ABSTRACT

This special issue focuses on transnational governance, essentially cross-border networked forms of co-ordination in which non-state, or private, actors play important or leading roles in providing standards, rules and practices that other actors voluntarily abide by. While not denying the pre-eminent role of the state in governance, we nonetheless believe there is an under-estimation of transnational governance in Southeast Asia and the varied governance role played by non-state actors that go beyond that of simply acting as pressure or advisory groups lobbying or advising states and regional organisations. We provide five different case studies that explore in detail the varied governance roles played by non-state actors using the common analytical framework set out in this introduction. The case studies reveal interesting variations in the architecture of transnational governance, why they emerge, the modes of social co-ordination through which they work to shape actor behaviour and achieve impact, their normative implications, and how these governance schemes intersect with the state and national regulatory frameworks. This special issue, thus, highlights the variegated architecture of governance in this region in which non-state actors play substantial governance roles regulating the conduct of other actors.  相似文献

Abstract

The article presents survey findings of the leadership styles exercised in local governments and examines whether leadership influences organisational performance in Uganda's local governments. Based on survey findings from Bushenyi District, both transactional and transformational leadership styles are evidently exercised in Uganda's local governments. The study findings further reveal that leadership behaviours in Bushenyi District are often characterised by idealised influence (behaviour), inspirational motivation, high laissez-faire leadership and high management-by-exception (passive). As a result, there is increasing job insecurity among subordinates, which undermines the internal organisational ability to perform. Four sub-counties in Bushenyi District were selected for the purpose of this research. Using Multifactor Leadership Questionnaires (MLQs), data were derived from 123 respondents (36 leaders and 87 raters).  相似文献

ABSTRACT

Trade patterns in East Asia are termed the “Factory Asia” model, whereby Asia functions as a “global factory” that imports intermediate goods from its regional networks and then assembles and exports them as finished goods to higher-income developed countries. In 2001, China’s accession into the World Trade Organisation consolidated this pattern by becoming the core economy in this model. However, is this pattern still valid after more than a decade of rapid development in East Asian countries? The main objective of this article is to examine the evolution of this pattern of trade in East Asian countries. Although the key findings of this study show that the Factory Asia model continues, it is changing as different East Asian countries capture more value in global value chains. The gaps in the rate of upgrading are identified and mainly attributed to differences in government policies and competition. However, the dependence on foreign inputs still remains an important part of high-technology production in East Asian countries. Hence, the idea that East Asia is evolving from a “factory” into a “Research & Development hub” remains far-fetched.  相似文献

The projects discussed in this paper, Galileo and ITER, are two contrasting experiences of Euro-Asian cooperation within Very Large (Public) Scientific Enterprises. They offer key insights into the deepening relations which have given shape to the rapidly expanding field of Euro-Asian collaborative interregional projects. Cooperative agendas within such "Big Science" endeavors heighten the question of the political considerations supporting the decision to engage specific forms of international cooperation. As the main driving force behind both projects, the EU's choices have resulted in the establishment of novel and distinct forms of Euro-Asian scientific cooperation. A better understanding of how such Euro-Asian initiatives emerge can logically be garnered by confronting the Euro-Chinese cooperation within Galileo, and the Euro-Japanese partnership within ITER. This comparison will show that the agendas and institutions of these two interregional policies vary greatly. Within the same policy field - in casu Large Scientific Projects - and in relationship to the same region - i.e. East Asia - this study shows that fundamentally different policies are practiced side-by-side. If in both cases Euro-Asian scientific cooperation has provided its participants with renewed leverage and unprecedented opportunities, the exact scope and function of these interregional collaborations range from the merely tactical in the Euro-Chinese Galileo experience, to the substantial in the Euro-Japanese ITER experience.  相似文献

The papers in this special edition are a very small selection from those presented at the EU-NESCA (Network of European Studies Centres in Asia) conference on "the EU and East Asia within an Evolving Global Order: Ideas, Actors and Processes" in November 2008 in Brussels. The conference was the culmination of three years of research activity involving workshops and conferences bringing together scholars from both regions primarily to discuss relations between Europe and Asia, perceptions of Europe in Asia, and the relationship between the European regional project and emerging regional forms in Asia. But although this was the last of the three major conferences organised by the consortium, it in many ways represented a starting point rather than the end; an opportunity to reflect on the conclusions of the first phase of collaboration and point towards new and continuing research agendas for the future.  相似文献

In 2008, rare earth minerals (REMs) shot to the top of the international agenda. When China began restricting exports of these critical materials, many claimed it was threatening a “REMs weapon” against the US and Japan. Yet by 2014, the crisis had quickly abated, as China shelved its policies in the face of pressure from consumer governments. This article examines why REMs emerged – and then quickly disappeared – as a threat to international security in Asia. It first conceptualizes the geopolitics of critical materials, before analyzing the politics of the REMs crisis between Japan, China, and the US. It argues that China’s ability to use REMs for diplomatic coercion was inherently weak and is unlikely to pose a similar threat to international security in future years.  相似文献

After two centuries of close relationships, especially under the Mughals, Islamic ties between India and Central Asia have been considerably weakened, first after the Tsarist colonization and then by Soviet religious repression and ideological isolation. However, when Central Asian post-Soviet republics became independent in 1991, they renewed all kinds of links with the Indian subcontinent. Moreover, the revival of Central Asian Islam benefited from inspirational international Islamic sources from Turkey, the Arab countries and India. The latter drew less attention from analysts than other sources of influence, although it has gained ground all over the region in past years, particularly in Kazakhstan and Kyrgyzstan, where the India-based Jama'at al Tabligh has achieved significant success. This Islamic organization, established in British India in the 1920s, defines itself as a non-radical and non-political movement, promoting ‘basic’ Islamic faith and practice. So far, the Jama'at al Tabligh has been tolerated by local authorities who would rather use them as a shield against the more radical Islamic groups that are openly opposing the regime.  相似文献

