在中俄执政党对话机制第二次会议开幕式上的讲话

我很高兴应普京主席邀请,有机会访问美丽的俄罗斯并出席中俄执政党对话机制第二次会议。首先,我谨代表中共中央和胡锦涛总书记,向统一俄罗斯党的同事们致以诚挚问候和良好祝愿!     

俄罗斯的精英政治

当代俄罗斯的政体是新权威主义下的宪政民主体制。它的特点是在俄罗斯的政治实践中逐步形成了一种保持宪政民主政体形式并实行总统统一领导的权力体制和管理方式。但＂梅普组合＂的出现不得不让人们重新深入审视和分析俄罗斯的这种政治体制。这是一种以个人威望为基础的总统集中管理模式,又恰恰是政局稳定和国家安定的关键。当今的俄罗斯政治仍然是精英政治。     

俄罗斯再掀私有化浪潮

2010年7月28日,俄罗斯经济发展部表示,俄政府已同意于2011至2013年对11家国有企业通过实行股份制实现部分私有化。这些企业包括俄罗斯石油运输公司、俄罗斯石油公司、俄罗斯储蓄银行、俄罗斯对外贸易银行、俄罗斯农业银行、俄罗斯联合粮食公司等。此举将使俄政府每年筹集约3000亿卢布（约合98．8亿美元）,总计近8835亿卢布（约合290亿美元）。这也标志着俄罗斯在国有企业政策上出现重大转变。如此计划如期执行,这将是俄自20世纪90年代以来规模最大的一次私有化。     

Federalism and democratization in Russia

The scholarly literature on democratic transitions has largely ignored developments at the local level and the relationship between federalism and democracy. In this work I examine the development of federalism in Russia and I assess the impact of Russia's highly asymmetrical form of federalism on democratisation. The study shows that federalism far from promoting democracy has allowed authoritarianism to flourish in many of Russia's eighty nine regions and republics. Federalism and democratization in Russia exist in contradiction rather than harmony. In a vicious circle, authoritarianism at the centre has been nourished by authoritarianism in the region and vice versa. “Elective dictatorships” and “delegative democracies” are now well entrenched in many republics, and mini-presidential systems are firmly established in a majority of the regions.     

Networked poverty in rural Russia

This article attempts to apply major ideas developed in Anglo-American ‘network analysis’ to enlarge geographical constructions of the rural ‘problematic’ in Russia. It interrogates complex understandings of ‘poor people’ via a study of social networks in two villages in Central European Russia, focusing on connections between different actors embedded in social contexts in the countryside, different forms of associations between rural people, and the ways in which specific forms of their interrelations affect poverty. In so doing, the article attempts to reconnect different positions of rural people in Russia and different transitory aspects of ‘poor’ identities (i.e. of people in poverty), as well as to broaden understanding of differentiated experiences of rural poverty.
