While citizenship scholars have documented the increasing moralisation of immigration and integration policies, relatively few have explored how immigrants themselves make sense of their (partial) membership of European welfare states. Drawing on semi-structured interviews and participant observation with Syrian refugees, this article documents how they interpret and act upon the partial and limited citizenship status they are given in Belgium. We focus on one dimension of their experiences: their stigmatic dependency upon the Belgian welfare state. While their accounts can be partly understood as reproducing neoliberal discourses, we argue that they are also a strategic reaction against the dependency that is inadvertently created by European welfare states. From our respondents’ perspectives, their social rights thus appear not so much as entitlements to be claimed, but as a continuation of the humanitarian logic of the (unreciprocated) gift.  相似文献

This article analyzes a Kurd refugee sit-in protest staged in front of the United Nations offices in Tokyo in July–September 2004 and its implications for the interaction between political society and civil society. The refugees' protest is viewed as a moment where the line between citizens and non-citizens is redrawn. Citizens possess an exclusive right to political speech and action. Protests by refugees undoubtedly question citizens' monopoly of this right. By organizing protests, refugees, who do not have citizenship status, raise their voices, make demands, and thus request a right to speech and action. In doing so, they blur the line between citizens and non-citizens. In this process, how do citizens and refugees interact with each other? By using Partha Chatterjee's concept of political society, I examine the different tactics employed by the refugees, who are part of political society, and the citizens of civil society. The case shows that when different voices meet, the voice of civil society drowns the voice of political society: the refugees' tactics were de-legitimized by the citizens. This interaction suggests that encounters between citizens and refugees are not simply events where the refugees claim a right to speech and action, but that such encounters also involve citizens in effect struggling to secure their monopoly of the same rights.  相似文献

Lambertz discusses the post-war failure to trace nearly all missing Jews who had been trapped in Europe during the war, which underlines the extent of Nazi violence. Missing person enquiries provide evidence for how Jewish survivors, refugees and immigrants across the globe understood what had happened during the Nazi era. The correspondence arriving in post-war Jewish community offices across Germany in the late 1940s reveals highly fragmentary knowledge of wartime events, both on the part of far-flung former community members and the officials who attempted to assist them.  相似文献

The economic and political ramifications of immigration will become increasingly evident in the United States during the coming decade, particularly in view of recent immigration policies that guarantee that the magnitude and diversity of the inflow will continue to grow. This symposium presents research that examines the role of immigrants in industrial restructuring and evaluates the effects of the 1986 Immigration Reform and Control Act. The importance of English language skills for economic advancement, and of government-supported training for refugees, are also examined. Together, this body of research directs our attention to the need for a more active public and private sector role in assisting all U.S. workers prepare for the demands of the labor market of the future.  相似文献

This paper examines the process of incorporation of immigrant and refugee workers into the meatpacking industry of the Midwest during a period of rapid restructuring. Immigrant and refugee workers have provided low-cost labor to meatpacking firms under pressure from both increased competition and a declining market for red meat. The search for new supplies of labor reflects fundamental changes within the industry. The dynamics of labor force recomposition in the meatpacking industry are the result of the interplay of such factors as the nature of industrial restructuring, the locally available labor supply, and programs designed to move immigrants, refugees, and the unemployed into full-time employment. This process has had differential effects on the industry, workers, the unions, and rural communities.  相似文献

Immigrants, who comprise a growing group in many European countries, are usually under-represented in the political process. Sweden's immigrant policy, with its far-reaching social and political rights, liberal citizenship laws and respect for cultural differences, is often regarded as an exemplary model of how to integrate immigrants in society. The 1975 electoral reform in Sweden gave immigrants the opportunity to become active in the democratic process by allowing foreign citizens to vote in local political elections. This article examines the political and organizational participation of immigrants. The findings indicate widespread and significant exclusion and under-representation of immigrants in political and organizational life. We argue that immigrant political participation is best understood in terms of a tension between individual characteristics and institutional and organizational factors. In particular, the long-term exclusion of large numbers of immigrants from labor related organizations is shown to be an important obstacle to their further social and political participation.  相似文献

