concludes that direct mailing has been more widely used only since the change in legislation on party finance but has the potential of developing into an important means of communicating party policies to members and potential supporters.  相似文献

Abstract

The consolidation of Lithuania's party system has proceeded in two phases. During the first phase from 1988 to 1992, the basis of a multiparty system was established. In the second phase, polarization has been reduced as the relevant parties in the system have begun to converge toward the middle of the political spectrum. However, continued high levels of voter volatility do not yet permit us to speak of a fully consolidated party system. Nonetheless, parties have become the only means by which political elites mobilize public support in efforts to gain access to public office.  相似文献

ABSTRACT

Most scholars agree that the character of the urban governance system in Zimbabwe is a reflection of the dominance of one political party, namely, Zimbabwe African National Union-Patriotic Front (ZANU-PF). However, the increasingly prominent role of the Movement for Democratic Change (MDC) in urban governance has heralded, since the early 2000s, a period marked by change, contestation and confusion. Simultaneously, the destabilising effect of contested urban governance politics on urban management in Zimbabwe has become entrenched. This article focuses on the interface between urban governance politics and urban management in Zimbabwe in the post-2000 era. It analyses how central government, through the local government ministry, local government statutes and appointed officials, structures, and even destabilises, the administration of urban affairs. The article concludes that urban governance is not merely a site of political contestation, as it has also profoundly influenced and altered the functioning of urban administration in Zimbabwe.  相似文献

Abstract

This article provides an overview of the development of parties and party systems in the MENA region from early oligarchic pluralism to the mass single-party systems of the populist era and the limited multi-party experiments of the 1990s era of political liberalization. The survey shows how parties develop in parallel with the deepening of politicization and become nearly indispensable adjuncts in the construction of political order. The article then examines parties in the post-2010 period, with case studies of Turkey, Egypt, and Tunisia demonstrating how very different configurations of party development dramatically impact on regime trajectories, ranging from democratization to hybrid regimes.  相似文献

This study aims to explain the victory of Hugo Chávez and his party in the 2000 Venezuelan elections, to analyze the factors that made this victory possible, and to examine the consequences for future developments in the Venezuelan political system. The decay of traditional party loyalties without the emergence of new parties deeply rooted in society (dealignment without realignment); underdevelopment; and an institutional setting dominated by a president elected by a plurality electoral system have opened the door to personality-centered politics and weak parties, which are the main features of the current political situation. Compared to the 1993 and 1998 elections, the 2000 elections once again confirm an increase in personality politics and the decay of parties as instruments for articulating interests, representation, and governance. As a consequence, this article argues, instability is likely to remain a feature of Venezuela's party system for some time.  相似文献

Abstract

Six years after the 2011 revolution that toppled the Gaddafi regime, the political transition in Libya is at a standstill. The fragmented security landscape fuels chronic local conflicts, lawlessness, and insecurity, and paralyzes the political transition with destabilizing consequences on its neighbors. What explains the rapid, profound, and lasting security fragmentation that affected post-Gaddafi Libya? Notwithstanding the manifest failures of the international intervention during and after the 2011 conflict, this article argues that the security fragmentation in post-Gaddafi Libya is deeply rooted in domestic economic, cultural, and political factors. In particular, the Libyan economy offers almost no employment opportunities, and the country lacks a unitary government and functioning state institutions that it needs to redistribute its oil wealth. Under these circumstances, Libyans attempt to cope with economic hardship, insecurity, and lawlessness by turning towards their family, tribe, neighborhood, or ethnic group, thereby fueling the fragmentation of security. Libya’s current security fragmentation and instability can be seen as part of the messy historical process of state formation. During this phase, political and security agreements are brokered and institutionalized through localized processes of rebel governance whose realm of possible arrangements are determined by contextual economic, political and cultural constraints.  相似文献

Abstract

Electoral behavior in new democracies has received significant attention, but patterns of party system development in post-communist countries still raise questions about politicization of societal conflicts and their relevance for the configuration of parties. The article discusses political manifestation of emerging cleavages. First, the study conceptualizes the notion of cleavage. The analysis then identifies the main divisive issues and their effect upon the party system. The social structure and electoral behavior helps to identify emerging cleavages. The article concludes that the formation of cleavages has not stabilized yet, and that to date, societal conflicts only have partial influence on the party system in Lithuania.  相似文献

The Kurdistan Region of Iraq (KRI) possesses many of the traditional hallmarks of political authority and society, such as state institutions (an Executive, Legislature, and Judiciary), political parties, civil society, elections, and local government. Nevertheless, for the past twenty-five years, it has failed to create a unified political system that adheres to a mutually accepted form of government. Political division, in particular, a rivalry between the main parties, has proved to be a real impediment to the political development and stability of the Region.

