Abstract

Connectivity infrastructure is constantly expanding, increasing internet access across countries, regions and socio-political contexts. Given the fast-changing geography of the internet, there is a growing demand to strengthen cyber capacity beyond national frameworks, in order to develop a transnationally coherent and coordinated governance approach to cybersecurity. In this context, cyber capacity building initiatives are increasingly central in international debates, with the ambition to support countries in the Global South in fostering their cybersecurity strategy from technical and policy perspectives. This article discusses the key factors explaining states’ efforts to enhance their cyber capacity. Based on a cross-national quantitative research approach, the findings contradict international relations (IR)-derived approaches to cybersecurity, which assume that countries develop their cyber capacity according to external security threats, domestic politics or norms. In line with existing research on the role that science plays in policymaking processes more broadly, our results suggest instead that a country’s science and technical knowledge is the most robust explanation for that state’s cyber capacity level. These findings emphasise the need for policymakers to support countries in the Global South in developing their cyber capacity beyond national security paradigms by strengthening education and technical skills in contexts lacking in this resource.  相似文献

This paper examines Chinese perspectives on global governance, an area in which China has increased substantially the depth and breadth of its participation. The paper attempts to draw a mainstream perspective to inform our understanding of some key aspects of China's foreign policy. It demonstrates that while China's statist preference appeals to some Third World countries, such a preference leads the country to clash with the West over how to tackle global issues collectively, particularly over humanitarian intervention. While the Chinese perspective is in the process of evolving and far from reaching maturity, it is questionable whether the global community led by the West would find the Westphalian practice that China embraces admirable.  相似文献

ABSTRACT

Introducing the special issue, this introduction sketches a broad frame for studying public justification. Addressing the relevance of studying this phenomenon, we contend that justificatory processes are very much at the core today’s politics. Defining the concept inclusively, we highlight the relevance of communicative agency and, at the same time, the salience of communicative contexts that enable this agency. Casting our net widely, we show how public justification is related to other, more thoroughly studied concepts, such as legitimacy, authority and power. Encouraging students of public justification to add to our understanding of justificatory processes, we highlight multiple fruitful methodological avenues for studying the concept.  相似文献

This paper discusses three post-revolutionary dissident political theologies in Iran. They all question the absolutist theology of the ruling clerics and utilize indigenous sources of scholarship to oppose the clerical hegemony. They have complementary emphases: whereas Soroush highlights the variable nature of religious knowledge, Shabestari and Kadivar underline its limited and multiple nature. They represent the maturing of the dialogue of the Iranian-Islamic thought with Western social and political philosophy, and as the coming of age of the indigenous Islamic political theology reclaiming its pluralistic and democratic elements. Together, they attack the totalitarian Islam, and call for a guarded and objective secularism, while preserving Islam's spiritual and cultural identity.  相似文献

In the messy world of global governance, the principle of subsidiarity has the potential to order relations between different layers of governance as well as compensate for the legitimacy deficit of global governance institutions. However, subsidiarity has received surprisingly little scholarly attention in the discipline of International Relations. This article therefore seeks to examine the promises and perils of subsidiarity in global governance by adducing empirical evidence from Africa, a region which has authored norms and policies that often contest global norms and institutions. Based on two case studies of pro-democratic intervention in The Gambia and court proliferation at the (sub-)regional levels, the article concludes that while subsidiarity may strengthen democracy and the rule of law at the national level, it may also undermine the rule of law at the global level, as well as dilute fundamental global norms that serve to protect basic human rights. At the same time, subsidiarity provides opportunities for normative innovation, which suggests that more attention needs to be paid to the law-generating effects of subsidiarity and to the Global South as an agent of change in international law and global governance.  相似文献

This article develops a Gramscian approach to the governance of ‘informal’ economies through a historical study of International Labour Organization (ILO) programmes in East Africa. Drawing on Gramsci’s conception of the ‘subaltern’, the article highlights the ways in which the articulation of ‘informality’ in policy documents is coloured by broader struggles over the political organisation of labour. The article develops this argument through two case studies. The first examines the World Employment Programme mission to Kenya in the 1970s that popularised the concept of ‘informal’ labour. The second is a contemporary programme on apprenticeships in the informal economy that originated in Tanzania.  相似文献

There is a growing consensus that the international system needs to be reformed to reflect the changing distribution of power with the rise of the Brazil, Russia, India and China (BRICs). The Group of Twenty (G20) has been at the centre of these discussions. Within the G20, emphasis has been on great powers or rising powers and their capacity to drive reform. Less attention has been given to the preferences and strategies of middle powers in the G20 and their capacity to shape global governance reform. Drawing on interviews with G20 officials, this paper considers the role of Australia as president of the G20 in 2014. Australia’s presidency presents a unique opportunity to examine the behaviour of a middle power as it balances the competing global governance claims of the USA and the BRICs.  相似文献