This article focuses on the compulsory questioning of over 30,000 refugees who escaped to Britain during the Second World War and who were detained in London’s Royal (Victoria) Patriotic School. It answers three questions: how did intelligence come to see non-British civilians as sources; what characteristics did refugees possess and how did these influence the information they shared; and who was interested in their accounts? It argues that, while this site was set up as an MI5 vetting camp for the identification of Axis agents, it quickly evolved into an intelligence-gathering centre, serving the interests of multiple departments and organisations.  相似文献

The current US refugee resettlement system reflects the US government's agenda of having refugees acquire quick employment with low state welfare dependence and minimal fiscal and cultural disruption to the receiving communities. The non-governmental organizations (NGOs) assisting refugees hold broader goals for refugees, including feeling a sense of belonging in the USA. These goals represent a framing of social citizenship rights for refugees, and how NGOs frame social citizenship varies depending upon the NGOs contractual relationship with the US welfare state. Using data from 57 in-depth interviews, I describe how resettlement and assistance NGOs currently frame social citizenship for refugees in relation to market citizenship, and how their relationship with the federal government shapes this framing. Findings illustrate the role of NGOs in creating a discursive space for expanding the social citizenship rights of refugees and the ways such framing is highly constrained by the definitions of belonging that emerge from market citizenship.  相似文献

Southeast Asia is a transit point as well as a point of destination for thousands of migrants and refugees. This is not new, as people movements in and through the region have a long and diverse history. However, the spaces for movement have been severely restricted by modern national borders and border protection enforcement. A significant part of the migration flows are made up of refugees. This is particularly so in Malaysia, which is currently home to approximately 200,000 refugees. The Malaysian government continues to resist outside and internal pressures to face up to and remedy the refugee crisis it increasingly finds itself in. As a result, refugees live in a liminal and extra-legal place in Malaysia, which makes any real engagement with the Malaysian body politic and Malaysians problematic. This paper traces the attempts at place-making by Chin refugees in Malaysia and their attempts to evade, confront and circumvent Malaysian authorities.  相似文献

In this paper we leverage a sudden shift in refugee settlement policy to study the electoral consequences of refugee settlements. After the 2013 Norwegian parliamentary election, the newly elected right-wing government made a concerted effort to spread newly arrived immigrants across the country, with the consequence that some municipalities with limited experience in settling refugees accepted to do so. We propose that such policy changes have political consequences, increasing the salience of immigration issues and shifting voters’ preferences to the right. We further propose that successful refugee integration can move (parts of) the electorate to the left, with stronger political polarization as a possible effect of the policy change. Applying difference-in-differences techniques, we find no evidence of unidirectional shifts in voter sentiments, but support for the hypothesis of stronger political polarization.  相似文献

As the first in a trio of pieces devoted to incorporating immigration into policy models, this review of research on immigrant earnings trajectories brings to light several findings. Controlling for demographic and human capital characteristics, immigrants often start their U.S. lives at substantially lower earnings, but experience faster earnings growth than natives with comparable years of education and experience. The extent to which the earnings trajectories of immigrants and natives differ varies by country of origin, with the source-country's level of economic development being a key determinant of the size of the U.S.-born/ foreign-born difference. The earnings profiles of immigrants from economically developed countries such as Japan, Canada, or Western Europe resemble those of U.S. natives who are of the same age and education level. In contrast, the earnings of immigrants from developing nations tend to start well below those of U.S. natives with comparable education levels and experience, but rise more rapidly than their U.S. counterparts. Comparing the earnings profiles of immigrants of similar age, sex, and years of schooling, over time and across groups, a strong inverse relationship emerges between their initial earnings and their subsequent U.S. earnings growth. In other words, the lower (higher) the initial earnings are, the higher (lower) the earnings growth. These and other research results have important implications for the projection of immigrant earnings and emigration in microsimulation models, as discussed in the two articles following this one: (1) "Adding Immigrants to Microsimulation Models" and (2) "Incorporating Immigrant Flows into Microsimulation Models".  相似文献

