当人类进入文明大量堆积的繁杂社会后,政治设计愈益凸现出它的工具理性.在人类历史上特别是一些重大政治变革时期,自觉地或不自觉地进行政治体系设计是一直有的现象.政治设计有丰厚的思想资源.对于后现代化国家或现代化赶超型国家来说,没有政治设计是不可想象的.

在当前马克思哲学总体性质的探讨中,寻求终极解释原则和构筑完美的体系仍然是主导许多学者的隐性意识,这一体系意识极大地阻碍了马克思哲学研究向更深层次扩展。本文通过对当前学界流行的几种代表性观点的批判性解析,指出其缺卖和虚妄之处,在此基础上我们不难看出体系意识在深层逻辑上恰是向旧形而上学的回归,马克思哲学的变革恰恰在于颠覆旧形而上学的体系意识。因此,走出体系的怪圈,探询马克思哲学的真境,乃是当前马克思哲学研究的当务之急。

WHEN China unveiled its plan for government restructuring in mid-March, it turned out that the number of ministries and commissions under the State Council would be reduced from 28 to 27, instead of to 21 as had been widely expected. ＂The reform is more modest than people had anticipated,＂ said Prof. Mao Shoulong, dean of the Public Administration School, Renmin University. Nevertheless, he said, it is the first serious effort to streamline the government by reducing the number of ministries, commissions and departments since the onset of China’s reform policies nearly 30 years ago.
