ABSTRACT

Souvenirs can help illustrate the world-view towards a country under intervention. Following the work of Lisa Smirl, this article analyses a particular set of souvenirs from Afghanistan in order to establish how the intervention there is shaping the imaginary of conflict professionals working in Kabul in the final years of the International Security Assistance Forces (ISAF). Souvenirs are analysed as consistent with established tropes, in the case of Afghanistan dating back to colonial encounters beginning in the early nineteenth century; much of the ‘Othering' knowledge produced is actualized in souvenirs. In a focused analysis of a Scorpion glass, representing a particular type of souvenir, the articles concludes by showing how what souvenirs transmit is ambiguous and depends on different interpretations and meanings attached to them by different audiences. For conflict professionals who buy these items, they are a way to bridge the gap of their home experience and their life in intervention context. Souvenirs can help mitigate the ‘liminal’ existence that many security professionals, aid workers or embassy staff experience during missions in intervened countries. At the same time, they reify the tropes and narratives about the intervened countries and peoples and thus shape the way interventions are understood, conducted and practised.  相似文献

ABSTRACT

Non-governmental organisations (NGOs) are a constituent part of post-conflict Transitional Justice interventions and as such their projects shape but are also constrained by various narratives about the past. This article introduces the concept of mnemonic role attributions defined as the sum of how actors, their roles, their responsibility and their suffering are categorised as they are remembered regarding a certain period of time. The article analyses how different mnemonic role attributions that are propagated during interventions by Transitional Justice experts in civil society influence the potential for reconciliation in post-conflict Cambodia.  相似文献

ABSTRACT

This article looks at everyday encounters in Mostar to investigate how boundaries are enacted and displaced by its dwellers. Drawing on participant observation in two cafes, it considers boundaries not only in their spatial capacity, but in a confluence of space and time. It reflects on how owners and customers mobilize the idea of the pre-war city as a space of interethnic tolerance to criticize the contemporary city. It discusses how the creation of temporal boundaries complicate the narrative of the divided city and sheds light on attempts to restore places of co-existence in sharp contrast to the prevalent social order.  相似文献

Abstract

In ?umava National Park, dominant actors dispute appropriate conservation strategies habitually overlooking ?umava's residents and their socioeconomic concerns. Routinely disregarded, ?umava's residents invoke narratives of identity and place that undermine the conservation paradigm by constructing the local population ‘quality’ as insufficient to make conservation a success. This paper examines the circumstances in which such a discourse emerges, how it responds to the asperity of conservation in a post-socialist setting and gains credence for implausible conclusions by appealing to broadly recognised Czech and European narratives of identity and place. What emerges is a discursive fragmentation of the subject simultaneously lends the discourse credibility and frustrates the redistribution of power in the area.  相似文献

ABSTRACT

This article scrutinises everyday practices of French gendarmes who were sent as international police in UN and NATO missions in Bosnia and Kosovo. Drawing on qualitative material, it argues that their encounters on the ground largely shaped their practices. Rather than melting into the internationalised peacebuilding milieu, gendarmes endeavoured to serve and survey, that is, to establish relationships with civilian populations as a means to collect security-related intelligence for their national government. The sociology of peacebuilding encounters on the ground thus unveils Peaceland’s social divides and invites to take into account the historicity of the peacebuilders’ societies.  相似文献

ABSTRACT

The idea of utopia has become pervasive in the age of everyday humanitarianism. Digital media communicate utopian ideas that allow people to “do good” for vulnerable others and the environment. At the same time, campaigns mobilize citizens by invoking apocalyptic images, such as genetically modified (GM) “monster” foods. This article looks at the construction of utopian and apocalyptic narratives in social movement campaigns and how they contribute to the construction of identities in the campaigns against GM food and Bt cotton, especially in India. Based on an analysis of campaign material, we show that “organic food” and “ethical cotton” products would be less successful without the concurrent use of apocalyptic narratives. Narratives that are more radical enabled the anti-GM food movement to mobilize large resistance. By contrast, a more inclusive narrative approach in the cotton/textile sector risks supporting interests that are detrimental to social justice and environmental protection.  相似文献

Abstract

Is state power or control over financial markets really withering? Most narratives/analyses of financialisation see a growing penetration of private capital into everyday life that runs parallel to the increasing power of private financial capital over state policy. Yet housing finance – mortgages – sits at the centre of banking, and banking sits at the centre of the financial system. Large-scale mortgage markets only function where the state wraps around the banking system to remove maturity risks and to limit excessive credit creation. Partial deregulation in the 1990s and 2000s created a crisis that states resolved by re-nationalising much of mortgage finance. This renewed and overwhelming state presence suggests that financialisation is a state-driven story, and that private financial power, stability and instruments require state support above and beyond contract enforcement and prudential regulation.  相似文献