This article proposes a conceptual framework explaining the phenomenon of local governance learning. The framework is grounded in organisational learning, institutional theory and in a case study of local governance practices undertaken in the process of public dispute resolution. Our analysis offers an advancement in the knowledge on governance learning by (1) specifying different types of governance learning, which are linked to the structure of learning not to its motivation, (2) linking the micro level of local governance practices with the mezzo level of organisational structures, and with the institutions regulating governance on the macro level and (3) explicating the difference between learning and institutional change. We introduce the category of astonishment, which we treat as a prerequisite of governance learning. It is defined as a cognitive state caused by a disruption of institutionalised patterns of thinking and behaviour deployed by a (public) organisation to deal with a specific (social) problem.  相似文献

This paper peers backwards into the history of the multilateral trading system and its development over the past half century as a means of considering what may lie beyond the horizon for the future of global trade governance. Its purpose is to underscore the necessity and urgency for root-and-branch reform of the multilateral trading system. It achieves this by comparing and contrasting the global trading system of 50 years ago with its modern-day equivalent and its likely future counterpart half-a-century hence. In so doing, the paper throws into sharp relief not only the inadequacies of global trade governance today but also the damaging consequences of not fundamentally reforming the system in the near future, with a particular emphasis on the past, present and future development of the world’s poorest and most marginalised countries.  相似文献

Abstract

Providing—and also not providing—public services to unlawful residents implies a certain cost for host societies, and both inclusion and exclusion involve localized renegotiations of fundamental rights, legitimate needs, and social membership. Based on original qualitative research data, this article compares how, why, and under which conditions irregular migrants are granted or denied access to healthcare services provided in London and Barcelona. From a multi-level perspective and by drawing on organization theory, I highlight key differences in how the responsible governments deal with the underlying contradictions and thereby either help or hinder effective policy implementation.  相似文献

How can Islam play multiple and contradictory roles as a source of violence and peace, and a marker of identity differences and national unity? This study argues that religion, as a system of beliefs, manifests itself through discourses, which not only render intelligibility to religious practices and beliefs but also serve as the instruments of social control and regulation. An infinite variety of organizational and ideological differences within Islam presents the possibility for instrumentalisation of religion by stakeholders interested in accomplishing distinctive political aims connected to political legitimation. The study offers an empirical analysis of instrumentalisation of Islam by governments of Kazakhstan and Uzbekistan and uses this evidence for developing a framework linking various discursive representations of religion to their political uses.  相似文献

Abstract

This study examines the relationship between religion and politics in current Turkish society, particularly since the Justice and Development Party (AKP) consolidated its power over state institutions and replaced the Kemalist establishment in the early 2010s. It argues that the AKP has re-instrumentalized the Presidency of Religious Affairs (Diyanet) and used its mosques to enact a performance of nationalism, deviating from a Kemalist, laicist-national identity towards a more encompassing, Ottomanist, religious one. After discussing the unique understanding of laicism in Turkey and the transformation of Diyanet as a state apparatus, content and discourse analyses are used to examine the texts of 1,200 Friday khutbas, weekly prayers that are ordinarily prepared and distributed nationwide by Diyanet. These indicate how citizens perform their nation simply by participating in gatherings, composing the congregation, listening to imams, and being exposed to the reminders of their (re-)identified nationality. The content analysis of Friday khutbas over three distinct periods—1927, 1997–2010, and 2011–2018—illustrates that, as political power shifts over time, the repetition of certain banal reminders used in the khutbas has resulted in different performances of the nation and that, under the rule of the AKP, a new performance has already begun.  相似文献

This article argues that humanitarian aid in intra-state conflict plays a crucial but largely unrecognised role in shaping the preconditions for negotiations for peace and post-conflict reconstruction. Drawing on a spatial theory approach, it identifies the role of humanitarian aid as not being temporary and independent, but as forming an integral part of the daily lives of local communities and of continuously evolving structures of governance during conflict. As a result, significant imbalances in the distribution of aid between different geographical areas, as highlighted in the current Syrian war, threaten not only the immediate survival of civilians, but also their future.  相似文献

The notion of going from government to governance, known as the transformation thesis, as depicted in early Governance Theory has been subjected to substantive critique. This paper explores two different stances of such critique. The first critical stance is represented by Jonathan S. Davies’ 2011 book “Challenging Governance Theory: From networks to hegemony” and entails a radical rejection of the transformation thesis. The second stance offers a more moderate reconfiguration of the transformation thesis and is represented by the recently co-authored work of several prominent governance theorists titled “Interactive Governance: Advancing the paradigm”. While both aspire to set new agendas for governance research, this paper argues that the latter reconfiguration carries a problematic preposition towards overemphasizing the separation between government and governance practices.  相似文献

