International networks of Islamic ‘terrorism’ have served as the most popular explanation to describe the phenomenon of political Islam since the 11 September attacks. This paper argues that both the self-proclaimed doctrinal Islam of the militants and Western perceptions of a homogeneous Islamist threat need to be deconstructed in order to discover the often ambiguous manifestations of ‘official’ and ‘opposition’ Islam, of modernity and conservatism. As a comparison of two Islamic countries, Egypt and Malaysia, which both claim a leading role in their respective regions, shows, moderate Islamic groups have had a considerable impact on processes of democratisation and the emergence of civil society during the quarter century since the ‘Islamic resurgence’. Shared experiences like coalition building and active participation within the political system demonstrate the influence and importance of groups such as the Egyptian Muslim Brotherhood, the Islamic Youth Movement of Malaysia (abim) or the Islamic Party of Malaysia (pas). These groups have shaped the political landscape to a much larger extent than the current pre-occupation with the ‘terrorist threat’ suggests. The gradual development of a ‘culture of dialogue’ has rather revealed new approaches towards political participation and democracy at the grassroots level.  相似文献

This article explores the relationships between (so-called) ‘non-traditional’ development cooperation (NTDC) and political leadership. Using the case studies of Brazil and South Korea, we propose that certain emblematic elements of NTDC discourse and practice can act to influence the relationship with political leaders in particular ways. These are (a) elevated language of affect, (b) interleaving of personal biographies with the developmental trajectories of states, (c) the use of NTDC to legitimise domestic policies and promote domestic political leadership, (d) the prominence of presidential diplomacy and (e) the challenges confronting rapidly expanding domestic development cooperation institutions and systems.  相似文献

Reporting on the growth of volunteer tourism, a recent Time magazine article explains, ‘Getting in touch with your inner Angelina Jolie is easier than it used to be!’. In myriad ways celebrities like Angelina Jolie and Madonna have made international volunteering sexy. These women and their adopted children from the so-called ‘Third World’ have come to symbolise popular humanitarianism in the West. This paper addresses the cultural politics of female celebrity humanitarianism and the corollary implications of this practice for 20-something female volunteer tourists in northern Thailand. Based on 16 months of ethnographic fieldwork, I argue that the cultural politics of gendered generosity in these encounters overshadows the institutional and historical relationships on which the experience is based and that, in a neoliberal sleight of hand, the political is displaced by the individual with celebrity sheen.  相似文献

The tired old civilisational categories of ‘East’ and ‘West’, loosely identified with ‘Islam’ and ‘modernity’, are alive and well, nowhere more so than in contemporary Turkey. The Justice Development Party (AKP) currently in government employs them assiduously to political advantage but they have a long history, having defined the parameters of societal identity and political discourse throughout the history of the Turkish Republic. The paper takes the strength of the categories as its starting point but moves beyond them by asking if discourses, narratives and identities, individual and collective, exist in Turkey which question, overcome and ultimately undermine the categories of ‘East’ and ‘West’. The paper starts by investigating the evolution of ideas about East and West since the late Ottoman period and accepts that they are still dominant. However, since the 1980s in particular, they are being undermined in a de facto way by cultural developments in literature and music, new trends in historiography and novel ways of relating to the past. In some ways in contemporary Turkey, the paper concludes, culture trumps the inherently essentialist idea of ‘civilisation’ and Turkish society is ahead of its political and intellectual elites.  相似文献

In the fast-moving world of development policy, buzzwords play an important part in framing solutions. Today's development orthodoxies are captured in a seductive mix of such words, among which ‘participation’, ‘empowerment’ and ‘poverty reduction’ take a prominent place. This paper takes a critical look at how these three terms have come to be used in international development policy, exploring how different configurations of words frame and justify particular kinds of development interventions. It analyses their use in the context of two contemporary development policy instruments, the Poverty Reduction Strategy Papers (prsps) and the Millennium Development Goals (mdgs). We show how words that once spoke of politics and power have come to be reconfigured in the service of today's one-size-fits-all development recipes, spun into an apoliticised form that everyone can agree with. As such, we contend, their use in development policy may offer little hope of the world free of poverty that they are used to evoke.  相似文献

