This article examines the degree of efficacy of Israel's antiterror policies and ability to cope with terrorism using seven parameters that fall into seven parameters: reduction in civilian casualties among Israelis and Palestinians, Israel's ability to cope economically, Israeli social cohesion, the status of international and domestic support for the Israeli government and the extent of weakening of international and domestic support for the Palestinian leadership. The article concludes that based on most of these parameters, Israel has been successful in coping with terrorism, although greater security must be attained through a change in Palestinian policies. 相似文献

This article discusses leadership in urban governance by examining the Mayor of London. It uses a conceptual framework of four elements: the external environment to local leadership; the institutional arrangements in which leaders operate; the local environment; and the personal characteristics of leaders. It is argued that the Mayor of London is 'strong' within the Greater London Authority, but 'weak' in formal terms in the governance of London. In order to be effective in London governance, the Mayor needs to facilitate the co-operation of others in order to wield power. The area of negotiation of the leadership of the Mayor of London is broad and takes place between the Mayor and the organisations which form the governance of London. 相似文献

The ongoing intensive wave of terror assaults against Israel is already approaching its fourth year. The endurance of the Israeli population to this hardship can be attributed, to a certain extent, to proficient leadership. Directing a tertiary university hospital, such as Hadassah, throughout this dire period has required distinctive leadership capabilities. Problems such as staff management during crisis, security, provision of information to the public and media, coping with the clinical routine, teaching and research activities and handling the economic burden, were all aspects of hospital administration that had to be taken care of. We believe that the core issue of medical management in time of terror attacks is establishing the right balance between the specific and peacetime routine. The measures taken to deal with these difficulties can serve as a model of contingency management in the field of medicine as well as other areas.‐ 相似文献

Abstract The poem Beowulf highlights the leader's heroic role, and is one of the premier examples of literature as a form of leadership instruction. The heroic ideal is one in which leaders are defined by their ability to live in harmony with both the laws and noble norms of society, to overcome opposition, and to demonstrate the acquisition of virtue by the way the live. They are readily recognized as a contrast to the evils they oppose. At the same time, heroic leaders are exemplars for their followers, and receive much of their power by personifying the virtues to which both they and their followers are committed. Leadership thus unfolds in a net of shared expectations, well-defined and noble ideals, and demonstrated accomplishments. In this, the medieval and Anglo-Saxon ideals are wondrously modern. 相似文献

The purpose of this study was to investigate the indirect effect of transformational leadership practices on turnover intention of government employees through affective and normative commitment to the organization. A total of 201 respondents were surveyed from the state and local governments in the east region of a mid-Atlantic state in the United States. The results from bootstrapping mediation analysis supported that transformational leadership fosters employees’ affective and normative commitment, which in turn lowers their turnover intention. Furthermore, the strength of the indirect effect of transformational leadership on turnover intention tends to be greater for baby boomers than other generations. 相似文献

研究网络时代大学生应对方式,探究大学生应对方式与网络行为偏好关系,进一步揭示大学生网络使用乃至网络成瘾的深层心理根源,对有效预防和矫治大学生病理性网络行为具有重要意义。结果表明,信息获得型和交往型大学生更多地使用指向问题解决的积极应对方式;游戏型大学生更多地使用指向情绪的消极应对方式;信息获得偏好与解决问题维度有显著正相关,而与幻想维度有非常显著负相关;游戏偏好与解决问题维度有极其显著的负相关;交往偏好与求助维度有非常显著的正相关。 相似文献

This paper explores the dynamics for changes to the machinery of government and public administration in the Bailiwicks of Jersey and Guernsey. Although constitutionally Crown possessions and under the jurisdiction of the UK, both territories are self-governing and are neither part of the UK nor the EU. Their importance as major offshore tax havens means that questions should be asked about their ability to effectively police the money that is invested through them, an issue that has acquired increased significance in the wake of recent terrorist events. Questions of financial probity inevitably lead to questions about governance and governmental efficiency and effectiveness. This paper explores the Bailiwicks' reactions to this within the theoretical context of the differentiated polity and the modernizing government and new public management agenda. The paper suggests the unique and entrenched political culture of the Bailiwicks is resistant to change but will embrace it if that change ensures the continuance of their autonomy, within the context of being Crown possessions. 相似文献

From 2000-2005, Somerville, MA, experienced a number of youth overdoses and suicides. The community response followed CDC recommendations for contagion containment. A community coalition, Somerville Cares About Prevention, became a pivotal convener of community partners and a local research organization, the Institute for Community Health, provided needed expertise in surveillance and analysis. Mayoral leadership provided the impetus for action while community activists connected those at risk with mental health resources. Using a variety of data sources (including death certificates, youth risk surveys, 911 call data, and hospital discharges) overdose and suicide activity were monitored. Rates of suicide and overdose for 10-24-year-olds were higher than in previous years. Using case investigation methods, the majority of suicide victims were found to be linked through common peer groups and substance abuse. Subsequent community action steps included: a community-based trauma response team, improved media relationships, focus groups for suicide survivors, and prevention trainings to community stakeholders. Youth suicide and overdose activity subsided in May of 2005. The community partnerships were critical elements for developing a response to this public health crisis. This collaborative approach to suicide contagion used existing resources and provides important lessons learned for other communities facing similar circumstances. 相似文献

This article examines how the Hungarian crisis and Soviet interventions strengthened the position of the Romanian communist leadership. First, it eroded the respect of several Bucharest officials for the Soviet army, reinforcing their desire to see Soviet troops leave Romania. Second, the crisis brought back memories of earlier historical events that seemed to provide ‘proof’ of Hungarian bellicosity, which the Romanian leadership used to discriminate against ethnic Hungarians in Romania. Third, the crisis aroused fears of Transylvanian irredentism, which Bucharest used to control the population. Fourth, by incarcerating Imre Nagy, Bucharest leaders could witness his suffering, which motivated them to avoid his fate. 相似文献