ABSTRACT

Popular culture matters for helping make sense of our political lives. This article addresses the value of dystopian horror films in challenging narratives about the state. It is situated within broader understandings of popular culture and politics, and specifically within narrative understandings of the state as a performative body. It presents The Purge film franchise as an example of such a challenge to state narratives, and argues that through its distortion of dominant state narratives, the franchise reveals and challenges the intersections of economic and racial inequality in the neoliberal United States. It examines in particular the emergency broadcast featured in all four films, which positions citizens in a relationship with law and life where the right to law conflates the right to life, and argues that the films present an understanding of vulnerability and abandonment that are in some ways already present in the state. It concludes by questioning what, if any, the capacities are for resistance.  相似文献

ABSTRACT

This article explores the role of informal networks in producing strategic knowledge and influencing policy responses to the 2011 post-election crisis in Bosnia-Herzegovina. The analytical focus is on networks of shadow peacebuilders, defined as actors who are often not visible to the public and who promote a mix of altruistic and personal interests of their broader network by generating strategic narratives and influencing peacebuilding policy. As this article shows, shadow peacebuilders engage in diplomatic counterinsurgencies waged by means of diplomacy, politics, public relations and legal means. Strategic narratives are instrumental in legitimizing diplomatic counterinsurgency, inducing internal cohesion within the network and delegitimizing alternative narratives and policy solutions. Yet the production of strategic knowledge by shadow peacebuilders has its limitations. When the gap between strategic narrative and actions becomes too big, the network risks fragmentation and defeat by other networks that promote alternative strategic narratives and paths of action in the battle over control of peacebuilding policy.  相似文献

The absolute stranger belongs to a new situation Shakespeare found in cosmopolitan Venice. Through Shylock and Othello, Shakespeare encounters the drama of the outsider's failed assimilation into cosmopolitan life. ABSTRACT

Previous research has predominantly measured populist attitudes as a one-dimensional concept, tapping into the distinction between the ordinary people and the culprit elites. With growing differentiation of populist viewpoints across the globe, this unidimensional approach may not reflect the multifaceted reality of the people’s populism. Most importantly, albeit paramount in right-wing populist rhetoric, exclusionist perceptions of others threatening the monocultural nation of the people are typically not captured in one-dimensional conceptualizations. To assess more precisely how populist attitudes are structured, we collected original survey data (N?=?809) among a representative sample of Dutch citizens. Using Multidimensional Scaling and Confirmatory Factor Analysis, we propose a two-dimensional structure: anti-establishment and exclusionism. This study further demonstrates how salient these different populist attitudes are among which voters.  相似文献

Abstract

In 1978 and 1979, the concept of governmentality was introduced by Foucault in his lectures at the Collège de France. Foucault finds the genealogical origin of this concept in the Christian figure of the shepherd. From this starting-point, he then embarks on a eulogy of liberalism, in stark contrast to the Marxist critique of political economy. These two grand narratives of modern liberalism differ markedly in their political and philosophical presuppositions. The latter, rooted in the tradition of natural law, is directed towards revolution. The former, rooted in the tradition of English radicalism, is directed towards resistance. Beyond their different reconstructions of liberalism, however, the article concludes by showing how these two narratives, can in fact be combined in a politically fruitful way.  相似文献

ABSTRACT

The ‘hybrid' United Nations-African Union Mission in Darfur (UNAMID) was initially hailed as a model for peacekeeping cooperation between the UN and African regional organizations. However, UNAMID soon faced contestation from different stakeholders, and the UN and the AU have now essentially abandoned the hybrid approach. The article reconstructs how the mission’s deteriorating legitimacy relates to changing self-legitimation strategies by the two organizations. The UN and the AU pursued mutual legitimation when establishing UNAMID, but later mobilized historical narratives and diverging normative standards to promote competing authority claims. The article thus advances an understanding of inter-organizational relations as inherently political.  相似文献

ABSTRACT

This article examines peacebuilding localization, in particular how encounters with local contexts and actors shape external peacebuilders' priorities and practices. My vehicle for exploring this dynamic is the rapid emergence of a massive black market in northeast Bosnia, the ‘Arizona’ market, which developed on territory controlled by U.S. peacekeeping forces. I argue that the military's relationship with the market contributed to a shift from an initially minimalist, peacekeeping-centric, conception of the peacebuilding process toward the embrace of broader post-war political and economic initiatives, and identify three factors that influenced its unfolding in the case of Arizona: adaptation, embeddedness and place.  相似文献