Organisational perspectives propose that structural arrangements affect policy outcomes. Drawing on these perspectives, it is worthwhile to find out whether and how disagreements among public authorities create barriers to public sector adaptation and preparedness. As the literature on weather vulnerabilities and climate adaptation recommends increased public sector coordination, exploring the possibilities of governance can contribute to the improvement of lifeline conditions. Insights from a Norwegian case study suggest that the different mandates of responsible public authorities sometimes clash. Such clashes limit the abilities to sustain welfare and business conditions when avalanches and blizzards cause highway outages. The findings also show that governance might only partly improve public sector peril response measures, as there is rarely sufficient flexibility to consider specific interests or preferences, for example, to keep a highway open until a school bus or a freight delivery has passed.  相似文献

The ongoing health crisis in the Ukraine has persisted for 48 years with a clear division of gender-based outcomes as seen in the decline of male life expectancy and stagnation of female longevity. The purpose of this paper is to investigate differences in self-rated health and system barriers to health care applicable to gender and its intersections because of the differing negative health outcomes for men and women. Intersectionality theory provides an analytic framework for interpreting our results. Utilizing a nationwide sample of the Ukrainian population (N = 1908), we found that low socioeconomic status (SES) women rate their health worse than men generally and any other socioeconomic group. Yet women also face the greatest barriers to health care until older ages when the ailments of men cause them to likewise face the obstacles. In reviewing the barrier to health care scale, one barrier—that of health care services being too expensive—dominated the responses with some 52.5 percent of the sample reporting it. Consequently, the greatest problem in Ukraine with respect to health reform reported by the population is the out-of-pocket costs for care in a system that is officially free. These costs, constituting some 40 percent of all national health expenditures, affect women and the aged the most.  相似文献

The public museum sector does not remain untouched by the main trends and changes in public administration, even if it has some different characteristics from other government agencies in terms of administrative priorities and purpose. This is why the sector has been largely influenced by the prevailing administrative model of the era. Today, community engagement has become one of the main topics in the sector in parallel with the changes in public administration. Thus, the objective of this study is to propose and test a model that explains Turkish public museums’ community engagement performance. Findings of the research show that goal clarity is the most important factor in the community engagement performance of Turkish public museums, whereas museum infrastructure is surprisingly the least significant factor. Furthermore, this study reveals the positive correlation between the fulfilment of endogenous and exogenous functions of the public museums. Therefore, any effort to make them more engaged in their community should not be regarded as an alternative of their primary functions, namely endogenous functions.  相似文献

Deliberative democracy is expected to increase legitimacy and effectiveness of democratic governance. In recent years, a growing body of research has reported on different instances of participatory innovations across the globe. Nevertheless, quantitative evidence on the determinants of legitimate and effective deliberative procedures is still scarce. Examining parents’ participation in school governance in Switzerland, this article explores the effect of the design of deliberative institutions on perceptions of legitimacy and effectiveness. Based on an original survey of 312 parent councils of public primary schools in Switzerland, the results of our analysis corroborate theoretical expectations about the impact of institutional design on legitimacy and effectiveness of deliberative procedures: More authority granted to parent councils clearly enhances the output-legitimacy of these bodies.  相似文献

This article examines the nature of the engagement between the European Union and the Global Fund created to combat HIV/AIDS, tuberculosis and malaria. The authors reveal that in relations between the EU and the Fund, influence is reciprocal although asymmetrical with the EU commanding more leverage. They also contend that the EU considers its engagement with the Global Fund as successful to the extent that the success of this interaction is contingent on the Global Fund's capacity for implementation. They conclude that the relationship between the EU and the Fund will continue for the foreseeable future.  相似文献

While many developing countries have devolved health care responsibilities to local governments in recent years, no study has examined whether decentralisation actually leads to greater health sector allocative efficiency. This paper approaches this question by modeling local government budgeting decisions under decentralisation. The model leads to conclusions not all favourable to decentralisation and produces several testable hypotheses concerning local government spending choices. For a brief empirical test of the model we look at data from Uganda. The data are of a type seldom available to researchers–actual local government budgets for the health sector in a developing country. The health budgets are disaggregated into specific types of activities based on a subjective characterisation of each activity's ‘publicness’. The empirical results provide preliminary evidence that local government health planners are allocating declining proportions of their budgets to public goods activities.  相似文献