Abstract

In this paper, originally presented on the occasion of the launch of her book concerning British immigration policy towards Jewish refugees from 1933 to 1948, London compares that past with present British immigration policy and attitudes towards it. She argues, above all, that the same worry about the long-term effects of immigration—that is, that refugees would settle in the country and not return home or move on—that very much influenced the tendency to inhibit aid to Jewish refugees in the 1930s and 1940s, is still very much alive today. While the legal situation of refugees and the kinds of persecution from which they seek refuge are different in the two periods in question, the 1930s and the 1990s—there are now, for instance, international conventions on refugees to which Britain is a signatory—British immigration policies of both periods are marked by many of the same priorities and many of the same attitudes towards and perceptions of refugees. In closing, she sounds a warning that an understanding of the past, crucial as it is, should not be mistakenly used to justify a lack of humanity in the present.  相似文献

This article examines the democratic status of irregular immigrants from the vantage point of different models of democratic inclusion. The argument developed is that irregular immigrants are in fact members of the democratic state by virtue of being subjected to the legally binding norms in the territory of the state. The extension of the vote and other political rights to irregular immigrants nevertheless remains problematic due to their ‘illegal’ status. Because this status follows from the restrictive border policies implemented by most contemporary states, it shows that the ideal of democratic inclusion is scarcely reconcilable with a policy of restrictive cross-border movement. The conclusion defended in the article is that the interest in keeping borders restricted reduces the prospects for democratic inclusion in contemporary states.  相似文献

This article demonstrates that public opinion on migration “at home” is systematically driven by terrorism in other countries. Although there is little substantive evidence linking refugees or migrants to most recent terror attacks in Europe, news about terrorist attacks can trigger more negative views of immigrants. However, the spatial dynamics of this process are neglected in existing research. We argue that feelings of imminent danger and a more salient perception of migration threats do not stop at national borders. The empirical results based on spatial econometrics and data on all terrorist attacks in Europe for the post-9/11 period support these claims. The effect of terrorism on migration concern is strongly present within a country but also diffuses across states in Europe. This finding improves our understanding of public opinion on migration, as well as the spillover effects of terrorism, and it highlights crucial lessons for scholars interested in the security implications of population movements.  相似文献

Abstract.  Studies of party politics and party competition in West European democracies all point to diversification. Non-economic issues such as the environment, refugees and immigrants or law and order have become increasingly central to party politics. However, there has been surprisingly little interest in explaining variation across time and countries concerning which issues actually become central to party competition. From the sparse literature, two general answers can be discerned. One is societal, focusing on mass media coverage, public opinion and the development of the policy problems related to the issue. The other focuses on the structure of party competition itself – more precisely on the incentives for different parties in drawing attention to different issues. This study stresses the importance of the latter based on a study of the immigration issue in Denmark and Sweden. Party political attention to this issue in the 1990s has been considerably stronger in Denmark than in Sweden. This can be explained by the different strategic situation of the main stream right-wing parties in the two countries. Focusing on the immigrant issue easily leads to a conflict with the centre-right, especially social liberal parties. In Sweden, such a conflict would undermine mainstream right-wing attempts at winning government power. In Denmark, the Social Liberals governed with the Social Democrats in the 1990s, which made it attractive for the main stream right-wing parties to focus on the issue in order to win government power based on the support of radical right-wing parties.  相似文献

We analyze the impact on crime of millions of refugees who entered and stayed in Turkey as a result of the civil war in Syria. Using a novel administrative data source on the flow of offense records to prosecutors’ offices in 81 provinces of the country each year, and utilizing the staggered movement of refugees across provinces over time, we estimate instrumental variables models that address potential endogeneity of the number of refugees and their location and find that an increase in the number of refugees leads to more crime. We estimate that the influx of refugees between 2012 and 2016 generated additional 75,000 to 150,000 crimes per year, although it is not possible to identify the distribution of these crimes between refugees and natives. Additional analyses reveal that a low-educated native population has a separate, but smaller, effect on crime. Our results underline the need to quickly strengthen the social safety systems, to take actions to dampen the impact on the labor market, and to provide support to the criminal justice system for mitigating the repercussions of massive influx of individuals into a country, and to counter the social and political backlash that typically emerges in the wake of such large-scale population movements.  相似文献

