Citizens' attitudes toward police have been examined in a variety of contexts during the past several decades. Additionally, the importance of juveniles' attitudes towards the police has received considerable attention during the past decade. The current article examines attitudes toward police from a large, multi-site study of sixth to ninth grade youths. Three specific questions were examined: (1) What is the influence of police contact (generally and by different types of contact) on juvenile attitudes toward the police? (2) How does involvement in delinquent subcultures affect these attitudes? (3) How do community contexts and ties influence juvenile attitudes toward the police? Results suggested that community ties and involvement in delinquent subcultures substantially mediate the influence of police contact on juveniles' attitudes toward the police. 相似文献

This study examined the perceptions and lived experiences of people with mental illness in relation to their interactions with the police. A community-based participatory research approach was used and a procedural justice theoretical perspective guided the study. In-depth, semi-structured interviews were conducted by peer researchers with 60 people with mental illness who had interacted with the police and were living in Metro Vancouver, Canada. Among the study participants, contact with the police was frequent and occurred under a diverse range of circumstances. The majority of participants perceived being treated in a procedurally just manner by the police officer(s) who were involved in their most recent interaction. Almost three-quarters (n = 43, 72%) of participants were generally satisfied with how the police officer(s) had handled their most recent interaction. The slight majority of participants (n = 30, 51%) rated their previous contacts with the police as a positive experience overall, with 32% (n = 19) indicating that their previous interactions with the police were negative life experiences. The findings paint a more balanced picture than that which is often portrayed by the media. Emphasizing a procedural justice framework for police handling of situations involving people with mental illness is a vital step toward improving how these interactions are experienced and perceived. 相似文献

Recent amendments to the 1983 Mental Health Act in the UK (Mental Health Act 2007) include the controversial provision for: “supervised treatment in the community for suitable patients following an initial period of detention and treatment in hospital”. This provision is widespread, and more formal, in other English-speaking jurisdictions. Reviews of the international literature, human rights considerations and the perspective of psychological approaches to mental health care suggest that proposed ‘supervised community treatment orders’ are valuable, lawful, and compatible with the European Convention on Human Rights if certain specific conditions are met. Provisions for ‘supervised community treatment orders’ in the UK should be supported, but with the provisos that: the powers of the Mental Health Act are limited as in Scotland, to persons whose “ability to make decisions about the provision of [care] is significantly impaired”, that each order is time-limited and subject to review by a properly constituted Tribunal, and that the use of such orders should represent a benefit to people in terms of more appropriate treatment, or be a least restrictive alternative, or better preserve the person's private and family life. 相似文献

Conclusion Current research on the level of police resources, patrol and investigation strategies, community policing, and the likely impact of changes in the legal framework confirms the simple truth that the police capacity to influence crime has always been vastly overstated. Unfortunately, the preventive police forces that emerged in Anglo-American jurisdictions in the wake of Sir Robert Peel's new police were linked directly and for the first time to the crime rate. While there was little that they could actually do about the crime rate per se, questions of police effectiveness, resource allocation, and the adequacy of police powers have tended to be answered on the basis of such data ever since. The need now is to find different ways of measuring and evaluating police work. It may be that the major contribution of community policing is to highlight precisely this issue by shifting the focus of policing away from the crime rate and by forcing police departments, politicians, and academics to confront the real capabilities of the police and to devise methods of evaluating them and promoting them to an increasingly skeptical world.This is a revised version of a paper given at the third conference of the Society for the Reform of Criminal Law, Sydney Opera House, Sydney, Australia, March 19–23, 1989.LL.M., University of London 1968; LL.B., University of London 1967. 相似文献

According to the conventional wisdom, the police culture consists of a set of values, attitudes, and norms that are widely shared among officers, who find in the culture a way to cope with the strains of their working environment. Some research implies that the conventional wisdom is overdrawn, and recent research has begun to question it more directly. Changes in the composition (i.e., the race, sex, and education) of police personnel, as well as philosophical and organizational changes associated with community policing, could be expected to further fragment police culture and to shift the distribution of police attitudes. Here we examine variation in outlooks that, according to conventional wisdom, are part of the police culture, using survey data collected in two police departments. We also examine the relationships between these outlooks and characteristics of officers—sex, race, education, length of service, community-policing training, and community-policing specialist assignment—that are associated with the changes in policing. We find that officers' outlooks do not conform to the pattern that we would expect on the basis of conventional wisdom. We also find that the variation in officers' occupational attitudes is not patterned to a great extent by their characteristics. Community-based policing requires a radically different philosophical and organizational approach from the more traditional approach to policing. Stress may be experienced during organizational change as areas of responsibility and roles are altered. This study had three primary objectives: to identify (1) the areas officers and their immediate supervisors actually consider stressful, (2) the officers' and supervisors' responses to stress, and (3) the influence of their social support systems on these responses. Data were collected from community coordinators, radio response officers, and sergeants of the Charlotte-Mecklenburg Police Department in North Carolina. The officers and sergeants report specific physiological responses, lack of job involvement, and propensity to leave law enforcement; all responses that are considered by the literature to be related to stress. Stressors that are both common in law enforcement in general and stressors unique to a department implementing community policing are found to be significant. Work social support does appear to affect the level of job involvement of the officers. The finding that sergeants do not appear to feel that they have work social support may be working to the detriment of their ability to cope with stress and their willingness to be involved with their job. 相似文献

Researchers commonly use secondary data counts of police employees from police agencies. There has been some concern with using such data, yet there have been no published systematic assessments of their reliability.
Purpose
This paper compares the reliability of annual counts of police officers and civilians from the FBI's Police Employees data to those in the International City/County Management Association's (ICMA) Municipal Year Book reported for 38 large city police agencies between 1954 and 2008.Methods
We use bivariate correlations and visual analyses of line charts to demonstrate the reliability of these two datasets, examining in particular situations in which inaccuracies emerged.Results
Overall, both data sets record accurate counts of police employees, but there is some evidence of reporting irregularities. These irregularities manifest themselves as either city/agency-specific or temporally-bounded reporting errors.Conclusions
Although reporting errors are rare in these data, future researchers should consider the potential impact of reporting errors for certain years and agencies. 相似文献10.

