This article investigates the concept of political theology by analysing parliamentary sermons in Sweden in the period 1789–1866. The bishops who delivered the sermons and their political contribution have received little scholarly attention, which this study is intended to remedy. Parliamentary sermons were printed and disseminated throughout the country as epitomes of the state's official ideology, which makes them important documentary evidence of past concerns. The study examines two key areas of thought evident in the sermons: the importance to the state of religious unity; and the monarch as a religious symbol. It was believed that the faith of the people and an organic relationship between church and state would provide society with a certain stability, and this view was reinforced – first by Romantic philosophy and later by confessional theology – in response to marked social challenges. Generally speaking, the state was not thought able to survive without help from the church, even as religious and political reform was underway. At start of the period in question, meanwhile, Sweden's monarchs were seen as imparting the faith to their subjects in finest Old Testament fashion; however, in the first decades of the nineteenth century this view weakened, as the foundation for a stable society was instead sought in the cooperation of king, people and God. After the 1840s, direct references to the monarchy were rare in the parliamentary sermons – from that point the king had a largely symbolic religious role in instilling the faith in his subjects and promoting the unity of the Church of Sweden.  相似文献

The Cadiz courts symbolize the foundational episode of the liberal revolutions that took place in Spain and Latin America, and from this starting point, this article undertakes a comparative analysis of the different roads in political experimentation implemented in Spain and post-independent Mexico, during the first decades of the nineteenth century, in applying and consolidating liberal state models. In this case, emphasis is given to the debate arising around the representation and idea of political inclusion and exclusion put forward by the different legal frameworks in both countries, as essential cornerstones for modulating the different typologies of parliamentarianism, of the electorate and of the parliamentarian ideal, where a direct link is underlined between elitism and parliamentarian representation.  相似文献

Abstract

Although Methodism has remained the dominant form of Christianity in Fiji, Methodist beliefs have been contested by a proliferation of Pentecostal/evangelical churches, but never more directly than by a new form of Methodism which flourished in the years up to 2009. This new church was called the New Methodist Church and, for a period in 2008 and 2009, the Fiji police forces were strongly encouraged to participate and finally to convert to it. This article is part of ongoing research that traces the alliances and challenges between Christianity and the state in Fiji.  相似文献

In this article Henryk Olszewski reviews the main developments of the parliamentary constitution in Poland-Lithuania from the later middle ages to the abortive reform period after 1760. It is argued that at least until the end of the Jagellinian dynasty in 1572, a healthy and viable constitutional tradition had developed, combining an effective kingship with a vigorous gentry democracy. It goes on to argue that the subsequent degeneration of this political system, symbolised by the adoption of the liberum veto in 1652 was not an inevitability but the result of contingency.  相似文献

Abstract

This paper traces the fragility of the subject in the period extending from the aftermath of the Sexenio through to the early twentieth century. In particular, two case studies are focused upon: the question of gender “deviance” and the figure of the genius, in order to understand how medicine participated in the construction of “outsider” identities within the context of the emerging liberal order. How did liberal rationales exclude or curtail certain wayward expressions of identity and subjectivity? What consequences did the marking of “excessive” figures or outsiders have for notions of inclusiveness and citizenship within the late-nineteenth-century liberal order? By concentrating primarily on medical texts and journals published during the period, this study builds on existing research to tease out answers to these questions.  相似文献

Parliamentary attendance could be quite problematic before the advent of modern political parties. For more than a century after the Glorious Revolution both the English/British and Irish Houses of Commons sought to address this challenge by ordering the Serjeant at Arms to take into custody hundreds of absent Members of Parliament (MPs). The extraordinary expedient of turning parliament into a prison, albeit of the softest variety imaginable, did not solve the attendance problem. On the contrary, it became considerably worse after both Houses adopted new rules for adjudicating controverted elections in the late eighteenth century. Nevertheless, the willingness to employ this distasteful and rather ineffective weapon quickly dwindled. The last arrest order for unauthorized absence came in 1859, 112 years before the final occasion on which Westminster was forced to adjourn business for want of MPs.  相似文献

This article explores the complex, shifting intersections between gender, racial, and national identities in modern Chile. Focusing on the figure of the Araucanian warrior who famously defeated the Spanish conquistadors in the sixteenth century, it draws readers' attention to four transformative periods between the first declaration of Chilean independence and the bicentennial celebrations of that independence, and examines the contesting notions of masculinity that emerged in such contexts. Firstly, it analyses the late nineteenth-century liberal State's “civilising” discourse, which was imbued with imperial racist concepts of masculinity; secondly, a protest mestizo masculinity that emerged through the writings of Nicolás Palacios in the early twentieth century; thirdly, a revolutionary masculinity that was exalted by various actors during the Popular Unity government (1970–3); and finally, multicultural, neo-liberal configurations of masculinity in post-dictatorship Chile. It shows how the masculine ideals of physique (strength, impressive build, virility) and behaviour (independence, intelligence, bravery, spirit of adventure) projected onto the noble warrior of old have existed in tension with disparaging attitudes towards contemporary Mapuche demanding respect for their rights. It also underscores the multiple, creative ways in which Mapuche intellectuals and political leaders have engaged with dominant discourses of gender, race and nation in republican Chile.  相似文献