Confusion between the idea of development as purposeful intervention and development as outcome has been addressed by efforts to distinguish ‘intentional’ from ‘immanent’ development, and the distinction between ‘big D’ development as Western post- World War Two modernisation in the Global South, and ‘little d’ as the creation of winners and losers within unfolding capitalist change. As a heuristic device this distinction has been put to a variety of uses within development studies, but it has rarely been subjected to further scrutiny. This paper asks (1) whether the distinction remains coherent or risks being stretched too far, and (2) whether it remains relevant within the changing landscape of twenty-first century development. It first traces the historical evolution of the distinction, and then presents an exploratory case study of Bangladesh’s garment sector in order to analyse the relationship between the two kinds of development empirically, identifying a number of contradictions and ambiguities. It finds that while the ‘D/d’ distinction remains useful at a general level, further conceptualisation is now needed, and its relevance may fade as the significance of Western aid declines.  相似文献

I use a politically based explanation of the changing positive and negative attitudes regarding international criminal law, and show that the discourse on these issues in contemporary Russia is subject to serious political pressure. This paper examines 10 years of political transition in Cambodia. It is particularly relevant because Cambodia has just passed through a third stage of transition in the form of national grass roots elections to dilute elite power. The scope of the paper covers the three elections in the period 1991–2002 and is located in Dankwart Rustow’s transition theory. I conclude that while basic elements of the theory hold true, qualifications are required in relation to the length of the ‘acceptance’ phase for the elites, and the extent to which, even after 10 years, habitually normalised democratic processes are still unreliable at best, and violent at worst.  相似文献

The new wave of international terrorism gained strength in the aftermath of the 9/11 attacks, threatening not only the USA and its allies but also, as seen in the latest incidents, a significant part of the world. Continuing al-Qaida attacks signify the vulnerability and weakness of defence, security and intelligence systems in the face of the new international terror. The terror network has created an image of a postmodern virtual state. We argue that it has been shaped by a common ideology rather than in physical terms. Thus it is necessary to develop novel approaches. In this article we discuss Turkey's struggle against the new terror, underlining the fact that it is a Muslim majority state and has lively and dynamic Islamic traditions and different shades of Islamic belief. This situation makes the discussion more interesting, focusing on the position, perception, difficulties and struggle of a Muslim state with a democratic and secular mode of government vis-à-vis an allegedly Islam-inspired international terror network. There is an urgent need to develop an international terror strategy to counter terror attacks against Turkey, Britain, Egypt and others. We underscore the vital requirement of reconciling the macro-schemes and priorities of the global ‘war on terror’ with the national conditions and needs of the other countries involved in the struggle against the terror network.  相似文献

This paper discusses practices and paradigms that expatriate and national humanitarian aid workers use to deal with major problems they encounter in their daily work. It views ‘Aidland’ as an arena where different actors encounter, negotiate and shape the outcome of aid. One of the main findings is that there are consistent differences in the way expatriate and national aid actors perceive problems in their field, as well as in the way they respond to these issues. The paper shows that these perceptions often translate into heterogeneous paradigms and practices between expatriate and national staff, particularly around remote control aid, partnerships and donor reporting. These findings are highly relevant in the current context of ‘localisation’, suggesting that the so-called North/South divide continues to exist and more explicit attention should be given in aid research to the heterogeneous strategies of different actors working in the aid sector. The paper is based on analysis of data derived from a multiple-round Delphi expert panel study involving 30 highly experienced humanitarian aid practitioners.  相似文献

Despite China’s rapid economic growth in the past three decades, Chinese officials and experts are increasingly worried that the country is slowly heading towards the ‘middle-income trap’. The fear is that China might suffer the same stagnation and turbulence as Latin American economies did in the 1980s and 1990s. Will China be able to avoid this trap? Building on the insights of world-systems theory, this paper argues that China’s dependent development, although enabling it to escape the ‘poverty trap’, is likely to bog it down in the ‘middle-income trap’. China’s heavy reliance upon foreign technologies and investment has harmful effects on its economy. Dependent development not only increases China’s economic vulnerability but also truncates domestic industries. To escape the trap, the Chinese state should play a more active role in shifting its growth model away from low-end commodity manufacturing to knowledge-based, high value-added activities.  相似文献

Through a comparison of protracted domestic conflicts in Liberia and Mozambique this paper evaluates several standard explanations regarding the roles of leaders, third parties and domestic social forces in resolving or continuing civil wars in Africa. The paper finds that no single account of how peace is achieved is sufficient to explain the continuance of violence in Liberia and the successful attainment of peace in Mozambique. Rather, an explanation that can accommodate the divergent outcomes of conflict in the two countries must combine insights from elite, structuralist and agency‐based approaches. Furthermore, the paper addresses the ways in which the construction of social organisations, particularly women's groups, during wartime affects the direction of donor funding and the shape of reconstruction efforts after the peace is signed. We illustrate our argument by examining the efforts of leaders, third parties and local actors, particularly women, to perpetuate violence or to bring about peace in Liberia and Mozambique, and the gendered contexts in which donor aid is distributed in the postwar period.  相似文献