The purpose of this study was to extend the current knowledge of public attitudes toward the police. Independent variables derived from three models, the demographic, the neighborhood context, and the police/citizen interaction models, were used to explain public perceptions of the police. More specifically, public attitudes toward the police was measured in two dimensions— General Attitudes toward the police and Specific Trust in the police. The data was obtained by a telephone survey of 756 respondents in Houston, TX in 2008. The primary findings suggested that race, gender, age, victimization, and satisfaction with police work were significant predictors. Hispanic respondents reported lower levels of General Attitudes toward the police than their White counterparts. In addition, there was no significant difference between Whites and Hispanics in terms of Specific Trust in police such as the use of Taser guns. These results and their practical implications for police agencies were addressed in discussion. 相似文献

Aim: We sought to ascertain the current nature of specialist community mental health provision for young people presenting with risk of harm to others or involvement with the youth justice system in England, Wales and Scotland. Methods: Questionnaire-based survey. Results: Fifty-five services were contacted, 48 responded and 35 of these were found to be providing some form of community mental health provision to high-risk young people. Thirteen services provided comprehensive community forensic child and adolescent mental health (FCAMH) services, whilst the remainder offered more ad hoc clinical input. Amongst the comprehensive FCAMH services, staffing, function, commissioning arrangements and population served varied widely. Conclusions: There is patchy geographical provision of comprehensive community FCAMH services across England, Scotland and Wales with heterogeneous commissioning arrangements, staffing and function. Development of a national commissioning strategy for community FCAMH services is required to ensure that the complex needs of high-risk young people are adequately addressed. 相似文献

Over the past 20 years, police departments across America have adopted a community—or problem-oriented—policing philosophy. Community policing has not been implemented wholesale, however. Most departments have assigned some officers to community policing roles but kept the majority in traditional motorized patrol assignments. Pertinent literature suggests that these two groups do not see eye to eye on their respective roles and duties. In this study, work-redesign theory is used as a conceptual framework to explain officer functioning in both community policing and traditional motorized policing settings. Findings indicate key similarities between community policing officers and officers assigned to traditional motorized patrol, despite differences in job satisfaction, perception of impact, and policing style. 相似文献

This study examines the gender gap in attitudes toward the death penalty, including attention to global versus specific measures.
The study is based on a survey in Tennessee of attitudes toward crime and criminal justice. Specifically, the study examines
male and female global attitudes, attitudes toward a life without parole option, reasons that supporters and opponents give
for their views, and how specific factors might change the level of support for or opposition to capital punishment. Although
majorities of both genders favor capital punishment, important differences exist. Implications are discussed.

The present study examined mental health risk associated with lifetime occurrence of spouse violence against mother among 303 10 to 12 year-old inner-city children. Maternal report data showed a 30% prevalence rate for lifetime occurrence of spouse violence in this sample. Results of correlational analyses indicated that violence against mother was associated with several other historical risk factors including divorce, parental drinking problems, and incarceration of father. Multiple regression analyses controlling for the effects of demographic and historical risk factors that correlated with violence against mother revealed that violence accounted for significant unique variance in girls' self-reports of conduct problems, but did not account for unique variance in boys' symptomatology. Implications of these results for understanding the effects of violence against mother on children and for the development of empirically based interventions for children in those families are discussed. 相似文献

The purpose of this study was to determine whether the citzen police academies (CPA) in two cities were effective in changing
participants’ attitudes, beliefs, and behavior toward police. Pre-and post-test questionnaires were used to obtain participants’
ratings of their attitudes and beliefs concerning police officers and their willingness to cooperate with police. Participants
were also asked to indicate what cooperative behaviors they had actually engaged in before and/or during the CPA. At the end
of the CPA, participants in both cities rated themselves as having more positive attitudes toward police, and more willingness
to engage in behaviors that would help police. There was also an increase in actual performance of some cooperative behaviors
during the CPA. These changes did not seem to be overly dependent on the jurisdiction (large versus small city), the demographics

The growing elderly population means that crime will play a larger role in future quality of life issues. Even so, few criminal justice endeavors have examined how different actors perceive various aspects of elderly victimization. This paper examines the way four distinct groups—nursing home directors, nursing home employees, police chiefs, and university students—perceive crime against the elderly. Results show nursing home professionals perceive aspects of elderly victimization differently than do police chiefs and college students. Implications are provided. 相似文献

This article profiles self-reported substance use, health, and mental health problems among a sample of incarcerated women in Kentucky as well as lifetime service utilization. Findings indicate that a high percentage of women reported use of alcohol, cocaine, and multiple substances during the month before incarceration. In addition, participants reported common health problems such as dental, female reproductive, physical injuries, and mental health problems including depression and anxiety. Participants reported moderate use of emergency room and mental health treatment but limited substance abuse treatment utilization. Implications for criminal justice programs and linkages with community-based aftercare services for women are recommended based on findings that health and mental health problems are associated with service utilization before incarceration. 相似文献
