The United Kingdom electorate's unanticipated vote to leave the European Union risks worrying NATO allies about the UK's reliability as a defence partner at a time when Russian threats appear to be rising. To allay this concern, the British government could expand its customary multinational collaboration with European partners on defence aerospace projects, such as a new crewed combat aircraft.     

Using self-prophecy to combat vote overreporting on public opinion surveys

Survey researchers have long struggled with respondents who, due to the pressure to adhere to socially desirable norms, erroneously claim to have voted in a previous election. In this paper, we develop a new approach to reducing the overreporting of voting in surveys by leveraging psychological theories that show people have a tendency to follow through on an action once they have predicted their behavior (e.g. Sherman, 1980). Using a survey experiment through the 2014 Cooperative Congressional Election Study, we find that an overwhelming majority of respondents will agree to take an honesty pledge regarding their future vote report. Having pledged their honesty, they then overreport their vote at far lower rates than other survey participants. The observed effects are additive, since previously developed methods of reducing overreporting were present across all conditions. These findings have important implications for studies endeavoring to understand voting behavior and social desirability pressures.

Sexual Harassment in the Federal Workplace Revisited: Influences on Sexual Harassment by Gender

Using data from the U.S. Merit Systems Protection Board's most recent survey on sexual harassment, this study examines influences on sexual harassment in the federal workplace. We investigate the effect of workers'sociodemographic characteristics, aspects of their daily work environment (the sex of the supervisor and female/male ratio of coworkers), and agency location. Drawing on a variety of theoretical models and addressing a limitation of a previous study, we assess whether and how influences on sexual harassment differ for men and women. Not only does the likelihood of sexual harassment differ for men and women, but the determinants of harassment differ as well. Women are more likely to indicate receipt of unwanted sexual attention as their ratio of male coworkers increases, and men are more likely to indicate its receipt as their ratio of female coworkers increases. We also find differential effects for sex of supervisor, age, education, and job type, among other variables. Our analyses highlight that gender conditions the influences on sexual harassment.     

Sexual Citizenship in the European Union

This article examines two different uses of the language of citizenship: in the context of the 'sexual citizen', and the transnational 'European citizen' of European Union politics. It begins with an exploration of how the concept of citizenship has been constitutively built on a set of binary constructs of in/exclusion and can prove a disciplining and regulatory concept. Yet, simultaneously, citizenship can have an active and democratic potentiality. The article interrogates these two faces of citizenship by considering the mobilization of lesbians and gay men through the International Lesbian and Gay Association Europe (ILGA Europe), and the engagement of ILGA with the institutions of the European Union. The article concludes that European and sexual citizenship underscores the tension, not only between active and passive citizenship forms, but more generally, between identity and difference. This tension demands, in turn, a reappraisal of identity-based thinking, in favour of a more coalitional, affinity-based politics .     

Sexual Harassment in the Federal Workplace

What factors influence the likelihood that a federal worker will receive unwanted sexual attention? Who is most likely to be accused of sexual harassment? What factors influence federal workers' perceptions of the effectiveness of agency sexual harassment training? Using the raw data file of the U.S. Merit Systems Protection Board's most recent survey on sexual harassment, the authors find that worker characteristics are the principal influence on the likelihood that a worker will receive unwanted sexual attention and whether an agency's sexual harassment training is perceived favorably. Contextual factors demonstrate lesser influence. Their conclusions lead the authors to believe that a reevaluation of training programs is in order. A one‐size‐fits‐all training approach may no longer be tenable, if it ever was.     

大学生对涉性问题的评价模式研究

本文运用扎根理论方法,对大学生评价涉性问题的过程进行研究,得到大学生对涉性问题的两种评价模式,即"与传统背离的评价模式"和"与传统一致的评价模式".这两种评价模式的并存,反映了大学生的性价值观念冲突.价值冲突的成因有三:社会价值体系的转型、自由主义性价值观念的传播、性价值观教育理论研究的缺失.在性价值观教育的理论研究方面,应当对性的内涵及其本质、性的权利与义务的关系、性自由的科学内涵、性价值观的本质特征四个问题进行研究,为性道德教育提供理论支持.

军事软实力在信息化战争中的作用日益突出.这是因为军事软实力通过对军队内部诸要素质量的提升和结构的优化,形成凝聚力、鼓舞力、文化力、整合力、创新力和瓦解力,能够极大地提高军队的战斗力.在我军武器装备技术水平与西方军事强国的巨大差距难以在短时间内发生根本性改变的情况下,加强军事软实力建设对于提高我军打赢信息化战争的能力具有十分重要的意义.     

Westminster Too: On Sexual Harassment in British Politics

At the end of 2017, millions of women used the #MeToo hashtag to draw attention to widespread sexual harassment and assault around the world. In British politics, female politicians, staff members, and journalists opened up about their own experiences, provoking the resignation and party suspension of a number of male Cabinet ministers and Members of Parliament. This article explores how this issue got on the political agenda, what features of politics might foster harassment and discourage reporting, and what solutions might be pursued to tackle this problem. It argues that sexual harassment should be understood as a systemic, cultural problem, rather than a question of problematic individuals. Ignoring the issue of sexual harassment in politics, the article concludes, has serious consequences for gender equality—as well as for democracy itself, reducing policy effectiveness, distorting the political pipeline, and diminishing political transparency and accountability.