This article argues that there is a relationship between the nature and structure of the political parties, which reflects interests' political views of party leaders, and the political systems that have been proposed as solutions to a lack of political stability in Iraqi Kurdistan. Specifically, it argues that the individual character of the main parties, the PUK and the KDP above all, explains why they favour one system of government over the one advanced by their rival and is the core political dispute in Iraqi Kurdistan currently. Finally, the article concludes by identifying prospective systems of government available the KRI and the potential consequences of each.  相似文献

ABSTRACT

This study examines the evolution of political party finance in Thailand, which has been crucial for party development. The nature of party finance cannot be examined separately from the country's democratization given that the military early on dominated political parties. At the same time, such financing traditionally depended upon either regional factions (for larger parties) or party leaders (for micro-parties), while state funding for parties was nonexistent. The 1998 and 2007 Organic Acts on Political Parties contained finance reforms to strengthen parties, making them more transparent and accountable. Yet these reforms have only been partly successful. Today party leaders, faction leaders, and the military continue to influence party finance. This study addresses the issue of party finance in Thailand by scrutinizing its historical evolution from the dawn of Thai parties and party laws in the 1950s to the present. The authors conclude, first, that the limited nature of party finance laws in the pre-1998 period legitimized military-backed parties while facilitating intra-party factionalism. Second, they contend that despite reforms in party finance laws in Thailand major flaws remain to be corrected.  相似文献

Abstract

Political parties are important political actors, but they are seldom studied in relation to human rights. This article examines the human rights discourse of political parties in Turkey by focusing on women’s rights. The content analysis of party programmes issued by major political parties between 1923 and 2007 reveals significant differences and changes in parties’ approach to women, ranging from no mentioning of women to addressing women’s issues from a feminist perspective. Women’s rights and issues, once neglected practically by all political parties, have gained attention during the last few decades, largely due to women’s activism. While conservative, religious, and Turkish nationalist parties started to display a dualist approach that combines traditionalism with gender equality, social democrat, socialist, and pro-Kurdish parties increasingly employ feminist terminology and analysis.  相似文献

This article provides an analysis of the political and socioeconomic context of the April 2003 presidential elections, focusing particularly on the campaign platforms of candidates, the outcome of the first round and the election's consequences for the party system. The election's results were far reaching in many respects. Argentina's longstanding two-party system came to an end with the virtual vanishing of the Radical party (UCR) at the national level. An evolved political culture resulted in new, more rigorous criteria for the selection of candidates. Finally, new political parties (MNR and ARI) emerged that could conceivably improve the quality of democratic governance in the future. In short, the 2001–2002 crisis fostered a significant degree of political renewal. Contrary to some predictions, however, the societal rejection of political parties did not result in either the complete demolition of the party system or the wholesale renovation of the political class. In particular, the Peronist party showcased its staying power and uncanny ability to adapt to new political environments.  相似文献

SUMMARY

The object of this article is the analysis of Ostrogorski's, Michels' and Weber's statements on the connections between parties and Parliament. These three authors are really known as the founders of the sociology of parties, but their consideration of the relations between parties and Parliament in the time of mass-society represents an interesting component of their inquiry. Firstly, their remarks are significant in the historical respect, because they take into account (although in different ways) the problematical function of mediation taken on by the parties in political life; secondly, they arouse interest from the political point of view, because they look for alternative solutions and emendations. Their suggestions concern both the internal organization of the party, how to obtain more flexibility in the framework and more democracy and discussion on the decision-making level, and the integration of the party-system in a general political system of balance of powers, which should include at the same time a more consistent development of direct and participative democracy.  相似文献

Abstract

We provide a schematic history of contemporary Estonian political parties, 1987–99, in which we specify dates of party origin and subsequent fissions and fusions of some fifty movements and parties, and we briefly discuss some important factors and features in party formation. Our analysis begins with the seminal 1987–94 period that marked the rebirth of Estonian democracy, with an extension to two subsequent parliamentary elections (1995 and 1999). We argue that the early phase of Estonian party competition generally exemplifies what we call “kaleidoscopic parties”: parties that form around leaders rather than durable issues and lack any organizational permanency or any real voter attachment. However, the rate of formation of new groups has decreased, and the major parties may be becoming more stable than in the past. While there is some evidence of a left-right patterning now emerging in the political debate in Estonia, the parties have not aligned themselves along such a left-right continuum.  相似文献