The language of ‘gender equality’ and ‘women’s empowerment’ was mobilised by feminists in the 1980s and 1990s as a way of getting women’s rights onto the international development agenda. Their efforts can be declared a resounding success. The international development industry has fully embraced these terms. From international NGOs to donor governments to multilateral agencies the language of gender equality and women’s empowerment is a pervasive presence and takes pride of place among their major development priorities. And yet, this article argues, the fact that these terms have been eviscerated of conceptual and political bite compromises their use as the primary frame through which to demand rights and justice. Critically examining the trajectories of these terms in development, the article suggests that if the promise of the post-2015 agenda is to deliver on gender justice, new frames are needed, which can connect with and contribute to a broader movement for global justice.  相似文献

This paper explores ‘pedagogies of resistance’ – or critical and democratic educational models utilized by social movements – and how global examples of engaged educational praxis may inform peace education. The central inquiry of this article is ‘How can educational projects that resist larger social, political and economic inequalities offer understandings about how we learn, teach, and act for peace in diverse settings?’ Drawing upon literature from various fields, ideas and insights are offered about how the field of peace education can better respond to multiple and diverse realities, particularly those facing marginalized communities. The article provides an overview of key tenets of peace education and ideas central to ‘critical peace education;’ offers a framing of ‘pedagogies of resistance;’ and, lastly, details what directions emerge by putting these two educational forms in conversation.  相似文献

The world's major oil-consuming nations, led by the USA, China and the Western European countries, are keenly interested in the development of African oil reserves, making huge bids for whatever exploration blocks become available and investing large sums in drilling platforms, pipelines, loading facilities and other production infrastructure. Indeed, the pursuit of African oil has taken on the character of a gold rush, with major companies from all over the world competing fiercely with one another for access to promising reserves. This ‘oil rush’ has enormous implications both for African oil producers and for the major oil-importing countries. For the producing countries it promises both new-found wealth and a potential for severe internal discord over the allocation of oil revenues (or ‘rents’); for the consuming countries, it entails growing dependence on imports of a vital substance from a region of chronic instability, with obvious national security overtones. Both these trends are reflected in US policy towards African oil. Desperate to procure additional supplies of foreign oil (to make up for the decline in domestic output), the Bush administration has made strenuous efforts to increase the role of US energy firms in African production. But because instability in Africa is an obstacle to such investment, it has sought to boost the internal security capacity of friendly African states and has laid the groundwork for direct US military involvement in Africa. At the same time Washington has become deeply concerned by China's growing interest in African oil, provoking an intense competitive contest between the two, with growing military overtones. In the end African societies will most probably suffer from this competition as an influx of arms bolsters the capacity of entrenched African regimes.  相似文献

Reconstructing the financial system in countries affected by violent conflict is crucial to successful and broad-based recovery. Particularly important tasks include: currency reform, rebuilding (or creating) central banks, revitalising the banking sector, and strengthening prudential supervision and regulation. Encouragement of private capital into the banking sector must be balanced by protection of the public interest, a task made more difficult by the nature of war-to-peace transition. Bank crises can destabilise economies in recovery from war, and their fiscal burden takes resources away from development and poverty spending – thereby threatening ‘post-conflict’ reconstruction itself.  相似文献

The rise of authoritarian great powers has raised questions about the dominance of the liberal democratic model and has led to a perception that the relative balance between democracy and authoritarianism is shifting. Consequently, there is increasing interest in and concerns about the diffusion of alternative ‘models’ of political and economic development. Given that China's impressive economic development has led to growing military strength and geopolitical prestige, evaluating perceptions of the legitimacy, effectiveness, and applicability of that country's model of ‘illiberal capitalism’ is a good place to start. This paper evaluates whether the ‘China Model’ or ‘Beijing Consensus' is gaining traction internationally through a content analysis of eight years of US and non-US media sources. It finds that concerns about the beginnings of an anti-democratic ‘reverse wave’ are exaggerated and that at the present time there does not appear to be a decisive shift in favour of a model of authoritarian-capitalism.  相似文献