Abstract

This article explores how relevant the “Responsibility to Protect” (RtoP) principle is in Southeast Asia. Southeast Asia is usually thought of as a region that is highly resistant to external “interference” in its domestic affairs and relatively impervious to the influence of externally generated norms. The article explores the potential relevance of RtoP through an analysis of the impact of Cyclone Nargis on Myanmar. Although the military regime in Myanmar was initially resistant to external intervention, pressure from both the United Nations and especially fellow members of the Association of Southeast Asian Nations (ASEAN) caused the regime to change its behavior. The authors argue that this marks an important shift in intra-ASEAN relations and suggests that even in Southeast Asia where sovereignty is still jealously guarded, external norms and ideas can have a decisive impact in propitious circumstances.  相似文献

Working long hours has become a routinised part of life in East Asia. The different patterns of overtime across this region are understudied, however. This study represents a first systematic attempt to analyse overtime and its determinants in Japan, South Korea, Taiwan and China by testing hypotheses that specify the distinctive influences of employment status and job contracts on work hours. Class exploitation, post-industrialism and flexibility theories are mobilised to identify distinctive but supplementary factors in long working hours. Using data from a recent four-country survey, a Tobit regression analysis of full-time workers’ hours reveals that employers and self-employed people work longer hours than hired workers across this region. Despite this convergence, there is a contrast across occupations. In Japan, overtime is positively associated with occupational prestige, while a reverse pattern operates in China, where low-skilled workers work more overtime. Contract workers in the private sector in South Korea and China also have longer overtime when compared to public sector employees. In sum, this study highlights more divergence than convergence of working conditions within East Asia.  相似文献

India and Pakistan have acquired nuclear weapon capabilities. This has exercised restraint on the policies of both sides and seems to have averted armed conflicts between them for fear of nuclear confrontation. These policies of restraint are likely to be continued by both countries and may well be reinforced if the international community succeed in reaching agreements on the Comprehensive Test Ban Treaty (CTBT), cut off of fissile material and ban on deployment, testing and production of ballistic missiles.  相似文献

ABSTRACT

Across Asia there has been a shift to the right in important democratic polities. This article argues that this conservative or authoritarian shift reflects the emergence of a new form of political regime that Nicos Poulantzas characterised as authoritarian statism. This article presents a theoretical framework – with illustrative case studies of Japan and Korea – to understand the emergence of a distinctive brand of Asian authoritarian statism. These new trajectories of political regimes reflect interconnected political and economic crises of conservative capitalist democracies. These crises are the result of the fracturing of modes and mechanisms of political incorporation due to the transnationalisation of capital. It is argued that the inability of current modes of state intervention or political incorporation to manage these economic and political crises or secure political legitimacy for political projects to deepen market reform has led to a “crisis of crisis management” and the further weakening of the Japanese and Korean states.  相似文献

Conventional wisdom in the international aid community has been that governance systems and practices in developing countries require reform in order for aid catering to economic development or poverty alleviation to be successful. Despite criticisms, the good governance agenda has remained unscathed in international development policy until the recent economic crisis in the advanced economies. This feature section of this issue provides in-depth analysis of the nuances at the critical linkage between institutional reforms and development, based on empirical case studies of the logic of governance reforms in the Asian context. This introductory essay surveys the intellectual background of discussion over the concepts of governance, good governance and development, and the linkage between governance reforms as process and development as outcome. It highlights the significance of discussing Asian reform experiences for the ongoing reflection over the global institutional agenda. The message is not that we do not need governance reforms, or that international learning is impossible or counterproductive. Reform efforts in developing and advanced economies will benefit, however, from a better understanding of the linkage between reforms and the diverse historical conditions they are embedded in.  相似文献

This article explores the cooperation after independence on four Central Asian transboundary rivers. The paper shows that, even though the Central Asian states agreed in 1992 to continue with the basic water-sharing principles, new agreements had to be made. New agreements were only made in basins with large-scale water-control infrastructure, which have transboundary significance or are transboundary themselves. The inequitable water allocation between the riparian states has continued and has not triggered new agreements.  相似文献

Chinese President Xi Jinping has touted an Asian security architecture in which “it is for the people of Asia to run the affairs of Asia.” But does China really want to exclude the United States from the regional order? This article argues that previous answers are often insufficient because they do not account for sub-regional variation in China’s strategy. In maritime Asia, China seeks a significantly reduced role for the US and its alliances though major constraints limit the prospects for success. In continental Asia, however, the situation is more nuanced, with Beijing alternately ignoring, supporting, or hedging against US presence. The policy implication is that Washington should not overstate Beijing’s role as either a regional adversary or a regional partner. Rather, the United States needs to approach China on its own terms across sub-regions.  相似文献

This article reviews China's diplomacy toward Southeast Asia and ASEAN chronologically from the 1990s to 2015, focusing on the changes that occurred during the second half of the Hu Jintao Administration and the further policy adjustments made during the first Xi Jinping Administration. While there are still many uncertainties regarding the policies, and many aspects are still in progress, this study provides an outline of the current period of change in China's relations with Southeast Asia and China's more active engagement in relations with ASEAN from the late 1990s through the early 21st century.  相似文献