Abstract

This article offers a historical analysis of the emergence of the political party field in post-independence Morocco and makes the case for a bottom-up approach that pays close attention to actors’ cultural dispositions, capabilities and the constraints imposed upon them by emergent fields. It starts by briefly introducing the conceptual toolbox of Bourdieusian field theory, underscoring the analytical strengths of the concepts it includes. Drawing on a qualitative analysis of both primary and secondary sources, the article then deploys the aforementioned concepts to trace the historical processes that shaped the emergence of the Moroccan political party field. In doing so, this article suggests a novel approach to the study of political parties that emphasizes the importance of adopting a bottom-up perspective, and the need to go beyond mono-causal explanatory accounts.  相似文献

Abstract

This paper analyses which districts are targeted by Spanish political parties in their electoral campaigns. We find that the major Spanish parties - PP and PSOE - mobilise districts where they are more likely to win a new seat or are in danger of losing one they already hold. The predicted closeness of the district race is more relevant in the smallest districts. We also find that Spanish parties mobilise their strongholds. We suggest that, apart from the pure office-seeking strategies, political finance motivations might also play a role in the mobilisation choices made by Spanish party elites.  相似文献

Abstract

Following the collapse of the Italian party system in 1994, post-war Italian political cultures have all but exhausted themselves, if not disappeared completely. First, the Ulivo (Olive Tree) in 1996–1998, then, the Partito Democratico in 2007–2008, attempted without much conviction to formulate a new political culture combining several traditions and heritages. This article will explore how and why the PD failed in its attempts. It will also look at the status of other political cultures, especially the federalist and the liberal, supposedly relaunched by Berlusconi in 1994. It will conclude with some reflections on the appearance of personalist parties and leaders’ narratives and provide an assessment of the present situation with specific reference to the attempt by the PD leader, Matteo Renzi, to give birth to a so-called ‘Partito della Nazione’. The three articles in this themed collection investigate the interplay between political finance regimes and the quality of democracy in Southeast Asia. Andreas Ufen's piece on political finance in Malaysia and Singapore argues that the semi-authoritarian regimes in both states have blocked the reform of campaign and party funding regulations in order to keep their opposition in check. The article on Indonesia, authored by Marcus Mietzner, showcases the country's dysfunctional political finance system as a major hurdle toward further democratization. In their contribution on Thailand, Napisa Waitoolkiat and Paul Chambers show that weak political finance regulations have contributed significantly to the shallowness of Thai parties. Overall, the collection demonstrates that without meaningful political finance reforms, Southeast Asia's democratic stagnation is likely to persist for many years to come.  相似文献

Despite the recognition that the integration of refugees and expellees into west Germany has been one of the success stories of the post‐war period, little light has been shed on the process of political integration of this group into the political system of the nascent Federal Republic. As the ‘newcomers’ were prevented from organising themselves in political or cultural organisations, the only legitimate way of exercising political influence was the way through the licensed parties. The CDU/CSU as a conglomerate of liberal and conservative traditions made use of its historic opportunity to adapt its flexible party apparatus and encourage refugee participation. Thereby, it made an important contribution to the political representation of refugee demands as well as attracting a large proportion of the newcomers’ votes.  相似文献

The 2005 German parliamentary elections produced two parties claiming victory, the inability to form a government, and Germany's second post-war grand coalition government. This article explores the peculiarities in the contemporary dynamic of the German party system. It considers the strategy and motivation of parties and the effect of party competition. A key focus is to revisit and evaluate the predictive power of Otto Kirchheimer's ‘end of ideology’ proposition in the German case. On the one hand, mainstream parties seem to be converging at the ideological centre across Western Europe. At the same time, some party polarisation within the party system is evident as more marginal parties such as those of the far left and far right have gained votes at the expense of the mainstream parties in recent elections. A third possibility is that both of these circumstances have produced a political void with voters becoming increasingly apathetic and non-ideological. This paper argues that in the aggregate, trends do not reflect the predictions of Kirchheimer.  相似文献

ABSTRACT

How do ruling political parties accommodate their members’ demand for access to state patronage with a push for merit-based bureaucratic reform? I argue that political commitment to reform is contingent on electoral calculations within the party. Therefore, distortions in reform implementation reveal not only dynamics within the party itself, but also the significance of appointing the right bureaucrats to the right posts to regulate access to patronage. Drawing on qualitative fieldwork in Punjab, I contextualise political commitment to bureaucratic reform to provide an explanation for their unsustainability and for persistently low state capacity in countries with weak, patronage-reliant parties.  相似文献