With the arrival of another wave of “boat people” to Australian waters in late 2009, issues of human rights of asylum seekers and refugees once again became a major feature of the political landscape. Claims of “queue jumping” were made, particularly by some sections of the media, and they may seem populist, but they are also ironic, given the protracted efforts on the part of the federal government to stymie any orderly appeals process, largely through resort to “privative clauses”. Such clauses demonstrate the many ways in which human rights of those seeking asylum in far-off lands and are potential future immigrants, who often lack much-touted needed papers, yet who are for the most part genuine refugees, are subject to the slings and arrows of political fortune (and misfortune). Approaching the courts if treated unfairly or seeking a further decision as to your fate would seem one of the fundamental premises of human rights. Yet privative clauses—or attempts to ouster the jurisdiction of the courts and to insulate decisions from appeal—have become an increasingly frequent feature of the Australian migration legislation. With a seemingly watertight federal constitutional power set in stone since 1901, to deal with migration and aliens, and without the tempered contemporary update of a federal Bill of Rights, the Australian federal government has been able to narrow the grounds of judicial review in those contexts. We argue that the concerted efforts to deny such fundamental rights of appeal to those most in need of the full armoury of the protection of the law in a modern, affluent democracy, constitutes both a breach of their human rights and a breach of core constitutional principles such as separation of powers. Those principles may not be formally articulated in the text of the Australian Constitution, but in our view they are implicit in the constitutional arrangements, and hence we can conclude with the arguments of former Justice of the High Court of Australia, Michael Kirby, who asked—to whom does sovereignty truly belong?  相似文献

This paper studies the English language proficiency levels of immigrants to the United States as determined from scores on a standardized test explicitly designed to measure reading proficiency. The data are disaggregated by area of origin and year of immigration. The connection between English deficiency levels and wages is then examined. In contrast to previous studies, it is found that English deficiency unambiguously depresses the wages of immigrants below what their other human capital characteristics suggest they should earn in the U.S. labor market. At the same time, the data show that, among the sample of young adults examined, there is a remarkable correlation between learning of English and time lived in the United States. The study indicates that policies encouraging the acquisition of English as a second language may provide a high dividend in the form of economic progress among immigrants.  相似文献

This paper draws upon Hannah Arendt's idea of the 'right to have rights' to critique the current protection gap faced by refugees today. While refugees are protected from refoulement once they make it to the jurisdiction or territory of a state, they face an ever-increasing array of non-entrée policies designed to stymie access to state territory. Without being able to enter a state capable of securing their claims to safety and dignity, refugees cannot achieve the rights which ought to be afforded to them under international law. Drawing upon both legal theory and political philosophy, this paper argues that refugees today, just as the stateless in Arendt’s time, must be afforded the ‘right to have rights’, understood as a right to enter state territory.  相似文献

Existing research makes competing predictions and yields contradictory findings about the relationships between natives’ exposure to immigrants and their attitudes toward immigration. Engaging this disjuncture, this article argues that individual predispositions moderate the impact of exposure to immigrants on negative attitudes toward immigrants. Negative attitudes toward immigration are more likely among individuals who are most sensitive to such threats. Because country-level studies are generally unable to appropriately measure the immigration context in which individuals form their attitudes, this article uses a newly collected dataset on regional immigration patterns in Austria, Germany, and Switzerland to test the argument. The data show that increasing and visible diversity is associated with negative attitudes toward immigrants, but only among natives on the political right. This finding improves the understanding of attitudes toward immigrants and immigration and has implications for the study of attitudes toward other policies and for immigration policy itself.  相似文献