In the post-2008 Malaysian general election, the opposition political parties the Parti KeADILan Rakyat, the Pan-Malaysian Islamic Party and the Democratic Action Party started to gain currency, especially when the ruling Barisan Nasional (BN) government was denied its two-thirds of the majority in parliament. The 2008 result indicated that there was a substantial shift in support from the incumbent BN to the opposition parties. The opposition later on was formed into a coalition known as Pakatan Rakyat (PR). The minor victory of the PR in the 2008 election suggested that it had secured a considerable number of seats in the twelfth Malaysian parliament. This article argues that the 2008 electoral outcome exhibited substantial competitive parliamentary behaviour despite the authoritarian nature of Malaysia. The article examines PR behaviour in the twelfth parliament with reference to the budget process. Besides elections, the Malaysian parliament is a very crucial indicator of the development of democratic governance in Malaysia. This article argues that the opposition PR is still relevant in the way in which it has fully exercised its legal parliamentary capability, especially its de facto leader Anwar Ibrahim, in questioning and posing constraints on the ruling BN policies concerning the budget process.  相似文献

In this article, Catriona Burness seeks to establish the current potential for increasing significantly the level of women's participation in politics in Scotland and the United Kingdom in the light of the experience of their representation in Scotland, New Zealand and Finland since 1960. The comparator countries have been selected because they are small countries of comparable size, with advanced political cultures, in which women have been eligible to vote and be elected to parliaments for a considerable period of time. The article reviews the history of women's representation in each of these countries and seeks to identify patterns in the developments that have taken place. It then discusses the prospects for further advances on the current position, in particular in the light of the probable introduction of a devolved assembly in Scotland.  相似文献

This article provides a political and social characterization of Chilean deputies in the second half of the nineteenth century. It covers 11 parliamentary elections ranging from 1849, the first election under a relatively recognizable party system to 1879, the last election before the consequences of the War of the Pacific (1879–84) altered the local political landscape. The study of parliamentarians is based on a prosopography derived from the analysis of 405 deputies, and in this case is limited to three criteria: place of birth, profession or occupation, and age of entry into parliament. The latter criterion is a key one, because the authors focus only on members who joined congress for the first time over a period of 30 years. One of the main hypotheses of this article suggests that from the 1861 election congress experienced changes in its composition, allowing the entrance of actors who had hitherto not been part of congress.  相似文献

In this paper Norman Ball re-examines the well recognised process of enlarging the House of Commons in the Tudor and early Stuart periods by the creation of new, or the revival of old parliamentary boroughs. The usual explanation of the phenomenon has been that it met pressures from local gentry for wider access to parliamentary seats. The paper questions this interpretation, noting the new seats often appeared in areas that were already well provided with borough places. On the basis of a geographical analysis of the new boroughs it is shown that there was a preponderance of creations in the lands of the two royal duchies of Cornwall and Lancaster. It goes on to suggest that the main motive behind the creations was the need of the crown and its advisers to find places for reliable members who could assist the royal business managers in carrying through an expanding volume of parliamentary business.  相似文献

The constitutional settlement instituted by the Scottish Parliament in 1661–63 has traditionally been seen as a victory for the crown and a disaster for the parliamentary estates, since all of the hard-won constitutional gains introduced during the Covenanting era were largely swept away in favour of a complete reassertion of the king's prerogative powers. Nevertheless, despite the initial flourishing of royalist enthusiasm that marked the early Restoration period, in only a matter of years Scotland's political elites were once more engaged in battle with an authoritarian monarch and his increasingly dictatorial ministers of state. By as early as the mid-1660s, armed rebellion had erupted in the localities, religious non-conformity threatened to fragment the church, and rumbles of dissent within the parliamentary chamber itself were becoming more difficult to ignore. Can it be concluded, therefore, that it would prove impossible to imagine away the momentous events of the Covenanters' radical experiment in government, and that some of those constitutional and ideological principles survived into the Restoration era, effectively sowing the seeds of what would become the Revolution of 1689–90?  相似文献

Since their origins, congresses played significant roles in the emerging states of Latin America following independence from Spain. Yet their protagonism has been overshadowed by the so-called caudillos, the strongmen who seem to have dominated the politics of the region during most of the nineteenth century. This article argues that congresses were central political actors in Latin America during the century and it does so by examining their various functions. Congresses served to form governments, to define the legislative agenda and to limit the power of the executive. Congress was the institution around which political parties and their leaders were formed, while the practices of representative government developed.  相似文献

This article examines the commitment of many parliamentarians from Western countries after the Second World War in favour of European integration and the role played by the first European representative assembly, the Consultative Assembly of the Council of Europe, from its foundation in 1949 to the resignation of its first president, Paul-Henri Spaak, in 1951. The Hague Congress of May 1948 proposed the creation of an assembly elected by national parliaments which was to be the core of an integration process. The Consultative Assembly of the Council of Europe, established by the Treaty of London of 5 May 1949, was far from satisfying the promoters of a parliament-led Europe, as the Committee of Ministers was the main decision-making body of the new international organization. The members of the Consultative Assembly (many of whom were leading political figures such as Winston Churchill, Harold Macmillan, Guy Mollet, Georges Bidault, Eamon de Valera, Ugo La Malfa and Ferruccio Parri) made an important contribution, however, to creating a supranational forum of discussion, and the Assembly's proposals led to the Convention on Human Rights, signed in November 1950, and to other European conventions. However, the Assembly was unable to share a common vision about the institutional perspectives of European integration. This article examines how the debate about the political structure of Europe was influenced by national traditions.  相似文献