Abstract

The surprising authority of gender expertise on sexual violence within post-Cold War peacekeeping can be understood by tracing how sexual violence became linked with political torture and combat violence in peacekeeping security rationality. The linkage emerged from the development of Post-Traumatic Stress Disorder (PTSD) theory within anti-Vietnam war activism, which gained international authority during the 1980s. Post-Cold War narratives of ‘multi-dimensional’ peacekeeping as the policing and rehabilitation of perpetrators and victims for self-government drew on PTSD expertise on ‘integrity violations’, thus problematizing sexual violence. However, gender expertise should not be dismissed as providing ideological cover for imperialist projects: the contingent authority gender expertise has claimed has disrupted the peacekeeping narrative by representing peacekeeping operations as fostering flourishing sex industries in which integrity violations are a norm.  相似文献

Abstract

This article synthesizes findings from a wide range of empirical research into how neighborhoods affect families and children. It lays out a conceptual framework for understanding how neighborhoods may affect people at different life stages. It then identifies methodological challenges, summarizes past research findings, and suggests priorities for future work.

Despite a growing body of evidence that neighborhood conditions play a role in shaping individual outcomes, serious methodological challenges remain that suggest some caution in interpreting this evidence. Moreover, no consensus emerges about which neighborhood characteristics affect which outcomes, or about what types of families may be most influenced by neighborhood conditions. Finally, existing studies provide little empirical evidence about the causal mechanisms through which neighborhood environment influences individual outcomes. To be useful to policy makers, future empirical research should tackle the critical question of how and for whom neighborhood matters.  相似文献

ABSTRACT

This paper seeks to build on scholarship that historicises the commodification of water in Africa. It foregrounds this phenomenon as part of broader processes of colonial remaking of society–nature relations. An empirical analysis is developed that illustrates how the British colonists’ condescending attitudes to indigenous social-ecologies, as well as the attendant exclusionary practises relating to colonisers versus colonised body-space interactions, not only formed the moral and material justification for subjugating the “inferior other” but also provided legitimating narratives for entrenching a racially differentiated urbanism, imposing western sanitation attitudes and introducing modernist ways of capturing and domesticating water at Blantyre. These marked a watershed moment in reconfiguring water–society interactions from being quotidian activities performed by the indigenes to produce water as a use-value/basic need, to that mediated by the circulation of money, modernist public health concerns and water technologies primarily intended to serve the interests of the minority white settlers; thus setting in stone the production of Blantyre town in Malawi as an alienated and commodified waterscape.  相似文献

Studies on regulatory encounters have shown that the interaction between regulator and regulatee is important for implementation of public policy. Much of this research examines how the behavior of frontline workers in such encounters affects regulatee compliance, that is, an outcome of the encounter, but we know less about the behavior that regulatees bring to these encounters. This paper therefore examines how businesses behave in encounters with regulatory authorities, and whether we can identify distinct, multidimensional types of encounter behavior. Using survey data from representative samples of Danish businesses and an exploratory cluster analysis, we identify five types of encounter behavior. We label these “Cooperators,” “Accommodators,” “Game players,” “Protesters,” and “Fighters.” We believe this framework provides a useful next step in a research agenda on businesses' behavior in regulatory encounters.  相似文献

Abstract

Serving as a pledge against a future promise, collateral has traditionally been understood as a ‘back office’ technicality that reduces the risk of default. Yet in the wake of the 2008 financial crisis and the erosion of faith among market participants in the credit quality of large banks, collateral is playing an increasingly important epistemic role within finance, as an anchor that underpins the valuation of a growing number of financial instruments. This paper explores the increasing importance of collateral to the modelling practices used by ‘quants’ to value ‘over-the-counter’ interest rate derivatives since the 2008 financial crisis, and how the inclusion of collateral expertise into quants’ own modelling practices has affected these markets. This historical episode suggests that while the inclusion of collateral expertise into banks’ front office modelling practices has made banks’ pricing models less abstract and more aligned to the traditionally overlooked legal practices that underpin derivatives trading, it has also led to an explosion of complexity in the valuation of these instruments that now threatens the future existence of these markets.  相似文献

South Korea–Japan relations are at their lowest point in decades, as colonial era disputes flare once again. Most pundits argue that the South Korean public is strongly united against Japan. We argue that South Korean elites are sharply divided over how to manage the crisis; this division is starting to impact how South Koreans understand colonial era narratives; and, long-term, bilateral relations depend on how these growing divisions play out. Despite state censorship, a rising counter-narrative in South Korea challenges the dominant, Manichaean, anti-Japanese one. For the first time, Korea and Japan have a realistic chance of reconciling based on liberal public discourse and a nuanced, empirically based understanding of history.  相似文献
